Les surfaces bios en Belgique comme en France sont en pleine croissance. Toutefois, à l’exception de la Wallonie, le bio ne représente qu’ 1% de la surface agricole régionale. Pour les systèmes de cultures sans élevage, l’apport d’azote nécessaire à la production est un vrai défi. Les trois régions offrent des opportunités de développement considérables pour les agriculteurs bio et l’ensemble des maillons de la filière. SymBIOse a pour ambition de soutenir ce développement du marché d’une manière durable et équitable. Les trois structures de développement de la zone Interreg rédigent un observatoire annuel, permettant de dresser l’état des lieux des filières biologiques. Un réseau d’acteurs économiques est mis en place pour favoriser la structuration et la coopération transfrontalière au sein des filières biologiques en céréales et protéagineux ainsi qu’en légumes de plein champ. En contribuant à la fertilité biologique des sols et à la nutrition azotée des cultures, la légumineuse se trouve également au cœur des enjeux du développement de la bio dans nos régions. Ce réseau est réalisé à travers l’organisation d’une table ronde annuelle avec d’opérateurs économiques représentant la production, transformation et distribution bio et la construction de projets de collaboration transfrontalière entre opérateurs économiques.

A growing area of land in Belgium and France is now organically certified. However, with the exception of Wallonia, organic farming represents only 1% of the regional agricultural area. For non-livestock cropping systems, the nitrogen input required for production is a real challenge. The three regions offer considerable development opportunities for organic farmers and all the links in the chain. SymBIOse aims to support this market development in a sustainable and equitable way. The three development structures in the Interreg area draw up an annual report, making it possible to draw up an inventory of the organic sectors. A network of economic stakeholders is being set up to promote structuring and cross-border cooperation within the organic cereal and protein crops sector and field vegetable sector. By contributing to the biological fertility of the soil and the nitrogen nutrition of crops, legumes are also at the heart of the challenges of organic development in our regions. This network is carried out through the organisation of an annual round table with economic operators representing organic production, processing and distribution and the development of cross-border collaboration projects between economic operators.

De biologische oppervlakten in België en Frankrijk groeien sterk. Desondanks vertegenwoordigt bio slechts 1% van de landbouwoppervlakte in de regio, behalve in Wallonië. Voor de teeltsystemen zonder veehouderij is de voor de productie vereiste inbreng van stikstof een echte uitdaging. De drie regio’s bieden belangrijke ontwikkelingskansen voor de biolandbouwers en alle schakels in de bioketen. SymBIOse heeft de ambitie de ontwikkeling van de markt op een duurzame en rechtvaardige manier te ondersteunen. De drie ontwikkelingsstructuren van de Interreg-zone stellen een jaarlijks observatorium op om de stand van zaken van de biologische keten te schetsen. Er zal een netwerk van economische actoren worden opgezet om de structurering en de grensoverschrijdende samenwerking in de bioketens voor granen en eiwithoudende gewassen, evenals voor groenten in de volle grond te bevorderen. Door bij te dragen aan de biologische vruchtbaarheid van de bodem en de stikstofvoorziening van de gewassen, staan ook vlinderbloemigen centraal in de ontwikkeling van de bio in onze regio’s. Dit netwerk komt tot stand door de organisatie van een jaarlijkse rondetafel met economische operatoren die optreden als vertegenwoordigers van de productie, verwerking en distributie van bioproducten en de ontwikkeling van grensoverschrijdende samenwerkingsverbanden tussen de economische operatoren.

La journée de lancement officiel du projet organisée le 29 juin 2018 a permis de mettre en valeur et questionner les enjeux autour des légumineuses comme levier de développement de l’agriculture biologique à l’échelle transfrontalière. Cette journée était construite en mobilisant de nombreux intervenants afin de favoriser les échanges et l’ouverture à de futures collaborations transfrontalières. Au cours des années, les opérateurs ont principalement travaillé sur le partage de leurs connaissances et expériences ainsi que la valorisation du projet au plus grand nombre par le biais, par exemple, de visites des champs d'essai et d'articles dans la presse spécialisée. Le site web www.symbiose-interreg.eu permets de communiquer sur les actualités du projet mais aussi sur des résultats de recherche, des échanges d'expériences et des filières et des informations plus générales sur le secteur bio. La communication sur le projet SymBIOse a permis de sensibiliser un groupe d’agriculteurs français, producteurs légumiers de plein champ. 10 producteurs de la CUMA Bio-Territoires (Coopérative d’Utilisation de Matériel Agricole) souhaitent améliorer leurs pratiques notamment vis-à-vis de la fertilité des sols. Ils ont apprécié les bénéfices apportés par le projet de coopération transfrontalière par des visites transfrontalières avec des échanges d’expériences entre les agriculteurs, conseillers et chercheurs des 3 versants. Au cours du 2021, les premiers résultats du projet ont été partagé par une intervention à l’occasion du ‘Organic World Congress’ (mercredi 8 septembre 2021 à Rennes et en visio) et par une présentation des essais et une conférence sur la coopération transfrontalière au service des filières légumineuses à l’occasion du Salon Professionnel Terr’Eau Bio qui s’est déroulé le 30 juin et le 1er juillet 2021 à Brie. Les opérateurs ont fait aussi un premier travail de partage des observatoires de développement de l’agriculture biologique à l’échelle transfrontalière. Des réunions avec les partenaires ont permis de mettre en commun nos données et d’aller en chercher de nouvelles, ainsi que de communiquer nos données de lancement pour SymBIOse sur les fourrages/mélanges céréales-protéagineux. Le document «État des lieux de la filière en Hauts-de-France, en Flandre et en Wallonie » a été mis à jour en-2021 avec les derniers chiffres disponibles des 3 versants. Ce travail a été synthétisé et présenté le 30 juin 2021 en introduction de la conférence sur “la coopération transfrontalière au service des filières légumineuses”. Le projet a aussi vocation à faire travailler les opérateurs de l’aval ensemble pour des filières équitables et durables. Pour cela une réunion permettant d’établir le SWOT (forces-faiblesses / opportunités-menaces) a été organisée le 3 septembre 2019 avec 18 acteurs économiques. Suite à cette analyse SWOT, 6 axes stratégiques ont été définis et pour chaque axe, 3 à 5 projets ont été proposés pour permettre la réalisation des axes stratégiques. Une action est la stimulation de l'échange transrégional de la demande et de l'offre de produits biologiques. Le premier livrable de cette action est la publication d’un carnet d’adresses avec les principaux débouchés par filière de production et de la demande de produits bio spécifiques des acteurs du marché. Ce carnet d'adresses a été mis à jour régulièrement par les partenaires. Ce travail de synthèse a permis aussi de mobiliser 8 opérateurs engagés dans l’aval des filières de légumineuses bios en alimentation humaine et animale. Les opérateurs ont commencé en 2020 un système d’échange d'informations sur les prix des céréales et des légumineuses biologiques, entre les 3 versants du projet. Un aperçu mensuel est fait des prix des marchés actuels des céréales et des protéagineux. Le système a été étendu aux fruits et légumes biologiques à partir de début 2022. Au niveau technique, les opérateurs ont partagé les problématiques et des solutions à tester visant à optimiser la place des légumineuses dans les rotations en vue de maintenir la fertilité des sols et la productivité des systèmes. Les opérateurs ont parcouru l’ensemble des enjeux agronomiques des légumineuses à feuilles et à graine en intégrant des aspects filières. Les chercheurs des 3 versants ont fait la sélection des légumineuses sur lesquels il semble pertinent de travailler. Dans le but de travailler avec les mêmes variétés sur les différents versants, des échanges de semences ont été réalisés dans chaque saison de semis. Chaque structure de recherche a semé et moissonné au cours des années 2018 à 2022 des essais du printemps et de l’automne au cours des années 2018 à 2022. Ceux-ci font l'objet d'un suivi régulier par les partenaires. La coopération entre les opérateurs a permis la mise en place une carte de présentation des essais sur les 3 versants qui donne l’ampleur du travail réalisé. Cette carte, actualisée chaque année, reprend les essais qui ont été implantés et leurs objectifs respectifs. L’université de Picardie Jules Verne a par ailleurs travaillé à l’élaboration de différentes méthodes de suivi et d’analyses permettant de caractériser l’état de fertilité des sols en fonction de la présence de légumineuse. Le premier traitement des résultats 2018 et leurs analyses statistiques ont permis de soumettre un poster pour les Rencontres Francophones Légumineuses, organisées en numérique en février 2021. Les partenaires ont assuré un atelier transfrontalier à plusieurs voix sur les associations céréales-protéagineux autour de vitrines didactiques au Salon Terr'eau Bio le 30 juin et le 1er juillet 2021. Les premiers résultats peuvent également être consultés sous la rubrique "Résultats" sur le site web du projet et dans les magazines spécialisés pour les agriculteurs biologiques. Les opérateurs ont organisé des tours de plaine et les visites transfrontalières aux champs d’essais. Depuis mars 2020, les mesures en vigueur sur COVID-19 sont prises en compte. Parce qu’il était difficile d'organiser des visites de champs d’essais pour un grand publique à cause de la pandémie COVID-19, les opérateurs ont publié des vidéos des visites numériques de champs d’essais et des témoignages sur le site web du projet. Fin de l’été 2019, les opérateurs ont finalisé la synthèse bibliographique sur la place des légumineuses dans les rotations. Ces éléments ont été présentés lors de la Journée Techniques et Filières Terr’Eau Bio 2019.

The official launch day of the project organised on 29 June 2018 highlighted and questioned the issues surrounding legumes as a lever for the development of organic farming on a cross-border scale. This day was built by mobilising many stakeholders to foster exchanges and openness to future cross-border collaborations. Over the years, operators have mainly worked on sharing their knowledge and experience as well as valuing the project to the greatest number through, for example, visits to test fields and articles in the specialised press. The website www.symbiose-interreg.eu allows you to communicate on the news of the project but also on research results, exchanges of experience and sectors and more general information on the organic sector. The communication on the symbiosis project made it possible to raise awareness of a group of French farmers, vegetable producers in the field. 10 producers of the CUMA Bio-Territoires (Cooperative for the Use of Agricultural Equipment) want to improve their practices especially with regard to soil fertility. They appreciated the benefits of the cross-border cooperation project through cross-border visits with exchanges of experience between farmers, advisors and researchers on the 3 sides. During 2021, the first results of the project were shared by an intervention on the occasion of the ‘Organic World Congress’ (Wednesday 8 September 2021 in Rennes and in visio) and by a presentation of the tests and a conference on cross-border cooperation for legumes at the Terr’Eau Bio Professional Exhibition held on 30 June and 1 July 2021 in Brie. Meetings with partners allowed us to share our data and search for new ones, as well as to communicate our start-up data for symbiosis on cereal-proteaginous fodder/mixtures. The document “State of play of the sector in Hauts-de-France, Flanders and Wallonia” was updated in 2021 with the latest figures available from the 3 sides. This work was synthesised and presented on 30 June 2021 as an introduction to the conference on “cross-border cooperation for leguminous sectors”. The project also aims to make downstream operators work together for fair and sustainable sectors. For this, a meeting to establish SWOT (forces-weaknesses/threat-opportunities) was organised on 3 September 2019 with 18 economic actors. Following this SWOT analysis, 6 strategic axes have been defined and for each axis, 3 to 5 projects have been proposed to enable the implementation of the strategic axes. One action is to stimulate the trans-regional exchange of demand and supply of organic products. The first deliverable of this action is the publication of an address book with the main outlets by production chain and the demand for specific organic products from market participants. This address book has been updated regularly by the partners. This synthesis work also enabled the mobilisation of 8 operators engaged in the downstream of the organic legumes sectors in human and animal feed. Operators started in 2020 a system of exchange of information on the prices of organic cereals and legumes between the 3 slopes of the project. A monthly overview is made of the prices of the current markets for cereals and protein crops. The system was extended to organic fruits and vegetables from the beginning of 2022. At the technical level, operators shared the problems and solutions to be tested to optimise the place of legumes in rotations in order to maintain soil fertility and system productivity. Operators have gone through all the agronomic issues of leguminous legumes and seeds by integrating sectoral aspects. Researchers from the 3 sides made the selection of legumes on which it seems relevant to work on. In order to work with the same varieties on the different slopes, seed exchanges were carried out in each seeding season. Each research structure sown and harvested during the years 2018 to 2022 from the spring and fall trials during the years 2018 to 2022. These are regularly monitored by the partners. Cooperation between operators has enabled the introduction of a test presentation map on the 3 sides which gives the scale of the work carried out. This map, updated each year, reproduces the tests that have been implemented and their respective objectives. The University of Picardie Jules Verne has also worked on the development of different methods of monitoring and analysis to characterise the fertility status of soils according to the presence of legume. The first treatment of the 2018 results and their statistical analyses made it possible to submit a poster for the Rencontres Francophones Légumineuses, organised in digital format in February 2021. The partners organised a multi-voice cross-border workshop on cereal-protein associations around didactic showcases at the Salon Terr’eau Bio on 30 June and 1 July 2021. The first results can also be found under the “Results” section on the project website and in specialised magazines for organic farmers. Operators organised plain tours and cross-border visits to the test fields. Since March 2020, the measures in force on COVID-19 have been taken into account. Because it was difficult to organise field visits for a large public due to the COVID-19 pandemic, operators published videos of digital test field visits and testimonials on the project website. Late summer 2019, operators finalised the bibliographical synthesis on the place of legumes in rotations. These elements were presented during the Technical and Terr’Eau Bio Water Day 2019.

Dix entreprises par versant seront formées, conseillées et accompagnées. Les agriculteurs sont le public ciblé, 18 d'entre eux seront pionniers et mettront à disposition leurs parcelles. Des visites mutuelles seront réalisées entre conseillers et agriculteurs pour faciliter les échanges d'expériences. Trois plateformes expérimentales pluriannuelles seront consacrées à l'étude du positionnement des légumineuses dans la rotation.

Expected Results (EN):

Ten companies per side will be trained, advised and supported. Farmers are the target audience, 18 of them will be pioneers and will make their plots available. Mutual visits will be made between advisors and farmers to facilitate the exchange of experiences. Three multi-year experimental platforms will be dedicated to studying the positioning of legumes in the rotation.

Aan elke zijde zullen tien ondernemingen opleiding, advies en begeleiding krijgen. Het doelpubliek bestaat uit landbouwers. 18 van hen zullen pioniers zijn en hun percelen ter beschikking stellen. De adviseurs en de landbouwers zullen elkaar bezoeken om ervaringen uit te wisselen. Drie meerjarige, experimentele platformen zullen gewijd zijn aan de studie van de plaats van vlinderbloemigen in de gewasrotatie.

L'approche commune promue par le projet devrait permettre aux différents acteurs de tisser des liens en vue de futures collaborations professionnelles. Le séminaire de clôture permettra en outre de pérenniser toute l'expertise acquise à l'échelle transfrontalière. Les acteurs visés par ce programme sont d'une part les acteurs déjà bio afin d'améliorer leurs techniques et d'autre part les agriculteurs traditionnels de manière à promouvoir leur passage au bio.

The joint approach promoted by the project should enable the various stakeholders to forge links with a view to future professional collaboration. The closing seminar will also make it possible to sustain all the expertise acquired on a cross-border scale. The stakeholders targeted by this programme are, on the one hand, farmers who have already adopted organic farming, in order to improve their techniques and, on the other hand, traditional farmers in order to encourage their transition to organic farming.

De gemeenschappelijke aanpak die het project promoot, moet de verschillende actoren in staat stellen banden te smeden met het oog op professionele samenwerkingen in de toekomst. Een afsluitend seminarie zal de duurzaamheid verzekeren van alle op grensoverschrijdende schaal verworven expertise. De actoren op wie programma mikt, zijn enerzijds actoren die al aan bio doen en hun technieken willen verbeteren en anderzijds traditionele landbouwers die naar bio willen overschakelen.
