Ce projet concerne le bassin transfrontalier de l’Elnon, cours d’eau situé en partie à la frontière entre la France et la Belgique et entouré de zones urbaines. Les communes sont soumises à un risque d’inondation important : le projet ELNON propose une gestion intégrée de ce risque à travers la mise en œuvre de plusieurs actions transfrontalières : la mise en place d’aménagements hydrauliques structurantes le long de l’Elnon ; la sensibilisation et conscientisation de la population locale au risque d’inondation ; création d’un réseau actif entre les partenaires pour coordonner les actions et échanger sur les techniques et méthodes à mettre en œuvre dans le but d’améliorer la protection de la population vis-à-vis des crues. Les solutions pour résoudre les dysfonctionnements doivent être concertées à l'échelle transfrontalière pour gagner en efficacité et apporter une réponse commune, globale et optimale.

This project concerns the cross-border basin of the Elnon, a watercourse partly located on the border between France and Belgium and surrounded by urban areas. Municipalities are subject to a significant risk of flooding: the ELNON project proposes integrated flood risk management through the implementation of several cross-border actions: the implementation of structuring hydraulic installations along the Elnon River; information and awareness-raising among the local population about the risk of flooding; creation of an active network between partners to coordinate actions and exchange information on techniques and methods to be implemented in order to improve the protection of the population against flooding. Solutions for resolving failures must be coordinated at cross-border level to increase efficiency and find a joint, global and optimal solution.

Dit project betreft het grensoverschrijdende bekken van de Elnon, een waterloop die voor een deel langs de Frans-Belgische loopt en omringd is door stedelijke zones. De gemeenten zijn onderhevig aan een groot overstromingsrisico: het project ELNON stelt een geïntegreerd beheer van dit risico voor via meerdere grensoverschrijdende acties: de uitvoering van structurerende hydraulische werken langs de Elnon; de bewustmaking van de plaatselijke bevolking omtrent het overstromingsrisico; de creatie van een actief netwerk tussen de partners om de acties te coördineren en kennis uit te wisselen over de technieken en methoden die moeten worden toegepast om de bevolking beter te beschermen tegen hoogwater. De oplossingen voor de tekortkomingen moeten op grensoverschrijdend niveau worden overeengekomen, zodat ze efficiënter zijn en een optimaal, gemeenschappelijk en globaal antwoord bieden.

Le projet ELNONTRANSFROTALIER (3.6.221) a pour objectif la mise en œuvre d’un programme d’aménagements hydrauliques (trois zones d’expansion de crues en France et une zone d’immersion temporaire en Belgique) afin de prévenir les inondations par débordements du cours d’eau transfrontalier ELNON (situé dans le département du Nord et la Wallonie). Il vise également à développer les échanges entre les professionnels et à engager des actions de communication à destination des habitants. Sont partenaires de ce projet comme opérateurs : le Syndicat Mixte pour l’Aménagement Hydraulique des Vallées de la Scarpe et du Bas Escaut et la Province de Hainaut. Le Syndicat Mixte pour l’Aménagement Hydraulique des Vallées de la Scarpe et du Bas Escaut en est le chef de file. Il conduit également le projet sur le versant Français. La Province du Hainaut a confié à sa structure Hainaut Ingénierie Technique la conduite du projet sur le versant Belge. Sont également impliqués comme opérateurs associés : la Communauté de Communes Pévèle Carembaut, les communes de BACHY, de Mouchin, de Aix-en-Pévèle, de Lecelles, de Rumegies, de Saint-Amand-les-Eaux, de Brunehaut, de Rumes, le Service Public de Wallonie, le Parc Naturel Régional Scarpe-Escaut et le Parc naturel des Plaines de l’Escaut. Le Contrat de rivière Escaut-Lys est impliqué comme partenaire associé. Le projet a été lancé le 19 février 2018 à Saint-Amand-Les-Eaux (France) et son démarrage effectif a été programmé au 1 avril 2018. Une manifestation de lancement a été organisée le 19 juin 2018 à Rumes (Belgique). Le projet s’achèvera en décembre 2022. Les premiers semestres ont permis le développement de nombreux échanges transfrontaliers, notamment au plan technique. Ces échanges ont porté sur les méthodes de travail et de savoir-faire. Les études d’ingénieries préalables aux travaux et les rencontres avec les administrations se sont développées sur les versants Français et Belge. Les études environnementales portant sur la faune et la flore ont été menées afin, notamment, de déterminer l'impact potentiel de futurs travaux et les mesures compensatoires à mettre en œuvre. Des négociations ont été lancées avec les exploitants agricoles et les propriétaires fonciers du fait de la nécessité d’acquérir les parcelles présélectionnées dans le cadre du projet. Les groupes de travail concernés par les échanges techniques et le risques d’inondations, et l’urbanisme ont tenu leurs premières réunions. En matière de communication, le site Internet du projet (www.elnontransfrontalier.eu/) a été réalisé en début d’année 2020 et plusieurs supports papiers à destination des habitants concernés ont également été créés. De nombreuses interview ont été réalisées en 2020 en préparation de films de présentation du projet. En 2021, le premier film de présentation du projet a été élaboré. Des formations ont été réalisées afin de pouvoir réaliser des vidéos des travaux à venir et ainsi permettre un suivi de leur avancée sur le site internet. Les négociations foncières ont été poursuivies en 2021 et tous les propriétaires et gestionnaires ont formulé leurs accords. Les études préalables aux travaux ont également été poursuivies afin notamment de tenir compte de toutes les obligations réglementaires en matière d’environnement. Versant Français la demande d’autorisation a été formulée en juin 2021. Elle porte sur une demande d’autorisation environnementale (DAE) qui regroupe, plusieurs procédures administratives au titre de la loi sur l’eau, sur les études de danger et sur la protection de l’environnement. Cette demande précise également les mesures compensatoires prévues dans le domaine des zones humides afin d’en compenser les superficies concernées par les projets d’aménagement. La procédure d’instruction commencée au second semestre 2021 n’a pas pu aboutir dans les délais normaux et une nouvelle disposition issue du SDAGE est entrée en vigueur en mars 2022. Cette modification concernant les mesures compensatoires impose au SMAPI de modifier son dossier initial. Le semestre 7 est consacré à la modification de son dossier et aux négociations avec tous les acteurs concernés. Il aboutit à un dossier complémentaire déposé en juin 2022.Pour la Province de Hainaut, début 2021, le fonctionnaire délégué de la Région wallonne a octroyé le permis d’urbanisme pour les travaux de construction de la Zone d’Immersion Temporaire n°1 à Rumes. Le Rapport Qualité des Terres (RQT) a été établi suite aux essais géotechniques et celui-ci est marqué par de la pollution naturelle forte. HIT a eu la possibilité d’acquérir 4 parcelles supplémentaires afin de modifier la zone et se conformer à la législation en vigueur sur les terres polluées. Quant à l’autorisation pour l’ouvrage n° 1 sur le versant français, elle est à l’étude. Les démarches pour connaître les coordonnées du propriétaire de la parcelle en berge française et l’étude environnementale de l’ouvrage n°1 de la ZIT sont en cours. Pour HIT, l’ensemble des emprises a été présenté fin décembre 2021 au Conseil provincial et les actes définitifs sont encore en cours de passation pour certaines parcelles. De même que les travaux ont débuté pour la ZIT, seul le chemin d’accès aux travaux a pu être réalisé en 2021 et la convention a été signée fin d’année sur le versant français, passée au Collège en novembre 2021 et l’autorisation de l’ouvrage sur le versant français a été déposée le 2 février 2022 à la DDTM à Lille et des compléments ont été transmis en juin 2022.

The ELNONTRANSFROTALIER project (3.6.221) aims to implement a programme of hydraulic facilities (three flood expansion zones in France and a temporary immersion zone in Belgium) in order to prevent overflow flooding of the Elnon cross-border watercourse (located in the Northern Department and Wallonia). It also aims to develop exchanges between professionals and to initiate communication actions aimed at the inhabitants. Partners of this project as operators: the Mixed Union for Hydraulic Development of the Scarpe and Lower Escaut Valleys and Hainaut Province. The Mixed Syndicate for Hydraulic Development of the Scarpe and Lower Escaut Valleys is the leader. He also led the project on the French side. The Province of Hainaut entrusted its structure Hainaut Technical Engineering with the management of the project on the Belgian side. They are also involved as associate operators: the Community of Communes Pévèle Carembaut, the municipalities of BACHY, Mouchin, Aix-en-Pévèle, Lecelles, Rumegies, Saint-Amand-les-Eaux, Brunehaut, Rumes, the Wallonia Public Service, the Scarpe-Escaut Regional Natural Park and the Plains de l’Escaut Natural Park. The Escaut-Lys River Contract is involved as an associate partner. The project was launched on 19 February 2018 in Saint-Amand-Les-Eaux (France) and its actual start was scheduled for 1 April 2018. A kick-off event was organised on 19 June 2018 in Rumes (Belgium). The project will be completed in December 2022. The first semesters allowed for the development of many cross-border exchanges, particularly at the technical level. These discussions focused on working methods and know-how. The engineering studies prior to the work and the meetings with the administrations developed on the French and Belgian sides. Environmental studies on fauna and flora were carried out in order, inter alia, to determine the potential impact of future work and the compensatory measures to be implemented. Negotiations were initiated with farmers and landowners due to the need to acquire the pre-selected parcels under the project. The working groups concerned with technical exchanges and the risk of flooding, and urban planning held their first meetings. As regards communication, the project’s website (www.elnontransfrontalier.eu/) was created at the beginning of 2020 and several paper media for the inhabitants concerned were also created. Numerous interviews were conducted in 2020 in preparation for films presenting the project. In 2021, the first presentation film of the project was developed. Training has been carried out in order to be able to make videos of the work to come and thus allow a follow-up of their progress on the website. Land negotiations were continued in 2021 and all owners and managers formulated their agreements. Studies prior to the work were also continued in order to take account of all regulatory obligations relating to the environment. The request for authorisation was made in June 2021. It concerns an application for environmental authorisation (EAA) which brings together several administrative procedures under the Water Act, hazard studies and environmental protection. This request also specifies the compensatory measures provided for in the field of wetlands in order to compensate for the areas covered by the development projects. The investigation procedure started in the second half of 2021 could not be completed within the normal deadlines and a new provision resulting from the SDAGE entered into force in March 2022. This countervailing amendment requires SMAPI to amend its original dossier. Semester 7 is devoted to the modification of its file and to negotiations with all the actors concerned. It culminates in a supplementary file filed in June 2022.For the Province of Hainaut, in early 2021, the delegated official of the Walloon Region granted the planning permit for the construction works of the Temporary Immersion Zone No. 1 in Rumes.The Earth Quality Report (EQR) was drawn up following geotechnical testing and is marked by strong natural pollution. Hit had the opportunity to acquire 4 additional plots in order to modify the area and comply with the legislation in force on polluted land. As for the authorisation for book No. 1 on the French side, it is under consideration. The steps to know the contact details of the owner of the plot on the French bank and the environmental study of the work No. 1 of the ZIT are in progress. For HIT, all right-of-way rights were presented to the Provincial Council at the end of December 2021 and final acts are still under way for certain parcels. Just as the work started for the ZIT, only the path to the works could be completed in 2021 and the agreement was signed at the end of the year on the French side, passed to the College in November 2021 and the authorisation of the work on the French side was deposited on 2 February 2022 at the DDTM in Lille and supplements were sent in June 2022.

Le nombre de personnes protégées après la mise en oeuvre des aménagements avoisinne les 10 000, directement concernées. Création d'un site internet d’information sur le projet et son évolution, les inondations (origine, évolution, derniers phénomènes observés,…), les recommandations associées (bonnes pratiques et conduite à tenir en cas d’inondation) associé à une base de données photographique interactive. Des brochures seront également établies pour une distribution large à la population locale (brochure relative au bilan du projet et aux inondations et brochure relative aux recommandations). Quatre aménagements hydrauliques structurants seront créés.

Expected Results (EN):

Around 10,000 people are directly concerned by the benefits of increased protection after the implementation of the works. Creation of a website providing information on the project and its evolution, floods (origin, evolution, latest observed phenomena, etc.), related recommendations (good practices and procedures in the event of flooding) associated with an interactive photographic database. Brochures will also be prepared for widespread distribution to the local population (brochure on the project review and floods and brochure on the recommendations). Four structuring hydraulic installations will be created.

Het aantal rechtstreeks betrokken beschermde personen na de uitvoering van de maatregelen ligt rond de 10.000. Creatie van een website met informatie over het project en zijn evolutie, de overstromingen (oorsprong, evolutie, laatst waargenomen verschijnselen, …), bijhorende adviezen (goede praktijken en gedrag bij overstroming), gekoppeld aan een interactieve database met foto’s. Er worden ook brochures opgesteld, die onder de lokale bevolking worden verspreid (brochure over de projectbalans en overstromingen en brochure met aanbevelingen). Er zullen vier structurerende hydraulische werken worden uitgevoerd.

Expected Outputs (FR): Améliorer la protection de la population vis-à-vis des crues : créer des aménagements hydrauliques structurants et prévenir les risques d'inondations. Accroître la conscience de ce risque par les populations locales.
