Des deux côtés de la frontière franco-belge, la filière équine bénéficie d'une situation géographique au cœur de l’Europe du Cheval et d'un savoir-faire reconnu mondialement : les résultats obtenus par les chevaux nés ou travaillés sur le territoire lors des JO de RIO2016 en sont l’illustration. Les filières travaillant sur chaque versant travaillent toutefois de manière isolée à ce jour. Le projet EQWOS souhaite créer un cluster équin qui contribuera à faire de la zone transfrontalière un territoire leader en Europe du « cheval toutes disciplines » pour répondre aux problèmes communs rencontrés par les filières équines régionales. Ce cluster englobe l’ensemble des filières en travaillant à la fois sur le domaine des courses, du cheval de sport, du cheval de trait et des acteurs transversaux. L'ambition affichée d'EQWOS est de créer une dynamique transversale incluant l'ensemble des sous-filières géographiques sur la zone franco-belge et verticale (de l’éleveur à l’utilisateur final). La création de ce cluster EQWOS se traduit concrètement par la création d’une entité pour concrétiser et développer les coopérations transfrontalières sur le long terme ; la recherche et le développement de nouveaux produits et marchés pour améliorer la compétitivité des entreprises et une montée en gamme de leurs compétences dans tous les sous-secteurs.

On both sides of the French-Belgian border, the equine sector benefits from a geographical location in the heart of Europe’s horse breeding sector and from internationally recognised know-how: the results obtained by horses born or worked on the territory during the RIO2016 Olympic Games are an illustration of this. To date, however, the sectors have worked in isolation on each side of the border. The EQWOS project aims to create an equine cluster that will help make the cross-border area a leading territory in Europe for “all discipline horses” in order to address the common problems encountered by regional equine sectors. This cluster covers all sectors by working in the field of racing, sports horses, draught horses and cross-functional stakeholders. EQWOS' stated ambition is to create a transversal dynamic including all geographical sub-sectors in the Franco-Belgian and vertical zone (from the farmer to the end user). The creation of this EQWOS cluster takes concrete form through the creation of an entity to materialise and develop cross-border cooperation in the long term; the research and development of new products and markets to improve the competitiveness of companies and ramp up their skills in all sub-sectors.

De paardensector aan beide zijden van de Frans-Belgische grens geniet een bevoorrechte geografische ligging in het hart van de Europese paardenwereld en een wereldwijd erkende knowhow. Dit werd geïllustreerd door de resultaten die de paarden, geboren of getraind in deze regio, behaalden op de Olympische Spelen van Rio 2016. Maar de netwerken aan de verschillende zijden werken tot nu toe heel geïsoleerd van elkaar. Het project EQWOS zou graag een cluster binnen de paardensector creëren waarmee de grenszone een Europese leider wordt in 'het paard voor alle disciplines' en die een antwoord kan bieden op de gemeenschappelijke problemen waarmee de regionale paardensectoren kampen. Deze cluster verzamelt alle sectoren en wijdt zich zowel aan sportpaarden en trekpaarden als aan de transversale actoren. De ambitie van EQWOS is een transversale dynamiek met verticale werking (van de fokker tot de eindgebruiker) te creëren voor alle geografische subsectoren in de Frans-Belgische zone. De oprichting van deze EQWOS-cluster vertaalt zich concreet in de creatie van een entiteit die grensoverschrijdende samenwerkingen op lange termijn opstart en uitbouwt; het onderzoek naar en de ontwikkeling van nieuwe producten en markten om het concurrentievermogen van de ondernemingen te verhogen en een uitbreiding van hun competenties in alle subsectoren.

Le projet Interreg EQWOS a démarré le 01/07/18 : Le début du projet EQWOS a permis une meilleure connaissance des règles de gestion d'un dossier Interreg et un renforcement des liens entre opérateurs en vue d’une coopération transfrontalière. Le FCCHF a mis en place le site Web du projet : www.eqwos.eu, ainsi qu’une page Facebook permettant de communiquer sur les différentes actions. L’organisation d’un challenge entre WAHEC et VBWPL contribue grandement à favoriser la participation très importante d'éleveurs du versant flamand. En 2018, ce challenge s'est déroulé en 2 temps : le concours de WAHEC s'est déroulé les 08 et 09 septembre sur l'hippodrome de GHLIN tandis que le concours de VBWPL s'est déroulé le 25 septembre sur le site de Zilveren Spoor à Moorsele. L'annonce sur différents sites du versant français a permis à des éleveurs français de participer également. Nous pensons qu'un effort devra être fait en 2019 pour augmenter la participation française. Des ventes de chevaux ont également été conclues durant ces concours. Des travaux ont débuté au sein de l’hippodrome de Waregem en vue d’y développer l’activité courses en accueillant dans de meilleures conditions des concurrents des 3 versants. Dans le cadre de la Route d’Artagnan le premier semestre a principalement consisté à la réalisation de l’état des lieux et de l’organisation interne, en vue de la mise en place de cette Route Européenne. Il s’agit d’un itinéraire touristique qui répertorie ainsi des chemins et gîtes équestres, traversant plusieurs pays. Un autre objectif du projet EQWOS est le développement du cheval utilitaire. Il s’agit de chantiers hippomobiles au service des collectivités. L’institut de Genech a été adapté pour accueillir des chevaux adaptés à ce type de travaux et du matériel a été acquis par FSCTDN. Les premiers chantiers hippomobiles se sont déroulés en Hauts-de-France au cours de l’automne avec notamment la collecte de déchets et l’exportation de produits de fauche. Une première formation s’est également déroulée à l’intention de jeunes professionnels souhaitant créer leur entreprise dans la filière équine, sur la zone du projet. Début 2019, les projets initiés se sont développés, sur le même modèle qu’au premier semestre avec l’organisation de compétitions destinés aux jeunes chevaux des 3 versants en vue de valoriser l’élevage de la zone, des courses et travaux d’amélioration au sein de l’hippodrome de Waregem, de nouveaux chantiers hippomobiles, ainsi que l’inauguration d’un premier tronçon de la Route européenne d’Artagnan en Région Hauts-de-France. La nécessité de développer la coopération transfrontalière a été soulignée. Celle-ci s’est concrétisée avec la mise en place de Workshops entre différents opérateurs afin de mettre en place des projets communs tels que l’Équi-meeting, sur le thème du cheval utilitaire, ou les activités du développement de l’entité et de services transfrontaliers, tel que l’observatoire économique transfrontalier. Mi 2019, le projet a poursuivi son développement notamment par l'organisation d'événements transfrontaliers, cette période de l’année étant propice à l’organisation de compétitions d’élevage et de courses. En seconde partie de trimestre ce type de compétitions ne peut avoir lieu car elles sont organisées en général de mars à octobre. Par ailleurs l'organisation de l'opération de lancement du projet EQWOS a été réalisée, en présence d'acteurs de la filière équine et d'institutionnels, après une préparation commune entre opérateurs. Fin 2019, le projet et sa coordination ont été marqués par des difficultés internes ayant retardé le développement de celui-ci. Les mesures nécessaires ont été prises afin de permettre au projet et aux actions prévues par les opérateurs de reprendre un rythme normal. Afin de s'assurer que les opérateurs puissent tenir l'ensemble des objectifs fixés dans la fiche projet, la date de fin de ce projet Interreg a été reculée au 31 décembre 2022. Le début 2020 a été animé par plusieurs réunions de coordination afin d’accentuer le travail collaboratif initié auparavant. Un workshop a été consacré au travail commun du calendrier d’actions afin de donner de la visibilité aux activités prévues. Puis la période de confinement liée au Covid-19 a ralenti beaucoup d’activités. Cette partie d’année est habituellement concernée par l’organisation de concours d’élevage, qui n’ont malheureusement pu avoir lieu du fait de l’interdiction de rassemblements de personnes. Cette période a néanmoins permis de concrétiser l’organisation d’un évènement créé totalement dans le cadre d’EQWOS : un Équi-meeting, prévu pour le mois d’octobre 2020. Ce colloque sur le thème « le Cheval Citoyen » sera une journée d’échange et de présentation des chantiers hippomobiles, de leurs intérêts et de leur mise en œuvre. Cet Équi-meeting a finalement dû être reporté, les conditions sanitaires ne permettant toujours pas l’accueil de public en toute sécurité. D’autres événements dont l’organisation était initialement prévue dans le cadre du projet EQWOS au cours du semestre 5 ont dû être annulés : la Foire de Libramont, les concours d’élevage de VBWPL et WAHEC. Côté français les compétitions étant encore possible à huis clos professionnel, FCCHF a pu organiser un concours de saut en liberté strictement réservé aux éleveurs professionnels français et belges, avec une belle participation transfrontalière. FSCTDN a mené plusieurs chantiers hippomobiles au cours du semestre, ce qui démontre l’intérêt des collectivités pour le développement du cheval de travail. Le semestre 5 a été marqué par une demande de modification majeure de la fiche projet, due à l’impossibilité de mettre en place certaines actions (contrats de progrès, Label EquuRes et observatoire permanent) sur les versants belges et donc de manière transfrontalière. Lors du semestre 6, il y a eu des changements au niveau des opérateurs : WCWBC a quitté le projet EQWOS et WHWM a intégré et repris la responsabilité du module 4, ainsi que les actions dévolues à WCWBC. Des supports de communication ont été créés afin d’être utilisés lors de la reprise des événements avec du public. Il a fallu que les opérateurs s’adaptent au contexte sanitaire qui perdure et développent des actions digitales afin de mettre en place des actions répondant à la fiche projet EQWOS. Ainsi, une webconférence a eu lieu le 26 mai, permettant de mettre en avant les chantiers hippomobiles, en attendant l’évènement Équi-meeting, reporté en 2022. Cette webconférence a permis de valoriser les actions de FSCTDN et WCPMC. Malgré le contexte sanitaire compliqué, les actions progressent : une plaquette de prospection à l’international a notamment été réalisée. Cette plaquette permet de présenter le projet Interreg EQWOS et de préparer la venue de délégation internationale lorsque le contexte sanitaire le permettra. Cette plaquette en cours de finalisation sera diffusée au cours du semestre 7. Un tableau des aides européennes, nationales et régionales a été rédigé et est en cours de finalisation avec les informations du versant belge pour une diffusion lors du semestre 7. Ce tableau permettra aux entrepreneurs d’avoir accès aux informations mises à jour régulièrement et de cibler plus facilement les aides auxquelles ils sont éligibles. VBWPL a pu à nouveau organiser un concours avec la présence de public afin de valoriser les produits des éleveurs. Concernant la Route Européenne d’Artagnan, celle-ci a été certifiée le 19 mai 2021 « Itinéraire Culturel du Conseil de l’Europe » à l’unanimité des représentants des 34 pays votants. 285 km de route ont été balisés sur les versants français et belge et les captations en Street view ont pu démarrer en fin de semestre 6. Au cours du semestre 7 de nombreuses actions communes ont été menées dans la continuité des semestres précédents : -le développement et la valorisation des chantiers hippomobiles, -le balisage de la Route d’Artagnan, qui s’est bien développé au cours du semestre sur le versant wallon également, ainsi que la captation d’images street view, un procédé très innovant pour la filière, -les concours d’élevages, avec la première édition du challenge transfrontalier, -les formations dans différents domaines, La communication valorisant le projet, les financeurs et les opérateurs a également été valorisée au cours du semestre, notamment avec les supports communs mis en avant lors des différents événements. Des changements sont intervenus au niveau du personnel, mais la continuité est assurée avec des embauches pour effectuer les remplacements. Un colloque intermédiaire a été organisé afin de valoriser le projet et son avancement. Lors du semestre 8, les actions communes ont continué leur développement dans les différents secteurs de la filière équine présents dans ce projet Interreg EQWOS. Le principal évènement a été le colloque sur le thème « cheval citoyen », les chantiers hippomobiles : intérêts et mise en œuvre, qui s’est tenu, à Genech le 14 avril. Un événement initialement reporté à cause de la crise sanitaire. L’objectif était la valorisation des chantiers hippomobiles et la promotion des chevaux de travail. La Route Européenne d’Artagnan a également fortement avancé au cours du semestre, en termes de balisage et de promotion des itinéraires. Les expérimentations sur les chantiers hippomobiles ont été poursuivies, l’objectif étant de développer ces activités pour sauvegarder les races de trait et développer l’activité économique des prestataires qui se développent. Des courses se sont tenus sur les deux hippodromes du projet en Flandres et en Wallonie, valorisant à ces occasions le projet Interreg EQWOS, qui en a permis le développement sur ces deux versants. Enfin pour le secteur sport les événements ont été préparés pour se tenir au cours du second semestre de l’année.

The Interreg EQWOS project started on 01/07/18: The start of the EQWOS project allowed a better knowledge of the rules for the management of an Interreg file and a strengthening of links between operators with a view to cross-border cooperation. The FCCHF has set up the project website: www.eqwos.eu, as well as a Facebook page to communicate about the various actions. The organisation of a challenge between WAHEC and VBWPL greatly contributes to the very important participation of breeders on the Flemish side. In 2018, this challenge took place in 2 steps: the WAHEC competition took place on September 08 and 09 at the GHLIN racecourse while the VBWPL competition took place on 25 September at the Zilveren Spoor site in Moorsele. The announcement on various sites on the French side allowed French breeders to participate as well. We believe that an effort will have to be made in 2019 to increase French participation. Sales of horses were also concluded during these competitions. Work has begun at the Waregem racecourse to develop the racing activity by welcoming competitors from the 3 slopes in better conditions. Within the framework of the Route d’Artagnan the first semester consisted mainly of the realisation of the state of the art and the internal organisation, with a view to the establishment of this European Route. It is a tourist itinerary that lists equestrian paths and cottages, crossing several countries. Another objective of the EQWOS project is the development of the utility horse. These are hippomobile construction sites serving communities. The Genech Institute has been adapted to accommodate horses adapted to this type of work and equipment has been acquired by FSCTDN. The first hippomobile projects took place in Hauts-de-France during the autumn with the collection of waste and the export of mowing products. A first training course also took place for young professionals wishing to set up their businesses in the equine sector, in the project area. At the beginning of 2019, the projects initiated developed, on the same model as in the first half of 2019, with the organisation of competitions for young horses from the 3 slopes in order to enhance the breeding of the area, races and improvement works in the Waregem racecourse, new hippomobile construction sites, as well as the inauguration of a first section of the European Route d’Artagnan in the Hauts-de-France region. The need to develop cross-border cooperation was stressed. This has materialised with the setting up of workshops between different operators in order to set up joint projects such as Equi-meeting, on the theme of the utilitarian horse, or the activities of the development of the entity and cross-border services, such as the cross-border economic observatory. In mid 2019, the project continued its development, notably through the organisation of cross-border events, this time of year being conducive to the organisation of breeding competitions and races. In the second half of the quarter this type of competition cannot take place because they are usually held from March to October. In addition, the organisation of the operation to launch the EQWOS project was carried out, in the presence of actors from the equine and institutional sectors, after a joint preparation between operators. At the end of 2019, the project and its coordination were marked by internal difficulties that delayed its development. The necessary measures have been taken to allow the project and the actions planned by the operators to return to a normal pace. In order to ensure that operators can meet all the objectives set out in the project fiche, the end date of this Interreg project has been reduced to 31 December 2022. The beginning of 2020 was facilitated by several coordination meetings in order to accentuate the collaborative work initiated earlier. A workshop was devoted to the joint work of the calendar of actions in order to give visibility to the planned activities. Then the COVID-19 lockdown slowed down a lot of activities. This part of the year is usually concerned by the organisation of breeding competitions, which unfortunately could not take place due to the prohibition of gatherings of persons. However, this period made it possible to realise the organisation of an event created entirely within the framework of EQWOS: an Equi-meeting, scheduled for October 2020. This symposium on the theme “Citizen Horse” will be a day of exchange and presentation of the shipyards, their interests and their implementation. This Equi-meeting had to be postponed, as sanitary conditions still do not allow public reception in complete safety. Other events initially planned as part of the EQWOS project during semester 5 had to be cancelled: the Libramont Fair, the breeding competitions of VBWPL and WAHEC. On the French side, since competitions are still possible in camera, FCCHF was able to organise a free jump competition strictly reserved for French and Belgian professional breeders, with a good cross-border participation. FSCTDN conducted several hippomobile projects during the semester, demonstrating the community’s interest in the development of the workhorse. Half 5 was marked by a request for a major modification of the project fiche, due to the impossibility of implementing certain actions (progress contracts, EquuRES Label and permanent observatory) on the Belgian slopes and thus on a cross-border basis. In the six-month period, there were changes in operators: WCWBC has left the EQWOS project and WHWM has integrated and taken over responsibility for Module 4, as well as the actions of WCWBC. Communication media were created to be used when resuming events with the public. It was necessary for operators to adapt to the health context that persists and develop digital actions in order to implement actions responding to the EQWOS project fiche. Thus, a web conference took place on 26 May, allowing to highlight the hippomobile projects, pending the Equi-meeting event, postponed in 2022. This webconference made it possible to highlight the actions of FSCTDN and WCPMC. Despite the complicated health context, actions are progressing: in particular, an international prospecting brochure has been carried out. This brochure allows to present the Interreg EQWOS project and to prepare for the arrival of international delegation when the health context allows. This brochure, which is currently being finalised, will be distributed in semester 7. A table of European, national and regional aid has been drawn up and is currently being finalised with information from the Belgian side for distribution during semester 7. This table will make it easier for entrepreneurs to access regularly updated information and to target aid for which they are eligible. VBWPL was once again able to organise a competition with the presence of the public in order to promote the products of the breeders. Concerning the European Route d’Artagnan, it was certified on 19 May 2021 “Cultural Route of the Council of Europe” with the unanimous approval of the representatives of the 34 voting countries. 285 km of road were marked on the French and Belgian slopes and the street view catchments were able to start at the end of six months. During semester 7 many joint actions were carried out in line with previous semesters: —the development and valorisation of hippomobile construction sites, -the marking of the Route d’Artagnan, which developed well during the semester on the Walloon side also, as well as the capture of street view images, a very innovative process for the sector, -breeding competitions, with the first edition of the cross-border challenge, -training in different fields, Communication valuing the project, financers and operators was also promoted during the semester, in particular with the common media highlighted during the various events. Changes have taken place in staff, but continuity is ensured with hiring to perform replacements. An intermediate colloquium was organised to promote the project and its advancement. During semester 8, the joint actions continued their development in the various sectors of the equine sector present in this Interreg EQWOS project. The main event was the colloquium on the theme “citizen horse”, the hippomobile construction sites: interests and implementation, held in Genech on 14 April. An event initially postponed due to the health crisis. The objective was the promotion of horse-horses and the promotion of workhorses. The European Route d’Artagnan also advanced significantly during the semester, in terms of marking and promotion of routes. Experiments on the hippomobile yards were continued, the objective being to develop these activities to safeguard the breeds of trait and to develop the economic activity of the providers that are developing. Races were held on the two racetracks of the project in Flanders and Wallonia, highlighting on these occasions the Interreg EQWOS project, which allowed its development on both sides. Finally for the sports sector the events were prepared to take place in the second half of the year.

Les résultats attendus sont les suivants : -Des entreprises consolidant leur activité et développant leur économie - La création d’emplois, le cheval étant une production non mécanisable et non délocalisable, les entreprises qui se développent créeront des emplois : l’augmentation du cheptel de 7 équidés entraine la création d’un emploi.En outre, 5% des entreprises en lien direct avec le cheval devraient être accompagnées, soit environ 60, et une dizaine d'entreprises devraient être créées. La plus-value transfrontalière sera : - Une masse critique nécessaire pour accéder à certains marchés ; dans la mutualisation des points forts de chacun : international et commercialisation pour les versants Wallons et Flamands, accompagnement des entreprises pour le versant Français avec une réponse conjointe aux problèmes communs.

The expected results are as follows: - Companies consolidating their activity and developing their economy. - Job creation, the horse being a non-mechanisable and non-transferable production, the companies that will develop will create jobs: the increase in the herd of 7 equines leads to the creation of a job. Moreover, 5% of companies directly linked to the horse should be supported, i.e. about 60, and about ten companies should be created. The cross-border area stands to gain thanks to: - A critical mass necessary to access certain markets; a pooling of everyone's strengths: international and marketing for the Walloon and Flemish sides, support for companies for the French side with a joint response to common problems.

De verwachte resultaten zijn: - consolidatie van de activiteit en ontwikkeling van de economie van de bedrijven; - de creatie van werkgelegenheid, want de paardensector is een niet door machines vervangbare en niet verplaatsbare activiteit; de groeiende bedrijven zullen nieuwe banen creëren: de uitbreiding van het bestand met van 7 paardachtigen zorgt voor werkgelegenheid. Bovendien zouden 5% (i.e. ongeveer 60) van de bedrijven die rechtstreeks in verband staan met paarden begeleid moeten worden en zouden een tiental bedrijven moeten worden opgericht. De grensoverschrijdende meerwaarde is: - een kritieke massa, nodig om toegang te krijgen tot bepaalde markten; de bundeling van ieders sterke punten: internationale relaties en handel voor de Waalse en Vlaamse zijde, begeleiding van de bedrijven voor de Franse zijde met een gemeenschappelijk antwoord op gemeenschappelijke problemen.

Les réalisation attendues sont les suivantes : Améliorer la cohérence et la mutualisation des bonnes pratiques, de l'innovation et du développement entre les acteurs de la filière équine de la zone transfrontalière; Développer de nouveaux produits en matière de valorisation et d'utilisation du cheval dans une filière qui manque de débouchés; Améliorer la professionnalisation et la formation des entrepreneurs équestres. Le projet ambitionne de faire émerger une nouvelle filière professionnelle que sont les "chevaux territoriaux".

Expected Outputs (EN):

The expected outcomes are as follows: Improvement in the coherence and sharing of good practices, innovation and development between the stakeholders of the equine sector in the cross-border area; development of new products for the promotion and use of horses in a sector that lacks outlets; improvement in the professionalism and training of equestrian entrepreneurs. The project aims to develop a new professional sector, the “territorial horses”.

De verwachte resultaten zijn: Verbetering van de samenhang en de uitwisseling van goede praktijken, innovatie en ontwikkeling tussen de actoren van de paardensector in de grenszone; ontwikkeling van nieuwe producten met betrekking tot valorisatie en gebruik van het paard in een sector met een gebrek aan afzetmogelijkheden; een betere professionalisering en opleiding van ondernemers in de paardensector. Het project heeft de ambitie een nieuwe beroepssector te doen groeien, die van de paarden voor gemeenschapsdoeleinden.
