De maatschappelijk werkers beschikken vaak niet over de nodige middelen om het hoofd te bieden aan de uitdagingen waarmee ze te maken hebben, in het bijzonder in de regio van Henegouwen, die te lijden heeft onder de gevolgen van de desindustrialisatie. Om een publiek te bereiken dat zich uit de maatschappij uitgesloten voelt, creëert het project Réseau Hainaut Solidaire (Netwerk Solidair Henegouwen) een grensoverschrijdend team van professionelen op het terrein en universitaire deskundigen, actief in de sociale inclusie, om de sociale weefsels te herstellen op basis van wat de inwoners verbindt: het territorium en zijn identiteit. De knowhow van het team steunt op geslaagde ervaringen met het smeden van banden tussen de inwoners en hun territorium via participatie, educatieve allianties, het collectieve geheugen en het architectuur- en landschapserfgoed, toegepast op sociaaleconomisch herstel. Het project beoogt uiteindelijk de oprichting van een grensoverschrijdend, multidisciplinair kenniscentrum, Réseau Quartiers Solidaires, een platform voor uitwisseling en actie dat co-educatie, territoriale aanpak en opbouw van burgerschap combineert. Dankzij de creatie van gezamenlijke innoverende tools is het mogelijk het territorium te observeren door de bewoners van beide wijken dichter bij elkaar te brengen. Op basis van deze ervaring worden de terreinspelers van andere wijken opgeleid in de innovatieve methoden die zijn ontwikkeld. Dankzij de opgedane ervaring is het mogelijk een kenniscentrum op te richten, dat werkingsprocedures zal opstellen en een antwoord zal geven op de volgende vragen: Op wie een beroep doen? Met welke tools? Volgens welke types vragen? Subjectieve interactieve kaarten die de beleving van de bewoners van de wijken weerspiegelen, worden opgesteld samen met de bewoners, zodat ze de lokale identiteit weergeven. Tot slot worden de resultaten op grotere schaal verspreid naar territoria waar veel sociale uitsluiting heerst.

Social workers are often helpless in the face of the challenges incumbent on them, particularly in the Hainaut region, which has suffered the setbacks of deindustrialisation. In order to reach out to a public that feels excluded from society, the Réseau Hainaut Solidaire project is creating a cross-border working team composed of professionals in the field and university experts active in social inclusion in order to rebuild social ties by drawing on the common denominators of the inhabitants: the territory and its identity. The team's know-how is based on successful experiences in creating links between inhabitants and their territory through participation, educational alliances, collective memory and architectural and landscape heritage applied to socio-economic recovery. The project ultimately aims to create a cross-border and transdisciplinary resource centre, "Réseau Quartiers Solidaires", a platform for exchange and action combining coeducation, a territorial approach and the construction of citizenship. The creation of common innovative tools allows shared observation of the territory by bringing together the inhabitants of two districts. On the basis of this experience, grassroots workers from other districts are trained in the innovative methodologies developed. The experience gained allows the creation of the resource centre which sets up operating procedures and answers the following questions: Who can be contacted? With which tools? According to which types of requests? Subjective interactive maps reflecting the experiences of neighbourhood residents are co-constructed with residents to become a reflection of local identity. Finally, the results are disseminated on a larger scale in territories scarred by social exclusion.

Les travailleurs sociaux sont souvent démunis face aux défis qu'ils doivent relever et ce particulièrement sur le territoire hennuyer qui a subi les revers de la désindustrialisation. Afin d’entrer en contact avec un public qui se sent exclu de la société, le projet Réseau Hainaut Solidaire crée une équipe de travail transfrontalière composée de professionnels de terrain et d'experts universitaires actifs dans l'inclusion sociale afin de retisser les liens sociaux à partir de ce qui est commun aux habitants : le territoire et son identité. Le savoir-faire de l’équipe s'appuie sur des expériences réussies de création de liens entre les habitants et leur territoire via la participation, les alliances éducatives, la mémoire collective et le patrimoine architectural et paysager appliqués au redressement socio-économique. Le projet vise, in fine, la création d'un centre de ressources transfrontalier et transdisciplinaire « Réseau Quartiers Solidaires », plateforme d'échange et d'action combinant la coéducation, l'approche territoriale et la construction de la citoyenneté. La création d'outils innovants communs permet l'observation partagée du territoire par le rapprochement des habitants de deux quartiers. Sur base de cette expérience, les acteurs de terrain d'autres quartiers sont formés aux méthodologies innovantes développées. L'expérience acquise permet la création du centre de ressources qui met notamment en place des procédures de fonctionnement et répond aux questions suivantes : A qui faire appel ? Avec quels outils ? En fonction de quels types de demandes ? Des cartes interactives subjectives reflétant le vécu des habitants des quartiers sont co-construites avec les habitants pour devenir le reflet de l'identité locale. Finalement, les résultats sont disséminés à plus large échelle sur des territoires présentant des situations marquées de décrochage social.

Achievements (EN):

During NA 1, 2 pilot districts started the HHR action on each side of the border: Dutemple (Valenciennes) and Epinlieu (Mons). For each, a 4-part diagnosis was made. To this end, regular cross-border meetings involving social workers, residents of neighbourhoods and academic partners were organised. The results of the diagnostics were presented to residents and social workers in other neighbourhoods in November 2018, at the official launch event of the RHS project. On the territorial approach, the pilot districts then embarked on the co-construction of social integration tools such as the realisation of a mapping linking them to their immediate environment and allowing to erase the existing borders between these districts and the city. 8 additional neighbourhoods and their support structures joined the process in 2020: the social centres (CS) of Vieux-Condé, Onnaing and Denain (Centre Social Tonini and Centre Social Faubourg Duchâteau) for the Valencian region as well as the Montoise neighbourhoods (MQ) of Nimy, the Ile aux Oiseaux and the Gare. In 2021, the CS of Marly (Les Floralies and La Briquette) and the MQ of Saint Waast started work on the French side, and the districts of Cuesmes and Jemappes on the Belgian side. To act in the field of co-education, the professional teams started with a cross-border exchange around their actions, practices and tools already implemented. The idea was to start from the experiences experienced by identifying the problems of CS and MQ highlighted by the field coordinators, and to co-build new tools with academic theoretical and methodological input. The exchanges made it possible to identify themes and working methodologies adapted to each of the territories. On the territorial axis as well as on that of co-education, the development of the power to act is at the heart of the RHS project. It develops thanks to participatory methodologies placed at the heart of the training and is deployed according to the ownership of the project by the inhabitants who participated. Drawing on their experience, the inhabitants themselves become facilitators of workshops and other activities with the inhabitants of the new neighbourhoods integrating the process, and then loom themselves as “experts of the living” (AN 3). The project was extended by one semester (due to suspensions caused by the pandemic). The last year of the project met the initial objective of creating a Ricochets digital resource centre bringing together tools experienced by the public involved and methodologies related to social inclusion, on the two lines of work of the project but also in a transversal perspective for some of them. It allows the swarming of the actions put in place within the framework of the project.

Au cours de l’AN 1, 2 quartiers pilotes ont entamé l’action RHS de chaque côté de la frontière : Dutemple (Valenciennes) et Epinlieu (Mons). Pour chacun, un diagnostic en 4 volets a été réalisé. A cette fin, des rencontres transfrontalières régulières réunissant travailleurs sociaux, habitants des quartiers et partenaires académiques ont été organisées. Les résultats des diagnostics ont été présentés aux habitants et travailleurs sociaux d'autres quartiers en novembre 2018, lors de l’événement de lancement officiel du projet RHS. Sur l’approche territoriale, les quartiers-pilotes se sont ensuite lancés dans la co-construction d’outils d’insertion sociale tels que la réalisation d’une cartographie les reliant à leur environnement immédiat et permettant d’effacer les frontières existant entres ces quartiers et la ville. 8 quartiers supplémentaires et leurs structures d’accompagnement ont rejoint la démarche en 2020 : les centres sociaux (CS) de Vieux-Condé, d’Onnaing et de Denain (Centre Social Tonini et Centre Social Faubourg Duchâteau) pour la région valenciennoise ainsi que les maisons de quartiers(MQ) montoises de Nimy, de l’Ile aux Oiseaux et de la Gare. En 2021, les CS de Marly (Les Floralies et La Briquette) et la MQ de Saint Waast ont entamé le travail côté français, et les quartiers de Cuesmes et de Jemappes côté belge. Pour agir dans le domaine de la coéducation, les équipes professionnelles ont débuté par un échange transfrontalier autour de leurs actions, de leurs pratiques et des outils déjà mis en œuvre. L’idée était de partir des expériences vécues en identifiant les problématiques des CS et MQ mises en lumière par les coordinateurs de terrain, et de co-construire de nouveaux outils avec un apport théorique et méthodologique universitaire. Les échanges ont permis de dégager des thématiques et méthodologies de travail adaptées à chacun des territoires. Sur l’axe territorial comme sur celui de la coéducation, le développement du pouvoir d’agir est au cœur du projet RHS. Il se développe grâce aux méthodologies participatives placées au cœur des formations et se déploie selon la prise en main du projet par les habitants ayant participé. Faisant valoir leur expérience, les habitants deviennent eux-mêmes animateurs d’ateliers et d’autres activités auprès des habitants des nouveaux quartiers intégrant le processus, et se profilent alors comme “experts du vécu” (AN 3). Le projet a été prolongé d’un semestre (en raison des suspensions provoquées par la pandémie). La dernière année du projet a rencontré l’objectif initial de création d’un centre de ressources numérique Ricochets regroupant des outils expérimentés par les publics impliqués et les méthodologies relatives à l’inclusion sociale, sur les deux axes de travail du projet mais aussi dans une perspective transversale pour certains d’entre eux. Il permet l’essaimage des actions mises en place dans le cadre du projet.

Opleiding van maatschappelijke actoren, afkomstig van 10 buurthuizen (84 personen) en groepen van inwoners tot peer supporters; realisatie van interactieve kaarten, één in elke wijk, dus 22 in totaal); creatie van educatieve allianties (ongeveer 5 per wijk).

Enable residents to attach themselves to the territory in order to promote social cohesion. Creation of a cross-border work team combining field experts and academics active in social inclusion to enable marginalised populations to rebuild social links by drawing on the territory itself and its identity. Promote local identity and foster socialisation around it. Ensure the sustainability of the platform beyond the project, making it a reservoir of good practices, methods and modus operandi for stakeholders at grassroots level. Training of social stakeholders from 10 community centres (84 people) and groups of inhabitants to become peer helpers; production of interactive maps (one in each neighbourhood, 22 in total); creation of educational alliances (about 5 per neighbourhood).
