The Atlantic region is exposed to a range of low-probability / high-impact events and various hazard risk scenarios, which, due to the low likelihood of occurrence and/or the high cost of mitigating action, lack the level of preparedness for effective monitoring and response. AGEO aims to demonstrate a new form of engagement between civil society and local authorities for geohazards-related local capacity building, and encourage the local use of innovative Earth observation products and services provided by European data infrastructures, in particular Copernicus. AGEO will launch several Citizens’ Observatory pilots on geohazards according to regional priorities to demonstrate how citizens’ involvement in geohazard risks prevention can strengthen regional and national risk management systems.

El objetivo es demostrar que la participación ciudadana en la prevención de riesgos geológicos puede fortalecer los sistemas de gestión regionales y nacionales. Paralelamente, AGEO fomentará una utilización más eficiente de los datos, productos y servicios de Copernicus a nivel regional. Ambas acciones mejorarán la prevención de riesgos geológicos y la resiliencia frente a los desastres naturales en el Atlántico.

AGEO visa criar vários projetos piloto de Observatório dos Cidadãos sobre riscos geológicos. O objetivo é demonstrar como o envolvimento dos cidadãos na prevenção de riscos geológicos fortalece os sistemas de gestão de riscos regionais e nacionais. Em paralelo, a AGEO irá promover a utilização mais eficiente dos dados, produtos e serviços Copernicus a nível regional. A combinação destas duas ações permitirá melhorar a prevenção de riscos e a resiliência desastres naturais nas regiões Atlânticas.

AGEO lancera plusieurs projets pilotes de l'observatoire des citoyens sur les risques géographiques. L'objectif est de démontrer comment la participation des citoyens à la prévention des risques GEOHAZARDS peut renforcer les systèmes régionaux et nationaux de gestion des risques. En parallèle, AGEO favorisera une utilisation plus efficace des données, produits et services Copernicus au niveau régional. Une combinaison de ces deux actions permettra d'améliorer la prévention des risques géo-aléatoires et la résilience aux catastrophes naturelles dans la région de l'Atlantique.

Achievements (EN):

The Atlantic region is exposed to a range of high-impact events and various hazard risk scenarios which, due to the high cost of mitigating action, lack the level of preparedness for effective monitoring and response. The AGEO project aims to engage with local communities to actively participate in risk preparedness and monitoring, and incorporate local capacities into risk management systems. The project launched several Citizens Observatory pilots on geohazards according to regional policies, to demonstrate how citizens involvement in geohazard risk prevention can strengthen regional and national risk management systems. It encouraged the use of services provided by European Spatial Data Infrastructures, such as Copernicus or European Geological Data Infrastructure at regional level. AGEO also created a cooperation and resource platform on Atlantic geohazards risk assessment, preparedness, mitigation and prevention. The delivery of concrete case studies confirms the capacities of Citizens Observatories in improving risk management systems. Five pilots were organised in several Atlantic regions, in order to test the capacities of Citizen Observatories in geohazard management. AGEO also promoted the interlinking of coastal and ocean observation, maritime safety, coastal structures and their forecasting models, through the development of methodologies, technologies, procedures, evaluation and compensation of damages linked to risks, with practical ‘on-the-ground’ demonstrations. The experience gained during the implementation of the Citizens Observatory pilots will be used to formulate recommendations for the creation of future observatories in response to the widest range of hazards (both natural and human-induced) in the Atlantic region. "The AGEO project allows to raise awareness and inform participants of the Local Civil Protection Unit, as well as the rest of the community, about hydrogeomorphological and geological risks, using tools such as the community seismograph, involving citizens in monitoring the geological phenomenon, promoting uriosity about these risks. This results in participatory citizenship in which the citizen seeks a greater risk literacy, avoiding situations of alarmism, recognising the existence of these risks and the safe behaviors to adopt.” Ana Peixoto Núcleo de Proteção Civil do Funchal.

Expected Results (EN):

The Citizens’ Observatories that will be delivered, also constituting the basis of a long term result i.e. direct involvement of citizens in natural hazards monitoring and risk preparedness along the Atlantic region. Experiences gained during the implementation of these Observatories will be used to formulate recommendations for the creation of future observatories in response to the widest range of hazards (both natural and human-induced) in the Atlantic region.

Expected Outputs (EN):

- Five Citizens’ Observatories covering geohazards of regional importance: landslides, rockfalls, floods, seismic risks. - A comprehensive toolbox that facilitates the deployment of the Citizens’ Observatories to be also used in follow-up projects. - A project website and social media channels for direct engagement with citizens and the professional community. - Several high-impact conferences and workshops organized on a national and international level with the aim of stakeholder engagement and the mobilization of external expertise. - A Platform dedicated to long-term cooperation and information sharing on geohazards. - An evaluation of the PAGEO Citizens’ Observatories and recommendations for the future. - An evaluation of the status of regional use of Copernicus products and recommendations for the future. - Overarching recommendations for the development of new policies and measures in view of improving the resilience of land and maritime areas to climate and nature changes.
