Description (FR): Le projet AB Réfugiés vise à ce que les acteurs du marché du travail des trois versants (France-Wallonie-Vlaanderen) entreprennent des actions en faveur du public-cible des réfugiés reconnus. L’objectif du projet consiste en un soutien intensif du parcours vers l’emploi : les jeunes réfugiés demandeurs d’emploi sont conseillés dans leur orientation professionnelle et sont mis en relation avec des employeurs potentiels. Le projet est également axé sur la formation par l’organisation de l’apprentissage sur le lieu de travail, adapté au public cible et ce sous la conduite d’un formateur. Ces formateurs soutiennent les réfugiés en matière de langue, d’attitude, de différences socio-culturelles,…Pour les demandeurs d’emploi dont les connaissances linguistiques (techniques) s’avèrent insuffisantes, le partenaire CCG/EPS prévoit une formation linguistique complémentaire à travers des cours de langue collectifs français/néerlandais. Parallèlement à la création de possibilités pour l’apprentissage sur le lieu du travail, le projet prévoit en outre le développement d’un dictionnaire visuel électronique sous la forme d’une appli pour smartphone. Ce dictionnaire visuel propose le vocabulaire spécifique du secteur en combinant image, langue écrite et prononciation, et ce au minimum en français, néerlandais, anglais, arabe, dari et pashto. L’appli vise à améliorer la communication sur le lieu du travail entre l’employeur et le travailleur allophone, ou entre les travailleurs eux-mêmes.

Naast het creëren van mogelijkheden voor werkplekleren voorziet het project bovendien de ontwikkeling van een digitaal beeldwoordenboek als app voor de smartphone. Dit beeldwoordenboek bevat sectorspecifieke woordenschat via een combinatie van beeld, geschreven taal en uitspraak, en dit minstens in het Frans, Nederlands, Engels, Arabisch, Dari en Pashtu. De app is erop gericht de communicatie op de werkvloer tussen werkgever en anderstalige werknemer, of tussen werknemers onderling, te verbeteren.

Le site web du projet: www.ab-refugies.eu est en ligne. Vous pourrez y retrouver les actualités et des témoignages de réfugiés qui ont été accompagnés. Par ailleurs, pour présenter le projet de façon succincte, un pitch a été élaboré. Deux parcours de réfugiés ont été mis en avant dans la presse, lors de la conférence de presse à Douai le 5/3/2019 et à l’occasion d’un reportage sur Focus WTV à l’occasion de la semaine de l’Europe début mai 2019. Au mois d’avril 2019, le programme Interreg a désigné le projet comme projet du mois, ce qui lui a procure une large visibilité. À l'automne 2021, FACT a fait l'objet d'une grande attention (médiatique), tant du côté belge que du côté français En France, la MLD pensait assurer un accompagnement renforcé à 50 jeunes (-26 ans) pendant leur parcours vers l’emploi. Jusqu’à présent elle a 268 dossiers de jeunes en portefeuille qui sont à différents stades du parcours. 46 ont trouvé un emploi. Par ailleurs, sur le territoire il est constitué un réseau de partenaires intervenant sur ce même public. Entreprendre Ensemble propose également un accompagnement intensif à des jeunes de 16 à 25 ans. Un document d’information ‘le droit d’embaucher un étranger’, a été conçu pour les employeurs. Depuis le début en 2019, 401 réfugiés ont intégré le dispositif AB Réfugiés-Emploi, 67 ont trouvé un emploi. En Wallonie, le Forem souhaite favoriser l’entrée sur le marché du travail d’une vingtaine de réfugiés par an via l’expérimentation d’un parcours spécifique de formation et d’acculturation en entreprise, qui est proposé par les conseillers migrants. Parmi les conseillers entreprises, des ambassadeurs sensibilisent les entrepreneurs; l’idée étant d’essaimer de manière durable et structurelle les pratiques expérimentées et remaniées dans le cadre du projet. Depuis le démarrage du projet, 71 réfugiés ont été inscrits dans ce parcours, 42 ont trouvé du travail. En Flandre Occidentale, il est prévu que les réfugiés suivent une formation professionnelle de 6 mois au sein d’une entreprise de travail adapté (ETA), dans de rares cas au sein d’une entreprise de l’économie ‘normale’. Le suivi de trois mois quand ils ont trouvé un emploi, est primordial pour pallier très rapidement les difficultés. 104 réfugiés ont intégré le parcours depuis le démarrage du projet dont 63% travaillent. La formation linguistique fait partie intégrante de ce parcours. Pour les versants flamand et français, il est fait appel à l’offre structurelle existante. Par contre, le versant wallon développe des modules spécifiques : FLE « sécurité sur le lieu du travail » et « communication en entreprise et marché du travail en Belgique », 39 stagiaires ont participé à l’un ou l’autre de ces modules. Il a été mis en œuvre un dispositif expérimental ‘cariste’ auquel 14 réfugiés ont participé. Cette formation a dû s’arrêter pour suite de COVID-19. Une deuxième formation pilote a été conçue pour ‘aide-ménager’ mais n’a pas pu être organisée à cause de la crise sanitaire. Ces formations sont abordés sous deux prismes, celui de la connaissance métier et de la connaissance de la langue. Au cours du 2e semestre 2021, aucune nouvelle formation n'a pu, non plus, être donnée en raison du COVID-19. Toujours dans le but de faciliter la communication sur le lieu de travail, la Province a développé un dictionnaire visuel numérique sous forme d'une application (FACT : first aid communication tool), qui traduit du vocabulaire aussi bien écrit, parlé, qu’en images de et vers le néerlandais, français, anglais, l’arabe, le dari, le pashto, le polonais et le roumain. A côté du vocabulaire usuel, les secteurs des espaces verts et de la métallurgie ont été retenus. L’application est disponible sur l’Appstore et Google Play. Elle a été lancée le 16 juin 2020 par la diffusion d’un communiqué de presse faute de pouvoir organiser une conférence de presse suite aux risques liés à la crise sanitaire liée à la COVID-19. Néanmoins, le lancement a eu une belle couverture presse : un sujet sur la télé locale Focus WTV, la radio locale et a été largement partagé sur les réseaux sociaux. A cet effet, un petit film promotionnel avait été fait en se basant sur la vidéo d’instruction qui a également été développée. Un flyer a été imprimé. À l'automne 2021, l'extension de FACT avec le nouveau module nettoyage et le module révisé sur la métallurgie a été lancée via un communiqué de presse qui a été relayé dans différents médias. En outre, une nouvelle brochure a été imprimée à 20 000 exemplaires, et trois vidéos sectorielles ont été réalisées et placées sur Youtube. Le projet prévoit également un soutien pour les nombreux conseillers, formateurs, médiateurs … qui travaillent au quotidien avec des réfugiés. La constitution d’un réseau transfrontalier garantira la mise en contact des professionnels des 3 versants et permettra l’échange de savoirs et expériences. 3 séminaires ont eu lieu pour une trentaine de participants chacun. Le 1er séminaire était consacré à l’accompagnement des réfugiés. La session plénière était suivie de tables d’échanges sur les expérimentations (freins et leviers concernant l’accompagnement du réfugiés, la recherche de stage/emploi, l’implication des employeurs) et sur les outils facilitants. Le séminaire du mois de mai 2019 était centré sur les outils et expérimentations. Le troisième du mois de décembre 2019 a démarré par des success stories sur les 3 versants, une présentation de la fonction « Ambassadeur d’intégration » (AB Réfugiés social) et des workshops sur le repérage et la validation des compétences (Wallonie et Flandre) et sur le repérage et l’envie de travailler dans l’agro-alimentaire via la visite interactive du « Joblabo » (Compétences sans frontières), sur la présentation d’outils (escape game, jeux, applications linguistiques…) et échanges. S’y est ajouté un séminaire pour les seuls partenaires (10 participants de 9 organismes différents) qui traitait de l’organisation de task force multi partenaires autour de la thématique de l’accompagnement des réfugiés. Le séminaire répondait à un objectif de partage d’expérimentation sur la création de task force pour mieux coordonner l’accueil et l’accompagnement des migrants sur un territoire donné. Partage afin d’appréhender la coordination des acteurs, la mise en place, les plus- values, le fonctionnement dans l’idée de se nourrir des bonnes expérimentations dans chaque versant. La Croix Rouge (France), la MLD (France) et la Provincie West Vlaanderen (Flandre) ont fait part de leur projet. Chaque évaluation y compris les suggestions, et observations fournissent une base de réflexion et des pistes de travail pour concevoir le séminaire suivant. Au cours de la seconde moitié de l'année 2021, l'accent a été mis sur l'échange des connaissances avec d'autres projets, notamment le projet jumeau AB Réfugiés Social, avec lequel un événement de clôture conjoint sera organisé à la fin du projet. L’étude juridique sur les possibilités et conditions de travail et de formation transfrontalières pour les réfugiés français et belges est finalisée y compris la feuille de route sur les trois versants. Reste à la mettre en page. Afin de rendre accessibles et visuellement attractives les démarches à faire, des supports de communication, web et papier sont en cours de développement. . Les principales conclusions de l'étude seront présentées dans un dépliant concis et visuel qui sera distribué sous forme imprimée et numérique. La mise en page conceptuelle du dépliant sera terminée d'ici fin 2021. Le contenu textuel diffère d'une région à l'autre et sera encore affiné dans un avenir proche.

Language training is an integral part of this journey. For the Flemish and French sides, the existing structural tender is used. An experimental ‘carist’ scheme was implemented in which 14 refugees participated and this training had to stop as a result of COVID-19. The May 2019 seminar focused on tools and experiments. The third of December 2019 began with success stories on the 3 sides, a presentation of the “Ambassador d’integration” function (AB Refugees Social) and workshops on identifying and validating skills (Wallonie and Flanders) and on identifying and wanting to work in agri-food through the interactive visit of the “Joblabo” (Compétences Without Borders), on the presentation of tools (escape game, games, language applications...) and exchanges. The legal study on cross-border work and training opportunities and conditions for French and Belgian refugees is finalised, including the road map on the three sides. It’s still to be laid out. In order to make the procedures to be done accessible and visually attractive, communication, web and paper materials are being developed. . The main findings of the study will be presented in a concise and visual leaflet which will be distributed in print and digital form.
