To pursue the Smart Sustainable Green Growth is a way to recognize that citizen welfare lies on economic growth and sustainability of urban areas.
The project has its primary objective in improving the innovation capacity of MED cities by creating innovation ecosystems, which involve actors of the quadruple helix (Citizens, Businesses Operators, Research, Universities and Public Authorities) , and in applying the Smart City concept, which utilizes digital and energy saving technologies to allow better services for the citizen with less impact on the environment, producing furthermore new employability and living scenarios.
To achieve this goal, the project envisages the pilot testing of the Smart City concept to provide specific services to citizens in the field of intelligent urban districts, energy efficiency of buildings and smarter public lighting.
The pillars on which the project lies are; (i) enhancement of existing innovative clusters and reinforcement of international networking of different relevant quadruple helix actors; (ii) mobilization of cities to change the way they operate and transact with the citizen by incorporating technology to their services; (iii) proactive involvement of local communities (Citizens and local Public Authorities) in creating innovation ecosystems.
A networking approach will be used to transfer the project results (in the form of Innovation Policy Change Recommendations) to Public Authorities in the MED area.
Poursuivre la Croissance Écologique Durable et Intelligente est une façon de reconnaître que le wellness des citoyens est basèe sur la croissance économique et la durabilité des zones urbaines.
Le projet a pour objectif global l'amélioration de la capacité d'innovation des villes MED a travers la création d'écosystèmes d'innovation, impliquant les acteurs de la quadruple hélice, et l'application du concept Smart City, qui utilise les technologies numériques et l'économie d'énergie pour mettre à disposition des citoyens de meilleurs services et moins d'impact sur l'environnement, produisant en outre de nouvelles scénarios d'emploi et de vie meilleure.
Pour atteindre cet objectif, le projet prévoit le test pilote du concept Smart City Smart City dans le domaine des districts urbains intelligents, l'efficacité énergétique des bâtiments et l'éclairage public Intelligent.
Les piliers sur lesquels repose le projet sont: (i) l'amélioration des clusters innovants existants et le renforcement de la mise en réseau des acteurs de l'hélice quadruple;
(II) la mobilisation des villes pour changer la manière dont elles opèrent et traiter avec les citoyens en intégrant la technologie dans leurs services;
(III) la participation proactive des communautés locales à la création d'écosystèmes d'innovation.
Utiliser une approche réseau pour transférer les résultats du projet (sous la forme d'une recommandation de changement de politique d'innovation) aux autorités publiques de la zone MED.
Expected Results (EN):
1 Upgrade of existing innovative clusters in the area integrating Smart City concept : Two of the project partners have a strong liaison with innovation. Capenergies represents an innovation cluster in the field of energy with over 500 members. ISI is part of the ATHENA RC, a unit of which is Corallia, the Greek cluster formation platform having established three clusters in microelectronics, gaming and space technologies. Both partners will focus on upgrading existing clusters in the MED area by integrating the Smart City thematic in their areas of interest. The Green Growth community will benefit from this upgrade of clusters that is also expected to assist the diffusion towards their members increasing their overall potential. The interregional communication, networking and transferring activities envisaged in the framework of the project will be part of the transnational activities offered to their members related to the key sector of Green Growth. Thus, the project directly contributes to the chosen programme result indicator.2 Networking activities led by existing innovation clusters involving Smart City community quadruple helix actors : Following their upgrade towards the Smart City sub theme, existing innovative clusters of the MED area will lead transnational networking activities involving quadruple helix actors related to Smart Cities. The resulting international network that will derive from the project will focus on a subset of the Smart City theme, specifically intelligent districts and smart energy, and smart lighting. Different actors of the quadruple helix coming from the business world, academia and research, public / city authorities and policy makers, and citizens and the wider public, will be part of this networked community. Synergies with the existing clusters in the area will be sought. This wider networking framework will enhance coordination efforts associated with Smart City enforcement in the MED area. It will make relevant MED actors more visible also at a European level and showcasing the area critical mass in the field. The project will facilitate Capacity Building (training), International Partnering (matchmaking and brokerage) and International Cooperation and Networking activities. Project led coordination of the networked community created, as well as integration of existing innovation clusters in the partner areas and enhancement of their transnational activities, directly contributes to the program result indicator.3 Making MED territorial policies more efficient to improve city ecosystem innovation capacities : The project will bring together public /city authorities and citizens from one hand, and businesses and academia / research from the other with reference to the Smart City concept. It is expected that the project pilot deployments will help towards matching the existing technology push offered by the latter, with an adequate end user pull that has to be stimulated. The sustainability of this paradigm has to be addressed by making MED territorial innovation policies more efficient. Influencing territorial policies, especially for tenders, so that the Smart City concept is addressed and the existing Smart City infrastructure is taken into account is a secure path leading to sustainability. In this context city ecosystem innovation capacities can change and experimentation with new potential applications can be pursued. Policy makers at local/regional level will be involved in a project launched debate/dialogue to this end. It is expected that existing innovation clusters participating in the project activities will benefit from such a paradigm shift, getting involved in the project transnational territorial policy change. Thus, this policy paradigm change directly contributes to the program result indicator.
