Description (EN): IMAGINE is aimed at tackling youth unemployment by providing sustainable job prospects in market gardening, more specifically for low-skilled 18-34-year-old NEETs in the peri-urban areas of north-western Europe (outskirts of London and Paris, central Belgium, the Grand-Duchy of Luxembourg, and Eindhoven), where NEETs have great difficulty getting jobs. To do this, IMAGINE provides local authorities mindful of the problem with a tool kit promoting inclusion in the job market through market gardening. It consists of the following:
- definition of a co-production methodology that involves the NEETs heavily in setting up their training/integration programmes in the horticultural sector;
- variants of this methodology via three different social incubator models involving the indispensable public and private actors in different ways to achieve the goal of getting NEETs into work; and
- consolidation of the project's achievements to enable other local authorities to adopt the IMAGINE model and to make recommendations to the various political levels.
Since this model allows for the singularities of horticulture (e.g., its seasonality) and is based on a methodology that requires great NEET involvement, it calls for at least six months' training and quasi-personalised supervision. For that reason, IMAGINE's ultimate aim is to reinforce the employability of 300 NEETs and to get half of them into lasting employment in horticulture by project end. To ensure its long-term effects and to help local authorities adapt this social inclusion model to their own situations, the partnership will also create a transnational network to deal with urban market-gardening innovation and social incubation issues, following the example of what is done within the Covenant of Mayors. Aim: To have 300 member municipalities and get 4,500 NEETs back to work in the next ten years.
Read more Description (DE): Das Projekt IMAGINE will die Jugendarbeitslosigkeit durch die Schaffung dauerhafter Beschäftigungsaussichten im Gemüseanbau bekämpfen.Es zielt dabei insbesondere auf gering qualifizierte NEETS (18-34 Jahre) in Stadtrandgebieten in NWE (Peripherie von London und Paris,Mittelbelgien,Luxemburg und Randstad) an,wo NEETS nur schwer Zugang zum Arbeitsmarkt finden.Hierzu bietet IMAGINE lokalen Behörden, die dieses Problem angehen wollen, eine Toolbox zur Förderung der sozialen Eingliederung über den Gemüseanbau an:
1Eingliederungsprogramms im Gartenbau einbezieht; 2/Definition einer Koproduktionsmethodik, welche die NEETS stark in die Umsetzung ihres Ausbildungs-/Anpassung dieser Methodik über 3 verschiedene Modelle der sozialen Inkubation mit unterschiedlicher Einbeziehung der öffentlichen und privaten Akteure, die unerlässlich sind, um die angestrebte Eingliederung der NEETS zu erreichen; 3/Konsolidierung der Projektergebnisse, um anderen lokalen Behörden die Übernahme des IMAGINE-Modells zu ermöglichen und den verschiedenen politischen Ebenen Empfehlungen zu erteilen. Da dieses Modell die Eigenheiten des Gartenbausektors (Saisonabhängigkeit) berücksichtigt und sich auf eine Methodik mit starker Einbeziehung der NEETs stützt, setzt es eine mindestens 6-monatige Ausbildung und eine quasi individuelle Begleitung voraus. Aus diesem Grund will IMAGINE bis Abschluss des Projekts die Beschäftigungsfähigkeit von 300 NEETs verbessern und 50 % von ihnen dauerhaft im Gartenbausektor beschäftigen.Um langfristige Wirkungen zu gewährleisten und die Gebietskörperschaften bei der Umsetzung dieses Modells der sozialen Eingliederung zu unterstützen, wird die Partnerschaft ebenfalls ein transnationales Netz aufgebaut haben,das sich mit Fragen in Bezug auf Innovation und soziale Inkubation im Gemüseanbau in der Stadt befasst,ähnlich dem Bürgermeisterkonvent.Ziel:300 angeschlossene Körperschaften nach 10 Jahren und 4500 NEETs, die wieder in das Erwerbsleben eingestiegen sind.
Read more Description (FR): IMAGINE vise à lutter contre le chômage des jeunes en fournissant des perspectives d’emplois durables dans le secteur du maraichage, plus spécifiquement pour les NEETS (18-34 ans) à faible qualification des régions péri-urbaines de l’ENO (Periphérie de Londres et Paris, Belgique centrale et Grand-Duché de Luxembourg, Randstadt) où les NEETs sont en grande difficulté pour rejoindre le marché de l’emploi. Pour ce faire, IMAGINE offre aux autorités locales soucieuses de cette problématique une boite à outils favorisant l’insertion sociale via le maraichage:
- Définition 'une méthodologie de co-production impliquant fortement les NEETs dans la mise en place de leur programme de formation/insertion dans le secteur de l’horticulture;
- Déclinaison de cette méthodologie via 3 modèles différents d’incubation sociale impliquant de manière différenciée des acteurs publics et privés indispensables pour atteindre l’objectif d’insertion des NEETs;
- Consolidation des acquis du projet pour permettre à de nouvelles autorités locales d’adopter le modèle IMAGINE et fournir des recommandations aux différents niveaux politiques.
Comme ce modèle prend en compte les spécificités du secteur horticole (saisonnalité) et se base sur une méthodologie fortement impliquante pour le NEET, il nécessite un parcours de formation de minimum 6 mois et un suivi quasi personnalisé. Pour cette raison, IMAGINE vise donc, à la fin du projet, à renforcer l’employabilité de 300 NEETs et mettre à l’emploi durablement dans le secteur horticole 50% d’entre eux. Pour assurer des effets à long terme et aider les collectivités locales à décliner ce modèle d’inclusion sociale, le partenariat aura également créé un réseau transnational chargé des questions 'innovation et d’incubation sociale en maraichage urbain, à 'instar de ce qui se fait dans la Convention des Maires. Objectif : 300 collectivités adhérentes en 10 ans pour 4500 NEETs remis à 'emploi.
