Le développement de l’Economie Bleue et de la Planification Spatiale Maritime (PEM) représentent un défi transnational pour les aires marines protégées(AMP). Les secteurs de l’économie maritime vont opérer de plus en plus souvent dans et à proximité des AMP avec des impacts croissants, alors qu'en même temps, la Directive Stratégie pour le Milieu Marin exige d’atteindre le Bon Etat Ecologique du Milieu Marin d’ici 2020. De nombreux projets européens et d’autres initiatives ont publié des résultats concernant les AMP et leurs interactions avec les secteurs maritimes mais il manque une approche intégrée méditerranéenne. Capitalisant sur ces résultats, PHAROS4MPAs va livrer un cadre intégré de recommandations pour la collaboration pratique nécessaire entre les AMP de Méditerranée et les activités maritimes, adaptés à une appropriation par les cibles du projet. Le changement attendu est une efficacité de la gestion et une mise en réseau accrues pour les AMP. Le but ultime est la préservation de la biodiversité et des écosystèmes marins. L’approche et les livrables comprennent la définition d’une base de capitalisation partagée, des recommandations, des outils adaptés à une appropriation par le réseau MedPAN, les autorités de Planification de l’Espace Maritime, la Commission Européenne, la Convention de Barcelone et les secteurs maritimes.

Description (EN):

The development of Blue Economy and Maritime Spatial Planning (MSP) represents a transnational challenge for marine protected areas (MPAs). Maritime sectors have started to operate more and more frequently inside and in the vicinity of MPAs with expected growing environmental impacts, while at the same time, the Marine Strategy Framework Directive requires to reach Good Environmental Status of the European Seas by 2020. Many EU projects and other initiatives have published results and recommendations concerning MPAs and their interactions with economic sectors but a Mediterranean integrated approach is lacking. By capitalizing on these results, the PHAROS4MPAs project will deliver an integrated framework for recommendations on the necessary practical collaboration between Mediterranean MPAs and the maritime sectors adapted to appropriation by the project’s targets. The expected change originating from the project is an enhanced management effectiveness and networking for Mediterranean MPAs, which will ultimately contribute to the conservation of marine biodiversity and natural ecosystems. Approach and outputs include delivering common capitalization baselines, recommendations and policy tools adapted to appropriation by the MedPAN network, MSP Authorities, the European Commission, the Barcelona Convention and the various maritime sectors.

Achievements (EN):

The project obtained a 6 months extension, therefore all deliverables are expected to be completed in time for step 4: the stakeholder engagement phase, targeting the four diversified target groups of the project.The overview of project main outputs achievement will be mainly documented during the 4th semester of the project. Workpackage 1:WWF-France ensured the coordination of the project over the whole period, including many daily exchanges with all the partners as well as : - Organisation and participation to Steering Committees: 8th SC meeting (online April 24, 2019), 9th SC meeting (face-to-face in Venice on May 2-3, 2019)- Update of Synergie: All partners have entered their expenses in Synergie. All partners except NAPA (Albania) have had their 3rd semester expenses certified and their expenses included in the request for payment. All partners produced a progress report. - An evaluation report was produced after the 3rd face-to-face Steering Committee. - A request for a 6-month extension of the project was prepared and approved. The project will end on January 31 2019. Workpackage 2:- Active contribution of all partners to the first phases of the implementation of the Communication Plan. - WWF-France and WWF-Med attended the European Maritime Days in May 2019. Targeting maritime professionals, entrepreneurs and ocean leaders, this event represented the perfect occasion to meet key stakeholders from the aquaculture and offshore wind energy sectors to promote our first recommendations. Specific communications was done around this event - social media post, creation of a stand.Workpackage 3: Over this period, the following capitalisation reports were finalised : - MPAs and offhsore windfarms- MPAs and maritime transport- MPAs and cruise4 capitalisation reports are close to be finalised : - MPAs and aquaculture- MPAs and recreational fisheries- MPAs and leisure boating- MPAs and scuba-divingCross-cutting issues : A chapter was drafted by the LP on a general approach to MPAs interactions with Blue EconomyBased on the capitalisation reports, the following recommendations were finalised (before layout): - MPAs and offshore windfarms- MPAs and cruise- MPAs and aquaculture- MPAs and recreational fisheries- MPAs and scuba-diving Due to lack of time, it was decided that the recommendations on MPAs and scubadiving and MPAs and tour boats will not go through the rewriting andlayout process under the responsability of WWF-Med.
