Flood control in the LYS cross-border basin

Le territoire transfrontalier est particulièrement sujet aux inondations en raison de caractéristiques géologiques, aggravées par d’autres facteurs tels que le réchauffement climatique, l’évolution des pratiques agricoles ou le développement des zones urbaines. Les territoires s’associent pour gérer cette problématique de plus en plus récurrente et ainsi protéger les populations exposées et les biens sur la zone du bassin transfrontalier de la Lys. LINBATYS est un plan d’actions transfrontalier coordonné visant à mieux gérer les eaux de surface sur les petits affluents du bassin versant de la Lys. Le projet propose en outre une série d’aménagements hydrauliques intégrant une plus-value écologique (aménagements favorables au développement de la biodiversité et à la préservation des nappes phréatiques). Les travaux permettent le stockage temporaire des eaux pluviales, l’augmentation des capacités de stockage des cours d’eau sur la plaine de la Lys et des bassins existants, la limitation des vitesses d’écoulement, la lutte contre les problèmes d’érosion et contre les coulées de boue et un meilleur drainage des eaux. Parce que l’eau ne s’arrête pas à la frontière et que la manière dont les eaux sont gérées sur un versant impacte inévitablement le(s) versant(s) voisin(s), l’approche transfrontalière est indispensable pour adapter, dans une gestion concertée, les capacités hydrauliques sur le bassin versant de la Lys et ainsi améliorer la situation sur les 3 versants de la zone du projet. Les habitants et acteurs locaux sont sensibilisés aux dangers liés aux inondations.

The cross-border territory is particularly prone to flooding due to its geological characteristics, aggravated by other stakeholders such as global warming, changes in agricultural practices or the development of urban areas. The territories are joining forces to manage this increasingly recurrent problem and thus protect the exposed populations and properties in the area of the cross-border Lys basin. LINBATYS is a coordinated cross-border action plan to better manage surface waters on small tributaries of the Lys catchment area. The project also proposes a series of hydraulic installations that have a further ecological added value (installations favourable to the development of biodiversity and the preservation of groundwater). The works allow for the temporary storage of rainwater, the increase in the storage capacity of rivers on the Lys plain and existing basins, the limitation of flow velocities, the control of erosion problems and mudflows and improved water drainage. Because water does not stop at the border and because the way water is managed on one side inevitably impacts the neighbouring side(s), the cross-border approach is essential to adapt the hydraulic capacities on the Lys river basin through concerted management and thus improve the situation on the 3 sides of the project area. Local residents and stakeholders are made aware of the dangers associated with flooding.

De grensstreek is bijzonder gevoelig voor overstromingen wegens haar geologische kenmerken, in combinatie met andere factoren, zoals de klimaatverandering, de evolutie van de landbouwpraktijken en de toenemende verstedelijking. De regio’s verenigen zich om dit steeds frequentere probleem aan te pakken en de bevolking en de goederen in de zone van het grensoverschrijdende Leiebekken te beschermen. LINBATYS is een gecoördineerd, grensoverschrijdend actieplan, bedoeld om het oppervlaktewater van de kleine zijrivieren van het Leiebekken beter te beheren. Het project stelt een reeks hydraulische maatregelen met een ecologische meerwaarde voor (maatregelen die de ontwikkeling van de biodiversiteit en het behoud van de grondwaterlagen bevorderen). De werken zorgen voor een tijdelijke opslag van het regenwater, de toename van de opslagcapaciteit van de waterlopen in de Leievlakte en de bestaande bekkens, de afremming van de afvloeiing, de bestrijding van erosieproblemen en modderstromen, en een betere afwatering. Het water stopt niet aan de grens en de manier waarop een deelgebied zijn waterlopen beheert is onvermijdelijk van invloed op het aanpalende deelgebied. Een grensoverschrijdende aanpak is dan ook onontbeerlijk om de hydraulische capaciteit in het Leiebekken in overleg aan te passen en de situatie in de 3 deelgebieden van de projectzone te verbeteren. De plaatselijke bewoners en actoren worden bewustgemaakt van de gevaren die de overstromingen met zich brengen.

Le projet LINBATYS a débuté le 01/10/2016, et la prolongation de mise en oeuvre du projet a été validée jusqu'au 31.12.2022. Préalablement à l'entame du projet, les partenaires ont élaboré un calendrier commun précis de mise en oeuvre des actions (rétroplanning). Les COMAC et rapports d'activités sont préparés et corrigés conjointement par les partenaires du projet, ils ont été organisés comme suit : -05.02.2018 : COMAC de lancement à Comines-Warneton ; -28.06.2018 : COMAC couvrant les 3 premiers semestres, soit la période du 01.10.2016 au 31.03.2018, à Comines-Warneton; -03.12.2018 : COMAC du 4ème semestre (période du 01.04.2018 au 30.09.2018)dans les bureaux de l'USAN ; -17.06.2019 : COMAC du 5ème semestre (période du 01.10.2018 au 31.03.2019)à Brugge (PFO) ; -12.12.2019 : COMAC du 6ème semestre (période du 01.04.2019 au 30.09.2020)à Comines-Warneton. -22.06.2020 : COMAC du 7ème semestre (période du 01.10.2019 au 31.03.2020)annulé en raison des restrictions covid 19. Les rapports d'activités u 7ème, 8ème (01.04.2020 au 30.09.2020) et 9ème (01.10.2020 au 31.03.2021) semestre ont été corrigés et validés par l'ETI par voie administrative. Plusieurs actions de communication prévues dans la fiche-projet ont été réalisées, à savoir : la création du groupe de travail "Communication", l'organisation d'une visite de terrain sur un chantier de dévasement de l'USAN à Ennetières-en-Weppes sur la Grande Becque, la publication - par l'ensemble des partenaires -d'articles sur le projet, la réalisation d'une affiche A3 et d'un flyer A5 (à 200 exemplaires) sur le projet. Compte tenu des dispositions covid 19 et des périodes de congés, aucune réunion n'a eu lieu durant le semestre 7. Les actions de communication ont été en stand by du 01.10.2019 au 30.03.2020. La Ville de Comines-Warneton a assuré la coordination de l'événement de lancement du projet qui s'est tenu le 18/04/2018 et qui a réuni 72 participants issus des 3 versants (élus, techniciens, presse...) ; les actions et résultats du projet y ont été présentés. Cet événement a, ensuite, été relayé dans les médias : articles dans des quotidiens, reportage télé (régional), passage en radio. Elle a également préparé la convention de coopération pour le marché conjoint relatif à la conception du site WEB Linbatys, et a mis en place le groupe de travail transfrontalier « concertation / coordination des travaux » a été créé et s'est réuni le 28/06/2018 pour faire le point sur l'état d'avancement des travaux de chaque partenaire. Une seconde réunion de ce groupe de travail a eu lieu le 19.03.2019 permettant des échanges fructueux entre les opérateurs-partenaires (techniques de travaux utilisées, procédures, calendrier des travaux...). Une convention a été signée entre les 3 partenaires, finalisation du marché public relatif à la création du site WEB Linbatys et désignation du prestataire Cafe Grafiek. En mars 2019 le plan du site WEB Linbatys a été présenté par Café GrafieK, et le site WEB Linbatys -https://www.linbatys.eu - a été mis en ligne le 06.06.2019.Il a été alimenté notamment avec les informations et photos de la journée d'études du 27.09.2019, ainsi qu'avec des photos et textes relatifs aux différents travaux Linbatys. L'erreur de conception du site web concernant les traductions a été corrigée. Une journée d'études, réunissant 32 personnes, a été effectuée à Steenvoorde, Morbecque et Terdeghem avec les partenaires de 3 projets Interreg V: Ecosystem, Lyse et Linbatys. Cette journée a été l'occasion de visiter des aménagements de restauration écologiques et d'organiser une demi-journée d'échanges entre tous les partenaires sur la gestion des eaux pluviales de part et d'autre de la frontière. L'USAN a réalisé plusieurs phases de ses travaux d'extraction de sédiments dans une série de cours d'eau et fossés affluents de la Lys et de la Deûle, afin de créer des capacités hydrauliques supplémentaires et ainsi, de lutter contre le risque d'inondations. Ces travaux seront menés sur des périodes de septembre/octobre à fin janvier sur la durée du projet, afin de respecter les cycles de reproduction des espèces animales vivant dans les cours d'eau traités. C'est ainsi qu'elle a obtenu l'autorisation, en date du 26/12/2017, de réaliser ses aménagements écologiques sur les berges de la Becque de la Viscourt, mené des travaux de dévasement sur 8 cours d'eau durant le dernier trimestre 2018. Conjointement aux travaux d'aménagements écologiques du Bassin de la Becque du Mont Noir à Saint Jans Cappel, et aux travaux de dévasement du Courant vert Bois à Merville et du courant Loridan à Sailly-sur-la-Lys, l'USAN a organisé plusieurs concertations agricoles concernant les travaux de dévasement durant le 6ème semestre, et s'est également concerté avec le Conservatoire National de Bailleul pour définir un protocole de sauvegarde des espèces protégées. C'est ainsi qu'un recensement des plantes protégées a été réalisé, que la végétation arbustive et arborée a été entretenue, et des relevés topographiques ont été réalisés. Le plan de gestion du bassin de Saint Jans Cappel, suivi par le Conservatoire National botanique de Bailleul, donne satisfaction. Pour chaque dévasement, une réunion de concertation agricole et d'organisation de chantier est organisée par l'USAN pour présenter les travaux aux riverains concernés, définir un mode de gestion des sédiments adapté par zone, organiser de manière générale le chantier et valider la période d'intervention. Pour le Courant Vert Bois, 693m3 de sédiments ont été extraits sur un linéaire de 1020 mètres, et pour le Courant Loridan, 623m3 de sédiments pour un linéaire de 1190 mètres. C'est la SARL DAMBRICOURT qui a été retenue pour la réalisation de ces travaux en janvier 2020, travaux réalisés conformément aux Arrêtés préfectoraux.Pour le plan de gestion Lys Deûle, l’USAN attend toujours une réponse de la DTM pour le prolongement de la Déclaration d’intérêt général. Par ailleurs, l'USAN s'est équipé d'un courantomètre permettant le recueil de données techniques sur les cours d'eau pour mieux anticiper les épisodes de crues. Avec le transfert financier de la PFO vers l’USAN, celle-ci pourra réaliser les projets d’aménagements supplémentaires prévus à Morbeque et Merville à l’automne 2022. La PFO a mené une analyse des sédiments sur la Geluwebeek à Menin, en prévision des travaux d'agrandissement du bassin de rétention. Pour ce chantier, les plans, métrés et la procédure pour le permis d'environnement sont en cours et un accord a été conclu pour l'achat des parcelles nécessaires. Quant au projet d'agrandissement du bassin de rétention à Wulvergem, le terrain a été préparé en vue des futurs travaux. Les études relatives au terrain de dépôt des sédiments ont été poursuivies. Le bois présent dans la ZIT de Wulvergem a été enlevé et la zone a pu être mesurée. Les plans, métrés et la procédure relative au permis d'environnement sont en cours. Afin de dévier des eaux usées du bassin à Wulvergem, un bypass a été placé, tandis qu’une prise d’eau et un espace de manœuvre pour les tracteurs ont été aménagés pour les agriculteurs, tandis que des boues de sédimentation ont été enlevées. Quant aux aménagements prévus sur la Hoge Plankenbeek à Wervik, une étude préliminaire est nécessaire pour déterminer les meilleurs techniques à utiliser en fonction de l'état du sol et des berges. Concernant la consolidation de berges de ce ruisseau,les partenaires de la PFO et de Comines-Warneton ont fait une visite de terrain (réunion de concertation technique)le 06.06.2019. Il a été constaté que des arbres devaient être enlevés, et une identification des propriétaires riverains a été faite pour le déboisement. Celui-ci a été réalisé. La pose d'un limitateur de débit pourra se faire par la suite. L'achat d'une parcelle attenante à la ZIT existante sur la Reutelbeek à Menin va permettre d'étendre la ZIT. Un 1er avant-projet de réaménagement est en cours de réalisation. En date du 22.01.2018, le Conseil communal de Comines-Warneton a délégué à l'Intercommunale Ipalle la maîtrise d'ouvrage des travaux de lutte contre les inondations prévus dans le cadre du dossier Linbatys, et en date du 04.11.2019, a approuvé les avants-projets et métrés des travaux Linbatys, établis par le Bureau d'études S.A Bureau Cnockaert, tandis qu'en séance du 30.01.2020, le Collège échevinal a approuvé la désignation d'un géomètre expert en vue de négocier les acquisitions ou occupations de terrains nécessaires à la réalisation de travaux, et désigner le Notaire Thévelin pour les actes notariés. Pour Comines-Warneton, quelques décisions administratives ont été prises : -22.01.2018 : décision du Conseil communal de délégation à l'Intercommunale Ipalle de la maîtrise d'ouvrage des travaux de lutte contre les inondations prévus dans le cadre du dossier Interreg V Linbatys; -04.11.2019 : Approbation des avants-projets et métrés des travaux Linbatys, établis par le Bureau d'études S.A Bureau Cnockaert. Et commande de la phase projet à l'Intercommunale Ipalle pour les travaux Linbatys; -fin 2020, les demandes de permis d'urbanisme pour les travaux suivants ont été déposés auprès du service urbanisme - SPW de Mons: .Lot 1: Z.I.T - Rue du Rossignol; .Lot 2: Fossé - Rue du Rossignol à Ploegsteert; .Lot 3: Elargissement du fossé Rue du Petit Pont et pose de redents; .Lot 4: Ruisseau Passendaele au Gheer; .Lot 5: Fossé à redents + haie et bassin orage - Rue d'Hollebeke; .Lot6: Ruisseau de Ploegsteert - Chemin des Vaches. Pour des raisons financières, seuls les lots 2 et 5 seront réalisés dans le cadre de Linbatys. Les permis d'urbanisme pour la réalisation ont été accordés. Pour Comines-Warneton, les travaux prévus dans la rue du Petit Pont à Ploegsteert ont démarré. Pour les travaux prévus dans la rue d’Hollebeke à Houthem, des revendications soulevées en cascade dans le cadre des négociations d’acquisition de terrains ont fortement retardé le démarrage des travaux. Le délai de validité des offres ayant été dépassé, la Ville de Comines-Warneton a demandé aux entreprises si elles pouvaient maintenir ou actualiser leur prix. Une journée d’études conjointe Linbatys/LYSE a été organisée le 21 mars 2022. Après une présentation des projets à Pacific Eiland à Ypres, 31 personnes ont pu visiter les aménagements réalisé au bassin du Maalbeek à Anzegem (PFO) et au bassin de la Grande Becque de Saint Jans Cappel (USAN). Une brochure explicative a aussi été imprimée en 100 exemplaires et distribuée aux principaux acteurs qui travaillent sur la thématique inondations dans chaque versant.

The LINBATYS project started on 01/10/2016, and the extension of the implementation of the project was validated until 31.12.2022. Prior to the start of the project, the partners developed a clear common timetable for the implementation of the actions (retroplanning). The COMACs and activity reports are prepared and corrected jointly by the project partners and organised as follows: —05.02.2018: COMAC launch in Comines-Warneton; —28.06.2018: COMAC covering the first three semesters, i.e. from 1.10.2016 to 31.3.2018, Comines-Warneton; —03.12.2018: COMAC from the 4th semester (period from 1.4.2018 to 30.9.2018)in USAN offices; —17.06.2019: COMAC from the 5th semester (period from 1.10.2018 to 31.3.2019)in Brugge (PFO); —12.12.2019: COMAC from the 6th semester (period from 1.4.2019 to 30.9.2020) in Comines-Warneton. —22.06.2020: COMAC from the 7th semester (period 1.10.2019 to 31.3.2020) cancelled due to Covid 19 restrictions. The activity reports 7th, 8th (1.4.2020 to 30.9.2020) and 9th (1.10.2020 to 31.3.2021) semester have been corrected and validated by the ETI by administrative means. Several communication actions included in the project fiche have been carried out, namely: the creation of the “Communication” working group, the organisation of a field visit to a USAN devastation site in Ennetières-en-Weppes on the Grande Becque, the publication — by all the partners — of articles on the project, the creation of an A3 poster and an A5 flyer (200 copies) on the project. In view of the Covid 19 arrangements and the periods of leave, no meetings were held during semester 7. The communication actions were on stand by from 1.10.2019 to 30.3.2020. The City of Comines-Warneton coordinated the launch event of the project which took place on 18/04/2018 and which brought together 72 participants from the 3 sides (elected, technicians, press...); the actions and results of the project were presented. This event was then relayed in the media: articles in daily newspapers, (regional) TV report, radio.It also prepared the Joint Market Cooperation Agreement on the design of the Linbatys website, and set up the cross-border working group “Consultation/Coordination of Work” was created and met on 28/06/2018 to take stock of the state of play of each partner’s work. A second meeting of this working group took place on 19.3.2019 allowing fruitful exchanges between the operators-partners (work techniques used, procedures, timetable of works...). An agreement has been signed between the 3 partners, finalisation of the public contract for the creation of the website Linbatys and designation of the provider Cafe Grafiek. In March 2019 the map of the website WEB Linbatys was presented by Café Grafiek, and the website Linbatys -https://www.linbatys.eu - was posted online on 06.06.2019.It was fed in particular with the information and photos of the study day of 27.9.2019, as well as with photos and texts related to the various Linbatys works. The design error of the website regarding translations has been corrected. A study day, bringing together 32 people, was carried out in Steenvoorde, Morbecque and Terdeghem with the partners of 3 Interreg V projects: Ecosystem, Lyse and Linbatys. This day was an opportunity to visit ecological restoration facilities and to organise half a day of exchanges between all partners on stormwater management on both sides of the border. USAN has carried out several phases of its sediment extraction work in a series of rivers and tributary ditches of the Lys and Deûle, in order to create additional hydraulic capacities and thus to combat the risk of flooding. This work will be carried out over periods from September/October to the end of January over the duration of the project, in order to respect the reproductive cycles of animal species living in treated streams. This is how it obtained the authorisation, on 26/12/2017, to carry out its ecological developments on the banks of the Becque de la Viscourt, carried out devastation works on 8 rivers during the last quarter of 2018. In conjunction with the ecological development work of the Bassin de la Becque du Mont Noir in Saint Jans Cappel, and the devastation of the Bois Green Current in Merville and the Loridan current in Sailly-sur-la-Lys, USAN organised several agricultural consultations concerning devastation work during the 6th semester, and also worked with the Conservatoire National de Bailleul to define a protocol for the protection of protected species. Thus, a census of protected plants was carried out, the shrub and tree vegetation was maintained, and topographical surveys were carried out. The management plan for the Saint Jans Cappel Basin, followed by the Conservatoire National Botanical de Bailleul, gives satisfaction. For each devastation, an agricultural consultation and site organisation meeting is organised by USAN to present the work to the local residents concerned, define a method of management of sediments adapted by area, organise the site in general and validate the intervention period. For the Wood Green Current, 693 m³ of sediments were extracted from a linear of 1020 meters, and for the Loridan Current, 623 m³ of sediment for a linear of 1190 meters. It is SARL DAMBRICOURT that was selected for the completion of this work in January 2020, works carried out in accordance with the Prefectural Orders.For the Lys Deûle management plan, USAN is still waiting for a response from the DTM for the extension of the Declaration of General Interest. In addition, USAN has equipped itself with a currentometer allowing the collection of technical data on rivers to better anticipate flood episodes. With the financial transfer of the PFO to USAN, it will be able to carry out the additional development projects planned in Morbeque and Merville in the fall of 2022. The PFO conducted a sediment analysis on the Geluwebeek in Menin, in preparation for the expansion of the retention basin. For this project, the plans, mixed plans and the procedure for the environmental permit are in progress and an agreement has been reached for the purchase of the necessary parcels. As for the Wulvergem retention basin expansion project, the land was prepared for future work. Studies on the sediment deposition site were continued. The wood in the Wulvergem TZ was removed and the area could be measured. Plans, measurements and the environmental permit procedure are ongoing. In order to divert wastewater from the basin at Wulvergem, a bypass was placed, while a water intake and maneuver space for tractors were developed for farmers, while sedimentation sludge was removed. With regard to the planned developments on the Hoge Plankenbeek in Wervik, a preliminary study is needed to determine the best techniques to be used according to the condition of the soil and the banks. Concerning the consolidation of the banks of this stream, the partners of the PFO and Comines-Warneton made a field visit (technical consultation meeting) on 6.6.2019. It was found that trees needed to be removed, and identification of riparian owners was made for deforestation. This one was made. The installation of a flow limiter can be done afterwards. The purchase of a plot adjoining the existing ZIT on the Reutelbeek in Menin will extend the ZIT. A first preliminary redevelopment project is being carried out. On 22.1.2018, the Municipal Council of Comines-Warneton delegated to Intercommunale Ipalle the project management of the flood control work planned for the Linbatys dossier, and on 4.11.2019, approved the preliminary and mixed projects of the Linbatys works, drawn up by the Study Office S.A Bureau Cnockaert, while at the meeting of 30.1.2020, the College Echevinal approved the appointment of an expert surveyor to negotiate the acquisitions or occupations of land necessary for the realisation of works, and to appoint the Notary Thévelin for notarial acts. For Comines-Warneton, some administrative decisions have been taken: —22.01.2018: decision of the Municipal Council of Delegation to the Intercommunale Ipalle of the project management of the flood control work planned under the Interreg V Linbatys dossier; —04.11.2019: Approval of the preliminary and mixed projects of the Linbatys works, drawn up by the S.A. Bureau Cnockaert. And commissioning the project phase to the Intercommunale Ipalle for the Linbatys works; at the end of 2020, applications for planning permits for the following works were filed with Mons’ urban planning department — SPW: .Lot 1: Z.I.T — Rue du Rossignol; .Lot 2: Ditch — Rue du Rossignol in Ploegsteert; .Lot 3: Widening of the ditch Rue du Petit Pont and laying redents; .Lot 4: Passendaele Creek in the Gheer; .Lot 5: Redent ditch + hedge and storm basin — Rue d’Hollebeke; .Lot6: Ploegsteert Creek — Chemin des Vaches. For financial reasons, only Lots 2 and 5 will be carried out as part of Linbatys. Planning permits for the realisation have been granted. For Comines-Warneton, work has begun on the Rue du Petit Pont in Ploegsteert. For the planned works in the Rue d’Hollebeke in Houthem, cascading claims raised in the context of land acquisition negotiations have severely delayed the start of the works. The City of Comines-Warneton asked the companies whether they could maintain or update their prices. A joint Linbatys/LYSE study day was organised on 21 March 2022. After a presentation of the projects in Pacific Eiland in Ypres, 31 people were able to visit the development of the Maalbeek Basin in Anzegem (PFO) and the Grande Becque basin of Saint Jans Cappel (USAN). An explanatory brochure has also been printed in 100 copies and distributed to the main actors working on the flood theme in each slope.

2567 personnes bénéficieront directement du plan de lutte contre les inondations et des aménagements du projet LINBATYS ; 5 aménagements durables de lutte contre les innondations seront mis en place, 7 aménagements hydrauliques "lourds". Au final, la capacité de rétention d'eau sera augmentée de plus de 75900 m³.

Two thousand five hundred and sixty-seven people will directly benefit from the flood control plan and the LINBATYS project developments; 5 sustainable flood control developments will be implemented, 7 “heavy” hydraulic developments. Ultimately, the water retention capacity will be increased by more than 75,900 m³.

2567 personen zullen rechtstreeks baat hebben bij het bestrijdingsplan tegen overstromingen en de maatregelen van het project LINBATYS; er zullen 5 duurzame bestrijdingsmaatregelen tegen overstromingen worden getroffen en 7 ‘zware’ hydraulische werken uitgevoerd. Uiteindelijk zal de waterretentiecapaciteit met meer dan 75.900 m³ worden opgetrokken.
