Description (EN):

The growing power consumption in already fragile territories, as rural area and islands could benefits by the technological development that the RES are bringing. In particular the opportunity to use in a more efficient RES, already present in the MED territories (solar, biomass…) through the application of smart technology, might represent a step forward towards a sustainable and inclusive growth. Unfortunately, the organization of deployment, exploitation and operation models as the use of the microgrids is not yet in its full development stage. Even though the technology is available and examples of regulations start to be present, absences of an enabling environment that can foster a common market represent the main challenge. The local institutions can lead the change stimulating the business environment. Examples of applications and business models have been already experienced and a well-represented consortium in terms of stakeholder interest, led by the active Municipality of Potenza can contribute to propose a working model with all the necessary framework arrangements. Therefore the consortium lunch PEGASUS aiming to combine, test and transfer previous experience in a new full fledge package of tools for the Local Public Sector in the MED area: from conceptualization, through organize till financial promotion. This also involving all the stakeholders including end-users and business community: “Jointly to increase the share of the RES in the involved territories”.

Le développement technologique des ENR permettra de répondre à la demande croissante d'énergie dans des territoires fragiles, comme les zones rurales et les îles.L’utilisation plus rationnelle des ENR dans les territoires MED (solaire, biomasse ..)grâce à l’utilisation des technologies intelligentes, contribuera à une croissance durable et inclusive.Cependant le déploiement et la mise en oeuvre de modèles alternatifs tels que les micro-réseaux (réseaux électriques équilibrés à une maille locale) ne sont pas encore vraiment développés dans la zone MED.Même si la technologie est disponible et que les premières réglementations apparaissent, le défi consiste à créer un environnement favorable au développement du marché.Les institutions locales peuvent initier le changement et stimuler le marché.Des exemples et des modèles économiques existent déjà et le consortium composé d’acteurs clés et piloté par la Municip. de Potenza sera en mesure de proposer un modèle de travail complet.C’est pourquoi le consortium a décidé de lancer le projet PEGASUS visant à combiner, tester et transférer l'expérience acquise en proposant des outils, de la conceptualisation à la promotion financière, en passant par la mise en oeuvre, à destination des collectivités locales dans les régions du territoire MED.Ce projet entend impliquer tous les acteurs y compris les utilisateurs finaux et les milieux d'affaires afin "d’accroître ensemble la part des énergies renouvelables dans les territoires concernés”.

Achievements (EN):

The project achieved the conclusion with the elaboration of the main deliverables final version of the “the Cost Benefit Analysis” that together with some other deliverables represents the main result of the PEGASUS project. The document assesses the implementation of the minigrids in different background, considers the business model, the organizations model including the governance and refers partially the background where the microgrids have been developed. This deliverable 94074, together with the following deliverables represent the output N.1 “Number of planning tools to develop energy plans including local RES”.Main deliverable that are composing the planning tools:- Modeling Report (deliverable 94073)- Terms of reference (deliverable 94068)- Report on financial viability (deliverable 94077).The deliverables have been produced in the last semester with an active role of the partners. During this semester, the partners also worked on the implementation of the trasferibility working at different level with local authorities, central government, NGOs, engineers and regulators. The other output N.2 “Number of regions and sub-regions engaged (through charters, protocols, MoU) in increasing share of local RES in energy mix” was achieved in different manner due the single contexts and at the end 8 local authorities declared and committed to use the results: 5 at municipal level and 3 at regional level. The training and capacity building measures towards the territories was done and also the other stakeholders were achieved through ad hoc events (energy day), specific campaigns and regular meetings. Thanks to FEDARENE a side event was organized in the frame of the European Week of the Regions 2019 and a webinar on 31 October with the participation of the Commission. A stronger communication activity was held by all the partners and the deliverables were updaload on the web platform.
