Le bruit généré par les infrastructures portuaires a un impact quotidien sur la vie de milliers de personnes dans la région du programme. La présence de ports commerciaux importants, parmi les premiers dans les rankings nationaux respectifs (Gênes, Livourne et Cagliari en ce qui concerne la movimentation des marchandises en Italie, Bastia ì en ce qui concerne les passagers en France), très fréquentés et en operation H24 implique des nuisances importantes dans les villes portuaires autour d'eux, avec des quartiers résidentiels à distance très courte des principales sources de bruit. MON ACUMEN aborde la question de la planification et de la surveillance acoustique dans les ports commerciaux de la zone de coopération à travers l'élaboration d'une méthodologie commune pour l'analyse de la description acoustique et la détection de bruit, une conception partagée des systèmes de suivi et d'une collection unifiée ainsi que la vérification des données collectés , nécessaires pour une planification efficace, tel que requis par la directive 2002/49 / CE. MON ACUMEN permettra d'avoir une approche commune sur le monitorage du bruit produtis par les ports, sur les systèmes de détection, la collecte de données, la classification aux fins de la cartographie du bruit, la création d'une base de connaissances transfrontalière fondamentale pour la gestion des problèmes causés par les activités portuaires. MON ACUMEN permet non seulement de planifier et de préparer des systèmes de détection acoustique en conformité avec stardards nationaux et européens, mais aussi de comparer et de classer les données dans informations utiles pour la politique des transports en Italie et en France. Le projet bénéficie les ports, les villes environnantes, mais aussi les régions dans le processus de mise à jour de la cartographie du bruit.

The noise generated by port infrastructure affects the lives of thousands of people in the programme area every day. Important commercial ports (Genoa, Livorno and Cagliari for the movement of goods in Italy, Bastia for the movement of passengers in France) filled with people and non-stop activities cause considerable disturbance to the surrounding cities and residential neighbourhoods within walking distance of major noise sources. MON ACUMEN deals with the issue of acoustic planning and control in commercial ports of the cooperation area by developing a shared methodology to analyse acoustic description and noise detection and plan data collection and verification, as per Directive 2002/49/EC. MON ACUMEN will make it possible to have a shared approach toward monitoring the noise produced by ports, setting up detection systems, collecting data, mapping noise and creating a fundamental cross-border knowledge base for managing problems caused by port activities. In addition to planning and organising acoustic detection systems compliant with national and EU standards, this project compares and classifies data to obtain useful transport policy information for both Italy and France. Not having a shared approach has led to a substantial difference in acoustic monitoring, to the detriment of health and efficient planning, even though port activities are comparable and share most of the commercial traffic. MON ACUMEN benefits the ports, surrounding cities and Regions that update their acoustic mapping.

Il rumore generato dalle infrastrutture portuali impatta quotidianamente sulla vita di migliaia di persone nell’area di programma. La presenza di importanti porti commerciali, fra i primi nelle rispettive classifiche nazionali (Genova, Livorno e Cagliari per quanto riguarda il movimento merci in Italia, Bastia per quanto riguarda il movimento di passeggeri in Francia), molto frequentati e operativi H24 comporta un disturbo notevole per le città portuali circostanti, con quartieri residenziali a pochi passi da sorgenti di rumore rilevanti. MON ACUMEN affronta il tema della pianificazione e del controllo acustico nei porti commerciali dell’area di cooperazione sviluppando una comune metodologia di analisi della descrizione acustica e del rilevamento del rumore, una progettazione condivisa dei sistemi di monitoraggio e una raccolta e verifica unitaria dei dati raccolti, necessaria per una efficace pianificazione, così come richiesto dalla Direttiva 2002/49/CE. MON ACUMEN permetterà di avere un approccio condiviso sul monitoraggio del rumore prodotto dai porti, sui sistemi di rilevamento, raccolta dati, classificazione ai fini della mappatura acustica, realizzando una base conoscitiva transfrontaliera fondamentale per la gestione dei problemi causati dalle attività portuali. MON ACUMEN consente non solo di progettare e predisporre sistemi di rilevamento acustico conformi agli stardard nazionali ed europei, ma anche di confrontare e classificare i dati in informazioni utili per la politica dei trasporti sia in Italia che in Francia. L’ assenza di un approccio condiviso infatti ha portato ad una sostanziale difformità nel monitoraggio acustico, a discapito della salute, dell’efficacia della pianificazione, sebbene le attività portuali siano invece assimilabili e i traffici commerciali in buona parte in comune. MON ACUMEN avvantaggia in questo senso i porti, le città circostanti ma anche le Regioni in fase di aggiornamento della mappatura acustica.

Achievements (FR):

Le projet MONACUMEN touche à sa fin et progresse vers la réalisation de ses résultats qui peuvent être résumés par les objectifs suivants : -réalisation d’un réseau de surveillance de l’impact sonore dans les ports, détectant en temps réel le bruit produit par les sources portuaires et le mettant à disposition de la planification des interventions de réduction de l’impact sonore. -cartographie de la pollution sonore générée par les ports, grâce aux dispositifs installés, fournissant un aperçu complet du bruit produit par les ports et permettant d’intégrer les cartographies déjà disponibles pour d’autres infrastructures de transport. Ce numéro de notre Newsletter présente les dernières interventions techniques menées dans les ports des partenaires du projet en vue d’atteindre les objectifs ci-dessus. Dans le port de Livourne, au cours de la dernière semaine de mai 2021, une première session d'installation de capteurs pour la surveillance sonore et environnementale a été réalisée. Cette session a vu l'installation de 4 capteurs pour la surveillance sonore et 3 capteurs pour la surveillance environnementale. Toutes les stations installées sont dotées de routeurs 3G pour l’envoi des données relevées tandis que les stations destinées à la surveillance sonore sont composées d'un sonomètre de classe 1 et d'un panneau solaire pour charger l’équipement.

Achievements (EN):

The MONACUMEN project is coming to an end and progressing towards achieving its results which can be summarised by the following objectives: —implementation of a network for monitoring the noise impact in ports, detecting in real time the noise produced by port sources and making it available for the planning of noise reduction interventions. —mapping of the noise pollution generated by ports, thanks to the installed devices, providing a comprehensive overview of the noise produced by ports and allowing for the integration of maps already available for other transport infrastructures. This issue of our Newsletter presents the latest technical interventions carried out in the ports of the project partners in order to achieve the above objectives. In the port of Livorno, during the last week of May 2021, a first session of installation of sensors for sound and environmental monitoring was carried out. This session saw the installation of 4 sensors for sound monitoring and 3 sensors for environmental monitoring. All installed stations are equipped with 3G routers for sending the recorded data while the stations for sound monitoring are composed of a Class 1 sound meter and a solar panel to load the equipment.
