Description (EN): SISMA aims to develop innovative financing schemes that leverage European Structural Funds (and other public funds available to the regional or local administrations) on private financial resources to finance investment projects that lead to significant energy retrofits of public buildings. In particular the innovative schemes will aim at mobilizing private resources through ESCOs to finance investments with longer paybacks (max 10 years) in energy retrofit of public buildings. Viable and sustainable innovative financing schemes for energy investments with long term payback are necessary in order to abridge the barriers that hinder the business which is traditionally characterized by:a)ESCOs keep on following the “low hanging fruit” approach, focusing only on quick results;b)Public Administrations will keep on using ERDF in the “traditional way”, without taking fully advantage of the leverage factor to mobilize private financing through innovative contracts as EPC, since in the past this approach has been unsuccessful for energy investments with long term payback. Each member state will focus on a specific category of public buildings (office buildings, schools, gyms ...) in close coordination with all the partners. Outlined Schemes, with a particular focus on the ones leveraging the European Structural Funds, can be well replicated anywhere in the EU and will form the backbone on which to articulate the future demands of Development Assistance Projects.
Description: SISMA vise à développer des mécanismes de financement innovants pour mobiliser les Fonds Structurels Européens (FSE) et fonds des administrations régionales/locales avec un effet multiplicateur sur les ressources privées pour financer des projets d'investissement d’améliorations éco-energétiques des bâtiments publics. Les mécanismes viseront à mobiliser les ressources privées, par les ESCO, pour financer les projets pour l’amélioration du rendement énergétique des bâtiments publics avec un retour sur l’investissement plus long (max.10 ans). Des mécanismes innovants pour les investissements énergétiques avec retour sur l’investissement à long terme sont nécessaires pour abréger les obstacles qui entravent l'entreprise, c’est à dire: a) les ESCO continuent à se concentrer uniquement sur des résultats rapides; b) les Administrations publiques continueront à utiliser le FEDER sans s’avantager de l'effet de levier pour mobiliser un financement privé à travers les contrats de performance énergétique, puisque dans le passé, cette approche a été infructueuse pour les investissements avec un long retour de remboursement. Chaque État membre mettra l'accent sur une catégorie de bâtiments (bureaux, écoles, gymnases...) en coordination avec les partenaires. Les schémas décrits, avec un accent sur ceux exploitant les FSE, peuvent être reproduits partout dans l'UE et formeront l'épine dorsale sur laquelle articuler les exigences du développement de Projets d'Aide au Développement.
Expected Results (EN): 1 Increased number of Local energy efficiency plans including interventions financed through EPC : Acting at different levels to improve and spread out the knowledge of EPC will increase the confidence of Local Public Authorities in this instrument. As a consequence, we expect that an increasing number of them will foresee a larger and larger share of energy investments financed through EPC, in their energy action plans. Many civil servants are still sceptical about EPC, since they have never used it, they don't know procedures of tendering and they are afraid of the real energy saving results they can provide. Raising awareness and increasing know-how with scientific rigour will help to overpass the previous mentioned obstacles. Moreover, the synergy between public funds e.g. EFRD and private resources that can be established through EPC in regional operative programmes and that will be thoroughly investigated by project activities, will allow to increase impacts with respect to the energy refurbishment of public building stocks.1 Increased number of Local energy efficiency plans including interventions financed through EPC : Acting at different levels to improve and spread out the knowledge of EPC will increase the confidence of Local Public Authorities in this instrument. The whole supporting material will be available on the internet repository free of charge and in English language. The web repository will be developed as an open source archive where further models can be stored whenever they prove to be successful. The participation of an IPA country will be an asset to facilitate the replication in neighbouring EU countries (candidate countries) where EU cohesion funds already are or will become available, to leverage public funds on private financial resources.
