Reducing the most polluting fuels along with oil dependence is a priority of European transport policy and represents a topic of fundamental importance for the competitiveness and efficiency of the logistics chain. Ports are a decisive element in the development and establishment of less polluting fuels, namely Liquefied Natural Gas (LNG), in the area of Transeuropean transport networks and as interchange nodes of the maritime-terrestrial transport chain. Following EU Regulation 1315/2013, which reforms the TEN-Ts, DAFI Directive 2014/94/EU indicates as necessary the installation of sea/land, fixed/mobile refuelling points to supply LNG in seaports, and the appropriate cooperation required between Member States. By 2025, ports need to create an LNG supply chain for the uninterrupted supply of ships, vehicles and port facilities; the solutions adopted will need to be environmentally and economically sustainable and the installations appropriately sized. As for the supply of LNG, GNL FACILE intends to assist the ports of the cooperation area, including TEN-T Core Network and secondary ports, in setting priorities and testing small-scale solutions, in compliance with acquis communautaire obligations and energy efficiency targets. GNL FACILE carries out 7 pilot actions in the main commercial ports of the area with mobile supply stations that prove the immediate applicability of supplying LNG and show operators how the LNG technologies and supply chain work. Cross-border cooperation brings together Italian and French experiences, thus maximising the effect of the proposed solutions and increasing knowledge

La réduction de l'utilisation de combustibles polluants et de la dépendance du pétrole est une priorité de la politique européenne des transports et est une question d'importance fondamentale pour la compétitivité et l'efficacité de la chaîne logistique. Les ports sont en ce sens une pièce décisive du développement et de l'enracinement des carburants moins polluants, en particulier le gaz naturel liquéfié (GNL), dans le cadre des réseaux de transport transeuropéens et en tant que nœuds échange de la chaîne maritime et du transport terrestre. Directive 2014/94 / UE (directive DAFI), en conformité avec le règlement européen 1315/2013 que a réformé le RTE-T, montre comment nécessaire l'installation de points de ravitaillement, en mer ou sur terre, fixe ou mobile, pour la fourniture de GNL dans les ports maritimes, en créant une coopération appropriée entre les États membres. Les ports devent fournir, dès 2025, la construction d'une véritable chaîne de GNL, qui assure la continuité de l'approvisionnement pour les navires, les véhicules et l'equipment portuaire, en verifiant la durabilité environnementale et économique des solutions adoptées et le dimensionnement approprié des installations. FACILE LNG vise à aider les ports de la zone de coopération, soit les ports du réseau central du RTE-T ainsi que que les ports secondaires, dans la définition des priorités et le suivi des solutions à petite échelle pour l'approvisionnement en GNL, en conformité avec obligations découlant de l'acquis communautaire et les objectifs d'efficacité énergétique. Le projet réalise 7 actions pilotes dans les principaux ports de la zone avec des stations mobiles qui prouvent l'application immédiate aux opérateurs de fourniture de GNL et montrent au meme temps le fonctionnement de la technologie et de la chaîne GNL. La cooperation transfrontaliere permet l'exchange d'experiences, en maximant leur impact et connaisances

La riduzione dell'utilizzo dei combustibili più inquinanti e della dipendenza dal petrolio costituiscono una priorità della politica europea dei trasporti europea e rappresentano un tema di fondamentale importanza per la competitività e l'efficienza della filiera logistica. I porti sono in questo senso un tassello decisivo dello sviluppo e del radicamento dei combustibili meno inquinanti, segnatamente il Gas Naturale Liquefatto (GNL), nell'ambito delle Reti Transeuropee di trasporto e come nodi di interscambio della catena di trasporto marittimo-terrestre. La Direttiva 2014/94/EU (Direttiva DAFI), in coerenza con il Regolamento EU 1315/2013 che riforma le TEN-T, indica come necessaria l'installazione di punti di rifornimento, a mare o a terra, fissi o mobili,per il rifornimento di GNL nei porti marittimi, prevedendo allo scopo l'opportuna cooperazione tra Stati membri. I porti si trovano ora a dover provvedere, entro il 2025, alla costruzione di una vera e propria filiera del GNL, che assicuri continuità del rifornimento per navi, veicoli e mezzi portuali, la sostenibilità ambientale ed economica delle soluzioni adottate e l'opportuno dimensionamento degli impianti. GNL FACILE intende assistere i porti dell'area di cooperazione, sia porti del Core Network delle TEN-T che porti secondari, nella definizione delle priorità e nella verifica delle soluzioni di piccola scala per il rifornimento di GNL, in ottemperanza agli obblighi derivanti dall'acquis comunitario e gli obbiettivi di efficienza energetica. GNL FACILE realizza 7 azioni pilota nei principali porti commerciali dell'area con stazioni mobili di rifornimento che provano l'immediata applicabilità del rifornimento GNL e mostrano agli operatori il funzionamento delle tecnologie e della filiera GNL. La cooperazione transfrontaliera mette a fattor comune le esperienze italiane e francesi, massimizzando l'impatto delle soluzioni proposte, incrementando le conoscenze.

Achievements (EN):

Mobile LNG tanking plant: The first mobile LNG tanker built as part of the FACILE LNG project for the Western Ligurian Sea Port System Authority was completed by Ham Italia. The building, which bears the logo of the IT-FR MARITIME programme, which has enabled and financed it, has a capacity of 55 m³, is 13.80 m long, 2.50 m wide and 3.90 m high and has been constructed in elaborate construction to take into account the application of technical reference standards. The mobile tank will therefore enable the refuelling of LNG in the ports of the cooperation zone, starting in Genoa, where the first day of demonstration is scheduled, and then in the ports of La Spezia, Marina di Carrara, Savona and Toulon, which will also be streamed for the entire logistics and port community of the programme on the respective website. The long-prepared investment financed by the FACILE LNG project is an important element in improving the environmental sustainability of the port and logistics sector, as LNG-powered trucks emit 30 % less CO2, i.e. less than 95 % NOx and almost no particulate emissions, with direct environmental benefits and the quality of the air we breathe. Once the experiment planned by GNL FACILE has been completed, the structure will remain available in the ports of the Western Ligurian Sea. The next tank will be that of the North Tyrrhenian Sea Port System Authority, whose delivery is scheduled for the end of June 2021.
