TransStat aims to better understand the dynamics of borders through a structural exchange of data, enabling a more targeted policy to be implemented. These data are based on different themes (socio-economic data, climate, land use, mobility, etc.) and are supplemented as the data become available. The objective is to lay the foundations for a permanent collection of cross-border data, which is becoming an essential task in the activities of operators. The project also promotes integrated cooperation between governments for the cross-border structural exchange of statistical data and geographical information. TransStat's ultimate ambition is to develop a cooperation model that makes data and metadata available to various stakeholders such as local, regional and national authorities, stakeholders in the sustainable management of natural resources or future Interreg project applicants. The four main tasks of the project are: an in-depth analysis of the initiatives undertaken concerning data exchange (obstacles and solutions); the creation of an inventory of available data sets and the selection of the most appropriate ones; the accreditation and matching of data sets to make them comparable; and the anchoring of acquired knowledge and agreements to integrate data exchanges in a sustainable way.

TransStat vise à mieux comprendre la dynamique des frontières grâce à un échange structurel de données, permettant de mettre en œuvre une politique plus ciblée. Ces données relèvent de thématiques différentes (données socio-économiques, climat, occupation du sol, mobilité…) et sont complétées au fur et à mesure. L’objectif est de jeter les bases d'une collecte permanente de données transfrontalières, qui devient une mission essentielle dans les activités des opérateurs. Le projet promeut également une coopération intégrée entre les gouvernements pour l'échange structurel transfrontalier de données statistiques et d'informations géographiques. L’ambition ultime de TransStat est de développer un modèle de coopération qui rende les données et les métadonnées disponibles à divers acteurs tels que les autorités locales, régionales, nationales, les acteurs de la gestion durable des ressources naturelles ou les futurs soumissionnaires de projets Interreg. Les quatre missions principales du projet sont: une analyse approfondie des initiatives entreprises concernant l'échange de données (obstacles et solutions) ; la création d'un inventaire des ensembles de données disponibles et le choix des ensembles les plus appropriés ; agréer et faire correspondre les ensembles de données pour les rendre comparables ; ancrer les connaissances acquises et les accords conclus pour intégrer durablement les échanges de données.

TransStat wil via een structurele uitwisseling van gegevens de grensdynamieken beter begrijpen om een meer gericht beleid te kunnen voeren. Deze gegevens betreffen verschillende thema’s (sociaaleconomische gegevens, klimaat, bodembezetting, mobiliteit…) en worden in de loop van het project aangevuld. Het doel is de basis te leggen voor een blijvende, grensoverschrijdende gegevensverzameling, een essentiële opdracht in de activiteiten van de operatoren. Het project promoot eveneens een geïntegreerde samenwerking tussen de regeringen voor de structurele, grensoverschrijdende uitwisseling van statistische gegevens en geografische informatie. Uiteindelijk wil TransStat een samenwerkingsmodel uitwerken om gegevens en metadata ter beschikking te stellen van diverse actoren, zoals de lokale, regionale en nationale overheden, de actoren van het duurzame beheer van de natuurlijke rijkdommen en de toekomstige indieners van Interreg-projecten. De vier hoofdopdrachten van het project zijn een grondige analyse van de initiatieven rond gegevensuitwisseling (knelpunten en oplossingen); de inventarisering van de beschikbare datasets en de keuze van de meest geschikte sets; het samenvoegen en afstemmen van de datasets om ze vergelijkbaar te maken; de verworven kennis en gemaakte afspraken verankeren om de gegevensuitwisseling duurzaam te integreren.

Achievements (EN):

With the online publication of the “Project screening” report, a first objective of the project has been achieved. The objective of this screening is to take stock of the indicators used in cross-border analyses and the problems and solutions implemented in relation to the cross-border use of this data. For this purpose, partners and associated partners have drawn up a list of projects that have worked cross-border using data and a questionnaire for the screening of these projects. On 30/03/2020, the Steering Committee definitively approved the list of projects to be submitted for screening. At the end of May 2020 we had a set of 34 projects that used cross-border data. The projects concerned were carried out between 2000 and today. They are very diverse, both in terms of objectives and methods. The publication of the results, the target audience and the support with which the results are presented also vary from project to project. All project partners as well as INSEE as associate partner participated in the information of the 34 project fiches. The ISSEP submitted these projects to a screening on the basis of the project fiches, sought additional information if necessary and compiled all this information in a report. All partners and associate partners were given the opportunity to comment on the final report. The report describes the indicators, themes, target groups, but also the problems faced by the different projects and the solutions implemented. The full report can be viewed and downloaded from the website www.transstat.eu. Following this phase of the project, two new working groups were created within the transstat partner group. The task of a first working group is the technical development of the metadata service. This working group is composed of the partners Région Hauts-de-France, Département du Nord, IWEPS and Province of West Flanders. Together, they determined the conditions/characteristics to be met by a metadata service for transstat and tested existing metadata services against these conditions. On the Belgian side, the choice was finally “geo.be”. To this end, cooperation is being carried out with the National Geographical Institute (IGN), which makes its services and metadata service available to transstat free of charge. On the French side, the partners will use Geo2France, a metadata service already used by the partners. At the same time, the Working Group has developed a template for a metadata sheet that can be retrieved and read without problems by both metadata services. A second working group looks at the indicators that will be included in the catalogue. This working group is composed of all project partners and INSEE. The task of this working group is to use the screening report as a starting point to obtain about 10 indicators for which a metadata sheet must be available and searchable via metadata services by 31/12/2021. In order to justify the choice of each indicator, the Working Group has established a number of general rules/conditions that an indicator must meet. The selection was finally made by checking each potential indicator against these basic rules and using the MoSCoW principle. The MoSCoW principle serves to set priorities: M=must have, S= should have, C= could have, W=would have. The tiny “o” of the abbreviation has no meaning but facilitates the memorisation of the abbreviation. Little by little, the transstat catalogue is taking shape. A first metadata file was created, tested and adapted to be read by both metadata services. The whole is enriched by the creation of descriptive documents (= descriptive metadata sheets and comparability sheets) which must help the user in the cross-border use of the datasets.

Achievements (FR):

Avec la publication en ligne du rapport « Le screening des projets », un premier objectif du projet a été réalisé. L'objectif de ce screening est de faire l'inventaire des indicateurs utilisés dans les analyses transfrontalières et des problèmes ainsi que des solutions mises en œuvre en matière d’utilisation transfrontalière de ces données. Les partenaires et partenaires associés ont établi à cet effet d’une part une liste de projets qui ont travaillé en transfrontalier à l’aide de données et d'autre part un questionnaire pour le screening de ces projets. Le 30/03/2020, le comité de pilotage a approuvé définitivement la liste des projets à soumettre au screening. Fin mai 2020 nous disposions d’un ensemble de 34 projets ayant utilisé des données transfrontalières. Les projets concernés ont été réalisés entre 2000 et aujourd'hui. Ils sont très diversifiés, tant en termes d’objectifs que de méthodes. La publication des résultats, le public cible et le support à l’aide duquel les résultats sont présentés varient également d'un projet à l'autre. Tous les partenaires du projet ainsi que l'INSEE en tant que partenaire associé ont participé au renseignement des 34 fiches-projets. L'ISSeP a soumis ces projets à un screening sur la base des fiches-projet, a recherché des informations supplémentaires si nécessaire et a compilé toutes ces informations dans un rapport. Tous les partenaires et partenaires associés ont eu la possibilité de donner leurs commentaires sur le rapport final. Le rapport décrit les indicateurs, les thèmes, les groupes cibles, mais aussi les problèmes auxquels les différents projets ont été confrontés et les solutions mises en œuvre. Le rapport complet peut être consulté et téléchargé sur le site web www.transstat.eu. Suite à cette phase du projet, deux nouveaux groupes de travail ont été créés au sein du groupe de partenaires de TransStat. Un premier groupe de travail a pour tâche le développement technique du service de métadonnées. Ce groupe de travail est composé des partenaires Région Hauts-de-France, Département du Nord, IWEPS et Province de Flandre occidentale. Ensemble, ils ont déterminé les conditions/caractéristiques auxquelles doit répondre un service de métadonnées pour TransStat et ils ont testé des services de métadonnées existants par rapport à ces conditions. Du côté belge, le choix s'est porté finalement sur « geo.be ». A cet effet, une coopération est menée avec l'Institut géographique national (IGN), qui met gratuitement ses services et son service de métadonnées à la disposition de TransStat. Du côté français, les partenaires se serviront de Geo2France, un service de métadonnées déjà utilisé par les partenaires. Parallèlement, le groupe de travail a élaboré un modèle de fiche de métadonnées pouvant être récupéré et lu sans problème par les deux services de métadonnées. Un deuxième groupe de travail se penche sur les indicateurs qui seront inclus dans le catalogue. Ce groupe de travail est composé de l’ensemble des partenaires du projet et de l'INSEE. La tâche de ce groupe de travail est d'utiliser le rapport de screening comme point de départ pour obtenir environ 10 indicateurs pour lesquels une fiche de métadonnées doit être disponible et consultable via les services de métadonnées d’ici le 31/12/2021. Afin de justifier le choix de chaque indicateur, le groupe de travail a établi un certain nombre de règles/conditions générales auxquelles un indicateur doit répondre. La sélection a finalement été effectuée en vérifiant chaque indicateur potentiel par rapport à ces règles de base et en utilisant le principe de MoSCoW. Le principe de MoSCoW sert à établir des priorités : M= must have, S= should have, C= could have, W= would have. Le "o" minuscule de l'abréviation n'a pas de signification mais facilite la mémorisation de l'abréviation. Petit à petit, le catalogue TransStat prend forme. Un premier fichier de métadonnées a été créé, testé et adapté pour être lu par les deux services de métadonnées. L'ensemble est enrichi par la création de documents descriptifs (= fiches de métadonnées descriptives et fiches de comparabilité) qui doivent aider l'utilisateur dans l'utilisation transfrontalière des jeux de données.

Verwachte resultaten: creatie van een systeem voor grensoverschrijdende uitwisseling en raadpleging van wetenschappelijke en geografische gegevens (ontwikkeling van een metadatadienst, die in de infrastructuur van de partners kan worden geïntegreerd); een samenwerkingsakkoord om de continuïteit en de kwaliteit van de dienst in de toekomst te verzekeren; creatie van een eindrapport op basis van een grondige analyse van de projecten in het verleden en nu (hindernissen, oplossingen, ...).

Expected Outputs (EN):

Development and maintenance of a cooperation model allowing the structural exchange of data across the border area. More generally, it is expected that these cooperation agreements will lay the foundations for the provision of cross-border data sets, ensuring the sustainability of the project beyond the end date.

Développement et maintien d'un modèle de coopération permettant l'échange de données à travers la zone frontalière de manière structurelle. Plus générallement, il est attendu que ces conventions de coopération jettent les bases d'une mise à disposition des ensembles de données transfrontalières, assurant la pérennisation du projet au-delà de la date de fin.

Ontwikkeling en onderhoud van een samenwerkingsmodel dat een structurele gegevensuitwisseling in de volledige grenszone mogelijk maakt. Algemener wordt verwacht dat deze samenwerkingsovereenkomsten de basis leggen om grensoverschrijdende datasets ter beschikking te stellen en het voortbestaan van het project ook na de einddatum te verzekeren.
