Description (TR): Projede riskin önlenmesi, risk araştırması, risk eğitimi ve felaketlerden korunma konularında farklı faaliyetler yürütülecektir. TBR bölgesi risk haritasının oluşturulabilmesi için, hali hazırda mevcut riskli alanların belirlenmesinin yanında geçmişte oluşan olguları da içerecek bir risk araştırması veri tabanı oluşturulacaktır. İşlenen ve analiz edilen veri üç farklı rapor ile sunulacaktır. TBR bölgesi risk haritası oluşturulurken, risk analizi FMEA ve RFMEA, HAZOP, MOZAR vb. yöntemler çerçevesinde yapılarak, risk bölgeleri haritada farklı renklerle gösterilecektir. Faaliyet 1 kapsamında gerçekleştirilecek bir yuvarlak masa toplantısında risk konusu; çevresel, biyolojik, sağlık, teknolojik ve doğal kaynaklarına bağlı olarak tartışılacak, belirlenen risk kaynaklı felaketlerin önlenmesi ve sonuçlarının hafifletilmesi için yapılabilecek olgular tartışılacaktır. Faaliyet sonucunda riskin önlenmesi ile doğal ve insan kaynaklı felaketlerin yönetimi konusunda ortak bir kılavuz doküman oluşturulacaktır. Yaygın risklerin tanımlanacağı küçük ve taşınabilir olan risk kartları basılı olarak ve bir mobil uygulama yoluyla paydaşlarımızla paylaşılacaktır. Kapasitenin arttırılması için, çevre korumasında acil hareket ve riskin önlenmesi için yönetimin, idari temsilciler, çiftçiler ve halkın bilgilerinin arttırılması ve felaketten toparlanmanın arttırılması, sürdürülebilir ve güvenli iş konularında farklı eğitimler ve farkındalık faaliyetleri organize edilecektir. ‘Benim Risk Bilgim’ isimli bir risk önleme yönetimi için işçi / çitfçi / idari personelinin bilgilerini ve kapasitesi hakkında bir çalışma geliştirilecektir. Riski önlemek için bölgeye danışmanlık, eğitimler, kontrol etme, bilgi için mobil Risk birimleri ile tüm proje aktörlerinin tasarladığı Sanal Risk Bağlantı Merkezinin oluşturulması, bilgi, iyi örnekler, bilgi değişimi, paydaşların ortak çalışması için ihtimalin ve kamu, araştırma eğitim ve iş sektörü ile ortak bir platform oluşturularak HUB ‘un rolü için projenin en önemli kazanımlarından biridir. Bu merkezin en önemli fonksiyonu, iş yaşamı, yönetimler ve vatandaşlar için risk önleme alanında bir geçiş noktası oluşturarak, gelecek dönem yatırımlar için risk önlemenin katma değerini yükseltecek olmasıdır. Mobil risk ünitesi, radyasyon, zehirli maddelerin belirlenmesi gibi riskler ve tehlikelerin ölçümleri için taşınabilir aletler ile riskten korunma anlamında kullanılan giysiler, gaz maskeleri vb. ekipman ile donatılacaktır. Bu malzemelerin projedeki planlanan eğitimler ve konferanslarda da uygulamalı olarak tanıtılacaktır. Projenin sonucunda ortak bir kılavuz ve sonuç konferans kitabı basılacaktır. Ayrıca AB gereklilikleri, ilgili programın görsel ve iletişim materyalleri, risk değerlendirme ve yönetimi konularıyla ilgili 25 adet rapor geliştirilecektir. Proje hedef grup temsilcilerinden 58 kişi doğrudan, yararlanıcı ve paydaşlardan oluşan 880 kişiyi de dolaylı olarak etkileyecektir.
Read more Description (EN): During the project different activities in the area of risk prevention, risk investigation, risk training protection of the disasters will be organized. An investigation on the risks, occurred in the past as well as assessment of current risky zones will be done with a collection of data base for preparation of risk map of the TBR.The processed data would be presented in three different reports. Using different risk assessment methods such as FMEA and RFMEA, HAZOP, MOZAR, etc. the most often emerging risk would be assessed and would color the zones of TBR, for the development of Map of risk. On a round table would be presented and discussed the assessed in Activity 1 risk- Environmental, Biological, Health, Technological, Natural, Health and biological risks, their prevention and the mitigation of their consequences, the application for risk assessment and Risks Map with an instruction in usage. As a result would be developed a common guideline for risk prevention and management of natural and man-made disasters, leading to the emerging of these risks. The risk info cards, developed as small, easy to be used and portable risk portfolios for the most emerging risks would be designed both as paper cards and as mobile applications for phones. For the capacity building, increasing of disaster resilience and improving of the knowledge of the administration, managerial business representatives, farmers and citizens to manage prevention of risks and to act in emergencies for environmental protection, sustainable and secure business, different training and public awareness campaigns would be organized. There would be developed also a study on capabilities of workers/farmers/administrative stuff and their knowledge for risk prevention management named “My Risk Knowledge”. The Creation of Virtual Risk HUB, designed for all project’s actors with the mobile Risk Unit for information, monitoring, training, consultations at the area of risk prevention, is one of the project’s major assets because of the role of the HUB as a common platform for business, education, research, government and possibility for the stakeholders to meet collaborate, exchange information, good practices, knowledge. Its specific function will be to consolidate, provide and promote knowledge about the size and added value of the risk prevention for business, administration and citizens as a cross point between people and governance which will allow better and more focused actions for environmental protection and sector investment in the future acting as a centre of risk prevention excellence. The mobile risk unit would be equipped with portable devices for measurement of different risks/hazards /: radiation, poisoning substances determination, protective devices and clothes, gas masks etc./which would be implemented in the planned trainings within the project The final conference for the dissemination of project results and outcomes -“Risk management prevention – the perspective for the sustainable development of the cross border region” such as the two opening conferences at the beginning are part of the project’s public awareness process and information sharing initiatives in the field of efficient risk prevention and management. As a result of the project would be published one common guideline and final conference book. There would be developed 25 reports within the subject of risk assessment and prevention management, different communication and visualization materials, relevant with the program and EU requirements. The project would affect directly 58 representatives of the target groups and indirectly about 880 beneficiaries and stakeholders representatives.

Ще бъде направено изследване на рисковете, възникнали в миналото, както и оценката на текущите рискови зони, ще бъде събрана база данни за изготвяне на карта на риска в турско-българския граничен регион. Обработените данни ще бъдат представени в три различни доклади. Ще бъдат използвани различни методи за оценка на риска, като FMEA и RFMEA, HAZOP, МОЗАР и др. които ще направят оценка на най-често появяващите се рискове, представена чрез цветови схеми на картата на региона, чрез приложението за оценка на риска и карта на риска. На кръгла маса ще бъдат представени и обсъдени оценените в Дейност 1 рискове, свързани с околната среда, здравните, техническите, природните и биологични рискове, тяхното предотвратяване и смекчаване на последиците от тях. В резултат на това ще бъде разработено общо ръководство за предотвратяване и управление на природните и причинените от човека бедствия, които водят до възникването на тези рискове. Ще бъдат разработени и информационни карти за риска, разработени като малък, преносим и лесен за употреба набор за най-важните и често появяващи се рискове. Тези информационни карти ще бъдат изпълнени в хартиен вариант и като мобилно приложение за телефон. За изграждането на капацитета, повишаване на устойчивостта на региона при бедствия и подобряване на знанията на администрацията, бизнеса, земеделски производители и граждани да управляват и предотвратяват реализирането на рискове, както и да действат в извънредни ситуации за защита на околната среда, устойчив и сигурен бизнес, ще бъдат организирани различни обучения и информационни кампании. По време на тези обучения ще бъде направено проучване за това, какви са знанията по управление и превенция на риска на работниците /фермерите и административните представители, наречено "Моите знания за риска". Създаването на виртуалния хъб на риска и прилежащият му мобилен юнит на риска, ще служи за информация, мониторинг, обучение, консултации в областта на превенцията на риска, като един от най-важните проектни постижения, поради ролята му на обща платформа на проекта за бизнес, образование, научни изследвания, управление или най-общо, възможност за заинтересованите страни, да се срещнат и сътрудничат, да обменят информация, добри практики, знания. Неговата специфична функция ще бъде да консолидира, осигури и насърчи обмен на знания за превенция на риска за бизнеса, администрацията и гражданите като пресечна точка между хората и управлението, което ще позволи по-добри и по-целенасочени действия за опазване на околната среда и развитие на инвестиционния сектор в бъдеще и ще действа като център за високи постижения в областта на превенция на риска. Мобилният риск юнит, ще бъде оборудван с преносими устройства за измерване на различни рискове /опасности/: радиация, химическо огнище на заразяване, пожар, и др. В рамките на проекта е планирана и заключителна конференция за разпространение на резултатите от проекта и идеите на програмата, на тема "Превенция и управление на риска - перспектива за устойчиво развитие на трансграничния регион", две откриващи конференции в началото на проекта, част от обществената осведоменост във връзка с проекта и информационните инициативи в областта на ефикасна превенция и управление на риска. В рамките на проекта ще бъде публикувано едно общо ръководство и заключителна конференентна книга. Ще бъдат разработени 25 доклади в рамките по темата: оценка на риска и управление на превенцията, ще бъдат разработени различни комуникационни и визуализация материали, свързани с програмата и изискванията на ЕС. Проектът ще засегне пряко 58 представители на целевите групи и косвено около 880 бенефициенти и представители на заинтересовани страни.

The cross-border area is a fast developing area, with specific geographical, economic and environmental features, requiring special efforts for their management. At that situation the emerging new technologies and the economic development in the region, are on focus, since they have significant impacts to the environment and cause risk situations, which need special attention and knowledge to be managed. Natural and manmade disasters are part of our everyday life, regardless of the fact that they are often classified with low probability to happen, but the risk prevention and the mitigation of disaster’s consequences is even more important in the cross-border area, not only as area of meeting people from different countries with different understanding and different life style, resources and abilities, but also as the front doors of the countries and a transition area.
The area is facing natural disasters such as: floods, landslides, fires, etc. and manmade disasters caused by different types of hazards: technological – various types of major hazards like corrosion, toxic release, radioactivity, blasts and fires, economical risk for the society and economy, environmental risk, related with the polluted big rivers Maritsa, Tundzha and the whole industrialization of the region, biological risk, safety and security risk, health risk.
The concrete needs of the target groups, which have been discussed during the project implementation, are connected with the necessity of information dissemination, training and experience exchange. As the representatives of local and regional authorities and business shared, there is a need for both theoretical and practical knowledge for risk and risk prevention management, most important for overcoming the critical situations, which region faces. Project activities aim to increase thecapacity for risk assessment and analysis, to ensure sustainable development of the environment in the cross-border coastal area with the support by regional and local governments and good partners experienced in organization of public trainings and meetings.
The project also aims to overcome the weaknesses such as lack of knowledge among the target groups representatives about the natural and manmade disaster, natural and techno genic risk and prevention management; low interest to risk prevention as a key for sustainable development; low level of cooperation in prevention and setting up measures for risk mitigation; low capacity of the managerial boards in different sectors in the area of risk management; absence of data base and systematic analysis of manmade and natural disasters; as well as the different management models; different national legislations and rules in overcoming the disasters.
The project implementation gave the opportunity to overcome many of the weaknesses and constraints, focusing of the strengths of the region and project’s partnership.
Read more Achievements (BG): Трансграничния регион се развива бързо, има конкретни географски, икономически и екологични характеристики, които изискват специални усилия за тяхното управление. При това положение новите технологии и икономическата ситуация в региона са в центъра на вниманието, тъй като те оказват значително въздействие върху околната среда и създават рискови ситуации, които се нуждаят от специално внимание. Природните и причинени от човека бедствия са част от нашето ежедневие, независимо от факта, че те често се класифицират с ниска вероятност да се случат. Превенцията на риска и намаляването на последиците от бедствия са още по-важни в трансграничния регион, не само като място, на което се срещат хора от различни страни, с различно разбиране и различен начин на живот, ресурси и способности, но също са и входни врати към България и Турция, които играят роля на преходни зони.
Районът е изправен пред природни бедствия, като например: наводнения, свлачища, пожари и т.н., и предизвикани от човека бедствия, причинени от различни видове опасности: технологична - различни видове големи опасности като корозия, токсични освобождаване, радиоактивност, взривове и пожари, икономически риск за обществото, риск за околната среда, свързан с замърсяването на реките Марица, Тунджа и цялата индустриализация на региона, биологичен риск, безопасност и риск за сигурността, риск за здравето. Конкретните нужди на целевите групи, които са обсъдени и изследвани по време на изпълнението на проекта, са свързани с необходимостта от разпространение на информация, обучение и обмяна на опит. Представителите на местните и регионалните власти и бизнеса споделиха, че са необходими и теоретични и практически знания за управление на риска и, най-важното следва да имаме готовност за преодоляване на критични ситуации, които могат да възникнат.
Дейностите по проекта имат за цел да изградят капацитет в областта на оценката на риска и анализа и да допринесат за устойчивото развитие на околната среда в крайбрежната зона на транс граничния регион, като осигурят подкрепа от страна на регионалните и местните власти и добри партньори с опит в организиране на обществени обучения и срещи. Проектните дейности целят да преодолеят слабостите, които включват: Липса на знания сред представителите на целевите групи за природните и предизвикани от човека бедствие, естествен и техногенен риск и управление на риска; нисък интерес за превенция на риска като ключ за устойчиво развитие; ниско ниво на сътрудничество в областта на превенцията и създаването на мерки за намаляване на риска; нисък капацитет на управленските бордове в различни сектори в областта на управлението на риска; липсата на база данни и систематичен анализ на изкуствен и природни бедствия, както и съществуващите различни модели на управление в различните национални законодателства и правила за преодоляване на бедствия.
Изпълнението на проекта дава възможности да се преодолеят много от слабостите и ограниченията, a фокусът е насочен към региона и партньорството на проекта.
