WELDing COooperation for Mobility and cross-border Employment

Dit project beoogt de kwalificatie en de grensoverschrijdende mobiliteit van werkzoekenden. Het doel is de afstemming tussen het aanbod aan kwalificerende opleiding en de behoeften van de grensoverschrijdende arbeidsmarkt in de lassector te versterken. Het gaat erom een specifieke opleiding te organiseren; het ontwerp, de engineering, de organisatie en een certificerende, grensoverschrijdende opleiding, die nog niet bestaat in de betrokken zones, te realiseren; en de integratie te bevorderen van personen die ver verwijderd staan van de arbeidsmarkt, in het bijzonder jonge werkzoekenden zonder beroepservaring en volwassen langdurig werkzoekenden. Het project informeert het publiek over de knelpuntberoepen in het kader van een ontdekking van de met lassen gerelateerde beroepen. Bovendien wil het de partnerrelaties tussen de verschillende actoren ontwikkelen en opleidingen organiseren in Rijsel en Doornik om de mobiliteit van de werkzoekenden en de tweetaligheid te bevorderen. Het project prospecteert ook grensoverschrijdende ondernemingen, verzamelt vacatures en positioneert werkzoekenden in opleiding via een stage in de onderneming. Het informeert de betreffende ondernemingen ook over het bestaan van deze nieuwe opleiding die aan hun personeelsbehoeften beantwoordt.

This project aims at the qualification and cross-border mobility of job-seekers. The objective is to strengthen the match between the supply of skills training and the needs of the cross-border labour market in the welding sector. The idea is to implement specific training; implement the design, engineering, organisation and production of cross-border diploma training that does not exist in the territories concerned; integrate people who are alienated from the workplace, in particular job-seekers who are young without professional experience and adult long-term job-seekers. The project raises public awareness upstream on the professions experiencing shortages as part of an initiation to welding-related professions. In addition, it sets out to develop partnerships between the various stakeholders and to implement training courses in Lille and Tournai to increase the mobility of job-seekers and promote bilingualism. The project also involves prospecting cross-border companies, collecting job offers and positioning job-seekers in training via a period of application in the company. It also makes the companies concerned aware of the existence of this new and timely training for their staffing needs.

Ce projet vise la qualification et la mobilité transfrontalière des demandeurs d’emploi. L’objectif est de renforcer l’adéquation entre l’offre de formation qualifiante et les besoins du marché du travail transfrontalier dans le secteur de la soudure. Il s’agit alors de mettre en œuvre une formation spécifique ; de mettre en œuvre la conception, l’ingénierie, l’organisation et la réalisation d’une formation diplômante transfrontalière inexistante sur les territoires concernés ; d’intégrer des publics éloignés de l’emploi, en particulier des demandeurs d’emploi jeunes sans expérience professionnelle et des adultes demandeurs d’emploi de longue durée. Le projet sensibilise en amont le public sur les métiers en tension dans le cadre d’une découverte des métiers liés au soudage. En outre, il veille à développer les relations partenariales entre les différents acteurs, à mettre en place des formations sur Lille et Tournai pour accroître la mobilité des demandeurs d’emploi et favoriser le bilinguisme. Le projet effectue aussi la prospection des entreprises transfrontalières, collecte les offres d’emploi, et positionne les demandeurs d’emploi en formation via une période d’application en entreprise. Il sensibilise aussi les entreprises concernées de l’existence de cette nouvelle formation opportune pour leur besoin en personnel.

Since the beginning of the project, the partners have implemented the 7th training session which ended in May 2022 for the French-Belgian side, and the implementation of the 8th training session which started on 30 May 2022 for 16 job seekers. The positioning of the public has been extended to the employment pools of Lille, Maubeuge and Dunkirk for France and the Provinces of Hainaut and Namur. The full employment and qualifications results for the training sessions that have taken place since the start of the project (01/01/2018) are as follows: — Since the beginning of the Weldcome project, 120 job seekers have integrated and followed the IW — International Welder training scheme, 97 of which are for the French side and 23 for the Belgian side. — at the level of employment and occupational integration, the partners updated the performance indicators, namely: 1/for Session 1: the job placement rate is 93 %, mainly on sustainable CDI and CDD-type jobs of more than 6 months. The jobs occupied include the positions of qualified welders in the railway industry, multi-process welders, TIG welders on stainless steel on thin thickness or a position of quality manager in welding for a Belgian candidate. 2/for Session 2: The employment rate is 75 %. The jobs are for multi-process welders in Tig, Semi-automatic and Arc/Electrode. 3/for Session 3: The employment integration rate is 80 %. Jobs are for skilled welders and industrial boiler welders. 4/for Session 4: The employment rate is 71.50 %. Candidates are positioned on positions of qualified multi-process welders, welders-cordists, and welders-assemblers. 5/Session 5: The employment rate is 93.75 %. The jobs are mainly for workshop welders within SMEs and large railway companies (Alstom and Bombardier). 6/for session 6: 10 out of 13 candidates are employed, i.e. a 77 % employment rate at the end of training. Welder positions are very diverse: highly qualified welders using TIG process on stainless steel, welder/boiler in workshop, welder in welding, welder in production, welder in locksmith and metalwork, welder in the railway industry, mechanic welder. 7/As far as the 7th session ended at the end of May 2022, the vocational integration rate is 47 % at the end of training. The overall employment integration rate for all 7 training sessions that have taken place up to the end is 77 %. — for the indicator “Qualifications and diplomas of international welder”, the results per session are as follows: 1/Session 1: 15 candidates obtained 63 European welder qualifications and 11 International Welding Degrees, 2/Session 2: 16 candidates obtained 81 European welder qualifications and 16 International Welding Degrees, 3/Session 3: 15 candidates obtained 56 European welder qualifications and 9 International Welding Diplomas, 4/Session 4: 14 candidates obtained 58 European welder qualifications and 15 International Welding Diplomas, 5/Session 5: 16 candidates obtained 92 European welder qualifications and 25 International Welding Diplomas, 6/Session 6: 13 candidates obtained 85 European welder qualifications and 29 International Welding Degrees. These are the best results achieved for this last training session since the start of the Interreg FWVL programme at international certification level. 7/Session 7: 15 candidates have obtained 58 European welder qualifications and 15 International Welder Diplomas, i.e. to date 120 diplomas and 493 European welder qualifications awarded. As part of the promotion of the Interreg FWVL project, we have jointly met 20 companies in the field of welding during the past six months, i.e. 175 companies contacted and met over 4.5 years since the beginning of the project (Objective of the project: 100 companies over 4 years). Of the 175 companies encountered in the promotion of the Weldcome project, 154 companies are domiciled on the French side and 21 companies on the Belgian side. For many years we have seen a scarcity of the workforce of skilled welders in Belgium linked to the attractiveness and low image of the profession. Unlike the French side, where the number of jobseekers wishing to move to this profession remains stable. That is why, when submitting the project to the Interreg FWV bodies, we voluntarily targeted for each training session 2/3 of French participants and 1/3 of Belgian participants. This is not an imbalance but a willingness of the Weldcome project partners to meet the needs of job seekers in relation to the employment opportunities of qualified welders. This proportionality rule of about 2/3 (France) and 1/3 (Belgium) of the staff entered into the scheme applied from the start of the project in January 2018, to obtain at the end of the first half of 2022, a total of 97 participants for the French side and 23 participants for the Belgian side. In addition, the prescribers in France are numerous (Local Mission, Pôle-Emploi, Cap Emploi, etc.) and thus allow for a more important positioning of candidates. For the Belgian side, it is otherwise. Indeed, the majority of FOREM is the organisation that can position potential job-seekers towards training actions, therefore the number of participants is lower. In addition, FOREM also offers lower-level welding training and directs Belgian job seekers primarily to its structure than to other training centres such as the CPE-HN Charleroi. As regards the disparity between the number of Belgian and French companies, Icam points out that contacts are more numerous on the French side because the structure is based on the network of engineers operating within industrial companies and the network of partner companies in the context of continuous vocational training for employees of companies thus enabling companies to be captured on a wider scope. The CPE-HN is more involved in the Charleroi employment area and much less in the Tournai area except for the implementation of the cross-border training covered by the Weldcome project. This disparity does not obviate the positioning of Belgian candidates when searching for internships in companies. Overall results: We can already confirm that the initial objectives of the Weldcome project are being met or exceeded. Indeed, when submitting the project, the project partners had made the following assumptions: — host 120 jobseekers on both sides of the Franco-Belgian cross-border area: in the first half of 2022, 120 job seekers integrated the training scheme qualifying and graduated in the field of welding, — to encourage young people to enter training in order to meet the needs of companies whose age pyramid of their employees is ageing: to date, 81 candidates out of 120 are under the age of 30, or more than 2/3 of the trained public (67.50 %), — promoting the formation of a low-skilled and remote public: 68 participants out of 120 have a level of qualification below or equal to the CAP/BEP level for France, at the qualification education level for Belgium, or 57 % of the public at Infra Bac level, — to help and support the entry into the system of a public in difficulty of social and occupational integration, combining one or more social problems and not favoured by their social conditions (health, housing, mobility, discrimination, low level of qualification, motivation, no fixed income,...): 87 out of 120 candidates have one or more social difficulties, i.e. 72.50 %. The majority of them (70 %) had no income or social minima at the time of entry into training and 44 % of them are from immigration (53 participants out of 120), — qualifying and professionalising the project participants in the field of welding: the average of obtaining European welder qualifications is 6 qualifications per candidate and 1.5 IW — International Welder Diplomas per candidate present in the exam, i.e. a total of 120 IW diplomas, 493 European welder qualifications and 48 Professional Welder Titles awarded. 1.3 times more European qualifications and 2.3 times more IW diplomas compared to the Métalika project in Interreg IV, — To promote the return to employment of 65 % of the public welcomed, trained and qualified: to date, the rate of return to employment is 77 %, — Inform, meet and encourage 100 cross-border companies positioned on metalworking activity to take in immersion internships and to hire our participants in training: 175 different companies were met on the ground by the project partners once or several times. Through our numerous contacts with the participants during and after their training, the latter plebiscite our action and the associated training scheme within the framework of the Interreg FWVL programme up to 97 % (satisfaction rate). The companies are already asking the project partners and confirm their willingness to continue their collaboration in the context of the employment of the qualified public at the exit of the IW training. The satisfaction rate of enterprises is 95 % favoured by the very high level of professionalisation and qualification of trained job seekers as well as the identification of the know-being of candidates corresponding to the personal and behavioural qualities in the workplace they have demonstrated.

Depuis le début du projet, les partenaires ont mis en œuvre la 7ème session de formation qui s'est clôturée en mai 2022 pour le versant franco-belge, et la mise en œuvre de la 8ème session de formation qui a débuté le 30 mai 2022 pour 16 demandeurs d'emploi. Le positionnement du public a été élargi aux bassins d'emploi de Lille, Maubeuge et Dunkerque pour la France et aux Provinces de Hainaut et de Namur. Les résultats intégraux en matière d'emploi et de qualifications pour les sessions de formation qui se sont déroulées depuis le début du projet (01/01/2018) sont les suivants : - Depuis le début du projet Weldcome, 120 demandeurs d'emploi ont intégré et suivi le dispositif de formation IW - International Welder dont 97 pour le versant français et 23 pour le versant belge. - au niveau de l'emploi et de l'insertion professionnelle, les partenaires ont actualisé les indicateurs de résultats, à savoir : 1/ pour la Session 1 : le taux de placement à l'emploi est de 93 %, principalement sur des emplois durables de type CDI et CDD de plus de 6 mois. Les emplois occupés portent sur les postes de soudeurs qualifiés dans l'industrie du ferroviaire, de soudeurs multi-procédés, de soudeurs TIG sur Inox sur fine épaisseur ou encore sur un poste de responsable qualité en soudage pour un candidat belge. 2/ pour la Session 2 : Le taux de mise à l'emploi est de 75 %. Les emplois portent sur des postes de soudeurs multi-procédés en Tig, Semi-automatique et Arc/Electrode. 3/ pour la Session 3 : Le taux d'insertion professionnelle à l'emploi est de 80 %. Les emplois portent sur des postes de soudeurs qualifiés et des postes de soudeurs-chaudronniers industriels. 4/ pour la Session 4 : Le taux de placement à l'emploi est de 71,50 %. Les candidats sont positionnés sur des postes de soudeurs qualifiés multi-procédés, de soudeurs-cordistes, et de soudeurs-assembleurs. 5/ Session 5 : Le taux d'insertion à l'emploi est de 93,75 %. Les emplois portent principalement sur des postes de soudeurs en atelier au sein de PME-PMI et auprès de grandes entreprises du secteur du ferroviaire (Alstom et Bombardier). 6/ pour la session 6 : 10 candidats sur 13 sont à l'emploi soit un taux d'emploi de 77 % en fin de formation. Les postes de soudeurs sont très diversifiés : soudeurs très qualifiés sur procédé TIG sur Inox, soudeur/chaudronnier en atelier, formateur en soudage, soudeur en production, soudeur en serrurerie et métallerie, soudeur dans l'industrie ferroviaire, mécanicien soudeur. 7/ En ce qui concerne, la session 7 clôturée fin mai 2022, le taux d'insertion professionnelle est de 47 % en fin de formation. Le taux global d'insertion professionnelle sur l'ensemble des 7 sessions de formation qui se sont déroulées jusqu'à leur terme est de 77 %. - en ce qui concerne l'indicateur "Qualifications et diplômes de soudeur international", les résultats par session sont les suivants : 1/ Session 1 : 15 candidats ont obtenu 63 qualifications européennes de soudeurs et 11 Diplômes de Soudeur International, 2/ Session 2 : 16 candidats ont obtenu 81 qualifications européennes de soudeurs et 16 Diplômes de Soudeur International, 3/ Session 3 : 15 candidats ont obtenu 56 qualifications européennes de soudeurs et 9 Diplômes de Soudeur International, 4/ Session 4 : 14 candidats ont obtenu 58 qualifications européennes de soudeurs et 15 Diplômes de Soudeur International, 5/ Session 5 : 16 candidats ont obtenu 92 qualifications européennes de soudeurs et 25 Diplômes de Soudeur International, 6/ Session 6 : 13 candidats ont obtenu 85 qualifications européennes de soudeurs et 29 Diplômes de Soudeur International. Il s'agit des meilleurs résultats obtenus pour cette dernière session de formation depuis le début du programme Interreg FWVL au niveau de la certification internationale. 7/ Session 7 : 15 candidats ont obtenu 58 qualifications européennes de soudeurs et 15 Diplômes de soudeur international, soit à ce jour 120 diplômes et 493 qualifications européennes de soudeur délivrés. Dans le cadre de la promotion du projet Interreg FWVL, nous avons conjointement rencontré 20 entreprises dans le domaine du soudage au cours du semestre écoulé, soit 175 entreprises contactées et rencontrées sur 4,5 ans depuis le début du projet (Objectif du projet : 100 entreprises sur 4 ans). Parmi les 175 entreprises rencontrées dans le cadre de la promotion du projet Weldcome, 154 entreprises sont domiciliées sur le versant français et 21 entreprises sur le versant belge.  Nous avons constaté depuis de nombreuses années une raréfaction de la main d’œuvre de soudeurs qualifiés en Belgique liée à l’attractivité et à l’image faibles du métier. Contrairement au versant français où le nombre de demandeur d’emploi souhaitant s’orienter vers ce métier reste stable. C’est pourquoi, lors du dépôt du projet auprès des instances Interreg FWV, nous avons volontairement ciblé pour chaque session de formation 2/3 de participants français et 1/3 de participants belges. Il ne s’agit en rien de déséquilibre mais bien d’une volonté des partenaires du projet Weldcome de répondre aux besoins des demandeurs d’emploi en lien avec les opportunités d’emploi de soudeurs qualifiés. Cette règle de proportionnalité d’environ 2/3 (France) et 1/3 (Belgique) des effectifs entrés dans le dispositif s’est appliquée dès le démarrage du projet en Janvier 2018, pour obtenir en fin de premier semestre 2022, un total de 97 participants pour le versant français et 23 participants pour le versant belge.  Par ailleurs, les prescripteurs en France sont nombreux (Mission Locale, Pôle-Emploi, Cap Emploi, etc…) et permettent ainsi un positionnement de candidats plus important.  Pour le versant belge, il est en autrement. Effectivement, le FOREM est majoritairement l’organisme pouvant positionner des candidats demandeurs d’emploi potentiels vers les actions de formation, par conséquent le nombre de participants est moindre. Par ailleurs, le FOREM propose également des formations en soudage de niveau moins élevé et oriente en priorité les demandeurs d’emploi belges vers sa structure que vers les autres centres de formation comme le CPE-HN de Charleroi.  En ce qui concerne, la disparité entre le nombre d’entreprises belges et françaises, l’Icam précise que les contacts sont plus nombreux sur le versant français car la structure s’appuie sur le réseau des ingénieurs en activité au sein des entreprises industrielles et le réseau des entreprises partenaires dans le cadre des formations professionnelles continues destinées aux salariés d’entreprises permettant ainsi de capter des entreprises sur un périmètre plus élargi. Le CPE-HN intervient davantage sur le bassin d’emploi de Charleroi et beaucoup moins sur la zone de Tournai hormis dans le cadre de la mise en place de la formation transfrontalière concernée par le projet Weldcome. Cette disparité n’obère en rien le positionnement des candidats belges lors de la recherche de stage en entreprise. Les résultats globaux : D'ores et déjà, nous pouvons confirmer que les objectifs initiaux du projet Weldcome sont atteints voir dépassés. Effectivement, lors du dépôt du projet, les partenaires du projet avaient émis les hypothèses suivantes : - accueillir 120 demandeurs d'emploi de part et d'autre de la zone transfrontalière franco-belge : au cours du 1er semestre 2022, 120 demandeurs d'emploi ont intégré le dispositif de formation qualifiant et diplômant dans le domaine du soudage, - favoriser l'entrée en formation du public jeune afin de répondre aux besoins des entreprises dont la pyramide des âges de leurs salariés est vieillissante : à ce jour, 81 candidats sur 120 ont moins de 30 ans soit plus de 2/3 du public formé (67,50 %), - favoriser l'entrée en formation d'un public éloigné de l'emploi et faiblement qualifié : 68 participants sur 120 ont un niveau de qualification de niveau inférieur ou égal au niveau CAP/BEP pour la France, au niveau Enseignement de qualification pour la Belgique, soit 57 % du public de niveau Infra Bac, - aider et appuyer l'entrée dans le dispositif d'un public en difficulté d'insertion sociale et professionnelle, cumulant une ou plusieurs problématiques sociales et non favorisé par leurs conditions sociales (santé, logement, mobilité, discrimination, faible niveau de qualification, motivation, sans revenu fixe,...) : 87 candidats sur 120 cumulent une ou plusieurs difficultés sociales soit 72,50 %. La majorité d'entre eux (70 %) n'avaient pas de revenus ou de minimas sociaux à l'entrée en formation et 44 % d'entre eux sont issus de l'immigration (53 participants sur 120), - qualifier et professionnaliser les participants au projet dans le domaine du soudage : la moyenne d'obtention de qualifications européennes de soudeur est de 6 qualifications par candidat et de 1,5 Diplôme IW - International Welder par candidat présent à l’examen, soit au total 120 diplômes IW, 493 qualifications européennes de soudeur et 48 Titres Professionnels de soudeur délivrés. Soit 1,3 fois plus de qualifications européennes obtenues et 2,3 fois plus de diplômes IW obtenus par rapport au projet Métalika en Interreg IV, - Favoriser le retour à l'emploi de 65 % du public accueilli, formé et qualifié : à ce jour, le taux de retour à l'emploi est de 77 %, - Informer, rencontrer et inciter 100 entreprises transfrontalières positionnées sur l'activité du travail du métal à accueillir en stage d'immersion et à embaucher nos participants en formation : 175 entreprises différentes ont été rencontrées sur le terrain par les partenaires du projet une ou plusieurs fois. Au travers nos nombreux contacts avec les participants au cours et après leur formation, ces derniers plébiscitent notre action et le dispositif de formation associé dans le cadre du programme Interreg FWVL à hauteur de 97 % (taux de satisfaction). Les entreprises quant à elles sollicitent d'ores et déjà les partenaires du projet et confirment leur volonté de maintenir leur collaboration dans le cadre de l'emploi du public qualifié à la sortie de la formation IW. Le taux de satisfaction des entreprises est de 95 % favorisé par le très haut niveau de professionnalisation et de qualification des demandeurs d'emploi formés ainsi que l'identification du savoir-être des candidats correspondant aux qualités personnelles et comportementales en milieu professionnel dont ils ont fait preuve.

Het project voorziet de organisatie van 8 opleidingen, bestemd voor 120 werkzoekenden die het heel moeilijk hebben zich op de arbeidsmarkt te integreren, voornamelijk jonge werkzoekenden. Deze training zal verschillende vaardigheden geven aan de deelnemers en zal hen in staat stellen om de functies van pijpfitter-lasser, boilermaker-lasser of bouwsmid uit te oefenen. Het project wil ook het contact versterken met de ondernemingen die de opgeleide personen mogelijk kunnen aanwerven. Het beoogt ongeveer 100 ondernemingen van de metaal- en loodgieterijsector die op zoek zijn naar gekwalificeerde profielen. In dit opzicht heeft het project de ambitie 65% van het publiek dat aan deze opleidingen heeft deelgenomen, aan werk te helpen.

The project provides for the organisation of 8 training courses for 120 job-seekers struggling to enter the job market, mainly young job-seekers. This training will lead to multi-skilled participants and enable them to work as pipe welders, boiler welders or locksmiths. The project also aims to nurture closer contacts with companies likely to recruit trainees. Approximately 100 companies in the metal and piping sector in search of qualified profiles are being targeted. As such, this training aims to return 65% of the public who participated in these training schemes to work.

Le projet prévoit l’organisation de 8 formations destinées à 120 demandeurs d’emploi en grande difficulté d’insertion professionnelle, majoritairement des jeunes demandeurs d’emploi. Cette formation conduira à une poly-compétence des participants et leur permettre d’exercer la fonction de tuyauteur-soudeur, de chaudronnier-soudeur ou de serrurier/ métallier. Le projet vise aussi à renforcer le contact avec les entreprises susceptibles de recruter les personnes formées. Sont visées environ 100 entreprises du secteur métallerie et tuyauterie à la recherche de profils qualifiés. A ce titre, cette formation vise le retour à l’emploi de 65 % du public ayant participé à ces formations.
