La propagation du gaz naturel liquéfié (GNL) dans les ports exige la mise en œuvre d'un système des infrastructures qui privilèges la mise en place d'un réseau de distribution fiable, sécurisée et intégrée. La réalisation de cette infrastructure implique des décisions stratégiques sur la localisation des installations pour le bunkering, le stockage et la fourniture de GNL et à propos de sa taille, selon des logiques systémiques. Le projet identifie des solutions technologiques et productives pour la distribution et le bunkering du GNL dans les ports transfrontaliers basés sur des normes communes et sur des procédures d'exploitation partagé. Le projet identifie la localisation des plantes et le réseau de distribution des dépôts primaires, en vérifient les externalités potentielles et la durabilité économique et financière. Les outputs projet sont des rapports visés à la définition des normes et des procédures technologiques pour le bunkering du GNL, et un plan d'action intégré au bénéfice des ports. Les bénéficiaires des outputs sont les administrations portuaires et les collectivités locales intéressées par la mise en œuvre des stations de bunkering du GNL. Le caractère stratégique du projet découle de l'importance interrégionale, de positionnement de l'espace maritime transfrontalier IT-FR dans le nord de la Méditerranée et des conséquences liés à l'élaboration des compétences intégrées pour le développement d'un système des infrastructures commune. L'approche transfrontalière est imposée par la densité des services maritimes avec origine / destination dans la région et par la nécessité de développer des installations avec des caractéristiques technologiques homogènes. L'innovation du projet dérive par l’approche interdisciplinaire qui combine les dimensions techniques et d'ingénierie, économiques et juridiques et l'utilisation d’une logique partagée pour éviter la duplication des investissments.

La diffusione del gas naturale liquefatto (GNL) nei porti richiede l’implementazione di un sistema infrastrutturale che privilegi logiche di corridoio e la costituzione di una rete di distribuzione affidabile, sicura e integrata. La realizzazione di tale infrastruttura implica decisioni strategiche circa la localizzazione degli impianti per il bunkering, lo stoccaggio e l’approvvigionamento del GNL e in merito al loro dimensionamento, secondo logiche sistemiche. Il progetto individua soluzioni tecnologico-produttive per la distribuzione e il bunkering di GNL nei porti dell’area transfrontaliera basate su standard e procedure operative condivise. Il progetto identifica la possibile localizzazione degli impianti e dei depositi della rete di distribuzione primaria, verificandone le potenziali esternalità e la sostenibilità economico-finanziaria. Gli output del progetto consistono nella predisposizione di report per la definizione di standard tecnologici e procedure comuni per il bunkering di GNL, e di un piano d’azione integrato a beneficio dei porti. I beneficiari degli output sono le Autorità Portuali e gli enti pubblici territoriali interessati alla realizzazione di impianti di rifornimento GNL. La strategicità del progetto discende dalla sua valenza interregionale, dal posizionamento dello spazio transfrontaliero IT-FR marittimo nel Nord Mediterraneo e dalle ricadute connesse allo sviluppo di competenze integrate per lo sviluppo di un sistema infrastrutturale comune. L’approccio transfrontaliero è imposto dalla densità di servizi marittimi con origine/destino nell’area e dalla necessità di disporre di impianti con caratteristiche tecnologiche omogenee.L’innovatività del progetto deriva dall’approccio interdisciplinare che coniuga dimensioni tecnico-ingegneristiche, economiche e giuridiche e dall’uso di logiche condivise per evitare la duplicazione degli investimenti e il rischio di non interoperabilità tra impianti diversi.

Description (EN):

The diffusion of liquefied natural gas (LNG) in ports requires the implementation of infrastructure that privileges corridors and the establishment of a reliable, safe and integrated distribution network. The realisation of this infrastructure implies strategic decisions about the location of the LNG bunkering, storage and supply plants and their systemic sizing. The project identifies technological-productive solutions for LNG distribution and bunkering in the ports of the cross-border area based on shared operating standards and procedures. The project identifies the possible location of the plants and storages of the primary distribution network, while verifying potential external factors and economic-financial sustainability. The project outcomes consist of reports setting technological standards and common procedures for LNG bunkering and an integrated action plan for the benefit of ports. The beneficiaries will be the Port Authorities and local public bodies interested in the construction of LNG refuelling plants. The project's strategic nature is due to its interregional value, the North Mediterranean location of the IT-FR transboundary maritime space and the effects of developing integrated skills to build a common infrastructure. The density of maritime services with origin/destination in the area and the need to have systems with similar technological characteristics impose the cross-border approach. The innovation of the project derives from an interdisciplinary approach which combines technical-engineering, economic and legal dimensions and from the use of shared logics to avoid duplicating investment and the risk of non-interoperability between different plants.
