The partner areas affected by the programme are highly exposed to the risk of fires and have a lot of tourists and plant fuel. The general abandonment of farming and animal husbandry has made the situation much worse; the forest area increased considerably and so did combustible material, while discontinuous areas and the resilience of ecosystems to the passage of fire decreased. New prevention actions need to focus on making forests safer and less susceptible to catching fire. Leading public choices in this direction will, therefore, be fundamental, hence the general objective of MED FORESTE to improve the capacity of public institutions to prevent and manage forest fire risk through experimentation, implementation and cross-border comparison of prevention interventions. The project plans for two types of pilot trials: 1) Cross-border comparison of fuel reduction strategies and socio-economic, environmental and financial sustainability 2) Forest fire prevention interventions carried out in strategic points, in connection with the strategic MED STAR project. The results of the first trial will produce a manual to support future fire prevention decisions, while the results of the second will be the prevention works carried out for the benefit of the population. The project’s scientific approach to the causes of forest fires and ways to handle them will be shared across borders, thus facing a common challenge with local experiments. Standardised systems will monitor and compare their effectiveness. Knowledge and dialogue will promote a new culture of fire prevention for the benefit of the population.

L'approche scientifique aux causes des incendies boisés et à leur modalité de gestion sera partagé au niveau transfrontalière, pour affronter un défi commun grâce à expérimentations locales, mais monitorées par des systèmes communs qui permettront la comparaison de leur efficacité.La zone intéressée par le programme est très exposée au risque incendie et en particulier les territoires partenaire du projet sont rapproché par une forte présence touristique en zones à haute présence de combustible végétal. L'abandon général des activités agricoles et silvo-pastorales a vivement aggravé la situation, en déterminant un accroissement considérable de la surface forestière, avec augmentation conséquente du matériel combustible, diminution des zones de discontinuité et de résistance des écosystèmes au passage du feu. Définir nouvelles actions de prévention signifie donc agir sur les causes des incendies en rendant les forêts moins inflammables et plus sûres. Orienter les choix publics en telle direction sera donc fondamental,de lequelle l'objectif de MED-forêts d'améliorer la capacité des institutions publiques de prévenir et gérer le risque incendie grâce à expérimentation, réalisation et comparaison transfrontalière d'interventions de prévention. Deux typologies d'expérimentation pilote prévues:1) comparaison transfrontalière de stratégies de réduction et du monitorage du combustible en vue d'une durabilité socio-économique, environnementale et financière 2) mettre en œuvre des mesures de prévention des incendies de forêt à réaliser aux points stratégiques, en liaison avec MED-STAR stratégique.Les résultats de la première expérimentation produiront un manuel à support des futurs choix décisionnels de prévention incendie, pendant que les résultats de la seconde seront les oeuvre de prévention réalisées, au bénéfice de la population. Connaisance et comparasion transfrontalière seront les bases de la nouvelle culture de la prévention incendies.

L’area interessata dal programma è fortemente esposta al rischio incendi ed in particolare i territori partner del progetto sono accomunati da forte presenza turistica in zone ad alta presenza di combustibile vegetale. Il generale abbandono delle attività agricole e silvo-pastorali ha fortemente aggravato la situazione, determinando un notevole incremento della superficie forestale, con conseguente aumento del materiale combustibile, diminuzione delle aree di discontinuità e della resistenza degli ecosistemi al passaggio del fuoco. Definire nuove azioni di prevenzione significa quindi agire sulle cause degli incendi, rendendo le foreste meno infiammabili e più sicure. Orientare le scelte pubbliche in tale direzione sarà quindi fondamentale, da cui l'obiettivo generale di MED-Foreste di migliorare la capacità delle istituzioni pubbliche di prevenire e gestire il rischio incendi boschivi tramite sperimentazione, attuazione e confronto transfrontaliero di interventi di prevenzione. Due le tipologie di sperimentazione pilota previste: 1) confronto transfrontaliero di strategie di riduzione del combustibile monitorate in un’ottica di sostenibilità socio-economica, ambientale, finanziaria 2)Interventi di prevenzione incendi boschivi eseguiti in punti strategici, in collegamento con lo strategico MED-STAR. I risultati della prima sperimentazione produrranno un manuale a supporto delle future scelte decisionali di prevenzione incendi, mentre i risultati della seconda saranno le opere di prevenzione realizzate a beneficio della popolazione. L'approccio scientifico alle cause degli incendi boschivi e alle loro modalità di gestione sarà condiviso a livello transfrontaliero, per fronteggiare una sfida comune grazie a sperimentazioni locali, ma monitorate con sistemi comuni che consentiranno il confronto della loro efficacia.Prevenire sulla base della conoscenza e confronto, significa promuovere una nuova cultura della prevenzione incendi a beneficio delle popolazioni.
