L’ancien poste-frontière dans le hameau de Callicanes entre Poperinge en Belgique et Godewaersvelde en France a été délaissé par les pouvoirs publics depuis l’ouverture des frontières européennes en 1992. Le partenariat franco-belge veut redonner du sens à ce site-frontière, dépouillé depuis lors de sa signification et de son utilité. L’objectif du projet est d'améliorer la viabilité et l'accessibilité du site-frontière à Callicanes et ses environs. Le projet Qualicanes se veut une étape essentielle, un catalyseur important dans le processus de développement de ce site-frontière. Le fil rouge à travers les actions est la participation des différents groupes cibles visés (habitants, commerçants, entreprises, passants, etc.) au processus de développement. La plus-value transfrontalière de ce projet réside, à long terme, dans le double effet de levier : donner un nouveau contenu à ce site-frontière au niveau local au bénéfice des groupes cibles concernés et donner une nouvelle dynamique socio-économique à ce territoire transfrontalier.

De oude grenspost in het gehucht Callicanes tussen het Belgische Poperinge en het Franse Godewaersvelde werd sinds het openstellen van de Europese binnengrenzen in 1992 verwaarloosd door de overheden. Het Frans-Belgisch partnerschap wil opnieuw inhoud geven aan deze grenssite, die zijn betekenis en functie kwijt is. Het doel van het project is de leefbaarheid en de toegankelijkheid van de grenspostsite in Callicanes en zijn omgeving te verbeteren. Het project Qualicanes betekent dan ook een essentiële fase en een belangrijke katalysator in het ontwikkelingsproces van deze grenssite. De rode draad door de acties is de participatie van de verschillende doelgroepen (inwoners, winkeliers, ondernemingen, voorbijgangers enz.) in het ontwikkelingsproces. De grensoverschrijdende meerwaarde van dit project vertaalt zich, op lange termijn, in een dubbel hefboomeffect: opnieuw inhoud geven aan deze grenspostsite, op lokaal niveau, ten voordele van de betrokken doelgroepen en een nieuwe sociaaleconomische dynamiek geven aan dit grensgebied.

The former border crossing in the hamlet of Callicanes between Poperinge in Belgium and Godewaersvelde in France has been abandoned by the public authorities since the opening of the European borders in 1992. The Franco-Belgian partnership wants to give a new lease of life to this border site, which has since been stripped of its meaning and usefulness. The project’s objective is to improve the viability and accessibility of the border site in Callicanes and its surroundings. The Qualicanes project is an essential step, an important catalyst in the development process of this border site. The common thread through the actions is the participation of the different target groups (inhabitants, traders, companies, passers-by, etc.) in the development process. The long-term cross-border added value of this project lies in the double leverage effect: giving a new content to this border site at local level for the benefit of the target groups concerned and giving a new socio-economic dynamic to this cross-border territory.

Expected Results (FR):

Réalisation d'études nécessaires afin de trouver une réponse aux différentes questions transfrontalières de réaménagement, d’aménagement paysager, de vision spatiale, de la faisabilité de la construction d’un nouveau bâtiment frontalier en mettant l’accent sur les opportunités que ce bâtiment peut offrir en tant que lieu de rencontre doté d’une série de services à la population ; mise en place des projets pilotes de courte durée pour tester un certain nombre de services sociaux en vue de la sélection des services sociaux qui, à l’avenir, seront hébergés en permanence dans le nouveau bâtiment frontalier ; , investir dans un espace provisoire est nécessaire via l’achat et l’installation de containers sur le site-frontière pour tester les services sociaux ; travaux de démontage et de recyclage. Le projet souhaite atteindre 2 000 personnes et aboutir à la création d'une plateforme transfrontalière des habitants. impliquer les habitants vivant aux alentours dans la réaffectation du lieu par l'organisation d'évènement, entre autres.

Uitvoering van de noodzakelijke studies om een antwoord te vinden op de grensoverschrijdende vragen met betrekking tot herinrichting, landschapsinrichting, ruimtelijke visie, en tot de haalbaarheid van de constructie van het nieuwe grensgebouw met een focus op de kansen die het gebouw kan bieden als ontmoetingsplaats met grensoverschrijdend dienstenaanbod voor de bevolking; implementatie van kortlopende pilootprojecten om een aantal sociale diensten te testen met oog op de selectie van de sociale diensten die in de toekomst in het nieuwe grensgebouw zullen worden ondergebracht; nodige investering in een voorlopige ruimte via de aankoop en installatie van containers op de grenssite om de sociale diensten te testen; afbraak- en recyclagewerken. Het project wil 2000 personen bereiken en beoogt de creatie van een grensoverschrijdend platform voor de inwoners. De inwoners die in de buurt wonen, kunnen onder andere door de organisatie van evenementen bij de nieuwe bestemming van de site worden betrokken.

Expected Results (EN):

The carrying out of the necessary studies to find an answer to the various cross-border issues of redevelopment, landscaping, spatial vision, the feasibility of constructing a new border building, focusing on the opportunities that this building can offer as a meeting place with a range of services to the population; setting up short-term pilot projects to test a number of social services with a view to selecting the social services that will in future be permanently housed in the new border building; investing in temporary space is necessary through the purchase and installation of containers on the border site to test social services; dismantling and recycling work. The project aims to reach 2000 people and lead to the creation of a cross-border platform for residents. Involve residents living in the surrounding area in the reallocation of the site through the organisation of events and other initiatives.

Expected Outputs (FR): Réaffecter et revaloriser l’ancien poste-frontière dans le hameau de Callicanes ; sensibiliser et impliquer les collectivités concernées par la gestion d'un espace public transfrontalier.

Expected Outputs (NL): De oude grenspost in het gehucht Callicanes herwaarderen en een nieuwe bestemming geven; de betreffende overheden sensibiliseren en betrekken via het beheer van een grensoverschrijdende publieke ruimte.

Expected Outputs (EN): Re-allocate and upgrade the former border crossing in the hamlet of Callicanes; raise awareness and involve the communities concerned in the management of a cross-border public space.
