Description (EN): The project will support Local Authorities to define and implement innovative local fiscal policies, intended to promote renewable energy sources (RES) both in the public and private sector and households, mainly in the framework of the Sustainable Energy Action Plans adopted by Local Authorities signatories of the Covenant of Mayors. In rural areas and islands of MED regions, local fiscal policies have a key role in incresing renewable energy sources. Since rural local authorities have economical and technical constraints, RES promotion plans should prioritize collaboration and active roles for private sector and households. Local fiscal systems are proper tools to lead and engage such actors in RES. The project will support the testing of innovative local green fiscal policies, and monitoring their results in spreading renewable energy sources. As well, the project will facilitate capitalization of the best practices and application in other municipalities, at national and transnational levels, since models of green local fiscal policy will be elaborated and disseminated as well as technical support will be provided. The project will provide Local Authorities with fiscal policy models to be included in their own strategies and plans, especially in the framework of the Covenant of Mayors. Green fiscal policies will promote public and private sector engagement in renewable energy sources, to increase the share of renewable local energy sources.
Description: Le projet va soutenir les autorités locales pour définir et mettre en œuvre des politiques locales fiscales innovantes, destinées à promouvoir les sources d'énergie renouvelables (SER) à la fois dans le secteur public et dans le secteur privé et les ménages, principalement dans le cadre des Plans d’action en faveur de l’énergie durable (PAED) adoptées par les Maires signataires de la Convention des Maires. Dans les zones rurales et les îles des régions MED, les politiques fiscales locales ont un rôle clé pour augmenter les sources d'énergie renouvelables. Les Maires rurales ont des contraintes économiques et techniques, donc les plans de promotion des SER devraient privilégier la collaboration et le rôle actif du secteur privé et les ménages. Les systèmes fiscaux locaux sont des outils appropriés pour diriger et engager ces acteurs pour la promotion des RES. Le projet appuiera les tests des politiques fiscales vertes locales innovantes, le suivi de leurs impacts sur la diffusion de sources d'énergie renouvelables. En outre, le projet facilitera la capitalisation des meilleures pratiques et l'application dans d'autres municipalités, au niveau national et transnational, puisque des modèles de la politique fiscale locale verte seront élaborés et diffusés ainsi que des soutiens techniques seront fournis pour l’implémentation des modèles.
Expected Results (EN): 1 : 1 : 2 : 1 Provide technical support to rural municipalities, to implement green local taxation systems for promoting renewable local energy sources : The Covenant of Mayors (CoM) is the main European movement engaging Local and Regional Authorities in climate change mitigation through sustainable energy plans. Many Local Authorities in the area of the project have planned Green local taxation systems in the framework of their Sustainable Energy Action Plans (SEAPs). Actually, technical support (result 1) for green local taxation systems will be provided as a priority to Covenant of Mayors members. Furthermore, Covenant of Mayors is the main European wide network and learning platform for local authorities engaged in promoting sustainable energy and climate change mitigation. Therefore, new CoM signatories (involved in SEAP preparation step) and CoM candidates will be firstly addressed by a dissemination and transfer plan to spread out green local fiscal policies in new SEAPs. Other municipalities interested in integrate green local fiscal policies in their own policies, will also addressed. As result, within the project geographical scope, more municipalities will adopt this kind of policies. As in the first result, the application of such models will raise local renewable energy sources both in public sector and in private sector and households, contributing to the result indicator 'Share of renewable energy from local sources in energy mix of MED rural areas'.2 Inclusion of green local taxation systems in the SEAPs of rural CoM signatories or in other local plans, to increase renewable local energy sources : The Covenant of Mayors (CoM) is the main European movement engaging Local and Regional Authorities in climate change mitigation through sustainable energy plans.
