Employment is one of the tangible aspects of a country’s economy that most affects the lives of individuals. Although the GDP may be perceived as something abstract, employment loss or uncertainty is felt immediately. The inclusive growth of the area appears to be threatened by a persisting economic crisis and job loss, especially in the Italian and island regions, but also, increasingly, the NUTS 3 of the PACA Region. With this scenario, and based on the cooperation experiences of the MA.RE Maritime programme, this project intends to contribute to the cross-border labour market by creating joint services to support the matching of employment supply and demand and a network of those responsible for employment services and the actors involved in matching supply and demand (Chamber of Commerce, union representatives and workers). The cross-border network of employment services, the development of joint services to facilitate the matching of supply and demand and cross-border mobility, the definition of joint professional profiles and validation processes of shared skills are the main outcomes of this project. Students, workers and the unemployed of the maritime area will benefit from expanded job search opportunities. A strategic action is planned to influence Regional Operational and Cross-Border Cooperation Programmes and facilitate the sustainability of the results and their capitalisation. The plan is to involve the EURES network for cross-border mobility.

Le travail reste l’un des aspects de la vie économique d'un pays qui concerne plus directement la vie des individus et donc une variable concrète que chacun d’entre nous mesure dans son quotidien. La tendance à la hausse du PIB, bien qu’indispensable, se révèle abstraite face aux interrogations réelles générées par la perte ou l’incertitude de l’emploi. La croissance inclusive de la zone apparaît menacée par la persistance de la crise économique qui se manifeste par la disparition de postes de travail, aussi bien au sein des régions continentales que des régions insulaires du Programme, avec une tendance à la hausse. Dans ce contexte, et à partir des expériences de coopération transfrontalière en cours dans le cadre du Programme Maritime, le projet entend contribuer au renforcement du marché du travail transfrontalier à travers la réalisation de services conjoints de soutien à la rencontre entre offre et demande de travail et la construction d'un réseau des acteurs responsables des services pour l'emploi et en charge de favoriser une meilleure adéquation des besoins (chambres consulaires, organisations sociales, employés. Les résultats attendus sont les suivant: le réseau transfrontalier des services pour l'emploi, le développement d’outils et services conjoints pour faciliter la rencontre entre offre et demande et de mesures en faveur de la mobilité transfrontalière, la définition de profils professionnels conjoints et de parcours de validation des compétences partagées. Les bénéficiaires de ces actions sont les étudiants, les travailleurs, les chômeurs de la zone du Programme qui pourront voir croître leur chance de retrouver un emploi. Pour faciliter la durabilité des résultats dans le temps et leur capitalisation, une action stratégique ayant pour objectif d’influer sur les PO régionaux et sur la nouvelle programmation de coopération territoriale est définie. Les activités menées en faveur de la mobilité impliqueront les acteurs EURES.

L'occupazione è uno degli aspetti dell’economia di un Paese che più riguardano la vita degli individui e che si può toccare con mano. Se infatti l'andamento del Pil, è interpretato come un'entità difficilmente percepibile, la perdita o l'incertezza del posto di lavoro sono immediatamente sentiti La crescita inclusiva dell'area, appare minacciata dal perdurare della crisi economica che si manifesta attraverso la perdita di posti di lavoro, nelle regioni italiane ed insulari in particolare, ma con un trend in aumento che investe anche le NUTS 3 della Regione PACA. In questo scenario, e a partire dalle esperienze di cooperazione già messe in atto sul programma Marittimo, MA.R.E: intende raggiungere l’obiettivo di contribuire al rafforzamento del mercato del lavoro transfrontaliero attraverso la realizzazione di servizi congiunti di sostegno all’incontro tra offerta e domanda di lavoro e la costruzione di una rete dei soggetti responsabili dei servizi per l’impiego e degli attori interessati all’incontro domanda-offerta (CCIAA, parti sociali, lavoratori e lavoratrici). La rete transfrontaliera dei servizi per l’impiego, lo sviluppo di servizi congiunti per facilitare l’incontro domanda offerta e la mobilità transfrontaliera, la definizione di profili professionali congiunti e percorsi di validazione delle competenze condivise sono gli outputs principali. I beneficiari sono studenti, lavoratori, disoccupati e inoccupati dell’area marittimo che potranno vedere ampliate le possibilità di ricerca di impiego. Per facilitare la sostenibilità dei risultati e la loro capitalizzazione, si prevede la realizzazione di un’azione di pianificazione strategica con l’obiettivo di produrre output in grado di incidere positivamente sia sui quadri strategici dei PO regionali che sulla nuova programmazione in tema di cooperazione transfrontaliera. Si vuole coinvolgere la rete EURES per la mobilità transfrontaliera.
