Description (EN): The project Maestrale intends to lay the basis for a Maritime Energy Deployment Strategy in the Mediterranean. Based on a survey of existing and innovative technologies, hindrances and potentials in participating countries, it aims to widen knowledge sharing among scientists, policy makers, entrepreneurs and citizens and prompt effective actions and investments for blue growth. Notwithstanding the large number of academic and technical studies in the field of renewable blue energy, there is a lack of concrete initiatives and operating plants in the MED area. To fill this gap, project partners will cooperate to detect maritime renewable energy potentials in participating countries as regards their physical, legal, technological, economic and social contexts. Among the issues to be faced, there are environmental sustainability, technological innovation, acceptability by citizens, and possible conflicts with marine ecosystems. The main output will consist in the creation of Blue Energy Labs (BEL) to take place in each participating region. BELs will involve local enterprises, public authorities, knowledge institutions and citizens and will operate to support future blue energy policies and plan concrete strategies for blue growth. A number of pilot projects will serve the purpose of raising awareness among local stakeholders, facilitating social acceptance, decreasing uncertainty and increasing feasibility of concrete interventions.
Description: Le projet Maestrale vise à poser les fondements pour une stratégie de développement de l'énergie maritime en Méditerranée. A partir d'une enquête sur les technologies existantes et innovatrices, les difficultés et possibilités dans les pays participants, le projet a pour but de partager le savoir chez les scientifiques, les décideurs poliques, entrepreneurs et citoyens et d'agir efficacement pour une croissance bleue. Malgré le grand nombre d'études techniques et académiques dans le domaine des énergies renouvelables, il existe un manque d'initiatives concrètes et d'exploitations des installations dans la zone méditerranéenne. Pour combler ce vide, les partenaires coopèreront pour détecter le potentiel d'énergie renouvelable maritime des pays participants en ce qui concerne leurs contextes physiques, juridiques, technologiques, économiques et sociaux. Parmi les aspects à considérer, on retrouve la durabilité de l'environnement, l'innovation technologique, l'acceptabilité politique par les citoyens et d'éventuels conflits avec les écosystèmes marins. Le principal résultat sera la création de Blue Energy Labs dans chaque région participante, impliquant les entreprises, les autorités publiques, les établissements du savoir et les citoyens avec le but de développer un plan d'action pour la croissance bleue et de preparer un certain nombre de projets pilotes concertés, en augmentant la faisabilité d'interventions concrètes.
Expected Results (EN): 1 Complete and updated knowledge framework on Blue Energy in the MED area : MAESTRALE will collect all data and information needed to build an exhaustive survey of available technologies, existing laws/regulations, hindrances and potentials of maritime renewable energy sources in the MED areas targeted by the project. This knowledge framework will serve as a basis to develop innovative clusters in the blue energy sector and to calibrate the business services and transnational activities that will take place, according, on the one hand, to the specific features, needs and potentials of each involved territory, and on the other, to the common aspects that can be addressed at transnational level (EU regulations and funding opportunities, etc.).1 Complete and updated knowledge framework on Blue Energy in the MED area : MAESTRALE will collect all data and information needed to build an exhaustive survey of available technologies, existing laws/regulations, hindrances and potentials of maritime renewable energy sources in the MED areas targeted by the project. This knowledge framework will serve as a basis to develop innovative clusters in the blue energy sector and to calibrate the business services and transnational activities that will take place, according, on the one hand, to the specific features, needs and potentials of each involved territory, and on the other, to the common aspects that can be addressed at transnational level (EU regulations and funding opportunities, etc.).2 Blue Energy Labs: transnational network among key actors in Blue Energy at the MED/EU level : MAESTRALE will lead to the creation of a transnational network of Blue Energy Labs (BEL) that will serve as a cooperating tool and meeting platform for key actors involved in the Blue Energy Sector - public authorities, research centres, enterprises, and groups of citizens - operating in the MED area. BELs will take place in each participating region, with the aim to foster the development of transnational clusters and the joint implementation of Blue Energy projects and services. They will serve to support the creation of public-private partnerships and ensure knowledge and innovation exchange among the actors of the "quadruple helix" in order to lay the basis for concrete initiatives of blue growth.3 Participative planning processes of Blue Energy projects (20 at least) to be realised in MED regions : Regional Blue Energy Labs (BELs) will act as an "embryo" of Blue Energy Clusters, and will involve the "quadruple helix" actors in the preparation of pilot projects of Blue Energy plants (at least 2 projects per region), to be funded with EU Structural Funds in the near future. These participative processes will serve to define and demonstrate decisional and operational procedures, based on cooperation and networking, aimed to support new initiatives in the Blue Energy sector.
