Trotz einer guten wirtschafltichen Lage besteht auf beiden Seiten der deutsch-vorarlberger Grenze ein Mangel an Fachkräften, vor allem in den handwerklichen und technischen Berufen sowie Gesundheits- und Pflegeberufen. Das Projekt BRÜCKENBAU hat zum Ziel, die frühzeitige, langfristige und individuell passgenaue Beratung und Begleitung junger Menschen in der Interessen-, Kompetenz und Berufsorientierung sowie der Berufswahl und des Übergangs in die Ausbildung zu fördern. Trotz guter Wirtschaftslage sind ein Rückgang von Fachkräften und die adäquate Besetzung von entsprechenden Ausbildungsstellen im Bodenseeraum zu verzeichnen. Die Übergangsquoten aus den Schulen in die Fachkräfteausbildung sind rückläufig. Dies liegt auch an der nicht immer optimal gestalteten Berufsorientierung, Berufswahl und dem Übergangsmanagement an den Schulen und in den Beratungen. Ziele des Projektes sind die qualitative und quantitative Weiterentwicklung von Beratung und Begleitung in der Orientierungs- und Übergangsphase; die qualitative Verbesserung der Passung von Kompetenz, Interesse und Ausbildungsangebot; strukturelle Nachhaltigkeit in den jeweiligen Regionen in der Berufsvorbereitung sowie Auf- und Ausbau eines gemeinsamen, grenzüberschreitenden Kompetenzenpools. Eine Wirkung des Projektes ist der Zugewinn an Beratungs- und Begleitkompetenz bei Lehrkräften, Beratern/Begleitern sowie Eltern. Zudem erwarten wir mehr passgenaue Übergänge in Fachkräfteausbildungen aufgrund frühzeitiger, nachhaltiger und zielorientierter Berufsorientierung, Information zu Berufen, Bildungswegen, Studien- sowie Berufswahl. Weiterhin werden positive Auswirkungen auf die Unterstützungsstrukturen zwischen Schulen und Beratungsangeboten sowie Lehr- und Fachkräften mit Elternhäusern erwartet. Die lokalen und regionalen Übergangsstrukturen zwischen Schule und Wirtschaft werden sich verbessern. Die wesentlichen Maßnahmen im Rahmen des Projektes BRÜCKENBAU sind auf deutscher Seite der Aufbau von kontinuierlicher Begleitung und Unterstützung an 10 allgemeinbildenden Schulen bei der Berufsorientierung, der Berufswahl sowie des Übergangs in eine Ausbildung. Sogenannte Karrierebegleiter sind personeller Teil der Schulen, ihre Angebote Teil der Schulcurriculas. Frühzeitige Angebote bei der Kompetenzergründung, der Interessensfindung, der Berufsorientierung, der Information und Praktika über und in Berufen sowie die individuelle Begleitung in der Bewerbungs- und Übergangsphase sind die Kernaufgaben der Karrierebegleiter. Auf Vorarlberger Seite stehen die schulische und außerschulische Bildungs- und Berufsberatung im Vordergrund. Hierbei werden neue Verfahren und Produkte entwickelt und durchgeführt. Gemeinsame Erfahrungen von „good practice“ werden in einen Kompetenzenpool eingespeist. Dieser wird wissenschaftlich evaluiert. Zudem werden fachliche Expertisen für Veranstaltungen, Workshops und Fortbildungen einbezogen.

Despite a good economic situation, a decline in specialists and in the sufficient uptake of corresponding training places has been recorded in the Lake Constance area. Transitional quotas from schools into training in the trades have fallen back. This is also to do with career guidance, career selection and transition management that is not always optimally designed in schools and among advisers. The objectives of the project are the qualitative and quantitative further development of consultation and support in the guidance and transitional phase; the qualitative improvement of the matching of skills, interests and range of training; structural sustainability in the relevant regions in vocational preparation, as well as the building up and extension of a joint cross-border pool of skills. One effect of the project is for teachers, advisers and parents to acquire consultation and support skills. We also expect more customised transitions to specialist training based on early, sustainable and goal-orientated career guidance, information on occupations, education and choice of studies as well as occupation. Furthermore, positive effects are anticipated for the support structures between schools and advisory services, as well as between teaching and specialist staff and pupils’ homes. Local and regional transition structures between schools and the economy will be improved. On the German side, the important measures in the context of the BUILDING BRIDGES project are to build up continuous accompaniment and support at 10 general schools in terms of career guidance, choice of career and transition to training. So-called careers advisers are part of the staff within the schools and their services are in the school curriculum. Early services in exploring skills, finding out interests, career guidance, information and practice about and in occupations, as well as individual support in the application and transition phase are the core tasks of the careers adviser. On the Vorarlberg side, training and occupational advice in schools and outside schools is at the forefront. New processes and products are being developed and executed for this. Joint experiences regarding good practice are fed into a pool of skills. These are evaluated scientifically. Technical experts are also being brought in for events, workshops and further training.

Achievements (DE):

Projektziel ist es, die berufliche Orientierung für Jugendliche an Schulen und in der Beratung so weiter zu entwickeln, dass direkte Übergänge in passgenaue Fachkräfteausbildungen besser gelingen. Die Aspekte der Frühzeitigkeit, Kontinuität und Prozessorientierung, Kompetenzorientierung und des Lebensfeldbezugs sind die fachlichen Leit-planken. Dabei werden bei beiden Projektpartnern jeweils Konzepte entwickelt, die in der Praxis erprobt und im grenzüberschreitenden Austausch evaluiert und gegenseitig verfügbar werden. Darin einbezogen sind Lehrkräfte, Berufsberatung, sozialpädagogische Begleitung, Eltern und Unternehmen sowie Forschung und Lehre an den pädagogischen Hochschulen. Im Projektzeitraum wurde eine deutlich größere Anzahl an Jugendlichen mit den im Projektverlauf entwickelten Konzepten und Formaten erreicht, als zu Beginn kalkuliert. Das bedeutet, dass es im Projekt auch gelungen ist, die Beratungs- und Begleitstrukturen, die zur Umsetzung der Konzepte an Schulen und in Beratungssettings notwendig sind, erfolgreich und nachhaltig aufzubauen. Gleichzeitig zeugt die ebenfalls über Plan erreichte Anzahl an Fachkräften in Fortbildungsmaßnahmen davon, dass Methodenwissen und Austausch auch grenzüberschreitend zur fachlichen und strukturellen Qualität des Projektes BRÜCKENBAU und dessen Nachhaltigkeit gefördert wurden. Im Projektverlauf, der mehr als zwei Jahre lang auch von den Bedingungen der Corona-Pandemie geprägt war, wurde das Vorhaben einer qualifizierten Zusammenstellung von Förderkonzepten zur Beseitigung von Lerndefiziten für Schülerinnen und Schüler in Form einer Linksammlung zwar umgesetzt und verfügbar gemacht, dann aber abgelöst durch die Entwicklung eines sprachsensiblen Lernportals www.mathe4alle.at. Diese Änderung gegenüber dem ursprünglichen Vorhaben hat sich als sehr geeignet und als universell und dauerhaft nutzbares Instrument innerhalb und außerhalb von Schulen erwiesen. Auf deutscher Seite des Projektes wurde zu Projektbeginn an insgesamt 10 Schulen die Funktion der sog. Karrierebegleitung aufgebaut. In dieser Funktion wurde eine dauerhaft zum Schulpersonal zählende Beratung und Begleitung für Klassen, Gruppen, einzelne Jugendliche, Eltern, Lehrkräfte und Ausbildungsbetrieben etabliert. Es entstanden an allen Schulstandorten neue oder weiterentwickelte Bildungspartnerschaften, Beratungskooperationen, neue Formate an Berufswahlmessen und -camps, neue Beteiligungsformate für Eltern, eine methodisch differenzierte Beratung in Gruppen- und Einzelberatung sowie Strukturen in die jeweiligen Sozialräume. An den meisten Schulstandorten ist es zudem gelungen, nach der Projektphase in eine dauerhaft finanzierte Fortführung überzugehen. Auf Vorarlberger Seite standen die Entwicklung verschiedener Beratungsmethoden und -materialien, die über einen gemeinsamen digitalen Kompetenzenpool für alle Projektpartner verfügbar gemacht wurden, im Vordergrund. Hieraus entstanden auch gemeinsame grenzüberschreitende Fortbildungen, zudem wurden gegenseitige Hospitationen durchgeführt. Zudem wurden die für das gesamt Bundesland Vorarlberg durchgeführten schulischen und außerschulischen Beratungssituationen in verschiedenen Formen weiter ausgebaut und konzeptionell auch auf Basis grenzüberschreitender fachlicher Fortbildungen (mit innovativen Inhalten) weiterentwickelt. Gemeinsame Fachveranstaltungen und gegenseitige Einladungen runden die grenzüberschreitenden Projektaktivitäten ab. Dabei standen vor allem die innovativen Ansätze, etwa im Hinblick auf die Herausforderungen der digitalen Transformation oder die Auswirkungen der digitalen Welt auf die psychische Entwicklung junger Menschen im Vordergrund.

The aim of the project is to develop the professional orientation for young people in schools and in counselling in such a way that direct transitions into tailor-made specialist trainings succeed better. The aspects of early times, continuity and process orientation, competence orientation and life field reference are the technical guidelines. Both project partners develop concepts that are tested in practice and evaluated in cross-border exchanges and are mutually available. This includes teachers, career guidance, social pedagogical support, parents and companies, as well as research and teaching at pedagogical universities. During the project period, a significantly larger number of young people were achieved with the concepts and formats developed during the project than calculated at the beginning. This means that the project has also succeeded in successfully and sustainably establishing the consulting and accompanying structures necessary to implement the concepts in schools and in consulting settings. At the same time, the number of specialists in training measures also achieved through the plan demonstrates that methodological knowledge and exchange have also been promoted across borders to the technical and structural quality of the BRÜCKENBAU project and its sustainability. In the course of the project, which was also characterised by the conditions of the coronavirus pandemic for more than two years, the project of a qualified compilation of funding concepts for the elimination of learning deficits for pupils in the form of a link collection was implemented and made available, but then replaced by the development of a language-sensitive learning portal www.mathe4alle.at. This change compared to the original project has proved to be very suitable and as a universal and durable tool within and outside schools. On the German side of the project, the role of so-called career accompaniment was established at the beginning of the project at a total of 10 schools. In this function, counselling and support for classes, groups, individual young people, parents, teachers and training companies has been established permanently. New or further developed educational partnerships, consultation cooperations, new formats at career choice fairs and camps, new participation formats for parents, a methodologically differentiated consultation in group and individual counseling as well as structures in the respective social spaces were created at all school locations. At most school locations, it was also possible to move into a permanently funded continuation after the project phase. On the Vorarlberg side, the development of various consulting methods and materials, which were made available to all project partners via a common digital pool of competences, was in the foreground. This also resulted in joint cross-border training, as well as mutual hospitations. In addition, the school and extracurricular counselling situations carried out for the entire state of Vorarlberg were further expanded in various forms and further developed conceptually also on the basis of cross-border professional training (with innovative content). Joint specialist events and mutual invitations round off the cross-border project activities. The main focus was on innovative approaches, such as the challenges of digital transformation or the impact of the digital world on the mental development of young people.

Expected Results (DE):

Durch eine gut vorbereitete und begleitete Orientierungs- und Entscheidungsphase in der schulischen und außerschulischen Begleitung und Beratung rücken Ausbildungen in Fachkräfteberufen (beruflich und akademisch) mehr in den Fokus der jungen Menschen. Unsicherheiten bei den eigenen Interessen und Kompetenzen sowie Informationsdefizite und fehlende Praktikumserfahrung in der Berufsorientierung werden abgebaut. Gleichzeitig wird die Phase der Entscheidung sowie des Übergangs begleitet. Es besteht eine gute Vernetzung mit den lokalen und regionalen Ausbildungsmöglichkeiten. Somit verringern sich Risiken von Desinformation, Unsicherheit und Abbrüchen, die Zahl künftiger Fachkräfte wird positiv beeinflusst.
