This project offers the opportunity to sustainably strengthen and develop tourism attractiveness and awareness in the two municipalities Templin and Połczyn-Zdrój as well as the surrounding regions on the basis of close cooperation. In the two “non-Eastern Sea regions” tourism is rather low compared to the nationally important tourist centres on the German-Polish Baltic coast and the metropolises of Szczecin and Berlin. Tourism is a key economic factor for both municipalities. Due to the similar good natural conditions, there are many common development potentials and substantive links with regard to the tourist orientation and the target group approach. In the thermal solar spa Templin, the focus of urban development in recent years has been successfully focused on the expansion of wellness and health tourism in conjunction with the development of natural and family tourism offers. However, with an increase in the number of overnight stays, the length of stay with 2.9 days is, however, small. The tourist attraction is primarily concentrated in the Berlin-Brandenburg region as well as Mecklenburg-Western Pomerania and Saxony-Anhalt, and the potential of Polish visitors has been insufficiently accessed so far. Połczyn-Zdrój is one of the oldest spa towns in Poland with more than 300 years of spa history. The continuation of the traditional spa system is a central pillar of community development. The municipality has so far been an important tourist destination for legally prescribed spa guests, who usually spend several weeks on site. In addition to spa tourism, however, the municipality still has untapped development potential.
The planned strategic cooperation between the two municipalities offers the opportunity to use mutual expertise to set new tourist accents, which complement the existing offer qualitatively and to improve the competitiveness of the regions located in the tourist hinterland. By expanding marketing activities both spatially and thematically, the respective cross-border visitor proportion is to be increased and on the other hand new target groups will be addressed. On the basis of a close exchange of experience as well as through the development of joint offers and marketing activities in Połczyn-Zdrój, a stronger address will be given to private spa tourists, including German wellness and health tourists, while in Templin the address will be intensified by private spa tourists and Polish visitors. In both municipalities, the historical spa parks are of great importance in the context of the joint tourism profiling, which play a key role with regard to the planned qualification of tourist infrastructures. Using the natural and cultural heritage sites, the project also promotes awareness among children and young people of local natural and cultural heritage as well as learning about tourism career prospects in Poland and Germany. By implementing the planned work packages, the cooperation of the two partner communities at different technical and organisational levels is implemented and brought to a new strategic level. The project links thematically both to previous EU-funded measures to strengthen nature and active tourism in non-Eastern Sea regions (e.g. Interreg IV A Project Pomeranian River Landscapes) as well as ongoing cross-border activities within the framework of the Templin and Połczyn-Zdrój Town Partnership. The qualification of tourist infrastructures in line with the preservation and enhancement of the regional natural and cultural heritage also contributes to the improvement of the quality of life and to the regional ties of the local population.

Niniejszy projekt daje możliwość trwałego i zrównoważonego wzmocnienia i rozwoju atrakcji turystycznych i stopnia znajomość obu gmin Templina i Połczyna Zdroju oraz okolicznych regionów na podstawie ścisłej współpracy. W obu „nienadbałtyckich regionach” turystyka jest, w porównaniu z centrami turystycznymi o znaczeniu ogólnonarodowym na polsko – niemieckim wybrzeżu Bałtyku bądź w metropoliach Berlina i Szczecina, raczej słabo rozwinięta. Dla obu gmin turystyka stanowi główny czynnik rozwoju gospodarczego. Przy czym z uwagi na podobnie korzystne uwarunkowania przyrodniczo – przestrzenne i kwestie merytoryczne związane z ukierunkowaniem turystycznym i grupami docelowymi istnieja wspólne potencjały rozwojowe. ,. I tak w uzdrowisku w oparciu o solanki termalne Templin w ostatnich latach skutecznie punkt ciężkości to rozbudowa turystyki wellness i zdrowotnej w powiązaniu z tworzeniem oferty turystki przyrodniczej i rodzinnej. Przy wzroście liczby noclegów czas pobytu wynoszący 2,9 dni jest jednak stosunkowo krótki. Siła przyciągania turystów koncentruje się głównie na obszarze Berlina i Brandenburgii oraz Meklemburgii – Pomorza Przedniego i Saksonii Anhaldzkiej, a potencjał gości z Polski był do tej pory znikowo eksplorowany. Połczyn-Zdrój to przy ponad 300-letniej historii sanatoryjnej jedno z najstarszych polskich uzdrowisk. Kontynuacja klasycznej działalności sanatoryjnej jest tradycyjnym filarem rozwoju gminy. Gmina jest do tej pory ważnym celem dla pacjentów skierowanych na pobyty sanatoryjne przez NFZ, którzy przebywają na ogół kilka tygodni. Poza tą formą turystyki sanatoryjnej gmina charakteryzuje się jednak znacznym niewykorzystanym potencjałem rozwojowym.
Przewidziana współpraca strategiczna obu gmin daje szanse na to, aby poprzez wykorzystanie wzajemnie wiedzy specjalistycznej ustanowić nowe akcenty turystyczne, które uzupełnią jakościowo istniejącą ofertę i poprawią konkurencyjność położonych bardziej w głębi regionów. Poprzez zarówno merytoryczne jak i przestrzenne rozszerzenie działań marketingowych ma wzrosnąć w obu lokalizacjach liczba gości transgranicznych jak i będą one ukierunkowane na nowe grupy docelowe. Przy czym na podstawie ścisłej wymiany doświadczeń oraz poprzez tworzenie wspólnej oferty i wspólne działania marketingowe w Połczynie Zdroju w przyszłości nacisk będzie położony bardziej na pozyskanie prywatnych turystów zainteresowanych zdrowiem i wellness, a w Templin działania te intensywniej skierowane będą do turystów uzdrowiskowych i polskich gości. Duże znaczenie w ramach wspólnego kreowania porfilu turystycznego mają w obu gminach historyczne parki zdrojowe, którym w kontekście przewidzianej poprawy jakości infrastruktury turystycznej przypada funkcja kluczowa. Przy wykorzystaniu miejsc dziedzictwa kulturowego i przyrodniczego wspierane jest też w tym pakiecie uwrażliwianie dzieci i młodzieży na lokalne dziedzictwo kulturowe i przyrodnicze oraz poznanie perspektyw zawodowych w turystce w Polsce i w Niemczech.
Wdrażana jest na różnych poziomach branżowych i organizacyjnych współpraca partnerskich samorządów i jednocześnie uzyskuje nowy poziom jakościowy. Projekt nawiązuje tematycznie zarówno do wcześniejszych finansowanych ze środków UE działań na rzecz wzmocnienia turystyki przyrodniczej i aktywnej w regionach Niebałtyckich (Projekt Interreg IV A Pomorskie Krajobrazy Rzeczne) oraz do bieżących działań w ramach partnerstwa miast Templin i Połczyna Zdroju. Poprawa jakości infrastruktury turystycznej w zgodzie zasadami zachowania i uatrakcyjnienia regionalnego dziedzictwa kutrowego i przyrodniczego stanowi poza tym przyczynek do wzrostu jakości życia oraz poczucia tożsamości lokalnych mieszkańców.

Das vorliegende Projekt bietet die Möglichkeit, die touristischen Attraktivität und Bekanntheit in den beiden Kommunen Templin und Połczyn-Zdrój sowie den umliegenden Regionen auf Grundlage einer engen Zusammenarbeit nachhaltig zu stärken und zu entwickeln. In den beiden „Nicht-Ostseeregionen” ist der Tourismus im Vergleich mit den national bedeutenden touristischen Zentren an der deutsch-polnischen Ostseeküste bzw. den Metropolen Szczecin und Berlin eher gering entwickelt. Für beide Kommunen stellt der Tourismus einen zentralen Wirtschaftsfaktor dar. Dabei ergeben sich aufgrund der ähnlichen guten naturräumlichen Voraussetzungen viele gemeinsame Entwicklungspotenziale und inhaltliche Anknüpfungspunkte mit Hinblick auf die touristische Ausrichtung und die Zielgruppenansprache. Im Thermalsolheilbad Templin wurde der Schwerpunkt der Stadtentwicklung in den letzten Jahren erfolgreich auf den Ausbau des Wellness- und Gesundheitstourismus in Verbindung mit der Entwicklung natur- und familientouristischer Angebote gelegt. Bei einer Steigerung der Übernachtungszahlen ist die Aufenthaltsdauer mit 2,9 Tagen jedoch vglw. gering. Die touristische Anziehungskraft ist vorrangig auf den Berlin-Brandenburger Raum sowie Mecklenburg-Vorpommern und Sachsen-Anhalt konzentriert, und das Potenzial an polnischen Besuchern wird bisher nur unzureichend abgerufen. Połczyn-Zdrój ist mit mehr als 300 Jahren Kurgeschichte einer der ältesten Kurorte Polens. Die Fortführung des traditionellen Kurwesens ist eine zentrale Säule der Gemeindeentwicklung. Die Gemeinde ist bisher ein wichtiges Reiseziel gesetzlich verordneter Kurgäste, die meist mehrere Wochen vor Ort verbringen. Über den Kurtourismus hinaus weist die Gemeinde jedoch noch ungenutzte Entwicklungspotenziale auf.
Die vorgesehene strategische Zusammenarbeit der beiden Kommunen bietet die Chance, durch Nutzung des gegenseitigen Fachwissens neue touristische Akzente zu setzen, die das vorhandene Angebot qualitativ ergänzen und die Wettbewerbs-fähigkeit der im touristischen Hinterland liegenden Regionen zu verbessern. Durch eine sowohl räumliche als auch thematische Erweiterung der Marketingaktivitäten sollen einerseits der jeweilige grenzüberschreitende Besucheranteil gesteigert werden und andererseits auch neue Zielgruppen angesprochen werden. Dabei erfolgt auf Grundlage eines engen Erfahrungaustausches sowie durch Entwicklung gemeinsamer Angebote und Marketingaktivitäten in Połczyn-Zdrój zukünftig eine stärkere Ansprache privater, auch deutscher Wellness- und Gesundheitstouristen, während in Templin die Ansprache von privaten Kurtouristen und polnischen Besuchern intensiviert wird. Große Bedeutung im Rahmen der gemeinsamen touristischen Profilierung kommt in beiden Kommunen den historischen Kurparkanlagen zu, die mit Blick auf die vorgesehene Qualifizierung der touristischen Infrastrukturen eine Schlüsselfunktion übernehmen. Unter Nutzung der Natur- und Kulturerbestätten wird in dem Projekt zudem die Sensibilisierung von Kindern und Jugendlichen für das lokale Natur- und Kulturerbe sowie das Kennenlernen von touristischen Berufsperspektiven in Polen und Deutschland befördert. Durch die Umsetzung der vorgesehenen Arbeitspakete wird die Zusammenarbeit der beiden Partnerkommunen auf unterschiedlichen fachlichen und organisatorischen Ebenen umgesetzt und auf ein neues strategisches Niveau gehoben. Das Projekt knüpft thematisch sowohl an frühere EU-finanzierte Maßnahmen zur Stärkung des Natur- und Aktivtourismus in Nicht-Ostseeregionen (z.B. Interreg IV A Projekt Pommersche Flusslandschaften) sowie an laufende grenzüberschreitende Aktivitäten im Rahmen der Städtepartnerschaft von Templin und Połczyn-Zdrój an. Durch die Qualifizierung der touristischen Infrastrukturen im Einklang mit dem Erhalt und der Aufwertung des regionalen Natur- und Kulturerbes wird zudem ein Beitrag zur Steigerung der Lebensqualität sowie zur regionalen Bindung der lokalen Bevölkerung geleistet.

W ramach projektu przewidziane są zarówno działania inwestycyjne jak i nieinwestycyjne. Z nowym zagospodarowaniem parku Bürgergarten w Templin jako ukierunkowanego na rodziny parku zdrowia i rozrywki, oraz z rewitalizacją znajdującego się pod ochroną konserwatorską Parku Zdrojowego w Połczynie Zdroju związana jest poprawa infrastruktury turystycznej, a tym samym znaczne podniesienie atrakcyjności i jakości pobytu, co z kolei w konsekwencji przekłada się na wyższą liczba odwiedzających. Poza tym poprzez rozwój i transgraniczną promocję obu obiektów parkowych jak i innych istniejących i nowych ofert turystycznych i produktów dotrze się do nowych grup docelowych z własnego kraju i z kraju sąsiada, co prowadzi do wzrostu stopnia znajomości oby regionów. Poza tym przewidziane jest włączenie obu obiektów parków zdrowych do planowanej organizacji polsko – niemieckiej wymiany uczniów dotyczącej tematyki edukacji turystycznej i zdrowotnej.

Im Ergebnis des Projektes sind sowohl investive als auch nicht-investive Maßnahmen vorgesehen. Mit der Neugestaltung des Bürgergartens in Templin zu einem familienorientierten Gesundheits-Erlebnispark und der Revitalisierung des denkmalgeschützten Kurparks in Połczyn-Zdrój ist eine gezielte Verbesserung der touristischen Infrastruktur und damit eine deutliche Steigerung der Aufenthaltsqualität und Attraktivität verbunden, die in der Konsequenz zu erhöhten Besucherzahlen führt. Darüber hinaus werden mit der Entwicklung und grenzüberschreitenden Vermarktung der beiden Parkanlagen sowie weiterer bestehender und neuer touristischer Angebote und Produkte neue Zielgruppen aus dem In- und jeweiligen Nachbarland angesprochen und die touristische Bekanntheit der beiden Regionen erhöht. Es ist zudem vorgesehen die Kurparkanlagen bei der geplanten Organisation von deutsch-polnischen Schüleraustauschen zu Themen der Gesundheits- und Tourismusbildung einzubeziehen.
