Het project New-C-Land draagt bij tot de ontwikkeling van de biogebaseerde economie en moedigt de duurzame productie aan van plantaardige biomassa die worden gebruikt als energie en grondstof op marginale gronden (braakland). Bovendien heeft het meerdere ambities: - een inventaris opstellen van alle marginale gronden, verwaarloosde gebieden (bv. braakliggende terreinen, landbouwvervuiling, ...) in de regio’s Wallonië, Noord-Frankrijk en Vlaanderen op basis van regionale gegevensbanken. - voor deze terreinen de beste mogelijkheden voor biomassavalorisatie (non-food) definiëren op basis van een analyse met meerdere criteria; - eigenaars en projectontwikkelaars met elkaar in contact brengen om zo de ontwikkeling van industriële projecten aan te moedigen; - aanplantingsprojecten op deze zogenaamde Smarg-gronden genereren. New-C-Land heeft een rechtstreekse impact op de ondernemingen in de grensregio, want het ontwikkelt het terrein bottom-up door cruciale vraagstukken te bestuderen die de ondernemingen niet alleen kunnen oplossen en door tools voor hen te ontwikkelen. Op termijn zal het project de grensoverschrijdende, biogebaseerde economie stimuleren dankzij een duurzaam gebruik van lokale voorraden, geproduceerd op marginale gronden.

Le projet New-C-Land contribue au développement de l'économie biobasée et encourage la production durable de biomasse végétale utilisée en énergie et matières sur sites marginaux (surfaces délaissées non cultivées). En outre, il a pour ambition de : -répertorier les sites marginaux, surfaces délaissées (ex: friche, pollution agricole,..) sur les versants Wallonie, Nord France et Flandre à partir des bases de données régionales. -identifier pour ces sites les meilleures possibilités de valorisation (non alimentaire) de la biomasse sur base d'une analyse multi-critères, -mettre en relation les propriétaires et les développeurs de projets afin de susciter l'émergence de projets industriels, -générer des projets de plantation sur ces zones nommées Smarg. New-C-Land a un impact direct sur les entreprises transfrontalières puisqu’il développe le terrain en amont en étudiant des questions cruciales auxquelles les entreprises ne peuvent répondre seules, créant des outils pour elles. A terme, le projet contribue à stimuler l'économie biobasée transfrontalière en exploitant durablement un approvisionnement local produit sur des surfaces marginales.

The New-C-Land project contributes to the development of the organic-based economy and encourages the sustainable production of plant biomass used for energy and materials on marginal sites (abandoned uncultivated areas). In addition, it aims to: - identify marginal sites, abandoned areas (e. g. wasteland, agricultural pollution, etc.) on the Walloon, Northern France and Flemish sides from regional databases. - identify, for these sites, the best possibilities for (non-food) biomass recovery on the basis of a multi-criteria analysis, - liaise between project owners and developers in order to encourage the emergence of industrial projects, - generate planting projects in these areas that are known as Smarg. New-C-Land has a direct impact on cross-border companies as it lays the foundations upstream by studying crucial questions that companies cannot answer alone, creating tools for them. In the long term, the project will help to stimulate the cross-border organic-based economy by sustainably exploiting a local supply produced on marginal land.

Dans la transition vers une économie plus circulaire, il est crucial de garantir le redéveloppement économique des terres inutilisées, par exemple par la production et la valorisation de biomasse locale. Le projet New-C-Land a comme but de produire de la biomasse sur sites marginaux (SMARG) et la valoriser au travers de filières économiquement viables. Grace à une collaboration intense entres les 8 partenaires par-dessus les 3 régions (Flandre: UGent et Inagro; Wallonie: Valbiom, GxABT et Atrasol; France: Chambre d'agriculture region Nord-pas-de-Calais, Yncrea et Ineris), le projet prévoit de créer différents outils, notamment un inventaire SMARG et un outil d'aide à la décision (OAD). Dans ce projet, nous visons à créer un inventaire d'identification des SMARGS valorisables dans la région. A cette fin, le concept SMARG a d'abord été clairement défini et la structurede la matrice aété établie. Après une étude approfondie de les données souhaitées dans l'inventaire, leur disponibilité dans les régions et les souhaits de l'utilisateur, l'inventaire la plateforme avec l'inventaire des sites marginaux et des utilisateurs de biomasse pour les 3 régions est disponible en ligne sur: https://sitesforbiomass.eu. Une évaluation critique des BOT existants a été réalisée et les chaînes de valeur biobasées existantes dans la zone transfrontalière ont été répertoriées. Sur la base de ces informations et enquête auprès des acteurs, l'outil à l'aide New-C-Land a été développé L'OAD permet d'évaluer différentes options pour un site à l'aide d'indicateurs qualitatifs et quantitatifs et est disponible sur https://sitesforbiomass.eu/DST A la suite de les efforts de communication le projet a bien été accueilli par les acteurs concernés et par le plus grand public. Questions pour plus d'informations ou de participation au projet sont traitées à l'échelle transfrontalière. Une campagne de sensibilisation a également été lancée auprès des communes/municipalités, les agriculteurs et les entreprises. Il ya 2 brochures disponibles, destinées respectivement aux gestionnaires de sites marginaux et aux le pôle utilisateurs de SMARG (voir https://www.newcland.eu/fr/outils-et-resultats/) Finalement, un grand intérêt ascendant a été remarqué pour la valorisation du chanvre et la production de biomasse pour les huiles essentielles dans la region transrégionale. Des recherches sur le terrain à ce sujet sont prèsque terminées. Enfin, 7 projets biomasse ont été lancés dans lequel New-C-Land propose un accompagnement à la production de bioénergie à usage local combiné avec une gestion durable. Grâce à toutes ces initiatives, nous espérons stimuler l'utilisation de la biomasse (locale) dans la zone d'impact, aussi bien pour la valorisation en matière qu'en bioénergie.

In the transition to a more circular economy, it is crucial to ensure the economic redevelopment of unused land, for example through the production and valorisation of local biomass. The New-C-Land project aims to produce biomass on marginal sites (SMARG) and enhance it through economically viable sectors. Thanks to an intense collaboration between the 8 partners over the 3 regions (Flanders: UGent and Inagro; Wallonia: ValBiom, GxABT and Atrasol; France: Chamber of Agriculture region Nord-pas-de-Calais, Yncrea and Ineris), the project plans to create various tools, including a SMARG inventory and a decision support tool (DAO). In this project, we aim to create an inventory of SMARGS recoverable in the region. To this end, the SMARG concept was first clearly defined and the structured matrix was established. After a thorough study of the desired data in the inventory, their availability in the regions and the wishes of the user, the inventory platform with the inventory of marginal sites and biomass users for the 3 regions is available online at: https://sitesforbiomass.eu A critical assessment of existing BOTs has been carried out and existing bio-based value chains in the cross-border area have been identified. De ondernemingen zullen een gepersonaliseerde begeleiding krijgen bij de concrete uitvoering van biomassaprojecten op Smarg-gronden. De verwachte resultaten zijn een efficiënt gebruik van de Smarg-grond door de eigenaars door de valorisatie van de biomassa, de promotie van het gebruik hiervan op de betreffende gronden en de creatie van banen; de definitie van de logistieke en wettelijke beperkingen; de sensibilisering voor de mogelijkheden en grenzen van de lokaal geproduceerde biomassa; de interregionale samenwerking en economische omzetting van het model.

Les entrerpises suivront un accompagnement personnalisé en concrétisant des projets biomasse sur des Smarg. Les résultats attendus sont une utilisation efficace de la parcelle par les propriétaires smarg en valorisant la biomasse, une promotion de son utilisation sur les sites et par la création d'emplois; une identification des contraintes logistiques et législatives; une sensibilisation aux possibilités et limites de la biomasse produite localement ; une coopération interrégionale et transposition économique du modèle.

Expected Results (EN):

The companies will benefit from personalised support by rolling out biomass projects on Smarg plots. The expected results are an effective use of the plot by smarg landowners by exploiting the biomass, promoting its use on sites and by creating jobs; identifying logistical and legislative constraints; raising awareness of the possibilities and limits of locally produced biomass; interregional cooperation and economic transposition of the model.

Het project streeft naar de realisatie van innovatieve, biogebaseerde projecten en de bevordering van de kringloopeconomie in de grenszone, om zo een behoefte aan grondstoffen te creëren en banen te verplaatsen. De sensibiliseringsacties zouden 60 ondernemingen en 80 landbouwers moeten bereiken en 60 gemeenten betrekken. Het project heeft het ambitieuze doel tien biomassaprojecten te steunen.

Le projet vise à accomplir des projets biobasés innovants et à dynamiser l'économie circulaire dans la zone transfrontalière, créant ainsi un besoin en matières premières et relocaliser des emplois. Les actions de sensibilisation devraient atteindre soixante entreprises, 80 agriculteurs et concerner 60 communes. Le projet s'est fixé l'objectif ambitieux de soutenir dix projets biomasse.

Expected Outputs (EN):

The project aims to carry out innovative organic-based projects and to boost the circular economy in the cross-border area, thus creating a demand for raw materials and relocating jobs. Awareness-raising campaigns should reach 60 companies and 80 farmers across 60 municipalities. The project has set itself the ambitious objective of supporting ten biomass projects.
