Project - Empowering the 4 helix of MED maritime clusters through an open source/knowledge sharing and community-based approach in favour of MED blue growth

Description

Description (EN): 4helix+ pjt aims at stimulating, coaching and funding CROSS-SECTORAL & TRANS-BOUNDARY INNOVATION OF THE MED KEY SECTOR “BLUE GROWTH ” which deserves to be better supported being an economic driver and a potential generator of development & jobs. Main change sought is to improve basic conditions for bridging the gap among the MED maritime clusters and within their 4helixes thanks to the collaboration with the NOT INSTITUTIONAL NEW INNOVATION AGENTS such as like fablabs, co-working spaces, makerspaces, creative hubs, etc. For sustaining innovation in Blue Growth, beside typical research facilities, it is imperative to favor its partnership with and within open spaces for exploratory interaction and creativity that may find room in this new kind of innovation agents. This innovative partnership is also empowered by the ground-breaking combination with CULTURAL&CREATIVE INDUSTRIES knowledge and expertise. The enhanced 8 MED maritime regional clusters (LISBON REGION, ANDALUSIA, CATALUNA, PACA, MARCHE, ZADAR COUNTY, CENTRAL MACEDONIA and DURRES,VLORA,SARANDA&SHENGJIN coastal areas in ALBANIA) can, thus, be fruitfully involved in the testing, evaluation and regional/national transferring of a transnational INNOVATION PROCESS according to an open source, knowledge sharing and community-based approach. The project overall amount is 2.193.983,75 € (whose over 500.000,00 € dedicated to allocation of INNOVATION VOUCHERS to MED BLUE SMEs/STARTUPs).
Expected Results (EN): 1 Upgraded cross-sectoral and trans-boudary RD&I attitude of the focused 4helix+ 8 MED area innov. maritime CLUSTERS KEY ACTORS (esp. SMEs/STARTU : Targeted clusters consolidate their skills of interclustering within the maritime sector and cross-fertilization with other growing industries, i.e. creative/cultural industries, thanks to mix of activities (blue bootcamps, transnational voucher scheme, brokerage event, cyberspace, etc.) foreseen by WP3 and WP4. The maritime cluster key-actors (primarily blue SMEs/START-Ups) upgrade their transnational and cross-innovation cooperation capacities to: - Utilize/acquire knowledge bridging over the geographical barriers. - Install new alliances from technical, commercial and productive point of view. - Generate new ideas. - Test new products, processes, services, business models, marketing strategies. - And create the premises for patenting of the voucher pjts results. based on the new concepts of user-centric design, co-creation, co-production and rapid prototyping, etc. Also, blue SMEs and START-Ups are pushed by the ground-breaking combination of Knowledge Providers (NEW INNOVATION AGENTS&CCIs) towards breakthrough innovation rather than simple diversification of their businesses. Moreover, the choice of involving in the same action both maritime traditional (fishing , coastal and mar.turism, shipbuilding) and emerging (aquaculture, blue biotechnology and green shipbuilding) sub-themes businesses produce additional mutual contamination and collaborations opportunities across different sectoral contexts for all the cluster maritime key-actors.1 Upgraded cross-sectoral and trans-boudary RD&I attitude of the focused 4helix+ 8 MED area innov. maritime CLUSTERS KEY ACTORS (esp. Particularly, thanks to the increased awareness of regional /regional/national policy makers towards BLUE GROWTH and 4helix+ results, it is expected that the innovation process and findings are embedded within the regional RIS3 strategies of the 8 involved territories in terms of bring out and/or equip blue innovation priority. In addition, with 4helix+ concepts and process, the 8 involved regional maritime communities, especially FLAGs (Fishing Regional Action Groups) are favored to meet and work closely with NEW INNOVATION AGENTS, firstly maritime fablabs, which hold elements to help regional maritime economies to innovate, bring tailor-made answers and reinforce regional ownership of Blue Growth Strategy.3 Increased capacity of 4helix+ PPs to implement and transfer a transnational cross-innovation action to support MED Blue Growth : PPs will improve their skills of designing and implementing an upgraded transnational innovation process (due to innovative web-based solutions, bootcamps, trans. brokerage event, and voucher scheme based on a ground-breaking combination of KPs) to stimulate new trans-boundary and cross-sectoral knowledge transfer in favor of their innovative maritime clusters (from mature/growing to emerging/just aspired ones).
Expected Outputs (EN): TESTING AND EVALUATION OF 4helix+ PILOT ACTION for cross-sectoral & trans-boundary innovation of BLUE SMEs/STARTUPs of 8 MED maritime clusters,WEB-BASED TOOLS TO SUPPORT CROSS- INNOVATION OF MED MARITIME CLUSTERS AND RELATED SMES,TRANSFERRING EVENTS TO SUPPORT CROSS- INNOVATION OF MED MARITIME CLUSTERS AND RELATED SMES,4helix+ CYBER SPACE for cross-sectoral & trans-boundary innovation of BLUE SMEs/STARTUPs of 8 MED maritime clusters
