Les Contrats de Performance Energétique (CPE) sont-ils toujours adaptés à la mise en place de plans d'efficacité énergétique dans la zone MED ? Comment les promouvoir ? L'expérience acquise par les partenaires du projet STEPPING ainsi que les résultats de projets MED antérieurs, témoignent de la nécessité d'adapter cet outil d'investissement aux contextes des pays de la zone MED, ceux-ci ne pouvant être assimilés à ceux des pays d'Europe du nord et de l'est. Il est donc nécessaire d'introduire des approches innovantes dans le développement de ces plans d'investissement. Une démarche collaborative transnationale basée sur l'échange d'expériences permettra de faciliter la mise en œuvre et la diffusion de modèles de CPE adaptés au pays de la zone MED, avec pour impact une transposition plus efficace des directives européennes sur l'efficacité énergétique dans les bâtiments publics. STEPPING, avec des partenaires de 7 pays de la zone MED, permettra d'échanger les bonnes pratiques des CPE, de développer et évaluer 8 plans d'investissement faisant appel à des CPE et de lancer les appels d'offre afin de démontrer l'intérêt pour de telles solutions. Les enseignements du projet seront diffusés au sein des organisations partenaires du projet ainsi que largement au niveau MED, ceci grâce à la conception et publication d'un guide" CPE MED guideline" pour l'efficacité énergétique dans les bâtiments publics et un centre de ressources disponible en 7 langues.

Description (EN):

Are Energy Performance Contract (EPC) always the best solution of energy efficiency plans of public buildings in the MED area? How to increase their diffusion? STEPPING’s partners past experience and results of MED projects developed under previous programmes, show that it is necessary to adapt this investment scheme to the conditions of the MED area, which are not comparable to those of northern and central EU countries. To this scope, it is necessary to introduce innovative approaches in the design of investment plans. A transnational collaborative action based on pooling and sharing of experiences can increase successful investment plans in the MED countries, accelerating the accomplishment of EU directives on energy saving in public buildings. STEPPING, grouping partners of 7 MED countries, mutualize EPC good practices among partners, to develop and test new 8 EPC investment plans, with the launch of tenders to prove their effectiveness in the MED context. The lessons learnt will be transferred into the ordinary practice of partner’s institutions and widely disseminated MED level, with the realization of "EPC MED Guide line" for energy efficiency in public buildings and a resource center available in 7 languages.

Achievements (EN):

STEPPING project is progressing its implementation phase. The 4th project meeting was organized in Elvas (PT) in October 2018, hosted by PP 8. The 4th Steering Committee (PSC), also organized in Elvas, approved the request of Subsidy Contract amendment: project prolongation and other various amendments to the AF. The procedure was carried out by the LP and successfully completed within January 2019. PR3 was submitted on time and was accepted with 2 rounds of clarification managed during late 2018. LP kept periodical contacts with the HP–MEDNICE through conference calls, while the project actively participated to MED Lubjana event. The project communication campaign is boosted via STEPPING social media. STEPPING website contents are constantly updated. PP6 delivered the mid-term local events report: totally 17 local events, involving 650 stakeholders have been organized. PP2 worked at the implementation of the EPC MED Web Community http://steppingplatform.com/, contents updating is still ongoing. The English version of the flyer was released by PP5 and translated in all PP languages. It was already distributed during several meetings and events. Some PP have customized it with their pilots information. Activities related to IP are running everywhere and for several partners the IP documents have been already finalized. So far STEPPING managed to involve nearly 80 Municipalities and over 90 related buildings in the EPC process. The agreements signed with LAs could be considered as a further project indicator. A summary template for reporting and sharing the results of the IPs was prepared by PP1 and it will be included it in the STEPPING EPC platform. 2 propject main outputs (EPC investment plans model for MED local authorities and Procurement procedure for awarding energy efficiency works) have been delivered during this RP. The training package was completed, including also the simulation tool. The format for the trainings was elaborated by PP2, all PPs will start organizing training in the RP 5. During 4th PM, PP6 presented and discussed with PPs a draft of the EPC MED Guidelines. Concerning the EPC policy recommendation, PPs are using the set of key questions elaborated by PP5 during meetings with policy-makers.
