Zaplanowane w projekcie działania mierzą się z takim wyzwaniami jak brak dostatecznej kompetencji językowej (niemieckiej i polskiej) w komunikowaniu sie pomiędzy obywatelem a urzędem lub też pomiędzy samymi instytucjami (np. Ubezpieczenia Społeczne, Opieka Zdrowotna , Urzędy Skarbowe, etc). Obok wyzwania związanego z niedostateczną kompetencją językową pojawia się również sprawa znajomości przepisów prawa i procedur administracyjnych. W tym zakresie zaplanowane działania maja poprawić stan wiedzy, ale również wypracować propozycje rozwiązań. Odmienne po obu stronach granicy porządki prawne często są powodem wielu problemów i nieporozumień. Wprowadzone w ramach projektu działania mają przede wszystkim usprawnić tą komunikację, przyspieszyć załatwianie spraw, utrzymywać i rozbudowywać sieć kontaktów instytucjonalnych, a także budować mosty w relacjach polsko-niemieckich, kształtując przy tym kompetencje międzykulturowe. W ramach przewidzianych działań w projekcie przyjmuje się, że długotrwałym efektem i pozytywną zmianą będzie stworzenie w różnych instytucjach publicznych czy pozarządowych czegoś, co należy określić kompetencją transgraniczną tych podmiotów. Rozumianą, jako zdolność bezpośredniego nawiązania kontaktu z bliźniaczą instytucją sąsiada, wskazanie w tych instytucjach osoby lub osób odpowiedzialnych za kontakty z sąsiadem i odpowiednio do tej funkcji przygotowanych. Zainicjowanie współpracy instytucjonalnej zostało potwierdzone w listach intencyjnych dołączonych do niniejszego wniosku. Beneficjentem długofalowym tego przedsięwzięcia będą przede wszystkim mieszkańcy Euroregionu oraz instytucje korzystające z pomocy przy wyjaśnianiu poszczególnych spraw. Projekt zakłada stałą pomoc doradczą dla obywateli w zakresie spraw wynikających z odmiennego porządku prawnego, gromadzenie i udostępnianie informacji, jak również organizację spotkań eksperckich. Współpraca transgraniczana jest głównym filarem tego projektu. Bez bliskiej współpracy osób zatrudnionych w projekcie po polskiej i niemieckiej stronie, bez współpracy z urzędami i instytucjami po polskiej i niemieckiej stronie nie byłoby możliwe załatwienie jakiejkolwiek sprawy. Oryginalnym pomysłem całego przedsięwzięcia jest organizacja corocznych spotkań eksperckich i konferencji z udziałem przedstawicieli innych obszarów transgranicznych Unii Europejskiej, podczas których nastąpi wymiana doświadczeń, poglądów, ale także prezentacja rozwiązań konkretnych problemów. Ponadto planowane jest przygotowanie i udostępnienie broszury w wersji elektronicznej, która będzie na bieżąco aktualizowana. Za realizację wyżej wymienionych zadań odpowiedzialny będzie personel dwujęzyczny posiadający już wieloletnie doświadczenie na tym obszarze.

The project responds to various challenges in the border area, such as lack of language skills (German/Polish) in communication between citizens and authorities or German and Polish authorities (social insurance institutions, health insurance funds, tax offices, etc.). In addition to the challenges associated with the lack of language skills, the project also addresses the different legislative and administrative procedures in DE and PL, with the aim of improving knowledge and developing solutions. Thus, the different legal systems applicable on both sides of the border are often the cause of problems and misunderstandings. The measures planned in the project are primarily intended to optimise this communication, speed up the handling of cross-border administrative matters, maintain and expand the network of institutional contacts, and build bridges in German-Polish relations while improving intercultural competences. As part of the planned project actions, it is assumed that the development of the so-called cross-border competence within the various public institutions and non-governmental organisations will be a long-term result and a positive change. This refers to the ability to directly contact the partner institution in the neighbouring country and the identification of the respective contact persons of this institution, who are responsible for contact with the neighbour and have the appropriate skills. The need for institutional cooperation was confirmed in the letters of recommendation annexed to this request. The beneficiaries of this long-term project are mainly the inhabitants of the Euroregion as well as institutions that are assisted in the discharge of their administrative affairs. The project provides for continuous support in the form of advisory services for citizens, in particular with regard to administrative matters stemming from a different legal order, as well as the compilation and provision of information, as well as the organisation of expert meetings. Cross-border cooperation is the main pillar of the project. Without the close cooperation of the persons employed in the framework of the project on the Polish and German sides, as well as their support and support for cooperation between Polish and German authorities and institutions, it would not be possible to deal with matters mentioned above. An innovative approach to the project is also the organisation of annual meetings of experts and conferences with representatives of institutions of the Euroregion cooperation network as well as from other cross-border areas of the European Union, during which an intensive exchange of experience and opinions is planned, but also solutions to concrete problems are presented. It also provides for the preparation and provision of an electronic e-brochure, which will be updated on an ongoing basis. The above tasks will be carried out by bilingual staff with many years of experience in this field.

Description (DE):

Das Projekt reagiert auf vielfältige Herausforderungen im Grenzraum, wie z.B. fehlende Sprachkompetenzen (Deutsch/Polnisch) bei der Kommunikation zwischen Bürgern und Behörden oder deutschen und polnischen Behörden untereinander (Sozialversicherungsanstalten, Krankenkassen, Finanzämter etc.). Neben den in Zusammenhang mit den unzureichenden Sprachkompetenzen bestehenden Herausforderungen geht das Projekt auch auf den Aspekt der unterschiedlichen Rechtsvorschriften und Verwaltungsprozeduren in DE und PL ein, mit dem Ziel hier den Kenntnisstand zu verbessern und Lösungen zu entwickeln. So sind die auf beiden Seiten der Grenze geltenden unterschiedlichen Rechtsordnungen häufig der Grund für auftretende Probleme und Missverständnisse. Die im Projekt geplanten Maßnahmen sollen in erster Linie diese Kommunikation optimieren, die Erledigung von grenzüberschreitenden behördlichen Angelegenheiten beschleunigen, das Netzwerk institutioneller Kontakte erhalten und ausbauen sowie Brücken in den deutsch-polnischen Beziehungen bauen und dabei die interkulturellen Kompetenzen verbessern. Im Rahmen der vorgesehenen Projektmaßnahmen wird angenommen, dass gerade der Aufbau der sog. grenzüberschreitenden Kompetenz innerhalb der verschiedenen öffentlichen Institutionen und Nichtregierungsorganisationen ein langfristiges Ergebnis und eine positive Veränderung darstellen wird. Damit ist die Fähigkeit zur direkten Kontaktaufnahme mit der Partner-Institution im Nachbarland und das Aufzeigen von jeweiligen Ansprechpersonen dieser Institution, die für den Kontakt mit dem Nachbarn zuständig sind und über die entsprechenden Fähigkeiten verfügen, gemeint. Die Notwendigkeit des Ausbaus der institutionellen Zusammenarbeit wurde in den, diesem Antrag beigefügten Empfehlungsschreiben, bestätigt. Nutznießer dieses langfristigen Vorhabens sind vor allem die Einwohner der Euroregion sowie Institutionen, denen bei der Erledigung ihrer behördlichen Angelegenheiten geholfen wird. Das Projekt sieht eine ständige Untersützung in Form einer Beratungsdienstleistung für Bürger, inbesondere in Bezug auf behördliche Angelegenheiten, die auf eine unterschiedliche Rechtsordnung zurückzuführen sind, aber auch die Zusammenstellung und Zurverfügungstellung von Informationen sowie die Organisation von Expertentreffen vor. Die grenzübergreifende Zusammenarbeit bildet die Hauptsäule des Projekts. Ohne die enge Zusammenarbeit der im Rahmen des Projekts beschäftigten Personen auf der polnischen und der deutschen Seite sowie deren Unterstützung und Begleitung der Zusammenarbeit zwischen polnischen und deutschen Behörden und Institutionen wäre die Erledigung oben genannter Angelegenheiten nicht möglich. Ein innovativer Ansatz des Vorhabens ist zudem die Organisation alljährlicher sog. Expertentreffen und Konferenzen mit Vertretern von Institutionen des Kooperationsnetzwerks der Euroregion aber auch aus anderen grenzübergreifenden Gebieten der Europäischen Union, in deren Rahmen ein intensiver Erfahrungs- und Meinungsaustausch geplant ist, aber auch Lösungen für konkrete Probleme präsentiert werden. Außerdem ist die Vorbereitung und Zurverfügungstellung einer E-Broschüre in elektronischer Fassung vorgesehen, welche fortlaufend aktualisiert wird. Für die Erfüllung der oben genannten Aufgaben wird zweisprachiges Personal zuständig sein, das über langjährige Erfahrungen auf diesem Gebiet verfügt.

Projekt realizuje trzy główne rezultaty: intensyfikuje współpracę instytucji we wszystkich obszarach tematycznych, zwiększa wiedzę i znajomość o sąsiedzie oraz inicjuje i ustanawia długofalowe formy współpracy między instytucjami, podmiotami lokalnymi i mieszkańcami. Stała wymiana informacji pomiędzy instytucjami, a przez to lepsze poznanie się i zrozumienie odmiennych zasad działania, udział w zaplanowanych spotkaniach eksperckich i prezentowanie wspólnych rozwiązań sprzyjać będzie stworzeniu pozytywnego klimatu współpracy międzyinstytucjonalnej opartej na fachowej i życzliwej współpracy.

Das Projekt setzt drei Hauptergebnisse um: es stärkt die institutionelle Zusammenarbeit in allen Themenbereichen, erhöht das Wissen und die Kenntnisse über den Nachbarn und initiiert und etabliert langfristige Formen der Zusammenarbeit zwischen den Institutionen, lokalen Unternehmen und den Einwohnern. Der ständige Informationsaustausch zwischen Institutionen und das damit einhergehende bessere Kennenlernen und Verständnis unterschiedlicher Handlungsprinzipien, die Teilnahme an den geplanten Expertentreffen und die Präsentation gemeinsamer Lösungen werden zur Schaffung eines positiven interinstitutionellen Kooperationsklimas auf der Grundlage einer qualifizierten und freundlichen Zusammenarbeit beitragen.
