Description (EN): The aim of this strategic policy project is to strengthen, intensify and deepen cross-border cooperation of neighbouring regions at administrative level in 7 specific areas (e.g. civil protection, tourism, youth, education and social and transport).

Description (DE): Das Ziel dieses strategisch-politischen Projektes ist, die grenzübergreifende Zusammenarbeit der Nachbarregionen auf der Ebene von Verwaltungsorganen in 7 konkreten Bereichen (z. B. Zivilschutz, Tourismus, Jugend, Bildung und Soziales oder Verkehr) zu stärken, zu intensivieren und zu vertiefen.

Cílem tohoto strategicko-politického projektu je posílení, zintenzivnění a prohloubení přeshraniční spolupráce sousedních regionů na úrovni správních orgánů v 7 konkrétních oblastech (např. civilní ochrana, cestovní ruch, mládež, vzdělávání a sociální oblast či doprava).

Achievements (EN):

The basic idea of the project came from the realisation of the project CLARA 2 (2010-2013) due to the positive experiences of the cooperation partners. The aim of the project is to strengthen cross-border cooperation between neighbouring regions at the level of administrative bodies in 7 specific areas. It is an overarching approach to cross-border issues affecting public administration, i.e. issues that have a direct impact on the lives of citizens on both sides of the border. These are the following topics: Civil protection, Tourism, spa and spa services, Youth, education and social affairs, Modern public administration and information systems; Regional development and spatial planning; Environmental protection, transport. The implementation has a significant positive impact on the current and future cooperation between stakeholders in the Karlovy Vary region, Saxony and other important partners from the public administration throughout the project area. The project covers a wide range of areas of public administration with a clear cross-border importance. To this end, coordinators’ meetings and conferences, working groups and workshops on the individual topics are planned. The pooling of forces supports the sustainable and coordinated development of the common border area. Improved cooperation between the relevant institutions makes it easier to resolve cross-border issues. Results: The CLARA3 project deals with many different areas — from tourism to the environment and civil protection, to education, regional development and modern public administration. Since most project partners (especially those who manage the project) have known each other personally for a long time, we can communicate with each other both formally and informally. During the project period (and even in previous years) we learned a lot from each other. With a certain exaggeration, one can say that in the context of intensive cooperation it has turned out that the Czechs are sometimes even more punctual than the Germans. And the Czechs realised that even the Saxons can laugh at themselves and sometimes have black humor. Achievements (DE):

Die Grundidee des Projektes entstand aufgrund der positiven Erfahrungen der Kooperationspartner aus der Realisierung des Projektes CLARA 2 (2010-2013). Das Projektziel ist es, die grenzübergreifende Zusammenarbeit der Nachbarregionen auf der Ebene von Verwaltungsorganen in 7 konkreten Bereichen zu intensivieren. Es handelt sich um einen übergreifenden Ansatz zu grenzübergreifenden Themen, die die öffentliche Verwaltung betreffen, d. h. Themen, die einen unmittelbaren Einfluss auf das Leben der Bürger beiderseits der Grenze haben. Es handelt sich um folgende Themen: Zivilschutz, Tourismus, Kur- und Bäderwesen, Jugend, Bildung und Soziales, Moderne öffentliche Verwaltung und Informationssysteme, Regionale Entwicklung und Raumplanung, Umweltschutz, Verkehr. Die Umsetzung hat einen deutlich positiven Einfluss auf die gegenwärtige und zukünftige Zusammenarbeit zwischen den Akteuren in der Region Karlsbad, in Sachsen und anderen wichtigen Partnern aus der öffentlichen Verwaltung im ganzen Projektgebiet. Das Projekt umfasst ein breites Spektrum von Bereichen der öffentlichen Verwaltung mit einer klaren grenzübergreifenden Bedeutung. Zu diesem Zweck sind Koordinatorentreffen und Fachkonferenzen, Arbeitsgruppen und Workshops zu den einzelnen Themen geplant. Die Bündelung der Kräfte unterstützt die nachhaltige und koordinierte Entwicklung des gemeinsamen Grenzgebietes. Dank der verbesserten Zusammenarbeit der entsprechenden Organe können grenzübergreifende Fragen einfacher gelöst werden. Ergebnisse: "Das Projekt CLARA3 beschäftigt sich mit vielen verschiedenen Bereichen – von Tourismus über Umwelt und Zivilschutz bis hin zu den Themen Ausbildung, Regionalentwicklung und moderne öffentliche Verwaltung. Da sich die meisten Projektpartner (besonders diejenigen, die das Projekt steuern) schon länger persönlich kennen, können wir sowohl formell als auch informell miteinander kommunizieren. Während der Projektlaufzeit (und auch schon in den Jahren zuvor) haben wir viel voneinander gelernt. Mit einer gewissen Übertreibung kann man sagen, dass sich im Rahmen der intensiven Zusammenarbeit herausgestellt hat, dass die Tschechen manchmal noch pünktlicher als die Deutschen sind.
