Le projet ODEON vise à soutenir la croissance des Clusters et des PMEs liées à la strategie de spécialisation intelligente des zones impliquées (en mettant l'accent sur la croissance verte / bleue et les industries creatives et culturels) grâce à l'exploitation des Open and Big Data. Le projet ODEON se concentrera sur le soutien des institutions publiques pour augmenter la quantité et la qualité des informations données en open data; Des services intermédiaires seront mis en place, capables d'offrir un soutien sur mesure pour l'exploitation de open data principalement par les PMEs avec des services et des produits innovants. La phase d'expérimentation assurera: A) la mise en place de Hubs numériques nationaux / régionaux (7 totalement) capables de soutenir l'exploitation de Linked Open Data traitant des activités dédiées selon l'approche quadriple hélix: formation, recherche, développement et innovation liées à l'amélioration de la compétitivité des Clusters, des PME et de les start-ups en contribuent à la croissance économique. Un cluster de Med Open Data favorisera parmi eux des liens afin d'accroître leurs capacités d'innovation et d'internationalisation. Chaque Région se concentrera sur un ou plusieurs secteurs clés, telles que le tourisme, l'agriculture, l'environnement, l'énergie, la culture, les TIC, la fabrication intelligente. B) l'expérimentations des services et des instruments destinés aux PMEs / start-up; Activités d'innovation croisée.

Description (EN):

ODEON project aims at supporting the growth of Clusters and SMEs linked to S3 of the areas involved (focusing on green/blue growth and CCis) through the exploitation of Open and Big Data. Starting from e-government policies, the availability and quality of open data to be processed will be assured according to the fine tuning of tools from projects and initiatives to be capitalized and involved in the project. ODEON project will then focus on supporting Public institutions to increase the quantity and quality of open data; set-up intermediary services (Digital Hubs) able to offer tailored support for the exploitation of open data by SMEs and Profit Sector in general with innovative services and products. The testing phase will assure: a) the setting-up of National/Regional Digital Hubs (7 totally) able to support the exploitation of Linked Open Data addressing dedicated activities according to quadruple helix approach: training, research, development and innovation linked to enhance the competitiveness of Clusters, SMEs and start-ups and contribute to economic growth. A Med Open DATA Cluster will foster among them linkages in order to increase their innovation and internationalization capacities. Each Region will focus on one or more Key sectors/applications such as Tourism, Agriculture, Environment, Energy, Culture, ICT, Smart Manufacturing. b) the testing of services and instruments addressed to SMEs/start-ups; cross-innovation activities. Information added on 2020-05-27, regarding the mitigation of the effects of COVID-19 (the coronavirus pandemic that started in 2019) (English language only): Odeon is providing solutions for the activation of networks for medical and biotech research during the COVID crisis, through the development of an open data platform for open innovation which includes the health sector

Achievements (EN):

During the period under reporting, the COVID-19 emergency forced the partnership to adapt activities and plans because of the restrictions. Activities planned and under task 3.4, 3.5, 3.6 have been in many cases postponed, transferred online and slightly adapted. In general, missing activities under these tasks have been finalised and all activities have been reported within this report. To evaluate the interim report, participation to the Advisory Committee meeting (19/06/2020). Veneto Region planned some activities to be organized in the frame of task 3.7 for the establishment of the MED DATA Clusters (September 2020) but they have been postponed due to the new COVID-19 emergency. In agreement with Partners they will take place in Autumn (online again). WP4 activities started in this period: the WP leader (AVITEM) organized the transferring seminar (08/07/2020) with the participation of all Partners and the WP4 Task leader coordination meeting (08/09/2020). Additionally, development of the activities (task 4.1 and 4.2) and development of guidelines for following once ( 4.3; 4.4 and 4.5). On the side of the Communication activities, some info-days have been organized online. Inputs have been provided by all PPs for the finalisation of the newsletters, the video, the leaflet in all project languages and the participation to sectoral events consistent with the project topic at European Level.The project and financial management has been transferred online, starting from the SC and TC originally planned in Zagreb (Marc 2020) that took place remotely with the participation of all partners. Other SC and TC Meetings have been organized online (24/03/2020 and 03/09/2020). Other coordination meetings concerning single WP (start-up WP4 and monitoring WP3) took place in agreement with the Partners responsible.
