Le patrimoine naturel et culturel du PC IFM représente une grande opportunité de développement rendu vulnérable par les risques naturels et humains, disparités entre la côte et l'intérieur, effets de la crise économique. En particulier, la zone est caractérisée par: faible usage du patrimoine; peu de coordination entre les institutions et difficultés de gestion du patrimoine dispersé; faible dotation en infrastructures et TIC innovantes; perte de biodiversité et dégradation esthétique du paysage. CAMBIO-VIA vise à améliorer l'efficacité des actions publiques dans la protection, la promotion et le développement du patrimoine naturel et culturel représenté par les aires protégées, les parcs et les sites historiques sur la voie de la Transhumance. L’exploitation durable matériele et virtuele du patrimoine de l’espace transfrontalier et insulaire sera améliorée pour tester un nouveau modèle de réseau environnemental qui reconnaît la valeur économique, historique, culturelle et environnemental des produits traditionnels, la biodiversité et les routes rurales en Toscane, Ligurie, Sardaigne, Région Sud et Corse. La valeur de la coopération réside dans la création d'une offre naturelle et culturelle intégrée et pluridisciplinaire qui renforce l’attractivité et la compétitivité de la zone et des îles. Les outputs sont: Plan d'action stratégique, Charte des communautés gardiens, méthode pour établir la valeur des produits de haute qualité environnementale, étiquette de la Transhumance, collecte des bonnes pratiques et tutoriel sur l’entrepreneuriat agricole, itineraire transfrontalière géoréférencé et actions d'accessibilité matérielle et virtuelle des patrimoines. Les beneficiaires sont: Communautés locales, institutions publiques, Parcs, zones protégées et touristes. L'innovation réside dans l'interaction entre les particularités géo-environnementales et culturelles qui valorisent la continuité entre espaces et valeurs communes diffusés par TIC.

Il patrimonio naturale e culturale del PC IFM rappresenta una grande opportunità di sviluppo resa vulnerabile da rischi naturali e antropici, dall’ampliarsi delle disparità fra costa e interno e dagli effetti della crisi economica. In particolare l’area è caratterizzata da: scarsa fruibilità dei patrimoni; poco coordinamento fra istituzioni e difficoltà di gestione del patrimonio diffuso; bassa dotazione infrastrutturale e di tecnologie innovative; perdita di biodiversità e degrado estetico del paesaggio. CAMBIO VIA ha l’obiettivo di migliorare l’efficacia alle azioni pubbliche nel proteggere, promuovere e sviluppare il patrimonio naturale e culturale rappresentato da aree protette, parchi e siti storici lungo l’itinerario della transumanza. La fruibilità materiale e immateriale del ricco patrimonio dello spazio transfrontaliero e insulare verrà potenziata per testare un nuovo modello di rete ambientale che riconosca il valore economico, storico-culturale, turistico e ambientale di prodotti tradizionali, biodiversità e percorsi rurali di Toscana, Liguria, Sardegna, Regione Sud e Corsica. Il valore della cooperazione sta nella creazione di un'offerta naturale e culturale integrata e multidisciplinare che migliori la capacità di attrazione e la competitività dell’area e delle isole. Gli out put sono Piano di azione strategico e Carta delle comunità custodi, Metodologia per la definizione del valore dei prodotti ad alta qualità ambientale, Etichetta della transumanza, Raccolta buone pratiche e tutorial sull'imprenditorialità agricola, un tinerario transfrontaliero georeferenziato ed interventi per migliorare l’accessibilità materiale e immateriale dei patrimoni. Ne beneficiano le comunità locali, istituzioni pubbliche, Parchi, aree protette, turisti. L’innovatività risiede nella forte interazione tra le peculiarità geo-ambientali e culturali che valorizza la continuità del territorio e la messa a sistema di valori comuni disseminati con tecniche multimediali.

Description (EN):

The natural and cultural heritage of the Italy-France Maritime Cooperation Programme represents a significant development opportunity made vulnerable by natural and humanmade risks, the widening inequalities between coast and inland and the effects of the economic crisis. The natural and cultural heritage is poorly used and difficult to manage; there is little coordination between institutions, not enough infrastructure and innovative technologies, loss of biodiversity and aesthetic degradation of the landscape. CAMBIO VIA aims to improve the effectiveness of public actions in protecting, promoting and developing the natural and cultural heritage represented by protected areas, parks and historic sites along the transhumance route. The physical and intellectual enjoyment of the rich cross-border and island heritage will be enhanced to test a new network model recognising the economic, historical, cultural, tourism and environmental value of the traditional products, biodiversity and rural paths of Tuscany, Liguria, Sardinia, Southern Region and Corsica. The cooperation value lies in the creation of an integrated and multidisciplinary natural and cultural offer improving the attractiveness and competitiveness of the area and islands. The outcomes will be a strategic action plan, charter of guardian communities, methodology defining high environmental quality products, transhumance label, collection of good practices and tutorials on agricultural entrepreneurship, georeferenced transboundary itinerary and actions to improve physical and intellectual heritage accessibility. The beneficiaries will be local communities, public institutions, parks, protected areas and tourists. The innovation lies in the substantial interaction between geo-environmental and cultural specificities leading to greater areal continuity and the enhancement of common values through multimedia techniques.
