The labour market in the Franco-Flemish-Walloon border area is characterised by a severe shortage on the Flemish side and relatively high unemployment rates on the French and Walloon sides. With this project, the public mediation services and the public authorities on all three sides of the border are working together to stimulate cross-border labour mobility in the border area in general, and the employment of French and Walloon job-seekers by West Flanders companies in particular. In concrete terms, the project aims to train and/or put some 200 French and Walloon job-seekers into work in companies in West Flanders. En Avant/Vooruit focuses in particular on job-seekers receiving active solidarity income (Fr) and young people on work placement (W); experiments with various forms of coaching, employment and workplace training adapted to this target group and also plans the necessary actions to support tutors in the workplace and counsellors in public mediation services in their role. Tailor-made work makes it possible to meet the concrete needs and requirements of the job-seeker and the employer as much as possible, and cooperation makes it possible to adapt existing services and instruments to these needs in the best possible way.

De arbeidsmarkt in de Frans-Vlaams-Waalse grensregio wordt gekenmerkt door een groot tekort aan Vlaamse zijde en relatief hoge werkloosheidscijfers aan Franse en Waalse zijde. In dit project werken de publieke bemiddelingsdiensten en overheden uit de 3 regio's samen om de grensoverschrijdende arbeidsmobiliteit in de grensregio in het algemeen, en de tewerkstelling van Franse en Waalse werkzoekenden in de West-Vlaamse bedrijven in het bijzonder, te stimuleren. Concreet heeft het project de ambitie om een 200-tal Franse en Waalse werkzoekenden op te leiden en/of tewerk te stellen in West-Vlaamse ondernemingen. En Avant/Vooruit concentreert zich in het bijzonder op werkzoekenden met een leefloon (Fr) en jongeren die een stage voor beroepsintegratie volgen (W); experimenteert met diverse vormen van coaching, tewerkstelling en opleiding op de werkvloer, aangepast aan deze doelgroep, en voorziet de nodige acties om mentoren op de werkplek en consulenten van de publieke bemiddelingsdiensten te ondersteunen. Maatwerk kan zoveel mogelijk inspelen op de concrete behoeften en noden van de werkzoekende en de werkgever. Dankzij de samenwerking kunnen de bestaande diensten en instrumenten optimaal op deze behoeften worden afgestemd.

Le marché de l’emploi dans la zone frontalière franco-flamande-wallonne est caractérisé par une forte pénurie sur le versant flamand et des taux de chômage relativement élevés sur les versants français et wallon. Avec ce projet, les services publics de médiation et les pouvoirs publics des trois versants collaborent pour stimuler la mobilité transfrontalière du travail dans la zone frontalière en général, et à l'emploi des demandeurs d'emploi français et wallons dans les entreprises de Flandre occidentale en particulier. Concrètement, le projet vise à former et/ou à mettre au travail quelque 200 demandeurs d'emploi français et wallons au sein des entreprises de Flandre occidentale. En Avant/Vooruit se concentre en particulier sur les demandeurs d'emploi allocataires du revenu de solidarité active (Fr) et les jeunes en stage d’insertion professionnelle (W) ; expérimente diverses formes de coaching, d'emploi et de formation sur le lieu de travail adaptées à ce groupe cible et prévoie également les actions nécessaires pour soutenir dans leur rôle les tuteurs sur le lieu de travail et les conseillers des services publics de médiation. Le travail sur mesure permet de répondre autant que possible aux besoins et nécessités concrets du demandeur d'emploi et de l'employeur, et la coopération d'adapter de manière optimale les services et instruments existants à ces besoins.

Achievements (EN):

The En Avant/Vooruit project started on January 1, 2019. 2022 marks the last year of the project in which Francophones away from the labour market will be directed towards jobs in West Flanders through close cross-border cooperation between the various partners. This year, the partners should continue the good practices learned during the first three years and complete the remaining activities. Two cross-border employment advisors (CET) embarked on the adventure in 2020 to form the contact points and gateways for people receiving an RSA allowance from the Northern Department who wish to work at a company in West Flanders. Throughout the project, they became experts in the field. The two TECs have established good cooperation with the organisations in their region that accompany job seekers. But what is even more important is the cooperation they have with the VDAB on the Flemish side, as well as with Travi. They ensure that TECs are aware of vacancies, companies looking for workers and profiles sought in companies in West Flanders. The constant exchange of information is the operational core of cooperation. Of course, the project does not simply link a profile to a vacant position. Partners are considering various activities to facilitate and improve guidance. For example, business visits are organised for advisors so that they can get an idea of the profiles they are looking for and the type of company their candidates would be working for. Jobdatings are organised with temporary agencies in West Flanders, workshops are organised to write CVs and apply for jobs. Language training must strengthen the candidate’s self-confidence. The coaching programme at Maison de l’Europe partner is a success every time and has had a substantial impact on the career path of several job seekers. The activities and operation of the project are supported by the communication tools developed by the partners, such as a project website, a leaflet for employers, roll-ups, maps for job seekers, explanatory videos on workplace training, etc. Small articles are published on the website and show concretely what we are doing as part of the project. All these activities have so far allowed more than 500 job seekers to participate in job promotion activities, training and coaching, workshops, job appointments, etc. Partners have organised more than 20 company visits. All this has allowed nearly 100 people to find a job in West Flanders. A study on skills shortages in the 3 regions was also carried out. With the end of the project in sight, the partners can welcome the results achieved, but also the cross-border cooperation that will certainly continue in the future.

Le projet En Avant/Vooruit a débuté le 1er janvier 2019. 2022 marque la dernière année du projet au cours duquel des francophones éloignés du marché du travail seront orientés vers des emplois en Flandre occidentale grâce à une coopération transfrontalière étroite entre les différents partenaires. Cette année, les partenaires devraient poursuivre les bonnes pratiques apprises au cours des trois premières années et achever les activités qui restent à réaliser. Deux conseillers emploi transfrontalier (CET) se sont lancés dans l'aventure en 2020 pour constituer les points de contact et les passerelles pour les personnes bénéficiant d’une allocation RSA du Département du Nord qui souhaitent travailler dans une entreprise de Flandre occidentale. Tout au long du projet, ils sont devenus experts en la matière. Les deux CET ont établi une bonne coopération avec les organisations de leur région qui accompagnent les demandeurs d'emploi. Mais ce qui est encore plus important, c'est la coopération qu'ils ont avec le VDAB du côté flamand, ainsi qu'avec Travi. Ils veillent à ce que les CET soient au courant des postes vacants, des entreprises qui recherchent des travailleurs et des profils recherchés dans les entreprises de Flandre occidentale. L'échange constant d'informations constitue le noyau opérationnel de la coopération. Bien entendu, le projet ne se contente pas de relier un profil à un poste vacant. Les partenaires envisagent diverses activités pour faciliter et améliorer l'orientation. Par exemple, des visites d'entreprise sont organisées pour les conseillers afin qu'ils puissent se faire une idée des profils recherchés et du type d'entreprise pour laquelle leurs candidats travailleraient. Des jobdatings sont organisés avec des agences d'intérim de Flandre occidentale, des ateliers sont organisés pour rédiger les CV et postuler à des emplois. Des formations linguistiques doivent renforcer la confiance en soi du candidat. Le programme de coaching chez le partenaire Maison de l'Europe est un succès à chaque fois et a eu un impact substantiel sur le parcours de plusieurs demandeurs d'emploi. Les activités et le fonctionnement du projet sont soutenus par les outils de communication développés par les partenaires, tels qu'un site web du projet, un dépliant pour les employeurs, des roll-ups, des cartes pour les demandeurs d'emploi, des vidéos explicatives sur la formation sur le lieu de travail, etc. Des petits articles sont publiés sur le site web et montrent concrètement ce que nous faisons dans le cadre du projet. Toutes ces activités ont jusqu'à présent permis à plus que 500 demandeurs d'emploi de participer à des activités de promotion de l'emploi, des formations et du coaching, des ateliers, des rendez-vous d'emploi, etc. Les partenaires ont organisé plus que 20 visites d’entreprise. Tout ça a permis à près de 100 personnes de trouver un emploi en Flandre occidentale. Une étude sur les métiers en pénurie dans les 3 régions a également été réalisée. La fin du projet étant en vue, les partenaires peuvent se réjouir des résultats obtenus, mais aussi de la coopération transfrontalière qui se poursuivra certainement à l'avenir.

The ambition of the project is to steer 200 job-seekers towards on-the-job training and/or employment in a West Flemish company over 3 years, and to inform at least 400 of them. The training for tutors is expected to bring together 30 participants, for a total of 230 participants in local initiatives or joint training. Organisation of three types of training courses (for tutors, on-the-job training and Dutch language training). Organisation of 100 company visits over the period.

Het project wil in drie jaar 200 werkzoekenden de weg wijzen naar een opleiding op de werkplek en/of een baan in een West-Vlaamse onderneming en minstens 400 werkzoekenden informeren. De opleiding voor mentoren zou 30 deelnemers moeten halen, hetzij een totaal van 230 deelnemers aan lokale initiatieven of gezamenlijke opleidingen. Organisatie van de drie types opleidingen (voor mentoren, op de werkplek en Nederlandse taalles). Organisatie van 100 bezoeken aan ondernemingen tijdens de duur van het project.

L'ambition du projet est d'orienter 200 demandeurs d'emploi vers une formation sur le lieu de travail et /ou un emploi au sein d'une entreprise ouest-flamande sur 3 ans, et d'en informer au moins 400. La formation pour tuteurs devrait réunir 30 participants, soit au total 230 participants à des initiatives locales ou formations communes. Organisation de trois types de formations (pour tuteurs, sur le lieu de travail et linguistique en néerlandais). Organisation de 100 visites d'entreprises sur la période.

Expected Outputs (EN): Match the labour shortage in Flanders with unemployment in Wallonia and France: encourage more French-speaking job-seekers to consider Flemish vacancies. Provide job-seekers with practical support or additional skills, thus promoting mobility and employment.

Een evenwicht vinden tussen het tekort aan arbeidskrachten in Vlaanderen en de werkloosheid in Wallonië en Frankrijk: de Franstalige werkzoekenden de weg wijzen naar Vlaamse vacatures. De werkzoekenden concrete steun bieden of aanvullende competenties bijbrengen om hun arbeidsmobiliteit te bevorderen.

Expected Outputs (FR):

Mettre en adéquation la pénurie de main d'œuvre en Flandre et le chômage en Wallonie et France : renforcer l'orientation des demandeurs d'emploi francophones vers des postes vacans flamands. Apporter aux demandeurs d'emploi un soutien concret ou des aptitudes supplémentaires, favorisant ainsi la mobilité et l'emploi.
