Shaping the future of the Pomerania Euroregion

Przyszłość Europy znalazła się po wystąpieniu Wielkiej Brytanii i odrodzeniu się silnych tendencji nacjonalistycznych w niemal wszystkich państwach członkowskich przed nowymi wyzwaniami. Praca Euroregionu stanowi przy tym fundament europejskiego współistnienia. Jedynie Euroregion, w którym powstaną silne powiązania doprowadzi do zrównoważonego rozwoju pogranicza, a tym samym w drugim rzędzie, Unii Europejskiej. Istnieją przy tym szczególne wyzwania związane z życiem na pograniczu oraz występującymi tu różnicami prawnymi i administracyjnymi. Funkcjonowanie w dwóch różnych systemach prawnych i administracyjnych wymaga często nie tylko więcej czasu, lecz i wyższych nakładów finansowych. Współpraca euroregionalna miała i ma odpowiadać na te zjawiska oraz tworzyć praktyczne rozwiązania. Aby to osiągnąć niezbędne jest wspólne podejście, którego podstawę tworzyć będzie wysokiej jakości Strategia rozwoju i działania (SRiD). Długofalowo projekt ma na celu dalsze ożywianie relacji społecznych, kulturowych, gospodarczych i socjalnych i intensyfikację oraz wzmacnianie współpracy między gminami, organizacjami pozarządowymi, stowarzyszeniami, instytucjami i mieszkańcami. Realizacja projektu ma doprowadzić do rozbudowy długotrwałych struktur współpracy. SRiD utworzy fundament dla wspólnego, uzgodnionego podejścia przy rozwiązywaniu wyżej wymienionych wyzwań, a także przyczyni się do tworzenia wspólnej wiedzy na temat dotychczasowego rozwoju Euroregionu i możliwych scenariuszy rozwoju przyszłego pogranicza. Ponadto działania projektowe poprzez wykorzystanie działań przyciągających uwagę opinii publicznej, wzmocnią tożsamość regionalną mieszkańców pogranicza. W ramach projektu zostanie opracowana i napisana wspólna SRiD. Działania związane z projektem przyniosą korzyści nie tylko członkom Euroregionu Pomerania, w tym zachodniopomorskim, meklemburskim i brandenburskim gminom i powiatom lecz w szczególności mieszkańcom pogranicza. Strategia w odróżnieniu od narodowych strategii rozwoju uwzględni w szczególny sposób graniczne położenie obu administracji i związanych z tym problemów. Przy pomocy SRiD mieszkańcy i podmioty działające na pograniczu będą mogli lepiej wykorzystywać potencjał wynikający z granicznego położenia regionu w obszarze gospodarczym, socjalnym i społecznym. W sposób szczególny zostanie przy tym uwzględniony transgraniczny Region Metropolii Szczecińskiej. Zaplanowano przeprowadzenie analizy SWOT. Ponadto porównana zostanie aktualna SRiD i bieżące wdrażanie programu INTERREG VA, przeanalizowane będą wytyczne Komisji Europejskiej, uwzględnione zostaną aktualne dokumenty i stanowiska AGEG, a także analizie poddane zostaną krajowe strategie rozwoju jak również przeprowadzone będzie badanie porównujące możliwe obszary programowe i scenariusze wsparcia. Tym samym strategia stworzy teoretyczną bazę dla dalszej integracji Euroregionu Pomerania. W celu jej praktycznej realizacji przeprowadzona zostanie analiza prawna istniejących struktur współpracy transgranicznej i sformułowane zostaną zalecenia mające za zadanie bardziej efektywne wykorzystanie istniejących struktur i sieci współpracy i ewentualne stworzenie nowych, dostosowanych do aktualnych wymagań. Projekt ma za zadanie włączyć także mieszkańców polsko-niemieckiego obszary pogranicza, którzy często w życiu codziennym nie biorą pod uwagę możliwości podejmowania działań transgranicznych. W celu włączenia tej grupy docelowej stworzony zostanie portal komunikacyjny informujący o wydarzeniach kulturalnych, sportowych, festynach, wydarzeniach tematycznych etc. odbywających się po obu stronach granicy. Portal ma także dostarczać wiedzę na temat wydarzeń aktualnych oraz historii regionu oraz ofertować giełdę partnerstw dla grup zainteresowań, stowarzyszeń, związków społeczeństwa obywatelskiego itp. Korzystanie z oferty transgranicznej pomoże pokonać pierwsze obawy i budować wzajemną otwartość.

The development of Europe is facing new challenges with the withdrawal of Britain and the emergence of strong nationalist tendencies in almost all Member States. The work of the Euroregion forms the foundation of European coexistence. Only a highly interconnected euro region can lead to a balanced development of the border region and thus at the second level of the European Union. There are particular challenges related to living in a border region and existing legal and administrative differences. Dealing with two different administrative and legal systems is often not only more time-consuming, but also costly. The aim of the Euroregional work was and is to address these issues and to create practical solutions. A common approach to action is important for this purpose, the basis of which is a high-quality development and action concept (EHK). In the long term, this leads to the further revival and consolidation of social, cultural, economic and social relations. Cooperation between municipalities, non-governmental organisations, associations, institutions and citizens is further strengthened. The EAEC provides the basis for a common, coordinated approach to solving the above-mentioned challenges and contributes to the development of a common level of knowledge to date in the Euroregion and possible development scenarios for a future border region. As part of the project, the joint ECC will be developed across borders. In addition to the members of the Pomerania Euroregion (municipalities and districts of the West Pomerania Voivodeship and the districts of Vorpommern-Greifswald, Vorpommern-Rügen, Mecklenburg Lake District, Uckermark and Barnim with the cities of Greifswald, Stralsund and Neubrandenburg), the inhabitants of the border region benefit from the project measures. In contrast to national development strategies, the border situation of administrations and related problems are particularly taken into account in the ECJ. With the help of the ECC, the potential of the border situation in the economic, social and social sphere will be further developed for the population/actors of the border region. Special attention is paid in this context to the Szczecin cross-border metropolitan region. A strength-weakness analysis is carried out. In addition, the current EAEC is compared with the ongoing InterregVA programme implementation, the examination of the requirements by the EU-COM, the inclusion of current AGEG documents, the evaluation of national development strategies and a comparative study of possible programme areas and funding scenarios. The EHK thus provides a theoretical basis for the further convergence of the Euroregion Pomerania. For practical implementation, an analysis of the legal structures of cross-border cooperation is also carried out and recommendations are formulated with the aim of using existing cooperation networks and structures more efficiently and possibly establishing new structures adapted to current requirements. The project also aims to address the inhabitants of the German-Polish border region, often not including the possibility of cross-border activities in everyday life. In order to take this target group, a communication portal is developed that informs about cultural and sports events, festivals, interest-related events, etc. on both sides of the border. The portal is also intended to provide comprehensive historical and up-to-date information about the region as well as a contact exchange for interest groups, associations, associations, civil society, etc. With the use of cross-border offers, first inhibition thresholds are to be overcome and mutual exclusion is established.

Die Entwicklung Europas steht mit dem Austritt Großbritanniens und dem Aufleben starker nationalistischer Tendenzen in fast allen Mitgliedsstaaten vor neuen Herausforderungen. Dabei bildet die Arbeit der Euroregion das Fundament des europäischen Zusammenlebens. Nur eine stark verflochtene Euroregion kann zu einer ausgewogenen Entwicklung der Grenzregion und somit in zweiter Ebene der Europäischen Union führen. Dabei gibt es besondere Herausforderungen, welche im Zusammenhang mit dem Leben in einer Grenzregion und bestehenden rechtlichen und administrativen Unterschieden stehen. Der Umgang mit zwei unterschiedlichen Verwaltungs- und Rechtssystemen ist oftmals nicht nur zeitaufwendiger, sondern auch kostspielig. Ziel der euroregionalen Arbeit war und ist es diese Themen aufzugreifen und praktische Lösungsansätze zu schaffen. Wichtig ist dafür ein gemeinsamer Handlungsansatz, dessen Grundlage ein qualitativ hochwertiges Entwicklungs- und Handlungskonzept (EHK) bildet. Langfristig führt dies zur weiteren Belebung und Verfestigung gesellschaftlicher, kultureller, wirtschaftlicher und sozialer Beziehungen. Die Zusammenarbeit zwischen Kommunen, Nichtregierungsorganisationen, Vereinen, Institutionen und Bürgern wird weiter ausgebaut. Das EHK bietet die Grundlage für ein gemeinsames, abgestimmtes Vorgehen zur Lösung der oben genannten Herausforderungen und trägt zum Aufbau eines gemeinsamen Kenntnisstandes zur bisherigen Entwicklung der Euroregion und möglichen Entwicklungsszenarien einer zukünftigen Grenzregion bei. Im Rahmen des Projektes erfolgt die grenzübergreifende Ausarbeitung des gemeinsamen EHK. Von den Projektmaßnahmen profitieren neben den Mitgliedern der Euroregion Pomerania (Gemeinden und Landkreise der Wojewodschaft Westpommern und die Landkreise Vorpommern-Greifswald, Vorpommern-Rügen, Mecklenburgische Seenplatte, Uckermark und Barnim mit den Städten Greifswald, Stralsund und Neubrandenburg) insbesondere auch die Bewohner/innen der Grenzregion. Die Grenzlage die Verwaltungen und die damit zusammenhängenden Problemstellungen finden im EHK, im Gegensatz zu nationalen Entwicklungsstrategien, besondere Berücksichtigung. Mithilfe des EHK wird für die Bevölkerung/Akteure der Grenzregion das Potenzial der Grenzlage im wirtschaftlichen, sozialen und gesellschaftlichen Bereich weiter erschlossen. Ein besonderes Augenmerk gilt in diesem Zusammenhang der grenzüberschreitenden Metropolregion Szczecin. Es wird eine Stärken-Schwächen-Analyse durchgeführt. Daneben erfolgt ein Abgleich des aktuellen EHK mit der laufenden InterregVA-Programmumsetzung, die Untersuchung der Vorgaben durch die EU-KOM, die Einbeziehung aktueller AGEG-Dokumente, die Auswertung nationaler Entwicklungsstrategien sowie eine vergleichende Untersuchung möglicher Programmräume und Förderszenarien. Das EHK bietet damit eine theoretische Basis für das weitere Zusammenwachsen der Euroregion Pomerania. Zur praktischen Umsetzung wird zudem eine Analyse der rechtlichen Strukturen der grenzüberschreitenden Zusammenarbeit vorgenommen und Handlungsempfehlungen mit dem Ziel formuliert, bestehende Kooperationsnetzwerke und –strukturen effizienter zu nutzen und eventuell neue, an aktuelle Anforderungen angepasste Strukturen aufzubauen. Mit dem Projekt sollen auch die Einwohner der deutsch-polnischen Grenzregion angesprochen werden, die Möglichkeit grenzüberschreitender Aktivitäten oft nicht in den Alltag einbeziehen. Um diese Zielgruppe mitzunehmen, wird ein Kommunikationsportal entwickelt, das über Kultur- und Sportveranstaltungen, Feste, interessenbezogenen Events etc. beiderseits der Grenze informiert. Das Portal soll auch umfassende geschichtliche und aktuelle Informationen über die Region liefern sowie eine Kontaktbörse für Interessengruppen, Vereinen, Verbänden, Zivilgesellschaft etc. anbieten. Mit Nutzung der grenzüberschreitenden Angebote sollen erste Hemmschwellen überwunden und gegenseitige Ausgeschlossenheit hergestellt werden.

W efekcie dojdzie do powstania silniejszych wspólnych struktur transgranicznych, co umożliwi wspólną identyfikację wyzwań i praktyczne wdrożenie strategii ich rozwiązania. Odniesie to bezpośredni pozytywny wpływ na poprawę indeksu nastrojów pośród organizacji zaangażowanych we współpracę polsko-niemiecką.

Im Ergebnis kommt es zum Aufbau von stärkeren gemeinsamen, grenzüberschreitenden Strukturen, was die gemeinsame Identifizierung von Herausforderungen und praktische Umsetzung von Lösungsstrategien ermöglicht. Dies hat einen direkten positiven Einfluss auf die Erhöhung des Stimmungsindex der an der deutsch-polnischen Zusammenarbeit beteiligten Institutionen.
