Description (EN):

The project involves the creation of a new road connection and its integration into the communication network facilitating access to TEN-T corridors in the region. The scope covers the construction of 714.71 metres of a new road along with a bridge on the Polish side of the border and the construction of 204.4 metres of a new road and modernisation of 1,800.888 metres of roads in Slovakia forming a single traffic route from Jaworzynka through Skalite to Čierne. Gmina Istebna and Čierne District, although directly adjacent to each other, do not have a direct road connection over the Polish-Slovak border. This massively hinders the tourist and local traffic and weakens cross-border contacts in this section of the border area. The project addresses the problem of the lack of a direct road connection between the partner towns on the Slovak side of the border: Čierne and Skalite Districts, and of the poor condition of the existing roads in the mountainous terrain of the Polish-Slovak borderland. The joint project, whose primary objective is to create a new connection between the gminas/districts in both countries, involves the construction (or reconstruction) of a total of 2,719.998 m of cross-border roads. On the Polish side, 714.71m of roads will be constructed or reconstructed, and on the Slovak side – 2,005.288 m. The proportions of the material scope are evenly distributed and the budgets are almost equal, namely ca. 50% per partner. The scope of the project in question constitutes the second stage of the undertaking financed by cross-border funds under the Tripoint Development Programme. Launching a direct road connection between Poland and Slovakia will result in significant travel cost savings and a possibility of quick and direct merging into the express road (D3 motorway) running through Svrčinovec, Čierne and Skalite in Slovakia, as well as access to tertiary nodes on the Polish side of the border (Ustroń, Wisła, Skoczów, Szczyrk).

Projekt obejmuje utworzenie nowego drogowego połączenia komunikacyjnego i włączenie go do sieci komunikacyjnej ułatwiającej dostęp do korytarzy TEN-T w regionie. Zakres obejmuje budowę 714,71 m nowej drogi wraz z obiektem mostowym po polskiej stronie granicy oraz budowę nowej drogi długości 204,4 m i modernizację 1800,888 m dróg na Słowacji stanowiących jeden ciąg komunikacyjny biegnący z Jaworzynki przez Skalite do Ciernego. Gmina Istebna i Obec Čierne, choć bezpośrednio do siebie przylegają, nie posiadają bezpośredniego drogowego połączenia przez polsko-słowacką granicę. Stanowi to ogromne utrudnienie dla ruchu turystycznego i lokalnego i przyczynia się do osłabiania kontaktów transgranicznych na tym odcinku pogranicza. Projekt odnosi się do problemu braku bezpośredniego połączenia drogowego pomiędzy partnerskimi miejscowościami po słowackiej stronie granicy: Obec Čierne i Obec Skalite oraz słabego stanu technicznego istniejących dróg górzystego obszaru polsko-słowackiego pogranicza. Projekt wspólny, którego nadrzędnym celem jest stworzenie nowego połączenia komunikacyjnego pomiędzy gminami obu krajów, obejmuje budowę lub przebudowę (rekonstrukcję) łącznie 2719,998 m dróg o charakterze transgranicznym. Po stronie polskiej budowie lub przebudowie podlega 714,71 m dróg, a po słowackiej 2005,288 m drogi. Proporcje zakresu rzeczowego rozkładają się równomiernie, a budżety prawie równo, bo ok. 50% na partnera. Zakres przedmiotowego projektu stanowi 2 etap przedsięwzięcia realizowanego ze środków transgranicznych w ramach Programu Rozwoju Trójstyku. Uruchomienie bezpośredniego drogowego połączenia Polski ze Słowacją da w efekcie znaczne oszczędności kosztów przejazdu oraz możliwość szybkiego i bezpośredniego włączenia się do drogi ekspresowej (Dial'nica D3) przebiegającej przez Svrčinovec - Čierne - Skalite na Słowacji oraz dostęp do węzłów trzeciorzędnych po polskiej stronie granicy (Ustroń, Wisła, Skoczów, Szczyrk).

Projekt zahŕňa vytvorenie nového cestného spojenia a jeho začlenenie do siete komunikácií s cieľom uľahčiť prístup ku koridorom TEN-T v regióne. Projekt zahŕňa výstavbu 714,71 m nových ciest spolu s objektom mostu na poľskej strane, ako aj výstavbu nových ciest v dĺžke 204,4 m a rekonštrukciu / modernizáciu 1800,888 m ciest na Slovensku, ktoré zároveň vytvoria jednotnú líniu komunikácií vedúcich z Jaworzynky cez Skalité do Čierneho. Gmina Istebna a obec Čierne, hoci sa nachádzajú bezprostredne vedľa seba, nemajú žiadne priame cestné spojenie v rámci poľsko-slovenského pohraničia. Je to obrovským nedostatkom pre cestovný ruch, nielen na miestnej úrovni, čo vedie k oslabeniu cezhraničných kontaktov. Projekt rieši nedostatočné priame cestné spojenie medzi miestnymi partnermi na slovenskej strane hranice: obce Čierne a obce Skalité a zlého technického stavu existujúcich ciest v horskom regióne na slovensko-poľskom pohraničí. Spoločný projekt, ktorého hlavným cieľom je vytvorenie nového cestného spojenia medzi obcami dvoch krajín zahŕňa výstavbu alebo obnovu (rekonštrukciu) vrátane 2719,998 m ciest cezhraničnej povahy. Na poľskej strane je predmetom výstavby alebo rekonštrukcie 714,71 m ciest a na slovenskej strane 2005,288 m cesty. Projekt je takmer rovnomerne rozložený a rozpočty partnerov sú cca 50% na každého z nich. Projekt je druhou etapou projektu realizovaného v rámci cezhraničného "Programu rozvoja Trojstyku“. Dôsledkom priameho cestného prepojenia Slovenska s Poľskom budú výrazne úspory v rámci cestovných nákladov a možnosti rýchlejšieho a priameho začlenenia na rýchlostnú komunikáciu (Diaľnica D3) prechádzajúcej cez Svrčinovec – Skalité na slovenskej strane a prístup k terciárnym uzlom na strane poľskej hranice (Ustroń, Wisła, Skoczów, Szczyrk).

Achievements (EN):

The aim of the project was to create a new road link at the Polish-Slovak border, which significantly facilitates access to the TEN-T corridors. The most important result of the project is the improvement of travel conditions in the area around the border triangle – the intersection of the Polish, Slovak and Czech borders. There were only a few kilometers of road left so that residents and tourists could travel abroad unhindered. The implementation made it possible to connect the cities of Jaworzynka in Poland with Čierno and Skalit in Slovakia. Project successes The borders of Poland, Slovakia and the Czech Republic meet near the border triangle of Beskids. Only a few kilometers of road were missing, so that residents and tourists could travel freely abroad (0.71 km in the municipality of Istebna and 0.2 km in the municipality of Čierne). The municipalities Istebna and Čierne decided to change this. In this way, the first road crossing with Slovakia was created in the district of Teschen. This made the journey from one city to another easier and shortened by 20 km. It also made it possible to connect to the main roads to Bratislava, Budapest and Vienna. Properly marked and illuminated roads are now safer. The new parking lot and the barbecue huts allow you to enjoy a relaxed ride during your trip. The effect of the project is a significant shortening of travel time, as residents and tourists from Istebna do not have to travel via Zwardoń or Jabłonków (Czech Republic) to Slovakia (and vice versa).

Expected Results (PL): Rezultatu Programu, do którego przyczynia się realizacja projektu to: Intensywność ruchu transgranicznego. Główne rezultaty projektu to zwiększenie dostępności komunikacyjnej i znaczne skrócenie czasu dojazdu do dróg należących do sieci TEN-T na obszarze gmin partnerskich.

Expected Results (SK): Výsledok Programu, k realizácii ktorého prispieva projekt: Intenzita cezhraničnej dopravy. Hlavnými výsledkami projektu sú zvýšenie dostupnosti komunikácií a výrazné skrátenie cestovného času na cestách do TEN-T v rámci partnerských obcí.

Expected Outputs (PL): Całkowita długość nowych dróg (0,91 km). Całkowita długość przebudowanych lub zmodernizowanych dróg (1,80 km).
