Il progetto RUMBLE ha l’obiettivo generale di migliorare la sostenibilità dei porti commerciali contribuendo alla riduzione dell'inquinamento acustico, attraverso la realizzazione di studi e di piccole infrastrutture ed investimenti per la mitigazione del rumore e per la valutazione della loro efficacia, replicabili in tutte le realtà portuali dell’area di cooperazione. Ciò consentirà di ridurre le principali fonti di disturbo indotte dalle sorgenti sonore del porto a beneficio della popolazione residente nelle aree urbane limitrofe: il traffico su strada dei mezzi pesanti generato dalle attività portuali e dagli attracchi dei natanti. Gli interventi saranno definiti a seguito di un’indagine iniziale del clima acustico e tenendo in considerazione le rimostranze dei cittadini pervenute agli enti gestori dei porti e alle istituzioni pubbliche preposte. Allo stesso tempo, al fine di operare in una maniera corretta ed efficiente, RUMBLE applicherà una strategia di monitoraggio: 1) connessa all’efficacia delle opere di mitigazione realizzate con i fondi del progetto nelle aree pilota di Cagliari, Livorno e Ajaccio 2) finalizzata a valutare l’efficacia di un’opera di ampie dimensioni già realizzata con fondi propri nel Porto di Genova 3) per definire i migliori interventi da realizzare in futuro nel porto dell’area Metropolitana di Nizza.Le attività di comunicazione prevedono focus group ed eventi dedicati al coinvolgimento dei target group in tutte le fasi del progetto, anche per validarne i risultati: Enti pubblici competenti di pianificazione ed monitoraggio acustico, imprese portuali e cittadini, anche rappresentati da Comitati.La replicabilità e la trasferibilità del progetto in altre realtà portuali sarà garantita a livello transfrontaliero dal Network con i capofila degli altri progetti, a livello europeo dalle presentazioni svolte dai partner negli eventi istituzionali, ma anche dalle Università partner presso la Comunità scientifica internazionale.

Le projet Rumble vise à améliorer la durabilité des ports commerciaux, à travers la réduction de la pollution sonore. Le projet prévoit la réalisation des études, des petites infrastructures et des investissements pour la mitigation de la pollution sonore, qui pourront être transposés dans d’autres ports de la zone de coopération, et de l’évaluation de leur efficacité. Les activités permettront de réduire les principales sources sonores du port à bénéfice de la population résidente dans les zones urbaines limitrophes: le trafic routière lié aux activités du port et au mouillage des navires. Les mesures seront définis, suite à un étude initial sur les émissions sonores et tenant en compte les réclamations présentées par les citoyens aux gérants des ports et aux institutions publiques compétentes. A la fin de opérer en façon correcte et efficiente, Rumble mettra en œuvre une stratégie de monitorage : 1) liée à l’efficacité des mesures de mitigation financés avec le projet pour le zone pilote de Cagliari, Livorno et Ajaccio 2) finalisée à évaluer l’efficacité de l’opération de grandes dimensions, déjà réalisé avec le financement du Port de Genova 3) pour définir le futures actions à réaliser dans le port de Nice. Dans les activités de communication on prévoit l’activation des groupes de discussion et des évènements pour la participation des groupes cibles dans toutes les phases du projet, aussi pour la validation des résultats: les organismes publiques avec compétence dans la planification du territoire et le monitorage des émissions sonores, les entreprises du port, les citoyens aussi représentés dans les comités. La répétition et la transférabilité du projet dans d’autres ports seront garanties au niveau transfrontalier par le réseau parmi le chef de file des autres projets, à travers la participation aux évènements institutionnels au niveau européen et le partage des connaissances parmi les universités partenaires et la communauté scientifique internationale.

The general objective of this project is to improve the sustainability of commercial ports by contributing to the reduction of noise pollution. It will build some infrastructure and invest in noise mitigation to carry out studies and assess their effectiveness, replicable in all ports of the cooperation area. This will make it possible to reduce heavy-duty road traffic generated by port activities and boat moorings, the main sources of disturbance induced by port sound sources, thus benefiting the neighbouring urban population. The project will implement actions after an initial acoustic climate survey and taking into consideration the grievances of the residents received by port management bodies and the public institutions in charge. In order to operate correctly and efficiently, RUMBLE will apply a monitoring strategy with the following features: 1) connected to the effectiveness of the mitigation works carried out with project funds in the pilot areas of Cagliari, Livorno and Ajaccio 2) aimed at evaluating the effectiveness of a large-scale project already carried out with its own funds in the Port of Genoa 3 ) defining the best actions to be implemented in the future in the Nice metropolitan area port. Focus groups and events will involve the target groups in all phases of the project, also to validate the results. These will include public bodies in charge of acoustic monitoring and planning, port companies and residents, also represented by Committees. The Network with the leaders of the other projects will ensure that the project can be repeated and transferred to other cross-border port facilities; the same will be carried out at European level through presentations by partners at institutional events and partner Universities before the international scientific community.
