Much of the transport of people and goods in the Atlantic Area takes place via road and rail networks. The performance of these infrastructures is directly affected by extreme natural events and corrosion processes derived from proximity to the Atlantic Ocean. SIRMA will develop robust tools for mitigating such risks through the implementation of measures in the short, medium and long term, increasing the resilience of infrastructures.

Grande parte do transporte de pessoas e bens no Espaço Atlântico é feito através das redes ferroviária e rodoviária. O desempenho destas infraestruturas é diretamente afetado por eventos naturais extremos e por processos de corrosão decorrentes da proximidade ao Oceano Atlântico. O projeto SIRMA visa desenvolver uma ferramenta robusta para a mitigação de tais riscos, através da implementação de medidas imediatas, de médio e longo prazo, aumentando a resiliência da infraestrutura de transporte.

Gran parte del transporte de personas y mercancías en el Espacio Atlántico se realiza a través de las redes de carretera y ferrocarril. El desempeño de estas infraestructuras está directamente afectado por eventos naturales extremos y procesos de corrosión derivados de la proximidad al Océano Atlántico. SIRMA desarrollará herramientas robustas para mitigación de tales riesgos a través de la implementación de medidas a corto, medio y largo plazo, aumentando la resiliencia de las infraestructuras.

La majorité du transport de personnes et des biens dans l’Espace Atlantique est réalisé à travers des rails et des routes. Sa performance de ces infrastructures est affectée par des événements naturels extrêmes et les processus de corrosion dus à la proximité de l'Océan Atlantique. Le projet SIRMA vise à élaborer un cadre solide pour la gestion et l’atténuation de ces risques, en mettant en œuvre des mesures immédiates, à moyen et à long terme, et donc à accroître la résilience des infrastructures de transport.

Achievements (EN):

Most of the transportation of people and goods in the Atlantic Area is made through rail and road. The performance of this infrastructure is directly affected by extreme natural events and the strong corrosion processes that result from its proximity to the Atlantic Ocean. SIRMA project aims to develop a robust framework for the management and mitigation of such risks, by implementing immediate, medium, and long-term measures, thus increasing the resilience of transportation modes, which consider both road and railway infrastructure networks. SIRMA is implementing an innovative infrastructure risk management system, able to anticipate the occurrence and impact of extreme events, as well as to integrate knowledge about short-term actions (management of emergencies) and medium to long-term actions (strategic measures to improve the structural response of critical assets). With this framework, it will be possible to take optimal risk mitigation measures and this way strengthen the territory’s resilience to several types of risk. A database of relevant climatic indicators was compiled to allow natural events forecasting. Likewise, a database of risk mitigation measures is being prepared to support the decision-making process. A tool integrating all this information is under development and it is expected that transportation managers using it would find riskbased management a feasible process to increase transportation networks’ resilience. In the long term, it is expected that, for the selected test beds, the developed and implemented risk mitigation measures will reduce the consequences of extreme natural hazards, such as floods and fire, for people and the local and national economies. Such framework should then be generalised and implemented in other countries (inside and outside the Atlantic Area) and extended to other stretches of rail and road infrastructure in Ireland/UK and Portugal.

Expected Results (EN):

The expected results are the risk reduction of extreme natural hazards on transportation infrastructure, mainly floods and fire, and to make such assets and population more prepare for such hazards. The developed framework will be tested and used by two public operators that will also disseminate it through other public and private operators in and outside the Atlantic Area. These entities, together with supporting partners (e.g. government, municipalities, etc.) will guarantee such effects. The scientific outputs from this project will be also integrated in Universities, being some of the results incorporated in existing or new lectures (e.g. asset management, risk analysis, etc.).

Expected Outputs (EN):

- Risk screening of the most relevant hazards and identifying the vulnerable factors and the most critical transportation infrastructure in the Atlantic Area - Study of the impact of climate change on those extreme events - Assessment of performance of the sensoring infrastructure. - Stablishment of a set of short, medium and long-term mitigation measures. - A risk-based model, supported on performance forecasting models, which will consider the consequences for the users and for environment. - Identification of the most suitable strategies for risk mitigation at different stages and to increase resilience. - Implementation in two multi-modal case studies, affected by climate change events, one in Portugal and the other in Ireland / Northern Ireland (transborder).
