Description (IT):

Il progetto si configura come un insieme di azioni congiunte volte a definire sistemi informativi, tecnologici e formativi riguardanti il monitoraggio, le procedure di trasporto e della movimentazione delle merci pericolose, nonché protocolli di intervento per la gestione delle emergenze partendo dai risultati conseguiti con il progetto LOSE. LOSE + vuole intervenire sulla tracciabilità delle merci pericolose nell’area di cooperazione IT-FR MARITTIMO, agendo trasversalmente sulle azioni del LOTTO 2, con il fine di portare a completamento quanto realizzato e definito nel LOSE. La finalità è quella di monitorare in tempo reale il rischio da tale trasporto nelle zone marine in prossimità dalla costa, nelle aree portuali e retro portuali, migliorando quindi la sicurezza del territorio. Il progetto prende infatti le mosse da molteplici necessità emerse sui territori transfrontalieri coinvolti, quali: a) realizzare/implementare opportuni strumenti ICT e sistemi per il controllo dei flussi delle merci che consentano di attivare un sistema di monitoraggio continuo a livello transfrontaliero e di trasmettere dati/informazioni agli attori del territorio che intervengono nella gestione delle merci, sia via terra che via mare passando attraverso i porti (continuità della catena di trasporto); c) definire, sulla base del sistema di previsione e gestione delle emergenze, una codifica degli incidenti che si verificano in mare in prossimità della costa e nell'area porto - vie di accesso all'entroterra (viabilità urbana ed extra urbana fino alle piattaforme logistiche), individuando i soggetti che operano in questo spazio e le loro diverse responsabilità; b) sviluppare un sistema di supporto alla formazione per l'utilizzo di ICT nella gestione del rischio e delle emergenze nel trasporto di merci pericolose, tale da acquisire e trasferire conoscenza sulle nuove tecnologie ai soggetti target.

Description (EN):

This project involves a set of joint actions to define information, technological and training systems for dangerous goods monitoring, transport and handling procedures, as well as emergency protocols based on the results achieved with the LOSE project. LOSE+ concerns the traceability of dangerous goods in the IT-FR MARITIME cooperation area; it acts transversally on the actions of LOT 2, to complete what LOSE achieved and defined. The aim is to monitor in real-time the risk from such transport in marine areas near the coast, in port areas and backports, thus improving safety. The project addresses multiple cross-border needs, such as: a) creating/implementing appropriate ICT systems and tools to monitor the cross-border flow of goods on a continuous basis and transmit data/information to those who handle the goods, whether on land, at sea or in ports (transport chain continuity); b) codifying incidents at sea near the coast and in the port area and hinterland access roads (urban and extra-urban roads to the logistics platforms) based on the emergency forecasting and management system, and identifying those who operate in this space and their responsibilities; c) developing an ICT training support system for the management of risks and emergencies from transporting dangerous goods, so the knowledge of new technologies may be acquired and passed on.

Le projet est un ensemble d'actions conjointes visant à définir des systèmes d'information, de technologie et de formation concernant le suivi, les procédures de transport et la manutention des marchandises dangereuses, ainsi que des protocoles d'intervention pour la gestion des urgences, à partir des résultats obtenus avec LOSE. LOSE + veut intervenir sur la traçabilité des marchandises dangereuses dans la zone de coopération IT-FR MARITTIMO, agissant de manière transversale sur les actions de LOT 2, dans le but de mener à bien ce qui a été réalisé et défini dans le LOSE. Le but est de surveiller en temps réel le risque de tels transports dans les zones marines près de la côte, dans les zones portuaires et rétro-portuaires, améliorant ainsi la sécurité du territoire. Le projet prend en effet en compte les évolutions des besoins multiples apparus sur les territoires transfrontaliers concernés, tels que: a) mettre en œuvre des outils et systèmes TIC appropriés pour le contrôle des flux de marchandises permettant l'activation d'un système de surveillance continue au niveau transfrontalier et la transmission de données / informations aux acteurs locaux impliqués dans la gestion des biens, par terre et par mer passant par les ports (continuité de la chaîne de transport); b) définir, sur la base du système de prévision et de gestion des urgences, une codification des accidents survenus en mer près de la côte et dans la zone portuaire d'accès (routes urbaines et extra-urbaines jusqu'aux plateformes logistiques), identifiant les sujets opérant dans cet espace et leurs différentes responsabilités; c) développer un système de soutien à la formation sur TIC pour la gestion des urgences, afin d'acquérir et de transférer des connaissances sur les nouvelles technologies aux sujets target.

Achievements (EN):

RESULTS AND CAPITALISATION 1.Definition and design of the common safety and decision support system: realised in Liguria, under construction in the regional territory of Sardinia, Toscano and Var Thanks to the operational work of the Local Police of the Municipality of Genoa – project target group – a series of equipment has been installed on the territory to implement the “Common System for Safety in Liguria”: Drone to monitor and assess in real time risk situations following road accidents that they involve means of transporting dangerous goods. Cameras installed in the nerve points (very busy arteries of the city). They send data, photographs and videos of the number plates of the vehicles passing through the two directions of travel. Roadfighter – mobile devices – able to read the license plates of ADR vehicles. The tablet that manages Roadfighters stores data at a computer level. The aim is to monitor the multi-modal flows of dangerous goods on the territory, collect and process their data through the web-GIS LOSE+ platform created specifically for the project. In the training room of the Local Police of the Municipality of Genoa, a basic training course on the “Common ICT Security System – LOSE+ web-gis platform for the monitoring of dangerous goods flows and hazard assessment” was carried out. The objective was to train local police operators and agents in the use and visualisation of ICT data and information developed by the LOSE+ project for planning and intervention in case of emergency. The Web-Gis Platform of the project “COMMON SYSTEM FOR SAFETY” for monitoring dangerous goods flows by land (LOSE+), will merge into the OMD project that will create a Dangerous Goods Observatory for risk management in the port-maritime environment. The instrument will offer port authorities, shipping companies, port captains and policy makers a tool to support innovative, specific and operational decision-making for the areas of competence.
