Project - Innovative cultural and creative clusters in the MED area

Description

Description (EN): Cultural and creative industries (CCIs) represent highly innovative SMEs.For participating regions CCIs is a strategic sector of development as underlined in their RIS3s,but this potential is hampered by a gap of information on CCI local environment, innovation and market barriers and a lack of tailored support to stimulate innovation, internationalization and cross fertilization.ChIMERA main objective is to improve innovation capacities of CCI public and private actors through strengthened cooperation among companies, research bodies, public authorities and civil society. Thanks to ChIMERA,CCIs key actors will improve their innovation capacities, regions will strengthen innovative CCIs clusters, cooperating in a transnational network, clusters members will benefit of tailored services to meet innovation needs and regions will concretely pursue innovation strategies on CCIs. Main outputs: 10 Strategic action plans,1 transnational operational to develop innovative CCIs clusters; 10 clusters business plans; 12 internationalization services to fill CCIs innovation gaps;20 financial tools; 10 innovation projects.Regional and local authorities, research&education centres, SMEs, CCIs clusters, investors, civil society are outputs end users. ChIMERA follows an integrated approach to support RIS3s and development of CCIs Clusters. Transnational approach is necessary to find synergies among regional CCIs specializations and to promote internationalization of CCIs innovative clusters.
Description: Les Industries Culturelles et Créatives (ICC)représentent les PME innovantes.
Expected Results (EN): 1 Increased innovation capacities of key public and private actors in cultural creative industry sector in participating regions and in the MED area : Project will increase innovation capacities of key public and private actors in CCI sector as result of specific activities in wp 3 (analysis of state of the art and best practices, capacity building of innovation key actors, development of strategies to stimulate innovation in CCI sector), wp 4 (capacity building to develop innovative clusters/networks in CCI sector, new services and financial tools for CCIs clusters to stimulate innovation&internationalization, living labs) and wp 5 (transferring of tested models to key actors in CCIs sector). Representatives of the quadruple helix of each participating region are the target groups of such activities. The envisaged activities at transnational level will consolidate a transnational network of CCIs innovation systems that actively cooperate and coordinate based on complementarities of competencies and specializations. Increased innovation capacities of key public and private actors in CCIs means creating an innovation-enabling environment, a crucial element to establish new innovative CCIs clusters or strengthen the existing ones in the participating regions and in the MED area. Transnational dimension and chosen approach will allow new/existing clusters to offer to their members a mix of transnational and shared services.1 Increased innovation capacities of key public and private actors in cultural creative industry sector in participating regions and in the MED area : Project will increase innovation capacities of key public and private actors in CCI sector as result of specific activities in wp 3 (analysis of state of the art and best practices, capacity building of innovation key actors, development of strategies to stimulate innovation in CCI sector), wp 4 (capacity building to develop innovative clusters/networks in CCI sector, new services and financial tools for CCIs clusters to stimulate innovation&internationalization, living labs) and wp 5 (transferring of tested models to key actors in CCIs sector). Transnational dimension and chosen approach will allow new/existing clusters to offer to their members a mix of transnational and shared services.2 Functioning innovative CCI clusters and networks in participating regions and in the MED area : ChIMERA stimulates the cooperation among key innovation actors in CCIs, strengthening existing innovative CCIs clusters and/or CCIs networks (in territories without a CCIs cluster organization). In particular, envisaged actions deeply impacting the CCIs innovation systems of participating regions and MED regions are: - The capacity building for innovation key actors, cluster managers and enablers. - The development of: regional action plans to improve innovation system for CCIs sector, innovative clusters business plans, a transnational work-plan to coordinate supporting tools for innovative CCIs sector. - The testing phase and the implementation of initiatives and services to operationalize the transnational workplan, the action plans and the clusters business plans. - Transferring of tested innovation model/approach to other MED regions These clusters start up, development and capacity building actions will be carried out within a transnational dimension. Therefore, project result "Functioning innovative CCI clusters and networks in participating regions and in the MED area" contributes to the programme result indicator "share of innovative clusters offering to their members a consolidated mix of transnational activities in key sectors of the med area".3 Verified set of transnational activities/tools offered to networks' and clusters' members in participating regions and in the MED area : The transnational network will outline, test and implement a set of transnational services/activities related to: capacity building (training of innovation key actors; training of clusters managers and enablers; mentoring of new entrepreneurs); international trade and partnering (organization of matchmaking/brokerage events; services to support internationalization of start ups); financial opportunities and schemes (investment forum, public/private funding schemes / tools, support to entrepreneurs to access funds for mobility, etc.); international cooperation and networking (clusters network, development of EU funded projects). Such services/activities will be addressed to clusters and networks members, involving the quadruple helix representatives. The model will be transferred to other MED regions thanks to connections with relevant horizontal MED projects and other European initiatives. Thus, the developed innovative clusters and networks will offer to their members a portfolio of transnational services: this result well contributes to the programme result indicator "share of innovative clusters offering to their members a consolidated mix of transnational activities in key sectors of the med area"4 Regional Innovation Strategies on cultural and creative industries implemented : CCIs are a strategic sector of development for participating regions being a specialization of their RIS3. ChIMERA will allow the implementation and the transnational coordination of regional innovation strategies in selected subsectors and themes (audiovisual, design, digital craft, digitalization), thanks to the established transnational network of innovative CCIs clusters and to the strengthening of CCIs innovation systems of participating regions. Therefore, this project result contributes to the programme result indicator "share of innovative clusters offering to their members a consolidated mix of transnational activities in key sectors of the med area".
