In the wake of the flagship Waste Management Directive (2012/19/EU), plastics can no longer be recycled, buried or exported without prior treatment to ensure the elimination of targeted molecules. However, the separate treatment of certain brominated plastics remains extremely difficult for regulatory, technical and financial reasons. At present, there is no environmentally-friendly solution to reuse these plastics loaded with synthetic flame retardant molecules that are likely to be polluting (BFRs). In order to promote a virtuous material recovery of this type of waste, effective decontamination techniques must be developed. The VALBREE project makes it possible to develop a technology to support and assist companies handling plastic waste containing BFRs. In particular, the consortium proposes to develop an innovation based on the action of UV radiation to the pilot demonstration stage. The functioning of this finalised prototype and its scope of action will be extended beyond the cases already studied. The project operators are working to adapt this technology to the needs and resources of industrialists in the INTERREG area. The work generated by the project enables industrialists in the cross-border region to process all types of plastic containing BFRs at reduced cost and to recycle this supply, which had not been possible until now.

Naar aanleiding van de Phare-richtlijn betreffende afvalverwerking (2012/19/EU) mogen plastics niet meer worden gerecycleerd, begraven of geëxporteerd zonder een voorafgaande behandeling die de eliminatie van de beoogde moleculen garandeert. De afzonderlijke behandeling van bepaalde, zogenaamde gebromeerde plasticsoorten blijft uiterst moeilijk vanwege reglementaire, technische en financiële redenen. Momenteel bestaat er geen enkele milieuvriendelijke oplossing om deze plasticsoorten met brandvertragende, synthetische moleculen (RFB's), die vervuilend kunnen zijn, te herwaarderen. Om een correct herwaardering van dit type afval te bevorderen, moet men efficiënte decontaminatietechnieken ontwikkelen. Het project VALBREE maakt het mogelijk een technologie te ontwikkelen om de ondernemingen, belast met plasticafval met RFB's, concreet te begeleiden en te ondersteunen. Het consortium is meer bepaald van plan om een op de werking van UV-straling gebaseerde innovatie als proefproject te ontwikkelen. De werking en het actiedomein van het voltooide prototype zullen worden uitgebreid voorbij de reeds bestudeerde gevallen. De operatoren van het project willen deze technologie toepassen op de behoeften en de middelen van de industriëlen van de Interreg-zone. De werken die uit het project resulteren, stellen de industriëlen van de grensstreek in staat om alle types plastics met RFB's met lagere kosten te verwerken en deze tot nu verloren afzetting he herwaarderen.

Suite à la directive phare du traitement des déchets (2012/19/UE), les plastiques ne peuvent plus être recyclés, enfouis ou exportés sans un traitement préalable garantissant l’élimination de molécules ciblées. Or, le traitement séparé de certains plastiques dits bromés reste extrêmement difficile pour des raisons réglementaires, techniques et financières. A l'heure actuelle aucune solution respectueuse de l’environnement n’existe pour revaloriser ces plastiques chargés de molécules synthétiques ignifuges mais susceptibles d'être polluantes (les RFB). Afin de promouvoir une revalorisation matière vertueuse de ce type de déchets, il convient de développer des techniques de décontamination efficaces. Le projet VALBREE permet de développer une technologie pour accompagner et soutenir concrètement les entreprises en charge de déchets de plastiques contenant des RFB. En particulier, le consortium propose de mener jusqu’à la démonstration pilote une innovation basée sur l’action des radiations UV. Le fonctionnement de ce prototype finalisé et son domaine d’action sera étendu au-delà des cas déjà étudiés. Les opérateurs du projet s’attachent à adapter cette technologie aux besoins et aux moyens des industriels de la zone INTERREG. Les travaux issus du projet permettent aux industriels de la région transfrontalière de traiter à coût réduit tout type de plastique contenant des RFB et de revaloriser ce gisement jusque-là perdu.

Achievements (EN):

The partners of the VALBREE project aim to promote a material upgrading of this brominated waste through the development of efficient and more environmentally virtuous decontamination techniques. Applied research proposes to carry out a successful characterisation of materials treated by action of UV/Visible radiations and to go as far as demonstration of this innovation on pilot. The operation of this prototype, already tested on several types of resins (ABS, PC and PP), will be finalised and its field of action extended beyond the cases of RFBs already studied. The operators of the project will endeavour to adapt this technology to the needs and means of the industrialists of the INTERREG area. Specific needs will be collected from cross-border SMEs to define the specifications for upstream processing and the needs for formulation of downstream decontaminated resins. The first semester of the VALBREE project was dedicated to the installation of all action components related to project management, communication, scientific research and technology transfer: Regular working meetings allow for the organisation of the budgetary share for cross-border actions for the financial aspects to deepen the integration of the Group’s actions. The installation of the various corresponding documents on Google drive®, then on Nextcloud (site of the University of Lille) allows a coordinated collective work for the elaboration of written summaries. Since March 2020, the activities of all TMs of the project have been severely disrupted as a result of the COVID-19 crisis. Frequent telephone and telephone exchanges made it impossible to hold face-to-face meetings. In addition, validated written procedures were substituted for meetings of the accompanying committees for semesters 4 to 7. Multimedia and paper communication tools aimed at the general public and industry (plates, posters, linkedin, twitter) and researchers (researchgate, posters) were designed. The measurement of account attendance rates makes it possible to consider achieving our dissemination objectives. The website https://valbree.univ-lille.fr, available in three languages (French, Dutch and English), reinforces our record. In particular, it showed its usefulness for the organisation of the first technical day VALBREE in early 2020. General public and scientific conferences have also brought attention to the problem of polymers loaded in RFB and the remediation pathways envisaged in the project. Two scientific articles have been published to date and two more are being written, one of which stems from a patent filing project related to VALBREE’s activities. The update on the state of the art of scientific and technical research carried out by the actors of the project has made it possible to establish a common methodology for the implementation of the project. The partners proceeded with the development of model samples, mixtures of polymers (ABS, polystyrene shock (HIPS), polyamide (PA6 or PA66), polycarbonate (PC))-RFB, to be treated with irradiation. Mechanical, but also spectroscopic, chemical and thermal characterisations were carried out in order to monitor the kinetics of photodegradation of the RFB and the stability of polymers. A significant reduction in RFB after radiative treatment was achieved. The study of treatment-related gaseous emissions has been initiated. A survey of industrialists potentially interested in the advancement and impact of our project has led to the construction of an operational database of 69 industrialists in the cross-border area.

Les partenaires du projet VALBREE ont pour objectif de promouvoir une revalorisation matière de ces déchets bromés via le développement de techniques de décontamination efficaces et plus vertueuses du point de vue de l'environnement. La recherche appliquée propose de mener à bien une caractérisation aboutie des matériaux traités par action des radiations UV/Visible et d'aller jusqu'à la démonstration de cette innovation sur pilote. Le fonctionnement de ce prototype, déjà testé sur plusieurs types de résines (ABS, PC et PP), sera finalisé et son domaine d'action étendu au-delà des cas des RFB déjà étudiés. Les opérateurs du projet s'attacheront à adapter cette technologie aux besoins et aux moyens des industriels de la zone INTERREG. Une collecte des besoins spécifiques sera réalisée auprès de PME transfrontalières pour définir le cahier des charges du traitement en amont et les besoins en formulation des résines décontaminées en aval. Le premier semestre du projet VALBREE a été dédié à l'installation de tous volets d'action relatifs à la gestion de projet, de communication, de recherche scientifique et transfert technologique : La tenue régulière des réunions de travail permet, pour les aspects financiers, l'organisation de la part budgétaire, pour les actions transfrontalières, d'approfondir l'intégration des actions du groupe. L'installation des différents documents correspondant sur Google drive®, puis sur Nextcloud (site de l’Université de Lille) permet un travail collectif coordonné pour l'élaboration des synthèses écrites. Depuis mars 2020, les activités de tous les MT du projet ont subi de fortes perturbations du fait de la crise de la COVID-19. Des échanges fréquents par téléphone et méls ont pallié l'impossibilité de tenir des réunions en présentiel. Par ailleurs, des procédures écrites validées se sont substituées aux réunions des comités d'accompagnement des semestres 4 à 7. Les outils de communications multimédia et papier visant le grand public et les industriels (plaquettes, affiches, linkedin, twitter) et les chercheurs (researchgate, affiches) ont été conçus. La mesure des taux de fréquentation des comptes permet d'envisager d'atteindre nos objectifs de dissémination. Le site internet https://valbree.univ-lille.fr, disponible en trois langues (français, néerlandais et anglais), renforce notre bilan. Il a notamment montré son utilité pour l'organisation de la première journée technique VALBREE en début d'année 2020. Des conférences grand public et scientifiques ont aussi permis d'attirer l'attention sur la problématique des polymères chargés en RFB et les voies de remédiation envisagées dans le cadre du projet. Deux articles scientifiques sont publiés à ce jour et deux autres en cours de rédaction, dont l’une découle d’un projet de dépôt de brevet lié aux activités de VALBREE. Le point sur l'état de l'art des recherches scientifiques et techniques menées par les acteurs du projet a permis de mettre place une méthodologie commune de mise en oeuvre du projet. Les partenaires ont procédé à l'élaboration des échantillons modèles, mélanges de polymères (ABS, polystyrène choc (HIPS), polyamide (PA6 ou PA66), polycarbonate (PC))-RFB, à leur traitement par irradiation. Des caractérisations mécaniques, mais aussi spectroscopiques, chimiques et thermiques ont été effectuées afin de suivre la cinétique de photodégradation du RFB et la stabilité des polymères. Un abattement notable du RFB après traitement radiatif a été obtenu. L’étude des émissions gazeuses liées au traitement a été amorcée. Un travail de recensement des industriels potentiellement intéressés par l'avancement et les retombées de notre projet a conduit à la construction d'une base de données opérationnelle de 69 industriels de la zone transfrontalière.

Expected Outputs (EN):

The project has set itself the objective of reaching an average of 5 companies per year. This relatively small number is due in particular to the in-depth, personalised technical support tailored to the individual needs of companies. The consortium will be able to support two companies per year with the integration of recycled and decontaminated plastics, for missions lasting 4 to 6 months requiring a significant investment from the partners of the VALBREE project. Training activities (technical days, seminars) will raise awareness among several types of audiences: the scientific community, students and the general public.

Het project heeft als doel gemiddeld vijf ondernemingen per jaar te bereiken. Dit tamelijk lage aantal wordt verklaard door de noodzaak van een diepgaande, gepersonaliseerde, technische begeleiding, aangepast aan de individuele behoeften van de ondernemingen. Het consortium zal twee ondernemingen per jaar kunnen begeleiden bij de integratie van gerecycleerde en gedecontamineerde plastics, voor opdrachten met een duur van 4 à 6 maanden, wat een aanzienlijke investering vanwege de partners van het project VALBREE vereist. Via de opleidingsacties (technische dagen, seminaries) kunnen meerdere publiekstypes worden gesensibiliseerd: de wetenschappelijke gemeenschap, studenten en het grote publiek.

Le projet s'est fixé l'objectif d'atteindre en moyenne 5 entreprises par an. Ce nombre assez peu élevé s'explique notamment par un accompagnement technique personnalisé approfondi et adapté aux besoins individuels des entreprises. Le consortium pourra accompagner deux entreprises par an dans l'intégration de plastiques recyclés et décontaminés, pour des missions d'une durée de 4 à 6 mois nécessitant un investissement important de la part des partenaires du projet VALBREE. Les actions de formation (journées techniques, séminaires) permettront de sensibiliser plusieurs types de publics : la communauté scientifique, des étudiants et le grand public.
