Project - Horizontal Communication & Capitalization project for Innovation in Blue Growth at Mediterranean level

Description (EN): INTERREG MED promotes horizontal projects, which main objective is to ensure the communication/capitalisation activities of the modular projects in order to increase their impacts towards common identified targets. In the case of the InnoBlueGrowth, these activities are focused on the S.O.1.1. “to increase transnational activity of innovative clusters and networks of key sectors of the MED area”. It proposes concrete activities—a communication strategy, community building initiatives and capitalisation events, among others—to build a real community of modular projects, dealing with Blue Growth. This innovative community will allow the reinforcement of the cross-cutting and integrated approach between modular projects and transnational key stakeholders, which is a sine qua non condition to support Mediterranean clusters in their transnational activities processes. Moreover, it will enhance the dissemination and transferability of the modular projects results and will consequently ensure a wider and deeper impact towards external multilevel stakeholders, contributing to the sustainable socio-economic development of the Mediterranean area through innovative investments in the Blue economy. Besides, developed in parallel of the “platform project” of the Axis 4 of the Programme, InnoBlueGrowth will ensure a close communication and coordination with it. The benefits will reach not only the projects and programmes scales, but also beyond, at the Member states level.
Description: INTERREG MED promeut les projets horizontaux, dont l'objectif principal est d'assurer les activités de communication/capitalisation des projets modulaires afin d'augmenter leurs impacts envers des cibles communément identifiées. Pour InnoBlueGrowth, ces activités se concentrent sur l'OS 1.1 "pour accroître l'activité transnationale des clusters & réseaux innovants des secteurs clés de l'espace MED". Il propose des activités concrètes (stratégie de communication, élaboration d'une communauté, et évènements de capitalisation, etc.) afin de créer une vraie communauté de projets modulaires traitant de la croissance bleue. Cette communauté innovante permettra le renforcement de l'approche horizontale et intégrée entre les projets modulaires et acteurs transnationaux clefs, constituant une condition sine qua non en soutien aux activités transnationales des clusters méditerranéens. De plus, le projet renforcera la dissémination et la transférabilité des résultats modulaires et assurera ainsi un impact plus large et plus conséquent envers des acteurs externes multi-niveaux, contribuant de fait au développement socio-économique durable de l'espace méditerranéen via des investissements innovants dans l'économie bleue. Par ailleurs, InnoBlueGrowth assurera une communication et une coordination étroites avec le projet plate-forme de l'axe 4 du Programme développé en parallèle. La valeur ajoutée portera donc à l'échelle des projets/programmes, et au-delà au niveau des états membres.
Expected Results (EN): 1 1 Joint methodology for Community building Strategy : 1 Joint methodology for Community building Strategy : Organization, coordination, and moderation of community events, allowing the Axis 1/Blue Growth projects to know each other, share and exchange their results and ideas internally and externally. Generally speaking, these events will be imbricated within thematic horizontal capitalization events (and vice versa), for example allowing at the same time complete peer reviews, maritime business sector matchmaking, etc., in order to optimize resources and the presence of a critical range of stakeholders from the Med community. These community dynamics will be fully enhanced through the project communication actions and strategy. Indeed, they should allow the building of a community database/contacts list, which social media & networks (LinkedIn, Viadeo, Twitter, Facebook, etc.) and other tools (newsletters, etc.) will keep animated to strengthen interaction between Med projects and outcomes with the Blue Growth community as a whole (public and private stakeholders alike). The media will also be used as open fora for discussions/exchanges of ideas. Targeting various stakeholders through communication and community/capitalization events will also help involve other EU initiatives, as well as R&I projects (i.e. Horizon 2020 etc.) working on the state-of-the-art of blue technologies, hence pushing technology transfer/commercialization elements as business opportunities, identify niche markets, extend the areas of influence and competencies of clusters and networks, and provide recommendations for tailored policy-making supporting the development of a competitive & sustainable maritime economy in the Mediterranean.1 1 Joint methodology for Community building Strategy : 1 Joint methodology for Community building Strategy : Organization, coordination, and moderation of community events, allowing the Axis 1/Blue Growth projects to know each other, share and exchange their results and ideas internally and externally. It will consist of: -Communication activities (targeting points 1-2) organized around the promotion of community/capitalization events (social networks, media, press, newsletters, tools from other programmes); -Trainings (point 1) for an effective communication within the MED Community of 1.1. modular BG projects; -Collaboration to the updates and animation of the thematic sections of the INTERREG MED Programme website, in particular dedicated to Blue Growth awareness raising, and -if deemed relevant and if the themes handled by the approved 1.1 modular BG projects would allow it- also targeting youngsters, students/training institutes to ensure an exploitable pool of information for networks and clusters, contributing to matching blue growth sector needs in terms of workforce and training offers, among other features. The idea is to help increase views on the Med Programme website significantly with vivid and catchy information, addressing the greatest range of stakeholders possible; -Ludic and animated multimedia products and contents as videos and the use of social media to help represent the 'modular projects community' toward specifically targeted stakeholders (especially points 1 & 2) as well as in any relevant transnational seminar of the INTERRED MED Programme, INTERACT or other ETC and/or thematic programmes in coordination and concordance with the MED Programme communication guidelines; -Brochures; Newsletters; Informative periodic factsheets and other online publications as integrated research articles and/or studies (in particular targeting points 2 & 3); -Media press kits (texts and pictures), memorabilia and/or interactive chronology tracing the evolution of the Blue Growth theme in the Med, potentially in collaboration with inputs from other horizontal projects; -Applied Target Group Mapping and contacts database.3 3 Capitalisation Action Plan and Strategy : 3 Capitalisation Action Plan and Strategy : In full complementarity with community building and communication activities, this project result will revolve around: -The organization, coordination, moderation of and participation to 'thematic capitalization events' for the project community. Their numbers will be defined according to the number of modular projects approved as well as their sub-blue growth themes (e.g. dividing the years into trimesters: 2 for year one, 3 for year two, and 2 for year three including more-oriented-on-community-building kick-off and final conferences). Those events will involve external stakeholders in order to reinforce and spread capitalized results to the greatest extent possible while contributing to weaving the Blue growth community, allowing peer reviews and the gathering of good practices, and towards a holistic common response to the Axis 1 identified challenges (NB: the partnership will ensure that these events will be organized in synergy/back to back with the most relevant EU/Mediterranean events linked to S.O.1.1 issues in coherence with the approved modular projects); -Technical reports based on the results of the capitalization seminars (numbers to be defined according to the number of events and the modular projects themes); -A mid-term report and a Final Policy Paper presenting the capitalized results from the Axis 1/Blue Growth projects, ensuring the transfer of their technical results and the main tailor-made political conclusions and recommendations drawn from them to other Horizontal Projects (when relevant), the MED Programme, the Axis 4 "platform project," as well as relevant external stakeholders; -Participation, in collaboration with the Joint Secretariat, to the technical development and transferability of project results identifying appropriated actors and targets either via the governance platform that will be managed by the Member States under the Axis 4, or via the mainstreaming (regional programmes) or European programmes/networks (inside or outside the partnership); -Participation, in collaboration with the Joint Secretariat, to the technical development and transferability of project results via the mainstreaming (regional programmes) or European programmes/networks (inside or outside the partnership) of Blue Growth initiatives into RIS3; -Ad hoc lobbying actions in the MED area and, when applicable and relevant, in Brussels; -Set-up of an Advisory Board mainly constituted of the Associated partners of the project and upon suggestion from the 1.1. BG modular projects in order to provide relevant feedback to the modular projects results, enhancing an integrated approach between various Blue Growth sub-themes and ensuring links between clusters and sectors; -Participation, in collaboration with the INTERREG MED Programme, the other horizontal projects and the "platform project" from Axis 4, to the MED Information Platform/Library directly linked to the MED Programme website, ensuring the publication, transferability and free access to: > the modular projects technical deliverables (1.1. and beyond); > the modular projects capitalized results and political recommendations as provided by the horizontal projects; These capitalization initiatives and recommendations will be finalized and formalized into Memoranda of Understanding in order to durably strengthen the Blue Growth community built throughout the whole of the project (Community building WP). They will target all stakeholders involved.
