Description (EN):

This projects’ challenge concerns the improvement of commercial and recreational navigation safety against risks at sea through the development and application of innovative communication models and ICT technologies. ISIDE develops shared, voice-based and audio-visual ICT models and protocols to optimise signalling and text messaging procedures between land and boats and reduce the risk of incorrect or ambiguous communications during emergencies. The above is crucial during operations, bad weather, navigation, entering or leaving a port and docking. ISIDE’s models are validated for both commercial vessels and recreational boating. The general objective is to implement a high-availability ICT communication infrastructure essential for navigation safety, which can also help Port Authorities prevent and manage situations of risk at sea. ISIDE’s innovative use of ICT applications and services aims to demonstrate its advantages to the commercial and institutional users of the cooperation area, also for future use on a broader scale. The partnership works in a participated and coordinated way to implement and test a new conventional system for the effective management of risk situations at sea that makes the most of the potential of ICT technologies for the benefit and safety of maritime transport.

La sfida di ISIDE riguarda il miglioramento della sicurezza in mare contro i rischi della navigazione mediante lo sviluppo e l’applicazione di modelli di comunicazione innovativi che utilizzano le tecnologie ICT al fine di contribuire a migliorare la sicurezza della navigazione commerciale e da diporto. A tal fine, ISIDE mette a punto modelli e protocolli condivisi di teoria dell’informazione, sia vocali che audio-visivi, che sottostanno ai sistemi ICT di comunicazione fra terraferma e natanti, volti ad ottimizzare le modalità dei segnali e delle composizioni testuali dei messaggi al fine di ridurre le condizioni di rischio che possono derivare da una non corretta o ambigua interpretazione della comunicazione durante le situazioni di emergenza o rischio. Ciò in particolare durante manovre e condizioni meteo-climatiche a rischio, in navigazione, in fase di accesso/regresso dal porto o di attracco in banchina. I modelli messi a punto da ISIDE sono validati sia nel contesto delle imbarcazioni commerciali che del diporto nautico. L’obiettivo generale è quello di implementare una infrastruttura di comunicazione ICT ad alta disponibilità essenziale per la sicurezza della navigazione, in grado di facilitare inoltre l’azione delle Capitanerie di Porto nelle attività di prevenzione e gestione delle situazioni di rischio in mare. ISIDE si caratterizza per l’uso innovativo, in termini di applicazioni e servizi, che viene fatto delle tecnologie ICT e si propone di dimostrare all’utenza commerciale e istituzionale dell’area di cooperazione i vantaggi derivanti dall’utilizzo delle sue applicazioni, nell’ottica anche di un successivo utilizzo su scala territoriale più ampia. Il partenariato lavora in modo partecipato e coordinato al fine di implementare e testare un nuovo sistema comune per la gestione efficace delle situazioni di rischio in mare che utilizza al meglio le potenzialità delle tecnologie ICT a beneficio della sicurezza che la modalità di trasporto marittima richiede.

L’enjeu de ISIDE est celui d’améliorer la sécurité en mer contre les risques de la navigation, grâce au développement et à l’application de modèles de communication innovants qui utilisent les technologies ICT, afin de contribuer à améliorer la sécurité de navigation commerciale et de plaisance. A cet effet, ISIDE met au point des modèles et des protocoles partagés de théorie de l’information, vocaux et audiovisuels, qui serviront de base aux systèmes ICT de communication entre la terre ferme et les navires, visant à optimiser les différents types de signaux et compositions textuelles des messages pour réduire les risques pouvant dériver d’une interprétation incorrecte ou ambigüe de la communication en situation d’urgence ou à risque, ceci particulièrement pendant les manœuvres et les conditions météo-climatiques à risque, en navigation et en phase d’accès/départ du port ou d’amarrage aux quais. Les modèles définis par ISIDE sont valides pour le contexte des embarcations commerciales et de plaisance. L’objectif général est de créer une infrastructure de communication ICT à haute disponibilité, essentielle pour la sécurité de la navigation, qui facilite l’activité de prévention et de gestion des situations à risque en mer effectuée par la Capitanerie di Porto. ISIDE se caractérise par une utilisation innovante, en termes d’applications et services, grâce aux technologies ICT et prévoit de démontrer aux usagers commerciaux et institutionnels de la zone de coopération les avantages dérivant de l’utilisation de ces applications, dans l’optique d’une utilisation successive à une échelle territoriale plus ample. Le partenariat travaille de manière participative e coordonnée afin d’installer et de tester un nouveau système commun pour une gestion efficace des situations à risque en mer qui utilise au mieux les potentialités des technologies ICT au bénéfice de la sécurité que le transport maritime requiert.

Achievements (EN):

Innovations introduced in the ISIDE 2.0 system: product development The design activity of the ISIDE 2.0 system (carried out in the second half of 2023 within the framework of the ISIDE – Spese Coerenti project) led to the definition of a system based entirely on the transmission of data via the possibility of communication with each other and with the Coast Guard both for ships without AIS equipment as well as for ships with Class A AIS equipment. The resulting system consists in particular of: - A gateway that allows integration with appropriate security levels between applications used by boaters using the Internet as a data transmission network and applications used on commercial vessels and boats equipped with AIS devices. Therefore, an infrastructure was created to enable interoperability of text message transmission between the AIS network and the Internet. - A server platform based on the publish-subscribe paradigm to manage the sending and receiving of messages between i) boaters, ii) boaters and the Coast Guard, iii) vessels equipped with Class A AIS devices. The platform is integrated with a registration system and vessel identification system without MMSI (Maritime Mobile Service Identity) coding, a coding that characterizes ships equipped with AIS devices. - Applications usable on smartphones and smartwatches, connected via a Wi-Fi network and Internet hotspots and able to communicate according to the methods already defined in the ISIDE project in 2022. In this new version of the system, special attention was paid to non-users - professional users (boaters). These applications may also potentially be integrated with information services (e.g. alerts to seafarers), surveillance services in certain maritime areas, non-emergency assistance services and rescue services. The system thus defined and currently being tested is fully in line with the evolution of e-navigation services and the standardization trends currently being assessed by key organizations and proposed structures such as the Digital Technologies Committee (DTEC) of the IALA (International Association of Aids) to shipping and lighthouse authorities ) and the RTCM (Radio Technical Commission for Maritime Services).
