A projektterületen, bár a nők, mint foglalkoztatottak aránya jelentősen magasabb a közszférában, mint a magánszférában, a közszféra szervezetek esetében a versenyszférához képest szakmai kontraszelekció, ill. rendszerprobléma tapasztalható: a karriercsúcs elérése adott esetben hosszabb idő alatt lehetséges. Korosztályuk és sajátos (igaz adott esetben férfiakra is érvényes) rájuk jellemző élethelyzetek következtében szembesülhetnek különböző munkahelyi problémákkal. Ezzel szemben a versenyszféra rendszere/munkakörülményei rugalmasabbak, jobban kezelik a felgyorsult élethelyzeteket. Egyedi esetként merül fel a közszférából a versenyszférába történő váltás, vagy fordítva. A magasabb beosztásban lévő férfi munkavállalók részéről jellemzően egyoldalú a bállítottsága a nők problémáihoz/élethelyzetükből adódó kihívásaihoz, ill. hasonló a munkahelyi vezetők és döntéshozók által tanúsított bánásmód. A közszférában dolgozók nő-munkavállalók helyzetének javítására több nemzeti szintű kezdeményezés indult/indul, viszont határon átnyúló megközelítésű közösen kidolgozott módszertan alapján végrehajtott tényfeltárás még nem történt. Jelen projekt keretében tényfeltárás eredményein alapuló közös tréningprogram (toolkit) kerül kidolgozásra és megvalósításra, kiegészülve különböző célcsoport specifikus érzékenyítő-és szemléletformáló tevékenységekkel. Ennek eredményeként a közszférában foglalkoztatott nők munkaerő-piaci és esélyegyenlőségi helyzetének javítása valósul meg. A kifejlesztett tevékenységek hosszú távú fenntartható alkalmazása érdekében stratégiai megállapodás aláírásával, ill. akcióterv kidolgozásával határon átnyúló intézményi hálózat jön létre, legalább a PP-k és SP-k bevonásával. A projekteredmények politikai fenntarthatóságát és döntéshozatali folyamatokban történő figyelembevételét, a döntéshozók projektbe történő bevonása, érzékenyítése, valamint az elkészülő policy recommendation segíti elő.

Obwohl im Projektgebiet der Anteil der beschäftigten Frauen im öffentlichen Dienst deutlich höher ist als im privaten Sektor, besteht hier eine Kontraselektion/ein Systemfehler: für Frauen dauert es im öffentlichen Bereich viel länger, die Karrierespitze zu erreichen. Die Dienstnehmerinnen haben aufgrund ihres Alters bzw. frauenspezifischer Lebenssituationen (die auch für Männer charakteristisch sein können) oft mit Herausforderungen im Job zu kämpfen. Indessen reagiert die Privatwirtschaft aufgrund ihres flexibleren Systems/Arbeitsbedingungen besser auf die beschleunigte Lebenswelt. Eine Besonderheit stellt der Wechsel aus dem öffentlichen Dienst in die Privatwirtschaft (und umgekehrt) dar. Die einseitige Einstellung von männlichen Dienstnehmern gegenüber den Problemen und Herausforderungen von Frauen, bzw. die Einstellung von Führungskräften und Entscheidungsträgern ist auch änhlich. Nationale Programme wurden/werden gestartet, um die Situation der Dienstnehmerinnen im öffentlichen Dienst zu verbessern aber eine grenzüberschreitende Erhebung, nach gemeinsam erarbeiteten Methoden wurde noch nicht durchgeführt. In diesem Projekt wird ein Trainingsprogramm (Toolkit) auf Basis der Ergebnisse der Erhebung entwickelt und mit zielgruppenspezifischen Sensibilisierungsaktivitäten ergänzt. Als Ergebnis dieser Maßnahmen wird die Arbeitsmarktlage und Gleichstellung von Frauen im öffentlichen Dienst verbessert. Um die entwickelten Ergebnisse langfristig nachhaltig anwenden zu können wird ein grenzüberschreitendes institutionelles Netzwerk, mindestens mit Teilnahme der PP und SP, mit einem Strategiepapier bzw. mit einem Aktionsplan etabliert. Die politische Nachhaltigkeit der Projektergebnisse und derer Berücksichtigung in Entscheidungsprozessen wird durch die Einbeziehung und Sensibilisierung von Entscheidungsträgern und mit dem geschaffenen Policy Recommendation Papier sichergestellt.

Description (EN):

Although the percentage of employed women in the public sphere in the project region is greater than in the private sector, a contra selection/system error exists: it takes women a lot longer to reach the height of their career in the public sphere. Because of their age or rather woman-specific life situations (which could be characteristic for men too), that woman employees have to face challenges in their career. In contrast, the private sector reacts to the accelerated environment more effectively, because of their flexible system/working conditions. A special case, a switch from the public sphere to the private economy (and in reverse) could occur. The attitude of senior male employees, as well as that of managers and decisionmakers towards the problems and challenges women have to face are often one-sided. There are/were multiple national initiatives launched to improve the situation of female employees working in the public sphere, but none that would approach the subject from a cross-border perspective and execute a fact finding endeavor based on a jointly developed methodology. Within the scope of this project - based on the results of the aforementioned ascertainment - a training program (toolkit) will be developed and implemented, complemented by different target-group-specific awareness raising activities. As a result, the job market situation and equality of women working in the public sphere will be improved. To ensure the long-term sustainable application of the developed activities, a cross-border institutional network will be established at least with the participation of the PPs and SPs, through a strategic agreement and an action plan. The political sustainability of the project results and their consideration in decision-making processes will be ensured by the inclusion and awareness raising of decision makers as well as through the Policy Recommendation that is to be created.

Expected Outputs (DE): Etablierung eines bilateralen Gender-Netzwerks, die - vor allem aber nicht ausschließlich - die Verbesserung der Ar-beitsmarktsituation von Frauen, sowie die Gleichstellung von Frauen und Männern im öffentlichen Dienst anstrebt.
