18-34-year olds are fleeing the country for lack of job opportunities. New emigration, the generational gap and a historically low birth-rate is causing Italy to become "an ageing society with a diminished community life, dramatically accentuating economic and demographic desertification". Therefore, there exist areas of generational needs that are not being met along with other areas where cognitive resources, potential, energy and capacities are not sufficiently stimulated; their interaction can create local and cross-border employment. The project intends to contribute to the cross-border labour market by organising work experiences with a high rate of innovation and impact. A major professional figure is the expert of European cross-border projects. Thanks to EXTRA, 30 young students, graduates and recent graduates will benefit from a total of 90 hours of joint training, 30 fellowships for 6 months of professional mobility and 180 months of work experience in 30 companies and public and private organisations involved in projects funded by the INTERREG Maritime. The skills they will acquire will be certified according to the EUROPASS procedures. A public-private partnership implements EXTRA: - a public leading company acting as an "enabling platform"; - a private training organisation coordinating mobility; - two cooperatives working in the field of social innovation and impact design providing technical know-how.

Une condition généralisée de précarité est à l'origine de la fuite à l’étranger des jeunes 18- 34 ans. La nouvelle émigration, la lutte pères-fils et le tsunami démographique causé par un taux de natalité qui a atteint un nouveau minimum historique en Italie sont les causes du vieillissement de la société et de la raréfaction de la vie communautaire, accentuant dramatiquement la désertification économique et démographique. Il y a d’une part, des besoins sur les territoires qui n’ont pas encore trouvé une réponse adéquate, d'autre part, des ressources cognitives et des capacités qui n’ont pas encore été suffisamment stimulées et dont l’interaction peut créer des emplois et avoir des répercussions à tous les niveaux, du local au transfrontalier. Le projet EXTRA veut contribuer à renforcer le marché du travail transfrontalier à travers l’organisation d’expériences professionnelles ayant un haut niveau d’innovation et un fort impact. Au début du projet, la position de l'expert de projets européens pour l'espace transfrontalier est révélée en tant que profil professionnel précieux et transfrontalière. A travers EXTRA, 30 jeunes étudiants, diplômés et jeunes diplômés bénéficient d'un total de 90 heures de formation commune, 30 bourses de mobilité professionnelle de 6 mois chacune, 180 mois d'expérience professionnelle en 30 entreprises, organismes publics/privés impliqués dans des projets financés par le Marittimo. Les compétences professionnelles spécifiques acquises sont certifiées à travers EUROPASS. Le projet est développé par une partenariat public-privé : le chef de file du secteur public mettra en œuvre le projet: le chef de file agit en tant que plate-forme habilitante; 1 organisme privé de formation cordonnera l’organisation de la mobilité, 2 coopératives qui travaillent dans le domaine de l’innovation sociale et de l’analyse d’impact de projets mettront à disposition leur savoir-faire technique nécessaire à son implémentation.

Una condizione generalizzata di precarietà sta provocando la fuga verso l’estero dei giovani 18-34 anni. La nuova emigrazione, la lotta padri-figli e lo “tsunami demografico” provocato da un tasso di natalità che ha raggiunto un nuovo minimo storico in Italia sta provocando “invecchiamento della società e rarefazione della vita comunitaria, accentuando drammaticamente desertificazione economica e demografica”. Da un lato, quindi, esistono sui territori aree di bisogno generazionali che non hanno ancora trovato risposta adeguata e, dall’altro, risorse cognitive, potenzialità, energie e capacità che non sono state ancora sufficientemente stimolate e la cui interazione può creare occupazione e impatto a tutti i livelli, dal locale al transfrontaliero. Il progetto EXTRA intende contribuire al rafforzamento del mercato del lavoro transfrontaliero attraverso l’organizzazione di esperienze lavorative ad alto tasso di innovazione e impatto. All’inizio del progetto, la figura dell’esperto di progetti europei per lo spazio transfrontaliero è fatto emergere come profilo professionale di valenza transfrontaliera. Grazie ad EXTRA, 30 giovani studenti, laureati e neolaureati beneficiano, complessivamente, di 90 ore di formazione congiunta, di 30 borse di mobilità professionale di 6 mesi cadauna, di 180 mesi di esperienze lavorative all'interno di 30 imprese, organismi pubblici/privati coinvolti in progetti finanziati dall'INTERREG Marittimo. Le competenze acquisite sono certificate secondo le modalità EUROPASS. EXTRA è implementato da un partenariato pubblico-privato: - un capofila pubblico che svolge il ruolo di “piattaforma abilitante”; - 1 ente di formazione privato che coordina l’organizzazione delle mobilità; - 2 cooperative che lavorano nell’ambito dell’innovazione sociale e della progettazione d’impatto e che mettono a disposizione il know-how tecnico necessario alla sua implementazione.
