Les pays MED font face au défi du grand nombre de bâtiments publics de faible performance énergétique.GRASPINNO fournira de solutions d’appels d’offre "vertes" pour la rénovation énergétique de bâtiments publics,en mettant l’accent sur les villes intelligentes.GRASPINNO a comme but a)d’accroitre les possibilités des Autorités Publiques de gérer l’efficacité énergétique de bâtiments vers la consommation énergétique zéro b)de renforcer les PME d’accéder au marché de l’énergie verte.En consolidant de résultats de projets UE-ePrior,PEPPOL(CIP),CO-EFFICIENT & GRASP(MED)-nous validons de stratégies,méthodes,bases de données et outils intégrés,dans une gamme de projets de démonstration MED. Nos résultats:1)Outil d’appelles d’offre destiné aux groupes et réseaux innovants afin qu’ils mettent en place de caractéristiques et critères d’appels d’offre verts, promouvant leur capacité d’expansion verte et d’innovation écologique.2)Outil d’aide a la décision pour l’évaluation de produits et de services "verts".3)Réseau international pour de partenariats publiques/prives d’eco-innovateurs,aidé par de conseillers et de réseaux d’investisseurs providentiels;base de données multinationale.4)Intégration de solutions multinationales innovantes-recommandations pratiques aux décideurs de l’UE pour l’intégration au profit des régions MED.Les effets de réalisabilité,de transférabilité et l’effet de levier permettent de fournir de solutions intelligentes a bas cout aux AP et PME de la région MED.

Description (EN):

Med area faces a transnational challenge due to the number of older public buildings that are energy-inefficient. GRASPINNO provides innovative green procurement solutions for energy savings/efficient refurbishment of public buildings, focusing on smart cities and communities. Its goals: (a) Improve the capacity of Public Authorities (PAs) to manage the energy efficiency of buildings, moving towards nearly zero energy building; (b) Strengthen SMEs to enter the green energy market. Consolidating EU results from ePrior, PEPPOL (CIP), CO-EFFICIENT and GRASP (MED), we validate an integrated framework of strategies, methods, databases and tools at a wide range of MED pilots. Our results: 1) Public procurement tool to be used by innovative PAs and clusters/networks for implementing green specs/criteria in tenders with green products/services thus increasing their capacity in green growth, particularly eco-innovation. 2) Decision-support tool (LCC) to be used by PAs for evaluating green products/services. 3) Transnational network for Public/Private Partnerships of eco-innovators including mentoring and business angel support for SMEs, and transnational knowledge base. 4) Integrated transnational innovative solutions with practical recommendations to EU decision makers for their effective policy mainstreaming to benefit all MED areas. Replicability, transferability and leverage effect allow us to provide smart/low-cost/sustainable solutions to PAs and SMEs in the whole MED region.

Achievements (EN):

During the period July 2018 – December 2018, GRASPINNO partnership carried out lots of activities and developed several deliverables. Apart from the activities that were necessary for ensuring the successful coordination of the project and the internal communication (e.g. organization of project meetings, development of tracking reports, internal evaluation of project activities), external communication, transferring and capitalizing activities were performed. Part of the external communication is GRASPINNO TMN (www.grasp-tmn.eu). GRASPINNO partners updated its content and communicated TMN to identified Public Authorities and SMEs. The 3rd GRASPINNO e-newsletter was developed and shared via emails, including information mainly about Living Labs. The e-newsletter along with the communication material, open to public deliverables, upcoming events and news can be found at GRASPINNO website (graspinno.interreg-med.eu). GRASPINNO website and social media were updated regularly. One of the GRASPINNO achievements for this period was the development of two MoUs (one dedicated to Public Authorities and one to SMEs). GRASPINNO partners collected several signatures from identified stakeholders over Med region. GRASPINNO partners participated in several events organized by Interreg MED and other external events to present GRASPINNO, gain knowledge and create synergies. Another important achievement was the realization of 7 GRASPINNO Living Labs (LL) established in 6 different countries and one deep transferring event in Corsica. LL activities were carried out in accordance to GRASPINNO LL Methodology. The methodology was developed by the partnership and included a series of phases (Connect, Educate and Train, Implement, Improve, Evaluate and Disseminate), in which the members of LL were involved in different ways. Partners organised several events including transferring workshops and training seminars, as well as personal meetings with the LL members. Partners recorded their LL results in their final reports, and based on these results the overall findings from LLs were recorded. Finally, partners started preparing their Capitalisation phase, through which they will capitalize on the results derived by the project testing and transferring activities. The development of the GRASPINNO Capitalisation Plan and the guidelines for the Public-Private partnership to achieve Energy Efficiency in public buildings are the two capitalization deliverables of this period.
