The Interreg “four countries network” project aims to establish and develop a professional network of equality bodies in the Lake Constance area. The participants are the department for women and equality of the Vorarlberg state government (A), the department for equal opportunities for the town of Constance (D), the official representative for family and women’s issues for the Lake Constance area (D), the department for equal opportunities for men and women for the canton of Grisons (CH) and the department for equal opportunities for the principality of Liechtenstein (FL). Institutional work on women’s issues and equality by the authorities / regions has a long tradition in the various countries. The structures in the field of women’s issues and equality have undergone a far-reaching change in the last few years in some of the regions involved. Also, the benefits of equality institutions have been called into question at regular intervals in some regions. The equality landscape and work has therefore changed. The change is to be analysed and displayed in the planned project. The mode of action of the existing structures is also set out. The following objectives are being pursued individually:  internal clarification of the situation – the legal bases and factual situation as well as the framework conditions that have an effect on equality work. Other possible points for clarification: objectives, fields of activity, orders, programmes, successes, integration into administration, organisational unit, and cooperation with external representatives;  external clarification of the situation – funding of NGOs through communal, cantonal and government offices (financing, orders, cooperation, etc.);  intensification of the cooperation between official equality offices in the regions via the development of a network structure with aims, roles, structure, rules for cooperation with government and NGOs, and financing;  working out transnational strategies;  handling joint challenges;  inclusion of NGOs with their focus on topic work;  working out strategies and measures for the external representation of equality activities. A new transnational network structure, the formation of platforms via workshops or Internet networking, and the exchange and development of new measures, should emerge from the project. Its conclusion represents a transnational event for all groups with an interest in equality matters.

Description (DE):

Die Frauen- und Gleichstellungsstrukturen waren die letzten Jahre in einigen der beteiligten Regionen einem tiefgreifenden Wandel unterworfen. Mit dem geplanten Projekt soll der Wandel analysiert und aufgezeigt werden können. Zudem wird dargelegt wie die Wirkungsweise der vorhandenen Strukturen ist. Damit die Gleichstellungsstellen in den vier genannten Ländern ihre Potenziale im Bereich der Gleichstellung von Frau und Mann umsetzen können, wird eine leistungsfähige Netzwerkstruktur aufgebaut: Dabei werden folgende Ziele gesetzt: Entwicklung einer Strategie; Entwicklung einer Koordinations- und Unterstützungsstruktur; Entwicklung eines Internetportals/Plattform. Im Rahmen des Projekts wurde eine Situationsanalyse mit anschließenden Workshops durchgeführt. Die Situationsanalyse diente als inhaltliche Basis für das zu schaffende Vier-Länder-Netzwerk und bestand aus der Fragebogen-Erhebung, Telefoninterviews, Onlinerecherche sowie den Workshops zu den relevanten Handlungsfeldern. Die Erhebung mittels Fragebogen wurde im September 2017 abgeschlossen, danach folgten die Telefoninterviews und die Workshops fanden im Dezember und Januar statt. Der Abschlussworkshop wurde im April 2018 durchgeführt. Im Rahmen der Workshops ist es gelungen eine praktikable Vernetzungsstruktur zu erarbeiten und die Umsetzung zu skizzieren. In den Workshops wurde die Vernetzungsstruktur diskutiert und festgelegt. Im Laufe des Projekts wurde sie nochmals besprochen und etwas angepasst. Die Vereinbarung wurde am 29. November 2018 von allen Projektpartnerinnen unterzeichnet. Webportal (www.vierlaendernetz.org): Die Vernetzung über ein Webportal hat sich schon früh als eine zielführende Maßnahme herauskristallisiert. Dabei wurde ein öffentlicher Teil geschaffen, welcher einen Überblick über alle gemeinsamen Interreg-Projekte gibt, über die Geschichte des Netzwerks und über Aktuelles kurz informiert. Zudem bietet das Portal im öffentlichen Bereich eine Präsentationsmöglichkeit für Nichtregierungsorganisationen. Dieser Bereich ist künftig noch ausbaufähig und wurde den Nichtregierungsorganisationen auch schon in Aussicht gestellt. Der größte Nutzen des Webportals stellt für die Fachstellen der interne Bereich dar. In diesem Bereich können die durchgeführten Projekte der Fachstellen detailliert ausgetauscht und übernommen werden. Weiterbildungsveranstaltungen: Geplant ist, dass neben den Vernetzungstreffen jährlich eine Weiterbildungsveranstaltung durchgeführt wird. Dazu wurde im Laufe des Projekts schon eine Priorisierung der Themen vorgenommen. Die Weiterbildungsveranstaltung für 2019 wird „Die Auswirkung der Digitalisierung“ auf die Frauen zum Thema haben. Abschlussveranstaltung: Als eine weitere Maßnahme wurde festgelegt, dass das Projekt mit einer Abschlussveranstaltung abgeschlossen werden soll. Zielgruppe der Veranstaltung waren vor allem die Regierungs- und Nichtregierungsorganisationen der vier Länder.

Achievements (EN):

Women and equality structures have undergone profound change in some of the regions involved in recent years. The planned project aims to analyse and demonstrate the change. It also explains how the existing structures work. In order for equality bodies in the four countries mentioned to be able to realise their potential in the field of equality between women and men, an efficient network structure will be established: The following objectives are set: Developing a strategy; Development of a coordination and support structure; Development of an internet portal/platform. As part of the project, a situation analysis with subsequent workshops was carried out. The situation analysis served as a substantive basis for the four-country network to be created and consisted of the questionnaire survey, telephone interviews, online research as well as the workshops on the relevant fields of action. The questionnaire was completed in September 2017, followed by telephone interviews and workshops took place in December and January. The final workshop was held in April 2018. Within the framework of the workshops, it was possible to develop a viable networking structure and to outline the implementation. In the workshops, the networking structure was discussed and determined. In the course of the project, it was again discussed and adapted. The agreement was signed by all project partners on 29 November 2018. Web portal (www.vierlaendernetz.org): Networking via a web portal has emerged as a goal-oriented measure at an early stage. A public part was created, which gives an overview of all joint Interreg projects, about the history of the network and briefly informed about current events. In addition, the portal offers a presentation opportunity for non-governmental organisations in the public sector. In the future, this area will still be expandable and has already been put into perspective for non-governmental organisations. The greatest benefit of the web portal is for the specialised departments of the internal sector. In this area, the projects carried out by the specialist departments can be exchanged and taken over in detail. Further education events: In addition to the networking meetings, it is planned that a training event will be held annually. In the course of the project, a prioritisation of the topics has already been made. The training event for 2019 will focus on “The impact of digitalisation” on women. Closing event: As a further measure, it was determined that the project should be completed with a final event. The main target of the event was the governmental and non-governmental organisations of the four countries.
