Description (EN):

The border area of the present Interreg Va application is characterised by its peripheral location on both sides of the border by decentralised infrastructure and, in some cases, very difficult to reach settlements. Compared to areas surrounded by rescue services infrastructure in other counties, the duration of time is often significantly extended from emergency alerting to final medical care for a potential emergency patient through longer arrival and departure times. Accordingly, the chances of curing emergency patients with acute injuries or illnesses, which — just like the general population — are relatively severely affected by demographic change. The development of the area in the project area as well as the respective technical and personnel equipment of the rescue equipment follow different legal rules in Germany and Poland. In order to compensate for the disadvantages described above, the overarching objective of the application is therefore the sustainable improvement of the safety of the population with regard to timely care of emergency patients on both sides of the border through a much closer and more intensive cooperation of emergency services at local and regional level. This objective is also required by the Framework Agreement between the Federal Republic of Germany and the Republic of Poland on cross-border cooperation in the rescue service, which entered into force in May 2013. In spite of different system requirements, emergency services in the assisted area should be empowered to operate high quality cross-border emergency rescue without reservation and legal certainty. After establishing the transport capability, the emergency patient should be able to be transferred much faster to the next suitable facility for the definitive therapy. The project promotes cooperation on legal and administrative matters of the rescue service, as well as cross-border cooperation between citizens and public administration institutions (Directors, Social and Internal Affairs, Voivodeship and Marshal Offices). It increases the cultural and professional acceptance of institutions for services of general interest in the neighbouring country and contributes to the expansion of institutional networks between administrations. Due to the planned and efficient integration of the available human and technical emergency medical resources at the level of the service providers of ground and air rescue, a sustainable networking of rescue services structures, which is not yet conceivable in this form. The planned actions of the project include a reduction of language barriers in the prevention and joint fight against the consequences of acute illnesses and accidents. The purpose of the funding is the development and implementation of a common bilingual learning platform for subject-specific communication on a tablet basis. Adult vocational education and lifelong learning are key planning elements for emergency medical care providers in Germany and Poland. Existing simulation-based systems for the training and training of rescue personnel planned in the context of the project are merged and shared for joint actions to optimise the training status as well as better understanding with the other side. The sustainable acquisition of subject-specific language skills, as well as the continued exercise (e-learning) and repeated joint application of language in the context of interprofessional simulated scenarios in protected space and beyond, are the prerequisites for the reduction of cultural barriers in the professional and private environment.

Das grenznahe Fördergebiet des vorliegenden Interreg Va-Antrags ist durch seine Randlage auf beiden Seiten der Grenze von dezentraler Infrastruktur und z.T. sehr schwer erreichbarer Besiedlung geprägt. Im Vergleich zu Gebieten, die von rettungsdienstlicher Infrastruktur anderer Landkreise umgeben sind, ist oft die Zeitdauer von der Alarmierung der Rettungskräfte bis zu einer endgültigen medizinischen Versorgung eines potenziellen Notfallpatienten durch längere An- und Abfahrtszeiten deutlich verlängert. Entsprechend schlechter sind die Heilungschancen von Notfallpatienten mit akuten Verletzungen bzw. Erkrankungen, die – genau wie die Allgemeinbevölkerung – vom demographischen Wandel vergleichsweise stark betroffen sind. Die Erschließung der Fläche im Projektgebiet sowie die jeweilige technische und personelle Ausstattung der Rettungsmittel folgen in Deutschland und Polen unterschiedlichen gesetzlichen Regeln. Zum Ausgleich der beschriebenen Nachteile ist das übergreifende Ziel des Antrags deshalb die nachhaltige Verbesserung der Sicherheit der Bevölkerung bzgl. einer zeitgerechten Versorgung von Notfallpatienten auf beiden Seiten der Grenze durch eine deutlich engere und intensivere Zusammenarbeit der Rettungsdienste auf lokaler und regionaler Ebene. Dieses Ziel wird auch durch das im Mai 2013 in Kraft getretene Rahmenabkommen zwischen der Bundesrepublik Deutschland und der Republik Polen über die grenzüberschreitende Zusammenarbeit im Rettungsdienst gefordert. Die Rettungsdienste im Fördergebiet sollen trotz unterschiedlicher Systemvoraussetzungen befähigt werden, vorbehaltlos und rechtssicher grenzüberschreitende Notfallrettung auf hohem Qualitätsniveau zu betreiben. Nach Herstellung der Transportfähigkeit soll der Notfallpatient für die definitive Therapie deutlich schneller an die nächste für ihn geeignete Einrichtung übergeben werden können. Das Projekt fördert die Zusammenarbeit in Rechts- und Verwaltungsfragen des Rettungsdienstes, sowie die grenzübergreifende Zusammenarbeit zwischen Bürgern und Institutionen der öffentlichen Verwaltung (Leitstellen, Sozial- und Innenressort, Wojewodschafts- und Marschallämter). Es erhöht die kulturelle und fachliche Akzeptanz von Institutionen zur Daseinsvorsorge des Nachbarlandes und trägt zum Ausbau institutioneller Netzwerke zwischen den Verwaltungen bei. Durch die planbare und leistungsfähige Integration der verfügbaren personellen und technischen notfallmedizinischen Ressourcen kommt es auf der Ebene der Leistungserbringer der Boden- und Luftrettung zu einer nachhaltigen Vernetzung von Rettungsdienststrukturen, die in dieser Form bisher nicht vorstellbar ist. Zu den geplanten Maßnahmen des Projekts gehört, eine Verminderung der Sprachbarrieren bei der Abwendung und gemeinsamen Bekämpfung von Folgen akuter Erkrankungen und Unfällen. Gegenstand der Förderung ist die Entwicklung und Implementierung einer gemeinsamen zweisprachigen Lern-Plattform zur fachspezifischen Kommunikation auf Tabletbasis. Berufliche Erwachsenenbildung und lebenslanges Lernen sind zentrale Planungselemente notfallmedizinischer Leistungserbringer in Deutschland und Polen. Bestehende und im Projektkontext geplante simulationsbasierte Systeme der Aus- und Fortbildung des Rettungsdienstpersonals werden zur Optimierung des Trainingszustandes sowie der besseren Verständigung mit der jeweils anderen Seite für gemeinsame Aktionen zusammengeführt und gemeinsam genutzt. Der nachhaltige Erwerb fachspezifischer Sprachkenntnisse sowie die fortgesetzte Übung (e-Learning) und wiederholte gemeinsame Anwendung von Sprache im Kontext interprofessioneller simulierter Szenarien im geschützten Raum und darüber hinaus sind die Voraussetzung für den Abbau kultureller Barrieren im beruflichen wie privaten Umfeld.

Przygraniczny obszar regionu wsparcia Interreg Va którego dotyczy niniejszy wniosek charakteryzuje się ciężko lub zbyt późno osiągalnym dla pogotowia rozmieszczeniem ludności ze względu na obszary peryferyjne po obu stronach granicy. Z racji dłuższego dojazdu i transportu pacjenta zdarza się, że czas od zaalarmowania służb ratunkowych do ostatecznego zaopatrzenia potencjalnego pacjenta na tym obszarze jest znacznie dłuższy w porównaniu do regionów otoczonych infrastrukturą ratownictwa medycznego innych powiatów. Odpowiednio pogarsza to szanse na wyleczenie pacjentów ulegających nagłym urazom lub zachorowaniom, którzy porównywalnie do pozostałej część społeczeństwa dotknięci są zmianami demograficznymi w o wiele większym stopniu. Rozmieszczenie jednostek ratownictwa medycznego w regionie jak i aktualne wyposażenie i obsada pojazdów ratunkowych podlega różnym przepisom prawa. Celem tego wniosku dla wyrównania powyżej opisanych niekorzyści jest trwała poprawa bezpieczeństwa społeczeństwa, a stanie się to za sprawą poprawy opieki nad pacjentami ulegającymi nagłym wypadkom, udzielanej w odpowiednim czasie po obu stronach granicy dzięki znacznie zawężonej i intensywniejszej współpracy służb ratownictwa medycznego na poziomie lokalnym jak i regionalnym. Cel ten jest także postulowany poprzez Umowę Ramową między Republiką Federalną Niemiec a Polską o współpracy transgranicznej w ratownictwie medycznym, która weszła w życie w maju 2013 roku. Służby ratunkowe w obszarze wsparcia powinny mieć możliwość świadczyć transgraniczne akcje ratunkowe bezwarunkowo i w sposób pewny pod względem prawnym a także na wysokim poziomie jakości, pomimo różnych założeń systemowych. Po zaopatrzeniu i przygotowaniu pacjenta do transportu powinien on trafić znacznie szybciej do najbliższego, adekwatnego dla niego ośrodka w celu definitywnej terapii. Projekt zakłada współpracę w kwestiach prawnych i organizacyjnych ratownictwa medycznego, a takż transgraniczną współpracę pomiędzy obywatelami i instytucjami administracji publicznej (dyspozytornie, departamenty społeczne, resorty spraw wewnętrznych, urzędy wojewódzkie, urzędy marszałkowskie). Podwyższa kulturową i fachową akceptacje instytucji dla zabezpieczenia warunków bytowych kraju sąsiedniego i przyczynia się do stworzenia sieci powiązań pomiędzy administracjami. Dzięki planowej i wydajnej integracji posiadanych personalnych i technicznych zasobów ratownictwa medycznego osiągnięte zostanie trwałe połączenie struktur ratownictwa, które w tej formie na dzień dzisiejszy jest niewyobrażalne. Do planowanych działań projektu należą zmniejszenie barier językowych przy ochronie przed skutkami nagłych zachorowań i wypadków. Przedmiotem dofinansowania jest stworzenie i wdrożenie wspólnej dwujęzycznej platformy edukacyjnej do specjalistycznej komunikacji na bazie Tabletów. Zawodowe kształcenie dorosłych i nauka przez całe życie stanowią centralne elementy planowania świadczeniodawców ratownictwa medycznego w Niemczech i Polsce. Obecne i planowane w ramach projektu symulacyjne systemy kształcenia i dokształcania personelu ratownictwa medycznego posłużą do optymalizacji stanu wytrenowania oraz będą wzajemnie przeprowadzane i wykorzystywane dla poprawy porozumiewania się z drugą stroną na poczet wspólnych akcji. Trwałe zdobycie fachowych umiejętności językowych podobnie jak kontynuacja nauki (e-Learning) oraz wielokrotne wspólne wykorzystanie języka podczas interprofesionalnych scenariuszy symulacji w specjalnie do tego przygotowanych warunkach i ponad to, są warunkami dla pokonania kulturowych barier na przestrzeni zawodowej jak i prywatnej.

Erkrankungen und Unfällen mittels nachhaltiger Sprachschulung in Kursform und e-Learning. - Nutzung einer gemeinsamen Plattform zur Kommunikation und e-Learning durch zweisprachige Tabletcomputer. - Ausprägung eines interkulturellen Verständnisses und einheitlichen Niveaus der notfallmedizinischen Behandlung durch gemeinsames leitliniengerechtes Simulationstraining. - Verbesserung der Rechtssicherheit. Der Priorität Intensivierung der grenzüberschreitenden Zusammenarbeit von Institutionen wird durch den Antrag vollumfänglich entsprochen.

- Wzrost jakości udzielanych świadczeń w ramach ratownictwa medycznego poprzez zintegrowane wykorzystanie posiadanych po obu stronach zasobów ratownictwa medycznego w regionie. - Zmniejszenie barier językowych podczas niwelowania skutków nagłych wypadków i zachorowań dzięki skutecznym szkoleniom językowym w formie kursu i e-Learning. - Wykorzystanie wspólnej platformy do komunikacji i e-Learning drogą dwujęzycznych tabletów. - Osiągnięcie międzykulturowej znajomości i jednakowego poziomu wykonywania czynności ratunkowych dzięki wzajemnemu, opartemu na wytycznych treningowi symulacyjnemu. - zwiększenie pewności prawnej. Wniosek ten odpowiada tym samym w pełni prioryterowi zintensyfikowania współpracy transgranicznej między instytucjami.
