Description (DE): Grenzüberschreitende Herausforderungen:
Grenzüberschreitende FuE-Zusammenarbeit von Unternehmen (B2B) in der erweiterten Euregio Maas-Rhein (EMR+) ist nach wie vor kein Selbstläufer. Insbesondere KMU, das "Rückgrat" der Wirtschaft in EMR+, unterhalten noch sehr wenige innovationsorientierte Aktivitäten über die Grenzen hinweg. Gleichwohl haben jüngste Pilotprojekte wie TTC und GCS eindrucksvoll belegt, dass sich der vor wettbewerbliche FuE-Bereich hervorragend für den Aufbau struktureller Kooperationen über Grenzen hinweg eignet, bei dem KMU bereitwillig und mit großem Engagement neue Partnerschafts- und Marktpotenziale für sich entdecken, die sie von sich aus und ohne diese Impulse nie aktiv gesucht hätten. Dabei geht es hier nicht allein um schlichtes Marktversagen: Die Pilotvorhaben haben offenbart, dass die nationalen und regionalen Programme zur Innovationsförderung in der EMR+ nicht über Grenzen hinweg koordiniert und auf die tatsächlichen Bedürfnisse der KMU zugeschnitten sind.
Hauptziele und Aktivitäten:
Übergreifende Zielsetzung ist es, insbesondere für KMU eine grenzüberschreitende Wertschöpfungskette für Innovation und Wirtschaft in der EMR+ zu verwirklichen. Dies wird durch eine enge Koordination und Kooperation zwischen den drei Projekten „EarlyTech“, „BuSyBee“ und „I2M EMR+“ erreicht werden. Zu näheren Einzelheiten bezüglich Unterschieden, Synergien und Kooperationen zwischen diesen Projekten siehe das Papier Addendum to the INTERREG VA-applications „Early Tech“, „BuSyBee“ und „I2M EMR+“ im Teil F – Anlagen. I2M EMR+ zielt dabei auf die Anregung und Stärkung innovationsorientierter Kooperationen von technologieorientierten Unternehmen durch die Stimulation grenzüberschreitender, KMU-basierter Kooperationskonsortien, mit dem Ziel, abgestimmte B2B-Service- bzw. Förderangebote zwischen Flandern, der Wallonie, den Niederlanden und NRW zu entwickeln, ab. Dies umfasst die Zusammenführung der richtigen Geschäfts- und FuE-Partner, die Initiierung gemeinsamer Kooperationen sowie die Bereitstellung der erforderlichen Informationen, Kontakte und finanziellen Ressourcen. Um B2B-orientierte FuE-Zusammenarbeit der EMR+ mit anderen Regionen, aber auch innerhalb EMR+ zu stärken, sollen die initiierten FuE-Projekte einerseits über vorhandene europäische Finanzierungsquellen (z.B. HORIZONT2020, EUREKA, EraSME) realisiert werden, andererseits sollten diese aber auch über einen grenzübergreifenden Innovationsfonds für die EMR+ (gesondertes INTERREG VA-Projekt) unterstützt werden. Darüber hinaus ist es Ziel, realisierbare Vorschläge zu entwickeln, mit denen die Nachhaltigkeit der Dienstleistungen und Innovationsfinanzierungen für Unternehmen in Zukunft durch grenzübergreifend abgestimmte nationale und regionale Lösungen gewährleistet werden kann.
Der Schwerpunkt dieser Innovationsförderung ist eindeutig auf den Markt ausgerichtet; vor allem die B2B-Beziehungen werden adressiert, beginnend mit ausgezeichneten Ideen aus der Geschäftswelt bis hin zur experimentellen Entwicklung industrieller Prototypen in der vorwettbewerblichen Phase (vor dem Markteintritt!). Andererseits können und sollen vielversprechende Ergebnisse aus Science-to-Business-Kooperationen (Forschungsprototypen (Proof-of-Concept), weitere Verwertungsprozesse) ebenfalls einbezogen werden. I2M EMR+ basiert auf drei Säulen:
- Stärkung der grenzüberschreitenden Netzwerke / Etablierung (inter-)clusterbezogener Partner-schaften,
- Unterstützung der Unternehmens- und Innovationsentwicklung in der EMR+,
- Aufbau einer effektiven und effizienten Kommunikation und Dissemination über Grenzen hinweg.
Ergebnisse, Leistungen und Mehrwerte:
Hauptergebnis des Projektes wird eine wesentlich größere Anzahl an B2B-Kooperationen von KMUs mit Sitz in der EMR+ sowohl innerhalb Europas als auch über Grenzen hinweg sein. Innerhalb der EMR+ - zusammen mit einem grenzüberschreitenden B2B-Innovationsfonds – werden ca. 40 bis 50 KMU-basierte, marktorientierte Innovationsprojekte mit einem Gesamtvolumen von 30 bis 35 Mio. Euro (Förderanteil etwa 35%) generiert. Darüber hinaus wird I2M EMR+ nicht nur mindestens 20 europäische FuE-Projektkonsortien generieren/oder dazu beitragen, ebenso werden unzählige neue, nicht-geför-derte Kooperationen von Unternehmen in EMR+ entstehen, die ohne diese grenzüberschreitende Stimulation nicht entstanden wären.
Der größte Nutzen für die Unternehmen wird die Schaffung eines bedarfsorientierten Kooperations-umfeldes sein, durch das die Internationalisierung, Zusammenarbeit und KMU-basierte Innovation auf der Ebene der EMR+ und darüber hinaus stimuliert werden. I2M EMR+ schafft ein niederschwelliges Förderangebot entlang der gesamten "Wertschöpfungskette der Zusammenarbeit", einschließlich der Vernetzungs- bzw. Partnerschaftsmöglichkeiten, der Business Development-Unterstützung als auch der finanziellen Anreize über die Grenzen hinweg.
Die wichtigsten Mehrwerte sind neue Produkte, Verfahren und Dienstleistungen, die auf den Markt gerichtet sind und durch eine grenzüberschreitende Partnerschaft etabliert werden. Durch die Innovationsprojekte werden neue, hochqualifizierte Arbeitsplätze geschaffen, auch über die Projektlaufzeit hinaus. Die Unternehmen können somit ihre (inter)nationale Marktposition erhalten und ausbauen. Schließlich werden Lösungen unterbreitet, wie langfristig die Nachhaltigkeit des Dienstleistungs- und Finanzierungsangebotes (z.B. in Form grenzüberschreitender Business-Netzwerke, gemeinsame Innovationszuschüsse bzw. -darlehen) gewährleistet werden kann.

Cross-border R&D cooperation between companies (B2B) in the extended Euregio Meuse-Rhine region (EMR+) is still not a ‘self running’ business. In particular, SMEs, the "backbone" of the economy in EMR+, still maintain very few innovation-oriented activities across borders. Nevertheless, recent pilot projects such as TTC and GCS have impressively demonstrated that the pre-competitive R&D sector is ideally suited for building up structural cooperation across borders. SMEs are eagerly and enthusiastically discovering new partnership and market potential for themselves, which they would never have actively sought on their own initiative and without these impulses. This is not just about simple market failure. The pilot projects have revealed that the national and regional innovation promotion programmes in the EMR+ are not coordinated across borders and tailored to the real needs of SMEs.
Main objectives and activities:
The overarching objective is to create a cross-border value-added chain for innovation and industry in the EMR+, especially for SMEs. This will be achieved through close coordination and cooperation between the three projects "EarlyTech","BuSyBee" and "I2M EMR+". For further details on the differences, synergies and cooperations between these projects see the paper Addendum to the INTERREG VA-applications "Early Tech","BuSyBee" and "I2M EMR+" in Part F - Appendices. I2M EMR+ aims to stimulate and strengthen innovation-oriented cooperation of technology-oriented companies by stimulating cross-border, SME-based cooperation consortia with the aim of developing coordinated B2B-service and -funding opportunities between Flanders, Wallonia, the Netherlands and North Rhine-Westphalia. This includes bringing together the right business and R&D partners, initiating joint collaborations and providing the necessary information, contacts and financial resources. In order to strengthen B2B-oriented R&D cooperation between the EMR+ and other regions, but also within EMR+, the R&D projects initiated are to be implemented on the one hand via existing European sources of funding (e. g. HORIZONT2020, EUREKA, EraSME) and on the other hand they should also be supported by a cross-border innovation fund for the EMR+ (separate INTERREG VA project). In addition, the aim is to develop feasible proposals to ensure the sustainability of services and innovation financing for businesses in the future through national and regional solutions coordinated across borders.
The focus of this innovation support is clearly focused on the market; B2B relations in particular are addressed, starting with excellent ideas from the business world to experimental development of industrial prototypes in the pre-competitive phase (before market entry!). On the other hand, promising results from science-to-business collaborations (proof-of-concept prototypes, other exploitation processes) can and should also be included. I2M EMR+ is based on three pillars: Strengthening of cross-border networks / Establishment of (inter-)cluster-related partnerships, Supporting enterprise and innovation development in the EMR+, Development of effective and efficient communication and dissemination across borders.
Results, performance and added value. The main outcome of the project will be a much larger number of B2B-cooperations of SMEs based in the EMR+ both within Europe and across borders. Within the EMR+ - together with a cross-border B2B innovation fund - approx. 40 to 50 SME-based, market-oriented innovation projects with a total volume of 30 to 35 million euros (subsidy share approx. 35%) are generated. In addition, I2M EMR+ will not only generate and/or contribute to at least 20 European R&D project consortia, but will also generate or contribute to countless new, unsponsored co-operations of companies in EMR+ that would not have arisen without this cross-border stimulation.The greatest benefit for businesses will be the creation of a demand-driven collaborative environment that stimulates internationalisation, cooperation and SME-based innovation in the EMR+ and beyond. I2M EMR+ creates a low-threshold funding along the entire "value chain of cooperation", including networking and partnership opportunities, business development support and cross-border financial incentives.The most important added values are new products, processes and services aimed at the market and established through a cross-border partnership. The innovation projects create new, highly qualified jobs, even beyond the project's duration. Companies can thus maintain and expand their (inter)national market position. Finally, solutions will be presented on how the sustainability of the service and financing offer (e. g. in the form of cross-border business networks, joint innovation grants and loans) can be guaranteed in the long term.

L’un des principaux obstacles dans l’Euregio Meuse-Rhin élargie (EMR+) est le manque de connaissances des entreprises ainsi que des instituts de R&D et des universités/écoles supérieures installés de chaque côté des frontières. Les PME en particulier, qui représentent le cœur de l’activité économique de l’EMR+, Les programmes nationaux et régionaux de soutien à l’innovation sont peu ou pas coordonnés de manière transfrontalière; ceux-ci ne répondent donc pas aux besoins réels des PME. Les enseignements d’anciens projets INTERREG-A orientés vers l’économie permettent de tirer de nombreux enseignements dont il a été tenu compte.
La coopération de R & D transfrontalière entre les entreprises (B2B) dans la zone élargie Meuse-Rhin (EMR +) ne va pas de soi. En particulier, les PME qui représentent le cœur de l’activité économique dans l’EMR +, développent relativement peu d’activités innovantes à l’échelle transfrontalière.
Néanmoins, des projets pilotes récents, tels que TTC et GCS ont remarquablement prouvé que le secteur de R&D pré-concurrentiel convient parfaitement à la construction des coopérations structurelles transfrontaliers. Dans ce cadre les PME découvrent volontairement et avec un grand enthousiasme des nouveaux partenaires et potentiels du marché, qu'ils avaient jamais cherché eux-mêmes activement et sans ces impulsions.
Mais il ne s'agit pas seulement d'une défaillance du marché: Les projets pilotes ont révélé que les programmes nationaux et régionaux pour la promotion de l'innovation dans l’EMR+, sont peu ou pas coordonnés de manière transfrontalière; ceux-ci ne répondent donc pas aux besoins réels des PME.
Objectifs principaux et activités:
Encourager et renforcer la coopération à vocation innovante entre entreprises axées sur la technologie en stimulant les consortiums de coopération transfrontalière entre PME avec l’objectif de développer des services coordonnés de B2B et de financement entre la Flandre, la Wallonie, les Pays-Bas et NRW. Cela consiste à trouver et rapprocher les partenaires, entreprises et instituts de R&D, à instaurer unecoopération ainsi qu’à fournir les informations nécessaires, les contacts et des ressources financières. Dans l’optique de renforcer la coopération d’entreprises B2B tournées vers la R&D de l’EMR+ avec d’autres régions, les projets conjoints de R&D devraient être concrétisés d’une part via les sources de financement existantes au niveau européen (p.ex. : HORZON 2020 , EUREKA, EraSME), et d’autre part via des fonds transfrontaliers à l’innovation pour l’EMR+ (dans le cadre d’un autre projet de l’INTERREG V-A). En outre, l'objectif est d'élaborer des propositions réalisables, donc la durabilité des services et le financement de l'innovation pour les entreprises peuvent être garantis dans la future par des solutions transfrontalières au niveau nationale et régionale.
L'objectif de ce soutien à l'innovation est clairement orienté vers le marché, en particulier les relations:
B2B sont visées, en commençant par des idées venant des entreprises et en finissant par le développement expérimental de prototypes industriels dans la phase précompétitive (avant l’entrée sur le marché !). D’un autre côté, des résultats prometteurs venant des relations science-to-business (prototype de recherches (preuve de faisabilité), procédures de valorisation en plus) peuvent et devraient être pris en compte.
I2M EMR+ repose sur trois axes principaux:
- Renforcement des réseaux transfrontaliers / mise en place des partenariats (inter-) cluster.
- Soutien au développement de l’économie et de l’innovation au sein de l’EMR+.
- Mise en place d’une communication et dissémination transfrontalière efficace.
Résultats, services et valeurs ajoutées.
- Le principal résultat du projet sera un important renforcement de la coopération B2B entre PME situées dans l’EMR+, au sein de l’Europe et de manière transfrontalière, conduisant au sein de l’ EMR+ - parallèlement à l’élaboration d’un B2B fonds à l’innovation transfrontalier – à 40 à 50 projets d’innovation basés sur les PME, orientés vers les besoins du marché avec un montant total évalué de 30 à 35 millions € (taux de soutien autour des 35 % ). De plus, le régime de soutien du projet I2M EMR+ ne se limitera pas à stimuler et/ou contribuer à au moins 20 projets de consortiums de R & D européens, mais devrait générer un nombre de nouvelles coopérations entre entreprises non-financées en EMR+, qui seraient impossibles sans cette stimulation transfrontalière.
Le principal appui pour les entreprises sera la création d'un environnement de coopération pour stimuler l'internationalisation, la collaboration et l’innovation au niveau de l’EMR+ et au-delà doivent être prioritaires. I2M EMR+ crée un programme de soutien à faible seuil sur toute la chaîne de création de valeur de la coopération, y compris la mise en réseau et les opportunités de partenariat, l'appui au développement économique ainsi que des incitations financières transfrontalières.
Les principales valeurs ajoutées sont de nouveaux produits, procédés et services orientés vers le marché, établis par un partenariat transfrontalier. Les projets d'innovation conduiront à de nouveaux emplois hautement qualifiés, surtout au-delà du projet, permettant ainsi aux entreprises de maintenir et d'étendre leur position sur le marché (inter)national. Enfin, des solutions sont présentées comme la durabilité des services et l'offre de fonds (par exemple, dans le cadre des réseaux d'affaires transfrontalières, des subventions ou des prêts d'innovation communs) peuvent être garantis.

Geht man davon aus, dass von den 500 durch das Projekt unterstützten Unternehmen nur die Hälfte kooperieren (mindestens 100 tun dies bereits in Untersuchungsprojekten) und rechnet man mindestens 50 Unternehmen hinzu, die mit Wissenseinrichtungen zusammenarbeiten, entspricht die Gesamtzahl von 300 kooperierenden Unternehmen einem Anteil von bis zu 6% an dem angestrebten Wachstum.
