The project aims to structure and secure the political and technical governance of the Hainaut Cross-Border Natural Park, namely the Plaines de l'Escaut Natural Park (B) and the Scarpe-Escaut Regional Natural Park (F), around a multi-stakeholder governance of the territory. This governance is part of the creation of an EGTC (European Grouping of Territorial Cooperation). This means that the PNTH is taking a decisive step forward in terms of maturing cross-border cooperation between elected officials and technical and institutional stakeholders and managers. This structuring makes it possible to go beyond the current level of cross-border cooperation by institutionalising it with all the stakeholders and managers of the territory and thus erasing the “border effect”. Ultimately, the aim is to ensure that the environment, the economy and quality of life are reconciled in the Hainaut Cross-Border Natural Park so that the resources of this territory can serve as a driving force for its development.

Le projet vise à structurer et pérenniser la gouvernance politique et technique du Parc naturel transfrontalier du Hainaut, à savoir le Parc naturel des Plaines de l’Escaut (B) et le Parc naturel régional Scarpe-Escaut (F), autour d’une gouvernance multi-partenariale du territoire. Cette gouvernance s’inscrit dans la création d’un GECT (Groupement Européen de Coopération Territoriale). Le PNTH franchit alors une étape décisive en lien avec la maturation de la coopération transfrontalière entre les élus et les acteurs et gestionnaires techniques et institutionnels. Cette structuration permet de dépasser le niveau actuel de coopération transfrontalière en l’institutionnalisant avec l’ensemble des acteurs et des gestionnaires du territoire et ainsi d’effacer "l'effet frontière". En finalité, il s’agit de faire en sorte que sur le territoire du Parc naturel transfrontalier du Hainaut, environnement, économie et qualité de vie soient conciliés afin que les ressources de ce territoire constituent un moteur de son développement.

Het project wil het politieke en technische bestuur van het Parc naturel transfrontalier du Hainaut (PNTH), d.w.z. het Parc naturel des Plaines de l’Escaut (B) en het Parc naturel régional Scarpe-Escaut (F) structureren en bestendigen rond een bestuur van het grondgebied door meerdere partners. Dit bestuur past in de creatie van een EGTS (Europese groepering voor territoriale samenwerking). Zo zet het PNTH een beslissende stap in samenhang met de verdere ontwikkeling van de grensoverschrijdende samenwerking tussen de verkozenen en de technische en institutionele actoren en beheerders. Deze structurering maakt het mogelijk het huidige niveau van grensoverschrijdende samenwerking te overstijgen door ze te institutionaliseren met alle actoren en beheerders van het grondgebied en zo het 'grenseffect' weg te werken. Uiteindelijk gaat het erom dat het milieu, de economie en de levenskwaliteit op het grondgebied van het Parc naturel transfrontalier du Hainaut met elkaar worden verzoend, zodat de middelen van dit grondgebied een motor van zijn ontwikkeling vormen.

Expected Results (EN):

The territory concerned (PNTH) will be organised and structured around an EGTC. Sixty-five French and 7 Walloon municipalities are concerned, i.e. more than 135 towns and villages over an area of 1000 km² and 375,000 inhabitants. Four actions are on the cards: the political structuring of the PNTH, its technical structuring, the elaboration of a territorial strategy and project, a territorial action programme. About fifty stakeholders are expected to meet, work together and address common issues.

Le territoire concerné (PNTH) se retrouvera organisé et structuré autour d'un GECT. 65 communes françaises et 7 communes wallones sont concernées, soit plus de 135 villes et villages sur une superficie de 1 000km² et 375 000 habitants. Quatre actions sont attendues : la structuration politique du PNTH, sa structuration technique, l'élaboration d'une stratégie et d'un projet territorial, un programme d'actions territorial. Une cinquantaine d'acteurs devraient se rencontrer, travailler ensemble et aborder des problématiques communes.

Het betreffende grondgebied (PNTH) zal rond een EGTS worden georganiseerd en gestructureerd. Er zijn 65 Franse en 7 Waalse gemeenten bij betrokken, dus meer dan 135 steden en dorpen op een oppervlakte van 1000 km² en 375.000 inwoners. Er worden vier acties verwacht: de politieke structurering van het PNTH, zijn technische structurering, de opbouw van een strategie en een territoriaal project, en een territoriaal actieprogramma. Een vijftigtal actoren zouden elkaar moeten ontmoeten, samenwerken en gemeenschappelijke problemen aanpakken.

Expected Outputs (EN):

Create cross-border dynamics according to the challenges and expectations of the territory; overcome existing obstacles, particularly at the regulatory level, to enable cross-border cooperation and partnerships; improve transversality between projects and coherence between the themes developed; pool know-how, methods and engineering to develop actions independently of border difficulties and constraints; ensure the coherence and relevance of actions developed by the various stakeholders and structures active on the territory; set up sustainable partnerships across borders on specific actions. The project is expected to lead to the creation of a logo and a graphic line, supports (cards, etc.), a wiki, a newsletter, cross-border agendas, video clips, flags and banners.

Expected Outputs (FR):

Créer des dynamiques transfrontalières selon les enjeux et les attentes du territoire ; surmonter les obstacles existants notamment au niveau réglementaire pour permettre la coopération et les partenariats transfrontaliers ; améliorer la transversalité entre les projets, la cohérence entre les thématiques développées ; mutualiser les savoir-faire, méthodes et ingénierie pour développer les actions indépendamment des difficultés et contraintes frontalières ; assurer la cohérence et la pertinence des actions développées par les différents acteurs et structures actives sur le territoire ; pérenniser les partenariats au-delà des frontières sur des actions précises. Sont attendus: la création d'un logo et d'une ligne graphique, de supports (cartes,..), d'un wiki, d'une newsletter, d'agendas transfrontaliers, de capsules vidéos, de flags et banderoles.

Grensoverschrijdende dynamieken creëren volgens de uitdagingen en verwachtingen van het grondgebied; de bestaande hindernissen overwinnen, o.a. op het niveau van de reglementering, om grensoverschrijdende samenwerking en partnerschappen mogelijk te maken; de transversaliteit tussen de projecten en de samenhang tussen de behandelde thema’s verbeteren; knowhow, methoden en engineering bundelen om acties te ontwikkelen, los van de moeilijkheden en beperkingen van de grenzen; de samenhang en relevantie verzekeren van de acties, ontwikkeld door de verschillende actoren en structuren die actief zijn op het grondgebied; de partnerschappen met betrekking tot specifieke acties over de grenzen heen bestendigen. Worden verwacht: de creatie van een logo en een grafische lijn, dragers (kaarten, ...), een wiki, een nieuwsbrief, grensoverschrijdende agenda’s, videoclips, vlaggen en spandoeken.
