"Protecting the population in the municipalities of Karbinci and Strumiani and prevention of flood damage"

Проектот има за цел враќање на нормалниот социјален и економски живот на повеќе од 7977 луѓе. Тој нуди сложено решение за проблемите со високите води во две најпогодени општини - Карбинци и Струмјани. Во проектот се вклучени како главни активности корекција на речните корита на Козјачка Река во Карбинци и на реката Шашка во Струмјани затоа што тие со своите нарушени корита се закана за територијата и инфраструктурата и здравјето на граѓаните од двете општини. Со проектот се предвидува изведување на градежни работи во двете општини и под надзор на независна градешна контрола. Проектот е изработен врз основа на прелиминарни студии и анализи на состојбата на двата водотека. Со реализацијата на проектот ќе се осигури безбедноста и здравјето на населението во целиот регион. Главниот резултат на проектот ќе биде подигнатата безбедност на локалното население од Струмјани и Карбинци од природни непогоди и спречување на поплави во главните населби на двете општини. Резултатите на проектот се однесуваат на спречување на катастрофи, поплави во урбанизирана територијата на Струмјани и Карбинци преку корекција на водните текови, изградба на заштитни ѕидови и чистење на 256 метри од коритото на реката Козјачка и за реката Шашка ке се реши дел од претекот помеѓу прагот 4 и прагот 28 со аксијална должина од 340 метри и вкупна должина од 682 метри на потпорни ѕидов по двата брегаи. Друг основен резултат на проектот е создадавање на капацитет од 30 претставници на општинската администрација и експерти од други одговорни инситуции за дејствување во областа на решавање на природните непогоди во Карбинци и Струмјани (како РИОСВ, Дирекции, општина Струмјани, општина Карбинци, невладини организации, Регионална администрација итн), вклучувајќи ги и младите и ромите како и лицата со посебни потреби. Претставници на целната група ќе се запознаат со примена на новите технологии во областа на справување со катастрофи, можноста за партнерство во спречување на катастрофи, улогата на населението во програмата за спречување на катастрофи итн. Следењето на состојбата со речните корита и нивното чистење ќе биде правено редовно во период не само од 5 години по завршување на дејностите на проектот, резултатите ќе бидат дистрибуирани и доставени до сите релевантни органи, кои имаат обврска за одржливо управување и превенција од катастрофи.

Проектът цели да възстанови нормалния социално-икономическия живот на над 7977 души. В него се предлага комплексно решение на проблемите с високите води в две от най-засегнатите общини - Карбинци и Струмяни. Проектът включва като основни дейности корекции на речните корита на р. „Козячка“, Карбинци и р. „Шашка“, Струмяни, които са нарушени и представляват потенциална заплаха за прилежащите територии и инфраструктура и заплаха за здравето на гражданите в двете общини. Проектът предвижда извършване на строително-монтажни работи в двете общини под надзора на независим строителен контрол на обектите. Разработен на базата на предварителни проучвания и анализи на състоянието на двете реки, проектът ще осигури безопасността за здравето и имуществото на населението на партньорските общини от трансграничния регион. Основните резултати на проекта са повишена безопасност на местното население от общините Струмяни и Карбинци от природни бедствия и предотвратени наводнения и заливания на основните селища на двете общини. Резултатите от проекта са свързани с превенция на бедствия от наводнения в урбанизираните територии на общините Струмяни и Карбинци чрез корекция на коритата на реките, изграждане на защитни стени и почистване на: 256 м на коритото на р. „Козячка“ и на р. „Шашка“ - участък от дерето между праг 4 и праг 28 с дължина от 340 м и обща дължина от 682 м на подпорни стени по двата бряга. Друг основен резултат от проекта е повишен капацитет на 30 представители на общинските администрации и експерти от други отговорни институции, по отношение на бедствени ситуации, за територията на общините Карбинци и Струмяни (като РИОСВ, Басейнова дирекция, Община Струмяни, Община Карбинци, НПО, Областна администрация и т.н.), включително групи от младежи, роми и хора с увреждания. Представителите на целевата група ще бъдат запознати с прилагането на нови технологии в областта на управлението при бедствия, с възможностите за партньорство при превенцията на бедствия, както и с ролята на населението в програмата за предотвратяване на бедствия. Наблюдението на състоянието на речните корита и тяхното почистване ще бъде извършва редовно, не само 5 години след приключване на дейностите по проекта, резултатите ще се се съобщават на всички компетентни органи, които отговарят за устойчивото управление и предотвратяване тежките последици при бедствия.

The project aims at restoring the normal social and economic life of over 7977 people. It proposes a complex decision of the problems with high waters in two of the worst affected municipalities - Karbinci and Strumiani. The project includes as a main activity the corection of river Kozjachka in Karbinci and river Shashka in Strumiani that has been destroyed and threatens the health of citizens in the both Municipalities. The project envisages the construction works in both municipalities and supervisions of the sites. The project was developed on the basis of preliminary studies and analyzes the status of the two watercourses. Realization of the project will ensure the safety and health of the population in the target region. The main project result will be the raised safety of local population from Strumyani and Karbinci from natural disasters and prevented flooding for the main settlements of the two municipalities. Project outputs are related to prevention of flood disasters in urbanized territory of Strumyani and Karbinci trough correction, building of protective walls and cleaning of: 256 meters of the Kozjachka riverbed and for Shashka river to solve section of the gully between threshold 4 and threshold 28 with axial length of 340 m and a total length of 682 m retaining walls. The main project result will also raised capacity of 30 representatives of municipal administration and experts from other responsible insitutions acting in the field of desasters of karbinci and Strumyani (like RIEWs, Basin Directorate, Municipality of Strumini, Karbinci Municipality, NGOs, District administration etc.) including youths and roma and disabled people. The target group will be introduced to the application of new technoligies in the field of disaster management, the posibilities for partnership in the prevention of disasters, the role of population in the disaster prevention etc. The monitoring of the river beds and their cleaning will be done regular not less then 5 years after the project and will be distributed and communicated to all relevant authorities, which have the responsibility of sustainable management and prevention of disasters.

The project contributes to the prevention of future floods, which increases the safety of the population and also contributes to the reconstruction of the socio-economic development and environment in the border region. Also, by increasing of the security from natural disasters, the overall attractiveness of CBC region is improved, which can contribute towards decrease of the trend of depopulation (depopulation is in sharp increase in recent years due to the low socio-economic development and low level of protection of cross-border population). With the correction of the river beds of the Rivers Shashka and Kozjachka, prevention and mitigation of consequences of natural disasters (human, material and financial losses) of cross-border dimension and impact is ensured.

After the implementation of the 2 investments within the project, PPs are able to protect the target population as very important measures for improving disaster management and risk prevention related to floods from Kozjachka and Shashka rivers are implemented. As both rivers, subject of investment under the project are important inflows of 2 very big rivers in the CBC region and as the territories around them are well populated, include houses, agriculture land and other important sites, the corrections and investments implemented are of great importance for this population.
